Comparison of the Frequency of Unsafe Ship-Handling Situations and the Frequency of Marine Accidents at the Kurushima Strait

  • It is requested to be evaluated whether environmental change in marine traffic passage by maintenance work affect ship handling, safety, when re-design of traffic passage is planned. In the maintenance work, it is also important to evaluate the change of risk and also benefits. However, in a current evaluation index, it is difficult to evaluate the benefit. The recently developed safety index that is led by employing the Unsafe Ship-handling situations model (US-model) is able to estimate risk level of marine accident in a process of a ship handling. We have already reported the relation of the ratio of 10-3 in harbors (Yokohama, Kobe, and Osaka in Japan) [1]. In this study, we acquired the relation of the ratio between the US value and the marine accident at a narrow waterway; Kurushima Strait in Japan, using a ship handling simulator. And we experimented to estimate a marine accident reduction achieved by the maintenance work of the altered shape of passage.

  • A floating-type wave power pump is a device which sends air into water by using wave power. The floating-type wave power pump has the new configuration composed of a curved surface reflection board, a slope, and phase plates. As a result of a water-tank experiment it turned out that the floating-type wave power pump with a curved surface reflection board and a slope raised power and efficiency in the wide wavelength waves. The result of a marine experiment was also preferable. The floating-type wave power pump sends air into the sea by using wave power, so it can be used for the improvement of marine environment. In addition, the floating body constituted of a curved surface reflection board, a slope, and phase plates, is effective as a device to utilize the energy of a wave. Therefore, it can be widely used for a wave power generation, pumping up deep seawater.

The Problem of using N-value to assume the displacement depth (실무에서의 N척 적용 및 문제점 (연약한 해성점토층의 경우))

  • N-value is usually used to assume the displacement depth of embankment on the soft marine clay. But N-value of the soft marine clay tend to underestimate unlike overestimating of general cases. In general case, if the length of rod is more long then N-value is more large because it is under the influence of energy loss of hammer blow. So it is reasonable to correct N-value down. But in the case of soft marine clay, N-value must not be correct down. Especially to assume the displacement depth of embankment on the soft marine clay, it must be used laboratory test results or CPT, Vane Test than N-value. In this study, it is compared with two field cases that design displacement method of embankment.

  • The demand of clean energy, like liquefied gas(LNG), increase suddenly because it generates few polluting substances when burned and from the point of view with caloric value it generates ralatively less $CO_2$ gas than the other energy sources. LNG transpotion method of our country is marine transportion by ships because the LNG producing district is far away from Korea. Main engines for most LNG ships are steam turbines, and the efficiency of steam turbine is influenced by the degree of vacuum of main steam condenser. This paper introduce the design method of the vacuum system for high efficiency marine steam turbine. Especially, it is developed the CAD program for the large steam condenser and steam ejector. Also, it is designed the pilot plant including high pressure boiler for the performance test and maked a part of this plant.

  • This study was carried out through survey based on job candidates of marine-bio, marine logistics, and GIS in order to train the human resources with the IT combined ability in the field of fisheries and oceans in Busan. Also, it included the survey on the field of the human resource development which businesses require in Busan. The analysis showed that food industry was most preferred by job candidates and the most required efforts for self-development to employ was to improve their English skills. The most preferred area was Busan and their salary requirements were in the 25 million to 30 million Won range. In findings on survey of businesses, businesses showed a profound interest in HACCP qualification in sea food and logitics manager qualification, and thought that the abilities that job candidates must have were communication and creativity rather than major and skills.

  • The tourism industry is considered as the world largest industry and it is assessed as the most effective way to create employment. In particular, the marine tourism industry such as marine leisure sports, cruise can create high added value so that its significance has been more emphasized. Korea has natural tourist attractions such as more than 3,000 islands, about 12,000km lengths coastline, wide wetlands and beautiful seascape. In addition, the establishment of the five-day workweek and the development of means of transportation make the policy demand of the public for marine tourism increase continuously. However, Korea currently lacks policy and system for revitalizing marine tourism industry as the new growth engine and has not made good use of its retained tourist resource. Accordingly, this study explores the current situation and challenges of Korean marine tourism industry and further analyses the limits of the national legal systems for marine tourism. Lastly, it suggests policy recommendation for promoting marine tourism industry.

A Study on Duty Performance area of Fisheries & Shipping Business High School Teachers (수산.해운 전문계열 교사의 직무수행 영역에 관한 연구)

  • This study referred to relevant literatures, collected professional advice, created the sphere of duty with considering the characteristics of marine products-marine transportation education and teachers' specialty, and researched the feasibility of duty sphere classified from 2nd of September in 2008 to 20th of October in 2008 by selecting 80 professional teachers at random teachers who were working in 4 schools that had local 1. As the result of this study, it is proper to classify the sphere of marine products-marine transportation professional teachers into teaching-learning sphere, actual training guidance sphere, life guidance sphere, class management sphere, administrative performance sphere, specialty extension sphere, academic-industrial cooperation and community connection sphere. 2. For the contents of each sphere of marine products-marine transportation teachers' duty, it is proper to systematize teaching-learning field with 32 contents of duty, actual training guidance field with 21 contents of duty, life guidance sphere with 18 contents of duty, class management sphere with 12 contents of duty, administrative performance sphere with 18 contents of duty, specialty extension sphere with 15 contents of duty, academic-industrial cooperation and community connection sphere with 9 contents of duty respectively.

Promoting Measures for Korean Marine Industry Education (해양산업교육(海洋產業敎育)의 진흥방안(振興方案))

  • A rapid increase in population is most likely to become a menace to human existence, and will cause unfavorable effects. Therefore, we must consider it as an urgent task to make use of marine resources in various ways. Korea particularly laks potential resources, so has no other way but to exploit and utilize the resources for its overall economic growth. In therms of these viewpoints. this report studies the constructive measures and programme for promoting Korean marine industry education after reassessing the aspects of marine industry and analyzing the present situation and problems of the Korean science and technology today. Under these circumstances. it is suggested that financial and administrative support be afforded by government and the authorities concerned for the reformation of curriculum and educational system, inverstment growth for improving educational environments and research conditions. In addition, administrators and teachers are expected to exert their utmost efforts to bring ahout encouraging results in the marine industry education.

Process and Prospect of Marine Ranching Project in Korea

  • General aspect of marine ranching programme in Korea was introduced. It contains the status of Korean fisheries industry, background and the scope of ranching project being conducted by KORDI since 1996. Long term plan for the marine ranching programme as a national project is also introduced including socio-economic analysis of project as well as economic impact of investment.

The causes and counterplan for marine casualties of fishing boats according to the fishing types (어선의 업종별 해양사고의 원인과 대책)

  • According to the statistics of KMST (2010~2019), 68.5% of marine casualties have been occurred in fishing boats in the last 10 years. Although the incidence rate of annual average per ship is 10.4% for merchant ships and 2.3% for fishing boats, it is necessary to first reduce the marine casualties of fishing boats in order to reduce the occurrence of the whole marine casualty, considering that the number of registered fishing boats are 86.5% of the total. In this study, the top 10 fishing types with high occurring marine casualties in the past 10 years were selected using the statistics of KMST. Then, the causes of the marine casualties, focusing on the collision, were analyzed and counterplan were suggested. The biggest marine casualty that the top 10 fishing types have caused in the past 10 years was a collision, accounting for 71.7% of the total, and the rest were less than 10.0% each. Also, it was found that the biggest environment and cause of the collision were due to human factors such as poor look out or negligence of duty. Eventually, it was concluded that a reduction in the human factors for the causes basically, could lower the incidence of the marine casualties. Therefore, if the continuous and systematic correcting education of the attitude toward the ship operating of seafarers could conducted with the focus on the main human factors, the whole marine casualties will be expected to decrease gradually.
