In Korea, ocean dumping has been widely used as the ultimate disposal of sewage sludge. However, ocean dumping of food wasted and sewage sludge from 2013 is expected to legally restricted as London convention on marine pollution prevention has been effective in 2009. This research aims to examine the effect of HEAS in treating the environmental pollution load caused by organic high concentrated sludge. Thus, onsite laboratory scale treatability test using HEAS was adopted to treat the high concentrated organic sludge from sewage and industrial wastewater treatment plant. The research results showed that the HEAS is useful to reduce the environmental pollution caused by organic high concentrated sludge. Specific results are as follows. 1. The organic removal after the sludge digestion using the high efficiency aeration system was 55.2-85.8%. Although these results were lower than those from the general sewage treatment, the high efficiency aeration system could be evaluated as efficient, considering the object sludge contained the industrial waster water. 2. The average removal efficiency was about 25.2%. 3. It was revealed that sludge digestion by the high efficiency aeration system could effectively contribute to the sludge treatment cost. Especially, the high efficiency aeration system is more applicable to the onsite treatment of small sewage and wastewater treatment plant that contains high solid content sludge, industrial wastewater sludge, high fixed solid sludge.

London Convention on the prevention of marine pollution by dumping of wastes and other matter prohibits the deliberate disposal of paper mill sludges at sea. In order to explore the alternative plan on the prohibition of sludge disposal at sea, the biodegradable seedling pot was developed by mixing the sludge with old newspaper (ONP) in appropriate mixing ratios. The C/N ratio of the mixed sludge was below 20, leading to rapid deterioration of the organic matters composing the seedling pot. The increased ONP contents in the seedling pot resulted in the increase of pot thickness and thereafter in the decrease of pot density. Cellulose fibers in ONP promoted water absorption of the pot but AKD addition helped the seedling pot to repel water during raising seedling. Breaking length and burst strength of the seedling pot were improved by addition of wet strength additives but air permeability was a little diminished. Biodegradable rate of the seedling pot in a soil was accelerated by the attack of soil microbes at the beginning, and finally the pot was completely degraded in 150 days in a soil.
The main purpose of this study is to analyze and examine the problems of the law systems of the safety and maintenance of nuclear facilities and to propose the improvements with respect to the related problems especialy focused on safety management of aquatic products. Therefore, the results of the paper would be helpful to build an effective management law system of safety and maintenance of nuclear facilities and fisheries products. The research methods are longitudinal and horizontal studies. This study compares domestic policies with foreign policies of nuclear plants and aquatic products. Using the above methods, examining the current system of nuclear-related laws and regulations, we have found that there exist 13 Acts including "Nuclear Safety Act", etc. Safety laws related on nuclear facilities have seven Acts including "Nuclear Safety Act", "the Act on Physical Protection and Radiological Emergency", "Radioactive waste control Act", "Act on Protective Action Guidelines against Radiation in the Natural Environment", "Special Act on Assistance to the locations of facilities for disposal low and intermediate level radioactive waste", "Korea Institute of Nuclear Safety Act". "Act on Establishment and Operation of the Nuclear Safety and Security Commission". The seven laws are composed of 119 legislations. They have 112 lower statute of eight Presidential Decrees, six Primeministrial Decrees and Ministrial Decrees, 92 administrative rules (orders), 6 legislations of local self-government aself-governing body. The concluded proposals of this paper are as follows. Firstly, we propose that the relationship between the special law and general law should be re-established. Secondly, the terms with respect to law system of safety and maintenance of nuclear plants should be redefined and specified. Thirdly, it is advisable to re-examine and re-establish the Law System for Safety and Maintenance of Nuclear Facilities. and environmental rights like the French Nuclear Safety Legislation. Lastly, inadequate legislation on the aquatic pollution damage should be re-established. It is necessary to ensure sufficient transparency as well as environmental considerations in the policy decisions of the Korean government and legislation of the National Assembly. It is necessary to further study the possibilities of accepting the implications of the French legal system as a legal system in Korea. In conclusion, the safety management of nuclear facilities is not only focused on the secondary industry and the tertiary industry centering on power generation and supply, but also on the primary industry, which is the food of the people. It is necessary to prevent damage to be foreseen. Therefore, it is judged that there should be no harm to the people caused by contaminated marine products even if the "Food Safety Law for Prevention of Radiation Pollution Damage" is enacted.
We studied the mineral composition and mineral distribution pattern of 131 surface sediments collected at the cruise in 2000 and 2007 from Southeastern Yellow Sea, South Sea of Korea and Southern part of Jeju Island. Mineral compositions of surface sediments were determined using the quantitative X-ray diffraction analysis. Surface sediments were composed of rock forming minerals (quartz 37.4%, plagioclase 11.7%, alkali feldspar 5.5%, hornblende 3.1%), clay minerals (illite 19.2%, chlorite 4.7%, kaolinite 1.8%) and carbonate minerals (calcite 10.7%, aragonite 3.4%). Distribution of clay minerals is very similar with fine-grained sediments, and especially same as the distribution of HSMD (Hucksan Mudbelt Deposit), SSKMD (South Sea of Korea Mudbelt Deposit) and JJMD (Jeju Mudbelt Deposit). The coarse sediment seemed to be relic sediment during the last glacial maximum and mainly consisted of rock forming minerals. Whereas the fine sediments mainly composed of clay minerals. Based on the clay mineral composition, main ocean current and geographical factor, HSMD and SSKMD might have derived from the rivers around the Korean Peninsula. However, JJMD is complex mudbelt deposit, which formed by Korean rivers and oceanic sediments.

Recently, the demand for atypical structures with functions and sculptural beauty is increasing in the construction industry. Existing mold-based structure production methods have many advantages, but building complex atypical structures represents limitations due to the cost and technical characteristics. Production methods using molding are suitable for mass production systems, but production cost, construction period, construction cost, and environmental pollution can occur in small quantity batch production. The recent trend in the construction industry calls for new construction methods of customized small quantity batch production methods that can produce various types of sophisticated structures. In addition to the economic effects of developing related technologies of 3D Concrete Printers (3DCP), it can enhance national image through the image of future technology, the international status of the construction civil engineering industry, self-reliance, and technology export. Until now, 3DCP technology has been carried out in producing and utilizing residential houses, structures, etc., on land or manufacturing on land and installing them underwater. The final purpose of this research project is to produce marine structures by directly printing various marine structures underwater with 3DCP equipment. Compared to current underwater structure construction techniques, constructing structures directly underwater using 3DCP equipment has the following advantages: 1) cost reduction effects: 2) reduction of construct time, 3) ease of manufacturing amorphous underwater structures, 4) disaster prevention effects. The core element technology of the 3DCP equipment is to extrude the transferred composite materials at a constant quantitative speed and control the printing flow of the materials smoothly while printing the output. In this study, the extruding module of the 3DCP equipment operates underwater while developing an extruding module that can control the printing flow of the material while extruding it at a constant quantitative speed and minimizing the external force that can occur during underwater printing. The research on the development of 3DCP equipment for printing concrete structures underwater and the preliminary experiment of printing concrete structures using high viscosity low-flow concrete composite materials is explained.

Oil budget calculator identifies the removal pathways of spilled oil by both natural and response methods, and estimates the remaining oil required response activities. A oil budget calculator was newly developed as a response tool for Deepwater Horizon oil spill incident in Gulf of Mexico in 2010 to inform clean up decisions for Incident Comment System, which was also successfully utilized to media and general public promotion of oil spill response activities. This study analyzed the theoretical background of the oil budget calculator and explored its future application to Korea. The oil budge calculation of four catastrophic marine pollution incidents indicates that 3~8% of spilled oil was removed mechanically by skimmers, 1~5% by in-situ burning, 4.8~16% by chemical dispersion due to dispersant operation, and 37~56% by weathering processes such as evaporation, dissolution, and natural dispersion. The results show that in-situ burning and chemical dispersion effectively remove spilled oil more than the mechanical removal by skimming, and natural weathering processes are also very effective to remove spilled oil. To apply the oil budget calculator in Korea, its parameters need to be optimized in response to the seasonal characteristics of marine environment, the characteristics of spilled oil and response technologies. A new algorithm also needs to be developed to estimate the oil budget due to shoreline cleanup activities. An oil budget calculator optimized in Korea can play a critical role in informing decisions for oil spill response activities and communicating spill prevention and response activities with the media and general public.
A local or site-specific water temperature is downscaled from the nation-wide air temperature that represents simulation by General Circulation Model (GCM). Both two-step and one-step method are tested and compared in three sites: Masan Bay, Lake Sihwa, and Nakdong River Estuary. Two-step method uses a linear regression model as the first step that converts nation-wide air temperature into local air temperature, and the corresponding coefficient of determination is in the range of 0.98~0.99. The second step that converts air temperature into water temperature uses a nonlinear curve, so called S-curve, and the corresponding root mean squared error (RMSE) is 2.07 for rising limb in Masan Bay, 1.93 for falling limb in Masan Bay, 2.59 for Lake Sihwa, and 1.58 for Nakdong River Estuary. In a similar way, one-step method is performed to directly convert nation-wade air temperature into local water temperature, and the corresponding RMSE is 2.28 for rising limb in Masan Bay, 1.89 for falling limb in Masan Bay, 2.55 for Lake Sihwa, and 1.52 for Nakdong River Estuary. Consequently both methods show a similar level of performance, and one-step method is recommendable in that it is simple and practical in relative terms.
In managing shipping business, the concept of seaworthiness of the vessel has developed in accordance with the development of the shipping industry. However, despite of the development of the vessel's seaworthiness, marine accident has continuously occurred at sea. International Maritime Organization(IMO) has paid attention to the research and investigation of Human Error in shipping operations in addition to physical seaworthiness of the vessel. In 1994, IMO adopted the "International Management Code for the Safe Operation of Ships and for Pollution Prevention(ISM code)" of "SOLAS 1974" Annex, to take countermeasure against this human error. In 1999, Korea adopted the 'ISM Code' and then enacted the Maritime Safety Act (previously Maritime Traffic Safety Act). The Maritime Safety Act regulates necessary qualifications of the Human Resources of shipping companies for establishment and implementation of the safety management system. However, there has been a discrepancy between shipowners and ship management companies in interpreting the legislative texts, finally causing confusion. In this paper, I would like to examine the deficiencies in the regulation on the standard of qualifications of the Designated Person under the Maritime Safety Act and thereby suggest any possible improvements in it.

Harmonic analyses are carried out in order to obtain the major frequency components of the air temperature (AT) and surface water temperature (SWT) data monitored in the Middle Area of the Yellow Sea (Yellow Sea monitoring buoy). The analysis shows the annual and semi-annual components are predominant and the higher frequency components are relatively weak with contribution to the short fluctuations, i.e. below $0.2{\sim}0.5^{\circ}C$, in the AT and SWT. The standard deviation of the AT residual is 2.4 times larger than that of the SWT residual and the occurrence frequency distributions of the AT and SWT residual components are both closely fitted to a normal-distribution function. The variation pattern on the AT-SWT plane forms the clear continuous hysteresis loop in anti-clockwise direction which is composed of the AT-SWT rising period, AT-SWT falling period, and the constant SWT period in winter season.

In this paper, we have constructed high-resolution topographical map of macro-tidal Malipo beach through integration of terrestrial LiDAR measurement and MBES survey data at inter-tidal zone. To acquire the enough information of inter-tidal zone, we have done terrestrial LiDAR measurement mounted on the roof of vehicle with DGPS through go-stop-scan method at the ebb tide and MBES depth surveying with tide gauge and eye staff measurement for tide correction and MSL calculation at the high tide all together. To integrate two kinds of data, we have unified the vertical coordination standard to Incheon MSL. The mean error of overlapped inter-tidal zone is about 2~6 cm. To verify the accuracy of terrestrial LiDAR, RTK-DGPS measurement have done simultaneously and the difference of Z value RMSE is about 4~7 cm. The resolution of Malipo topographical map is 50 cm and it has constructed to DEM (Digital Elevation Model) based on GIS. Now it has used as an input topography information for the storm-surge inundation prediction models. Also it will be possible to use monitoring of beach process through the long-term periodic measurement and GIS-based 3D spatial analysis calculating the erosion and deposition considering with the artificial beach transition and coastal environmental parameters.
