A Study on the Improvement of the Classification System on Archives and Records Management Studies in KDC (한국십진분류법 기록관리학 분야 분류체계 개선에 관한 연구)

  • Archives and Records Management Studies is being developed its own independent domains. However, the existing library classification scheme such as the KDC don't properly reflect the characteristics of Archives and Records Management Studies. This classification scheme has the irrational part of the arrangement of the subject items and should be required to rearrange subdivision of the subject areas. In this study, According to the characteristics of Archives and Records Management Studies, It is set up 8 subject areas, Records Management (General), the law and polices of records management, the collection and appraisal of the records, the documentary organization, recording information services, preservation of the records, archives management, archives and records center, etc. After analyzing the major contemporary library classification system such as KDC, DDC, NDC, UDC, LCC, then It is suggested that improvement measures through analyzing classification status and keywords of the Archives and Records Management data contained in Korean National Bibliography. In Archives and records management studies, The contents of the eight subject areas related to the field are changed to allow integration with KDC 028.

  • Since 'the National Assembly Electronic Document System' was introduced in September 2004, the amount of electronic records production in the Nation Assembly has been on a rapid increase. The number of electronic records which 'the National Assembly Records Management System' took over until September 2011 is '240,000', 72% of the total transferred records. However, the National Assembly's electronic records management has a number of serious problems concerning electronic records long-term management and preservation. In the context, this study aims at discussing alternative strategies for effective management and preservation of the Nation Assembly electronic records. In the theoretical aspect, it reviews 'parliament records' definition and management trend. As a case study, it explores the present state of 'the National Assembly Records Management System' ranging from legal aspects to technical aspects. Based on these researches the study critically analyzes the Nation Assembly's electronic records management in comparison with overseas cases. As a result it provides alternative plans of four major areas, including law, management body, management object and technical system, to improve the National Assembly's electronic records management.

  • Currently, the appraisal system for public records is mainly based on the disposition authority named 'Records Management Criteria Table,' which has many limitations in digital environment. Especially, it does not apply to other systems than the 'Business Management System' and does not adequately reflect the complex environment of records creation. The purpose of this study is to suggest ways to improve the 'Records Management Criteria Table,' so that it can be applied to appraisal of records created in a complex work environment. For this purpose, this study investigates a case of 'Factory Establishment and Registration' activity performed by local governments. For this activity, related laws and regulations, business processes and systems for those processes are analyzed and types of records are examined by each business process and system. Based on these analyses, the development procedure and structure of a new 'Records Management Criteria Table' are suggested, so that it can be applicable as disposition authority in the complex environments of records creation.

  • It is necessary to diagnose the standard record management system when the system is being spread out to entire public organization and institutions. This study aims to analyze the standard record management system for improving system and revising the related standards in the future. This study evaluates the satisfaction on the interface and functional quality of the system through questionnaire survey on records managers. It is found that the satisfaction of functional quality is just above the line, but the interface fails to satisfy records managers. Also the reliability of the system appears to be higher satisfaction than efficiency and usability. Therefore, the study suggests that the standard records management systems should try to improve 'easy of use' and effectiveness and efficiency by implementing heavy batch job and promoting modulation of key function. And the study emphasizes that the standards will be revised with the long-term plan in order to develop standard records management system systematically and continuously.

The Historical Understanding of the U. S. Secret Records Management (미국의 비밀기록관리체제에 대한 역사적 이해)

  • The U. S. government has a long history to classify and manage governmental records which are created, collected, and preserved for itself. During the colonial period before the independence, the U. S. mostly practiced the maintenances of secret records and restrictions of access to the records following a long convention without any specific legal authority. Since establishment of the U. S. Constitution, the government had kept secret records on the basis of constitutional authority. However, the U. S. government began to take shape the secret records management system when it participated in the World War I, which required the system to reflect the needs in reality to manage drastic increases in important military and foreign relation documents. The World War II made the U. S. government strengthen its secret records management system, and its conception of secret records management system at that time has sustained until now. It can be said that the current secret records management system of the U. S. government continues to be managed by constitutional authorities and the executive orders which are opt to change. This article intends to review the secret records management system of the U. S. from the initial history of the U. S. to the Cold War. To understand its system of secret management, the paper investigates the U. S. secret records management history by dividing into three periods: the period of establishment of its tradition(the Colonial era~just before the WWI); the period of taking shape of its system (the WWI~the WWII); and the period of current conception of its system. The criteria of these divisions are created based on the differences of the laws relevant to the secret records and the application methods of secret management system in reality.

  • The cloud records management system has the following problems. It has not been accompanied by a change in the legislative system and has not been exploited the benefits of cloud technology. In addition, it has not been considered for changes after system construction. To solve this problem, the contents of the Fourth Industrial Revolution should be reflected in the improvement of the legislative system and the long-term development strategy of the national archives system. A fundamental review of the records management system is also required, and in the process of e-government, the National Archives should act as a pan-government records management control tower.

  • Although we expect the Records Freezing system to be introduced through the revision of the Public Records Management Act, the system alone has limitations in preventing illegal disposal of records. If some records have already been destroyed illegally, the agency should identify the reason and prepare corrective action and improvement measures to prevent the repetition of such a wrongful disposal. The purpose of this study is to analyze the NARA's inspection program for unauthorized disposal based on the "Records Management Oversight and Reporting Program" and to find implications for improving the control system of public records disposal. NARA's program is particularly effective in the prevention and post-processing of unauthorized disposal. In this study, firstly, the federal records management oversight and reporting program in the United States was investigated in the legal system. Secondly, the status of NARA's control of unauthorized disposal cases was reviewed and a case of SEC's MUI records was analyzed for showing the systematic procedure of NARA's inspection. Finally, we have summed up the implications of this program for improving NAK's control system of illegal disposal of public records.

  • We treated Asia's records management and system based on India, Singapore and Vietnam. We research the main content and characteristics of the law of records management of each country. We research them from the viewpoint of organization and specialists-training system and records management system. Finally we compare each country and talk about current events and points. We can find out good chances of mutual association through understanding each country. It will be helpful to settle a suitable records management system for our country.

A Study on the Establishment of Buddhist Temple Records Management System (사찰기록 관리 체계화 방안 연구)

  • Buddhism was introduced in the Korea Peninsula 1600 years ago, and now there are over 10 million believers in Korea. The systematic Management of Temple Records has a spiritual and cultural value in a rapidly changing modern society. This study proposes a better management system of Buddhist temple records for the Jogye Order of Korean Buddhism. this system Not only supports transparency of religious affairs, but presents a way for a more effective management. in this study, I conducted a study on the national legislation for the preservation of buddhist temples and the local rules of religious affairs from the Jogye Order. Through this, I analyzed the problems of Buddhist records management. in the long term, to improve these problems, I purpose the establishment of temple archives be maintained by parish head offices. This study presents a retention schedule for this systematic establishment system. I present charts for the standard Buddhist records management that manage the total process systematically from the production of records to its discard. Also I present a general plan to prevent random defamation of Buddhist temple documents and impose a duty for preservation. I intend for this plan to be subject to discussion and tailored to the particular needs of temple reads. In creating these charts standard of Buddhist temple records management, I analyzed operating examples of foreign religious institutions and examined their retention periods. I also examined the retention periods and classification system from the Jogye Order. Then I presented ways for this management system to operate through computer programs. There is a need to establish a large scale management system to arrange the records of buddhist documents. We must enforce the duty of conserving records through the proposed management system. We need the system to manage even the local parish temple records through the proposed management system and the operation of the proposed archive system. This study presents research to from the basic of the preservation and the passing of traditional records to future generations. I also discovered the historical cultural and social value that these records contain. Systematically confirmed Buddhist temple records management will pave the way that these tangible and intangible cultural records handed down from history can be the cultural heritages. establishing a temple records management system will pave the way for these cultural records to be handed down to future generations as cultural heritages.

  • This article shows a case of constructing appraisal system of manuscripts based on records of korean democratization movements. This appraisal system of manuscripts not only intends to select records according to value but also realizes a strategy that maximizes efficacy of resources for record management through distinction of record management process based on value of records. After all, this strategy provides manuscript repositories a beneficial benchmarking case of appraisal system of manuscripts which are confronting with disposing problem of enormous mount of records without original order, and are intending maximization of efficacy of resources for record management through distinction of record management process based on value of records.
