The characteristics of the records management systems of the Japanese colonial government can be summarized as follows. First, the Government General adopted a "decentralized retention" of public records. The Government General did not establish its own archives for central preservation of permanent public records. Colonial agencies established its own records office and the records office managed the records its agency created. Secret records and police records were exception. They were retained by the Secretary Office of the General Affairs Division and Police Division of the Chosun Government General respectively. Second, filing systems and retention periods of the public records followed the hierarchic structure of organization. In the headquarter of the government, records were filed by a "bureau-division-activity-file" classification system and a retention period of a file was given automatically by each unit the file belonged. A closed and cut-off file was retained and arranged according to its creating unit, creating year, and retention period. The filing system was easy to use once the filing system was established well, but to make it work effectively changes in activities and organizations should be on a reflected regular basis. It had an advantageous effect that permanent records could be preserved in a unified way throughout the organization. However, it is very critical to determine the permanent records in a professional way. Selection of the permanent records should be done professionally and in a historical perspective. Otherwise, the records retained as permanent records were not the records having an enduring value. And that was not done by the colonial government. Third, classification and scheduling of records were carried out by a creating division, rather than by the Records Office, mostly from the 1920s. Compilation of the records was also done by the creating agency. It implies that the records management lacked the professionalism. In conclusion, the records management system of the Chosun Government General wes nither modern nor user oriented. It managed the records for solely administrative purpose, i.e. effective colonial rule. The legacy of the colonial records system still exists in the public records system in Korean government. One should criticize the lack of will and efforts to modernize the public records system since the establishment of the Korean government while should reflect the historical origins of the records system in Korea.
ISO 15489:2001 addresses the principles and requirements with which organizations, both public and private, should comply on the management of their records to ensure that adequate records are created, captured and managed. The standard defines the characteristics that a record should have through records management system as follows: authenticity, reliability, integrity, and usability. Authenticity means that records can be proven to be what it purports to be, to have been created or sent by the person purported to have created or sent it, and to have been created or sent at the time purported. Reliability means that the contents of the records can be trusted as a full and accurate representation of the transactions, activities or facts to which they attest and can be depended upon in the course of subsequent transactions or activities. Integrity refers to ensuring that a record is complete and unaltered. Usability means that records can be located, retrieved, presented and interpreted. In order to have these characteristics, a record should be persistently linked to the metadata necessary to document a transaction. Metadata is "data describing context, content and structure of records and their management through time." Metadata ensure the creation and maintenance of authentic, reliable and usable records and the protection of the integrity of those records. It could be implemented by creating and capturing records management metadata in systems that create and manage records. There have been some projects and standard initiatives to identify a core set of records management metadata. Included are the Australian Recordkeeping Metadata Standard and the British Metadata Standard which is part of the Requirements for Electronic Records Management System. Recently ISO/TS 23081-1 is published to implement metadata requirements within the framework of ISO 15489. Public records management system in Korea is ruled by the Act on the Management of Archives by Public Agencies and Administrative Records Management Regulation. This article evaluates records and their descriptive elements captured and maintained by the records management system in Korea on the basis of the international metadata standards.

This article introduces definition and theoretical background of the managing records for ISO 9000 compliance, especially, quality record management and describes the method of establishing efficient system for the control of quality records in engineering corporation. To establish the best control system of quality records, the organization must not only understand ISO Code requirements for quality record completely but also identify the documents to be controlled as a quality records correctly. It has been more than ten years since the evaluation system of records management in public institutions was introduced. Over the past decade, the evaluation system of records management in public institutions has contributed to the professional deployment of records management and the expansion of the records infrastructure. However, at this time, it is necessary to introduce a new evaluation system because of various problems including ranking and insufficiency of feedback measure. Therefore, we attempted to identify the problems and suggest the direction of improvement by analyzing the status of the evaluation system for records management in public institutions and collecting opinions from various sectors. The directions of the new institutional evaluation on records management based on the analysis of the problems are a step-by-step introduction, the selection of customized evaluation indicators according to institutional characteristics, the introduction of the governance system, self-evaluation by selecting autonomous indicators of institutions, and the strengthening of the consulting function of the National Archives of Korea.

In order to design effective electronic records management systems, it is viable to consider both traditional principles of records management, proven to be effective, and the characteristics of digital information. ISO 15489, an international standard for records management, is acknowledged as the most useful guidelines for this goal. The present study extracted basic principles of electronic records management from its provisions of 7 functional steps. It then compared the principles to system requirements of three system design criterion, developed by Department of Defense(U.S.A.) Public Records Office(Britain). and European Union respectively. Common requirements, included in all three criterion. were then searched in the Korean standard of developing automated systems for records centers. Finally, suggestions were made to develop a Korean standard for electronic records management system, elaborating from the core requirements of the system found by the present study.

A public enterprise is part of the public sector, and public enterprises possess entrepreneurship. However, the characteristics of a public enterprise have not been reflected in the public records management system. In 2011, the ISO 30300 Series, a records management system, was developed. This indicates a more comprehensive management approach with regard to records management. Moreover, an introduction of the certification system of the ISO 30300 Series is expected. Therefore, this study reviews the characteristics of public enterprises and the necessity of introducing a records management system as well as analyzes the factors for its introduction. It also suggests an improved evaluation index and the requirements for public records management.
Since the government of Republic of Korea was established in 1948, a period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). This paper illustrates distinct phenomena of Records Management System Policy during Participation Government. Three major agents of the system are President Roh, the Presidential Secretariat, and Archives Management Bureau at the National Archives of Korea. They sometimes competed with themselves for initiatives of policy, but they used to cooperate with each other and have brought about innovations on records management. The first distinctive characteristic of Participation Government (below PG)'s records management is that it implemented governance actively. That is, it tried to listen carefully to all opinions of interest organizations related to records management and enacted laws based on those. The PG not only listened to civic groups, but also created two professional groups called Records Management Innovation Expert Committee and Innovation Decentralization Assessment Committee. Those two groups enacted . Another remarkable feature is a nomination of records management specialists at public institutions. In 2005, PG created Archival Research Positions among research public officials and appointed experts in the field of Archival Research History at central department. With the process, the government tried to provide public records management system and to improve specialty of records management. Since then, records management specialists were employed not only at local governments but also at private archival institutions. It has allowed of entering a new phase in employing records management professionals. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea. was revised thoroughly for the e-Government period and was established as a foundation for managing presidential records. An establishing process of a country's records management system describes the degree of democratic development of society. Following governments should supplement PG's shortcomings and carry out 'New Governance Records Management System'. Principal subjects of records management system should include not only a government but also civic groups, local governments, small businesses, and academic professionals. The object of records management also needs to be democratic by recording not only the plans and enforcements of a task but also influences and results of a task. The way of archiving ought to be discussed by all related principals.

The National Assembly Archives of the Republic of Korea has been using the National Assembly Archives and Records Management System, which added some archival function to the Standard Records Management System that they had previously developed. However, the Standard Records Management System has limits in order to reflect all the business functions of the National Assembly Archives, which also acts as an archival institution, because the system had been developed and distributed to perform the function of a records center. Moreover, the current National Assembly Archives and Records Management System focuses on the management of official records transferred in accordance with the regulations. For this reason, it is difficult to register and manage various record types such as records of the members of the National Assembly (related to legislative activities), oral history collected from the National Assembly leader, audiovisual records of proceedings, and so on. As such, this study analyzed the problems of the current National Assembly Archives and Records Management System and conducted case studies of the systems in the National Archives, the Presidential Archives, Changwon City, and the Cultural Heritage Administration. Through this research, it proposed that system functions, metadata, the target system of the National Assembly Archives, and the Records Integrated Management System need a development plan.
This paper illustrates preliminary modeling for University Archives Management System(UAMS) construction. University must install Intermediate Archives(records and archives) facilities and management system by Public Records and Archives Act(PRA). But it is very difficult to generalize UAMS because University co-exists public and its own characteristic. For UAMS modeling, this paper first identifies University document's production creators and documental boundary. Then it is studied how University archives management is operated and what archives system by PRA means in University. Second systematic connection plan of Intermediate Archives(records and archives) facilities and manuscripts management is surveyed through National Universities and complementary things are presented. Finally through the above study UAMS model is suggested as future-oriented University archives management. UAMS model suggested from this study includes as follows. First manuscripts management as present Records and Archives system's standard function extension. Second manuscripts management system as system management area's extension using in Universities. It is desirable to extend to expert archives system. Finally integrated operating system model for using actively records, archives and manuscripts management systems operating in Universities.

This case focuses on the Seoul Credit Guarantee Foundation, which applied RFID technology as a record management system for efficient record management by identifying the characteristics of the agency's work that requires the management of large and similar nonelectronic records. When issuing RFID tags in conjunction with the business system, the records management system automatically obtains metadata from the system and secures it as a list, and records management personnel actively use it as the basis for overall records management tasks. To that end, the company reorganized its business processes, designed functions that reflect its unique business, and established infrastructure. These resulted in easier identification of the output and holding volume of accurate records, and work efficiency. Finally, people in charge of the work increased their awareness of records management.
