Study on Establishment of management standards of Chemistry laboratory handling harzadous substances and improvement of system (유해·위험물질 취급 화학실험실 관리 기준 정립 및 체계 개선에 관한 연구)

  • There are more than 30,000 chemical substances handled in domestic university laboratories. Among them, hazardous materials are selected and managed as designated substances by the standards of 19 Ministries and 16 Acts. However, domestic safety-related laws and regulations are used to manage industrial risk factors based on industrial activities. In case of installing a university chemical laboratory in accordance with the installation standards applicable to general workplaces. It is not suitable to use as a laboratory installation standard that can be applied to a chemical laboratory installed at a university such as a problem occurs in applying to a university using a small quantity of dangerous substances in a small amount. In order to establish the laboratory structure and facility standards that are appropriate for the laboratory characteristics and apply systematic laboratory safety, the National Security Administration shall apply the special handling standard of chemical experiment to places where handling less than 30 times the designated quantity of chemical substances for chemical experiments. On August 2, 2016, the regulations for the enforcement of the Dangerous Goods Safety Management Act and the standards for the structure and facilities of the university chemical laboratory were enacted. In this study, we investigated the domestic chemical substances laws and regulations to determine the chemical substances that are over-regulated in the relevant laws, and define them as substances against accidents. The management criteria for the substances were analyzed. The R value for the designation of the designated quantity by the concept of the space in the management standard was calculated.

  • Occupational Safety and Health Management Cost were introduced in 1988 to prevent human safety accidents occurring in industrial sites. However, the accounting standards of Occupational Safety and Health Management Cost based on five construction types and three construction amounts do not reflect the characteristics of various construction sites. In order to understand this problem, this study analyzed the utilization rate and usage details of Occupational Safety and Health Management Cost of domestic construction companies. As a result, this study identified considerable number of projects surpassed the limits of allowed usage of Occupational Safety and Health Management Cost and analyzed their causes. Based on these findings, this study suggests the necessity and direction of improvement of Occupational Safety and Health Management Cost accounting standards.

  • This study aims to investigate laws and standards(including technical guidelines) related to safety criteria for 22 kitchen machines frequently used in commercial kitchens. The study was based on literature survey, interviews with charge persons in kitchen machines manufacturing companies, cafeteria providing group meals and relevant association, and web surfing. The results showed that there are two types of safety criteria such as legally forced ones by laws and optional ones by national industrial standards or technical guidelines. High pressure safety control act, safety control and business of liquefied petroleum gas act and city gas business act prescribed gas use apparatus safety criteria, rational energy utilization act did those of pressure vessel such large rotary caldron, industrial health and safety act did those of food processing machinery, and electrical appliances safety control act did those of electrical kitchen appliances. Compulsory or optional standards or guidelines related to safety criteria for kitchen machines were presented by 22 kitchen machines. Safety devices shown in the laws, standards and guidelines were also summarized by kitchen machines and their risk factors.

  • From the beginning of 1990s, the leading countries, especially United States, are trying to develop dual-use technology which can be used for both military and commercial purpose, and to improve the efficiency of management system in logistics and procurements. Considering the global trends, Department of Defence has been seeking for solutions as to how to reform military specifications, and launched specification unification projects. As a result of the project, a series of dual-use standards for hardwares are being developed in the form of Korea Industrial Standards(KS standards). However, there are many of foreign standards, which are not readily interpretable by users, referenced in the standards. In this study, needs for the conversion of referenced foreign standards to KS standards are reviewed and the appropriate approaches as to the conversion are suggested.

  • The quality of human resources is critical element which promote efficiency in the community management. Each country all of the world is developing national competency standards to exploit them on human resources management. In response to this trend, the field of records management need to develop competency standards and to build human resources. Although each agency is placing qualified record manager and operating archives organization. growth and development is needed on this field. Under these circumstances, examining requirement for records management competency and using them is a task of great significance on the side of strengthening specialist and normalizing archives operation. This study suggests procedures and methodology competency standards enable to be exploited in entire fields of records management including private sectors as well as public sectors. Furthermore, as for procedures of suggesting measures for developments, cases of procedures of stand designs are shown, effectively verifying for feasibility, validity, and usability of development of competency standards in the field of records management. In this process, models for competency standard and elements based on competency units in the field of records management are suggested. This study will be ultimately expected to contribute to an adoption of manpower development system and a systematic method via procedures of approving expertise of records management being recently highlighted as an issue from revision process of records management act.

  • Purpose: This paper provides a method to identify cost-effective standards by analyzing the relationships between certified company and standards. It also aims to provide a evaluation model to establish a certification portfolio strategy of institutions. Methods: By analysing the networks of certified company and certification standards, this paper developed an evaluation model of standards. The evaluation model uses an index(Certificated Standard Evaluation Index; CSEI) to assess the value of standards. Results: To verify the applicability of the evaluation model, the proposed model and the CSEL index have been applied to certification standards of Korean Standard Association. The results show that the evaluation model can effectively identify potential customers and thereby establish a certification portfolio strategy. Conclusion: The main contribution of this study is a provision of a new approach to certification portfolio strategy by evaluating the value of standards. The proposed model is expected to provide implications for the certification portfolio strategy.

Data Standardization for Research Ocean-Data Management and Standard Proposal of Physical Oceanographic Data (연구사업 해양자료 관리를 위한 표준화와 해양물리자료 표준(안))

  • Standardization work for the ocean data produced by a variety of national oceanographic research projects was conducted in order to establish a national ocean data sharing system. For this work, we first prepared standard proposals for the national research ocean data by reviewing and analyzing of existing international and domestic ocean-data standards. The proposed standards were reviewed and revised by experts in the field of oceanography and academic societies for documentation. The 125-page technical report on the standards of 25 data items was prepared as an output of this research work, which is available free of charge for the public and interested parties. This paper explains the proposed standards of metadata and codes regarding the common properties of all the oceanographic data items. Especially, the standards for the metadata, codes and data formats of 4 physical data items were described in detail. In order to be adopted as the national standards for ocean data, however, the standards suggested here require further development and/or modification based on additional reviews of and ample feedbacks from the relevant academic and technical communities.

Analysis of Physician's Observance Behavior of Health Insurance Review Standards (의사의 진료비 심사기준 준수행동 분석)

  • This study was conducted by extending Ajzen's Theory of Planned Behavior(TPB) model in analyzing physician's observance behavior of National Health Insurance review standards. An extended TPB model was proposed by including 'background knowledge'and 'dorganizational commitment'in original model to predict physician's review standards observance behavior. Surveys for data collection were carried out on the physicians who were working in a general hospital, clinics, specialized hospitals, local medical centers and long term care hospitals located in Daegu and Kyoung-Buk province in Korea. Two hundreds twenty copies of questionnaires were distributed and 166 physicians responded. Data were analyzed using a structural equation model. The results show that an affirmative attitude and subjective norms have significant positive effects on physicians' behavior of observing review standards. However, the effect of perceived behavioral control on intention to behavior is not significant. The organizational commitment and background knowledge have a positive effect on the intention of observance of review standards. In conclusion, because physician's observance behaviors are affected by background knowledge and organizational commitment as well as attitudes, subjective norms, hospital managements should establish a communication system to share information on the review standards among physicians and provide appropriate measures to increase physician's organizational commitment.
