In medical industry, health insurance bill audit is unique and essential process in general hospitals. The health insurance bill audit process is very important because not only for hospital's profit but also hospital's reputation. Particularly, at the large general hospitals many related workers including analysts, nurses, and etc. have engaged in the health insurance bill audit process. This paper introduces a case of health insurance bill audit for finding reducible health insurance bill cases using decision tree induction techniques at a large general hospital in Korea. When supervised learning methods had been tried to be applied, one of major problems was data imbalance problem in the health insurance bill audit data. In other words, there were many normal(passing) cases and relatively small number of reduction cases in a bill audit dataset. To resolve the problem, in this study, well-known methods for imbalanced data sets including over sampling of rare cases, under sampling of major cases, and adjusting the misclassification cost are combined in several ways to find appropriate decision trees that satisfy required conditions in health insurance bill audit situation.
Governance systems are basically an autonomous cooperation type among the government, civil society and market, also a new paradigm for efficient and democratic administration of policies. The governance mainly consists of the central operating body, institutions, operating principles and so on. The constituents are the nation(government), civil society(NGO) and market(firm). Institutional conditions are a legitimate base, financial stability and independency. And as a operating principle, governance systems have common goals and issues from a national and social point of view. This governance has been recently emerged due to financial risk of government, diffusion of new liberalism going with the globalization, localization-decentralization, and development of civil society and information-oriented society. We have to grope fur the framework of participatory agri- policy confronting globalization and localization as well as developing our agriculture and rural village. This agri-policy governance should be theoretically focused on policy network or self-organizing network or multi-lateral governance (MLG) based on NPM. Also, it is proper to have connection of nation-central type and civil society-central type. And it is necessary to have a MLG type with local governance corresponding to localization and decentralization. Governance should have the type whose participants have authority and responsibility as well. Basic directions of environmentally friendly agri-policy governance are as follows : first, its purposes are constructing the democratic and efficient framework of participatory environmentally friendly agri-policy based on consensus of all the related groups, embodying environmentally friendly agri-policy adjusted to local field, raising farmer's real interest, and improving their position. Second, its form should have a council or an agreement system, not an advisory or a consultation organ. Thus, public sector(eg. government) and voluntary sector(eg. farmers' organization) jointly execute agricultural policy and are responsible together. Environmentally friendly agri-policy governance is mainly made up of farmers' organization, cooperative and civil society(NGO). And secondary bodies are agribusinesses and academic groups. Government interacts with the main bodies on administrative execution. And environmentally friendly agri-policy governance has MLG type with a central unit, province and county units. Environmentally friendly agri-policy governance has several main functions such as agri-policy partnership, speaking for farmer's rights and interests, investigation and research on domestic and foreign agricultural streams, and etc. Especially, local unit will play roles in activation for regional agriculture, consulting on technique and management, education and training services, services entrusted by government, and so on.

In case of current South Korea, the rapid graying is in the progress. Because of it, the increase of elders who live alone causes variety of social, economic and national problems. Especially in the modern city, the health care, safety and maintenance of pleasant and joyful life of elders who live alone are being a big social issue. Even though practical services have been tried at the whole of government approach, the detailed alternatives are insufficient to improve the daily life support and service to approach the information. This research suggests the "ELA Service Model" which actively improves the easy access to information and corresponds to condition and circumstance of elders for providing the ICT-base Elderly Living alone care service. It is a step self-life support service based on fundamental desire of elders which resolves the problem and contributes to establish the active and balanced policy to the elderly.
The purpose of this study is to investigate the structural relationship between organizational citizenship behavior and behavioral intention. The purpose of this study is to investigate the relationship between conflicts, organizational citizenship behaviors, and behavioral intentions in order to achieve research objectives. Based on this study, hypotheses were established and the implications and implications of these results were sought. First, the relationship conflicts of hotel employees have significant relationship to organizational citizenship behavior. Second, the relationship conflicts of hotel employees have a meaningful relation to the behavioral intention. Third, organizational citizenship behavior of hotel employees has a meaningful relationship with behavioral intention. As the results show, the company seeks for profit but it is also another way for employees to stay in one job and to make an opportunity to contribute value to the company. As the relationship between the individual conflicts, organizational citizenship behaviors, and behavioral intentions, how to solve the conflict problem is the task of the hotel company based on the human resources. Future research and limitations are needed for the efficiency of this study, but it is necessary to specify samples and specimens through an in-depth review of the specimens.

Smart City is rapidly expanding with the development of related technologies and can improve costs, improve urban services, improve quality of life, productivity and sustainability. The purpose of this study is to find out how the support system of the government and the local governments for enhancing the success rate of the startup firms affected the performance of the enterprises according to the behavior characteristics of the founders. It is divided entrepreneurial support system into entrepreneurial policy support such as entrepreneurial education, mentoring and consulting, and funding of startup support such as policy fund and R & D fund, distinguished the behavior of founder into behaviors for discovery of entrepreneurial opportunities and behaviors for exploiting entrepreneurial opportunities. In order to analyze whether it affects the corporate management performance, a research model was created based on the previous research and hypotheses were set up, and the hypotheses were verified based on this questionnaire. The results of this study are as follows: First, it is found that the support for entrepreneurial policy has a positive effect on the behavior characteristics of entrepreneur. Second, it is found that the startup support such as policy fund affects the behavioral characteristics for finding the opportunity of the founder, but it does not affect the behavioral characteristics for the opportunity exploit. Third, it was found that the behavior characteristics of entrepreneur founding opportunity and exploition of entrepreneurial opportunity influenced the performance of the company. According to the this study, the following conclusion were obtained, First, it is necessary to apply different policies according to the stage of growth of startup companies. Second, startup companies grow through the stages of development of new technologies and ideas, commercialization, and marketing, at each stage, entrepreneur must overcome the so-called Death Valley, which requires funding.

Various government support policies are being promoted in order to stimulate growth of SMEs. The government is striving to provide effective support through direct methods of tax, finance and indirect methods through support programs. However, the view on the government's startup policy is still tense. We are sympathetic with the need for support, but discussions continue to be made on the effectiveness of support projects and support projects. Therefore, this study evaluates the importance and satisfaction of the government start-up support project. For this purpose, we conducted questionnaires on ICT start-ups who have experienced government start-up support projects. Of these, 128 were analyzed for GAP analysis and ISA. As a result of the GAP analysis of the government start - up support project, the degree of satisfaction (4.408) was lower than the degree of importance (5.221), confirming that the beneficiary's evaluation on the start-up support project was negative. As a result of the importance-satisfaction analysis, 'R&D' and 'commercialization' are located in the maintenance area, and 'government funding', 'marketing, overseas advancement' projects are included in the concentrated area. In the low-ranking areas, there are 'entrepreneur events and networks' items. Finally, there are 'facilities and spaces', 'mentoring and consulting', and 'entrepreneurship education' in the surplus areas. As a result of multiple regression analysis, it was found that 'R&D', 'entrepreneurial education', and 'government funding' influenced satisfaction. Based on the results of this study, it is expected that it will contribute to improving the quality level of the government start-up support project by establishing the support policy for the ICT start-up enterprises and improving the system.
The purpose of this study is to suggest the direction of O2O industry policy for solving the conflict problems with the traditional industry stakeholder and for enhancing the regulations as new industry development is inevitable. We make use of TAIDA that is one of scenario methods to accomplish the purpose and suggest the direction of policy. First, it is needed to prepare directly by government the environment that new business models are able to emerge easily with various consulting services and information supports like public system servers and IT infra, it is practical support policy. Second, positive legal application for new business and making the law for new business are needed in legal issues situation as soon as possible. Third, the conflicts with old and new industry would be managed to the direction of "predictable" progressively. Incongruity among laws, safety and security problems, and the conflict of stakeholder are urgent. Because of the limit in this study, it is expected that O2O industry is categorized in detail aligned to the characteristics and that new policies along to the separate industry areas are developed by the following study.
The objective of this study is to describe the status of operation of after-school science activities in elementary school and offer suggestions for the activation of such programs by targeting parents who participated in an open class, and examining their recognition of the program. To achieve this, announcement sheets for after-school science activities in 809 elementary schools in Gyeonggi-do were collected to examine the class names, class fees, material costs, and management status of class hours. In addition, 36 parents who participated in an open class were targeted, and their recognition of the program was analyzed using the results of a questionnaire. A draft of the questionnaire was developed by revising and complementing the 2013 customer satisfaction survey of the living science class of the Korea Foundation for the Advancement of Science & Creativity. The final questionnaire was completed by consulting 1 science education professor and 12 Master's candidates in science education for advice on the validity of the questionnaire content and terminology. The collected data were analyzed using a statistical program. Based on the results of the study, the following suggestions are proposed for the activation of after-school science activities in elementary school. First, the needs of education consumers (parents) should be identified and reflected persistently to activate after-school science activities in elementary school. Second, a science program that reflects the demand and choice of education consumers (parents) needs to be developed for the continuous activation of after-school science activities in elementary school.

In this study, we carried out a survey on the degree of recognition for the brand of the Korea Institute of Geoscience and Mineral Resources (KIGAM) to contribute to reestablishing the status and role of KIGAM as an institution that people proud of by effectively delivering KIGAM's various research activities and achievements to people. About 49.9% of external publics recognized that there was relevance between research achievements of geo-technology and national brand. On the contribution of research achievements of geo-technology to promoting Korea's power of science and technology, 42.3% gave positive answers. On research achievements of mineral resources technology, just 14.4% replied they saw such results. As alternatives to promote the degree of recognition for brand, we suggested development of beneficial message, operation of brand management committee, promotion of involvement of research achievements of mineral resources technology about people-friendly subjects, development and distribution of "board game for education on mineral resources technology" for youths, activation of location PR, activation of online Q&A bulletin board, finding out star researchers, and president's PI activities.
