사회연결망분석과 인공신경망을 이용한 추천시스템 성능 예측 (Predicting the Performance of Recommender Systems through Social Network Analysis and Artificial Neural Network)

  • 협업필터링 추천은 다양한 분야에서 활용되고 있지만 트랜잭션 데이터의 성격에 따라 추천 성능에 현저한 차이를 보이고 있다. 기존 연구에서는 이러한 추천 성능의 차이가 나타나는 이유에 대한 설명을 구체적으로 제시하지 못하고 있고 이에 따라 추천 성능의 예측 또한 연구된 바가 없다. 본 연구는 사회네트워크분석과 인공신경망 모형을 이용하여 협업필터링 추천시스템의 성능을 예측하고자 한다. 본 연구의 목적을 달성하기 위해 국내 백화점의 트랜잭션 데이터를 기반으로 형성되는 고객간 사회 네트워크의 구조적 지표를 측정한 후 이를 기반으로 인공신경망 모형을 구축하고 검증한다. 본 연구는 협업필터링 추천 성능을 예측할 수 있는 새로운 모형을 제시하였다는 점에서 그 의의가 있으며 이를 통해 기업들의 협업필터링 추천시스템 도입에 대한 의사결정에 도움을 줄 수 있을 것으로 기대된다.

시설양묘에 적용을 위한 내장산 굴거리 나무 군락내 치수의 생장 특성 (Growth Performances of Seedlings of Daphniphyllum macropodum in Naejang National Park for Container Seeding Production)

  • 본 조사는 내장산 국립공원내 굴거리나무 군락지를 대상으로 시설양묘를 위한 기초자료를 구명하고자 광환경이 다른 조건에서 자라고 있는 치수의 생장특성을 조사하였다. 굴거리나무 군락지의 생육 환경은 전형적인 하계 다우형 기후를 보였고, 토양은 미사질양토로, 유기물 함량 11.42~15.61%, 전질소 함량 0.50~0.76%, 양이온 치환용량(C.E.C) 18.92~23.32cmol/kg, pH 4.85~5.58 범위를 나타내었다. 조사구별 전광대비 광 환경의 차이는 상대 투광율이 조사구 A가 71~76%, 조사구 B는 37~42%, 조사구 C는 65~70%, 조사구 D는 28~33%로 나타났다. 굴거리나무의 치수는 모수의 수관 밑과 경사진 곳에 집중적으로 분포하는 경향을 보였고, 광환경 조건이 상대적으로 높은 조사구 A와 C가 1,550본/ha, 1,250본/ha이었으며, 총 물질 생산량도 조사구 A가 5.37g, 조사구 C가 5.29g로 광환경 조건이 낮은 조사구 B와 D의 4.42~4.51보다 높게 나타났다. T/R율은 1~2, 엽면적비는 $139.71{\sim}183.50cm^2{\cdot}g^{-1}$, 엽면적비는 $39.68{\sim}60.66cm^2{\cdot}g^{-1}$, 엽건중비는 $0.28{\sim}0.33cm^2{\cdot}g^{-1}$ 범위 내에서 광량이 적어질수록 높게 나타났다. 굴거리나무 치수의 발생과 생장은 토양내 유기물 함량보다 광량이 많은 영향을 미치는 것으로 판단되며 시설양묘 적용시 전광대비 65~70% 이상의 광환경의 관리가 굴거리나무의 초기 생장에 중요한 역할을 미칠 것으로 판단된다.

클라우드 컴퓨팅 서비스의 도입특성이 조직의 성과기대 및 사용의도에 미치는 영향에 관한 연구: 혁신확산 이론 관점 (A Study on the Effect of the Introduction Characteristics of Cloud Computing Services on the Performance Expectancy and the Intention to Use: From the Perspective of the Innovation Diffusion Theory)

  • Our society has long been talking about necessity for innovation. Since companies in particular need to carry out business innovation in their overall processes, they have attempted to apply many innovation factors on sites and become to pay more attention to their innovation. In order to achieve this goal, companies has applied various information technologies (IT) on sites as a means of innovation, and consequently IT have been greatly developed. It is natural for the field of IT to have faced another revolution which is called cloud computing, which is expected to result in innovative changes in software application via the Internet, data storing, the use of devices, and their operations. As a vehicle of innovation, cloud computing is expected to lead the changes and advancement of our society and the business world. Although many scholars have researched on a variety of topics regarding the innovation via IT, few studies have dealt with the issue of could computing as IT. Thus, the purpose of this paper is to set the variables of innovation attributes based on the previous articles as the characteristic variables and clarify how these variables affect "Performance Expectancy" of companies and the intention of using cloud computing. The result from the analysis of data collected in this study is as follows. The study utilized a research model developed on the innovation diffusion theory to identify influences on the adaptation and spreading IT for cloud computing services. Second, this study summarized the characteristics of cloud computing services as a new concept that introduces innovation at its early stage of adaptation for companies. Third, a theoretical model is provided that relates to the future innovation by suggesting variables for innovation characteristics to adopt cloud computing services. Finally, this study identified the factors affecting expectation and the intention to use the cloud computing service for the companies that consider adopting the cloud computing service. As the parameter and dependent variable respectively, the study deploys the independent variables that are aligned with the characteristics of the cloud computing services based on the innovation diffusion model, and utilizes the expectation for performance and Intention to Use based on the UTAUT theory. Independent variables for the research model include Relative Advantage, Complexity, Compatibility, Cost Saving, Trialability, and Observability. In addition, 'Acceptance for Adaptation' is applied as an adjustment variable to verify the influences on the expected performances from the cloud computing service. The validity of the research model was secured by performing factor analysis and reliability analysis. After confirmatory factor analysis is conducted using AMOS 7.0, the 20 hypotheses are verified through the analysis of the structural equation model, accepting 12 hypotheses among 20. For example, Relative Advantage turned out to have the positive effect both on Individual Performance and on Strategic Performance from the verification of hypothesis, while it showed meaningful correlation to affect Intention to Use directly. This indicates that many articles on the diffusion related Relative Advantage as the most important factor to predict the rate to accept innovation. From the viewpoint of the influence on Performance Expectancy among Compatibility and Cost Saving, Compatibility has the positive effect on both Individual Performance and on Strategic Performance, while it showed meaningful correlation with Intention to Use. However, the topic of the cloud computing service has become a strategic issue for adoption in companies, Cost Saving turns out to affect Individual Performance without a significant influence on Intention to Use. This indicates that companies expect practical performances such as time and cost saving and financial improvements through the adoption of the cloud computing service in the environment of the budget squeezing from the global economic crisis from 2008. Likewise, this positively affects the strategic performance in companies. In terms of effects, Trialability is proved to give no effects on Performance Expectancy. This indicates that the participants of the survey are willing to afford the risk from the high uncertainty caused by innovation, because they positively pursue information about new ideas as innovators and early adopter. In addition, they believe it is unnecessary to test the cloud computing service before the adoption, because there are various types of the cloud computing service. However, Observability positively affected both Individual Performance and Strategic Performance. It also showed meaningful correlation with Intention to Use. From the analysis of the direct effects on Intention to Use by innovative characteristics for the cloud computing service except the parameters, the innovative characteristics for the cloud computing service showed the positive influence on Relative Advantage, Compatibility and Observability while Complexity, Cost saving and the likelihood for the attempt did not affect Intention to Use. While the practical verification that was believed to be the most important factor on Performance Expectancy by characteristics for cloud computing service, Relative Advantage, Compatibility and Observability showed significant correlation with the various causes and effect analysis. Cost Saving showed a significant relation with Strategic Performance in companies, which indicates that the cost to build and operate IT is the burden of the management. Thus, the cloud computing service reflected the expectation as an alternative to reduce the investment and operational cost for IT infrastructure due to the recent economic crisis. The cloud computing service is not pervasive in the business world, but it is rapidly spreading all over the world, because of its inherited merits and benefits. Moreover, results of this research regarding the diffusion innovation are more or less different from those of the existing articles. This seems to be caused by the fact that the cloud computing service has a strong innovative factor that results in a new paradigm shift while most IT that are based on the theory of innovation diffusion are limited to companies and organizations. In addition, the participants in this study are believed to play an important role as innovators and early adapters to introduce the cloud computing service and to have competency to afford higher uncertainty for innovation. In conclusion, the introduction of the cloud computing service is a critical issue in the business world.

의료기관 QI 담당자의 목표추구몰입에 관한 연구 (A Study on the Goal-Orientation of QI Performers in the Medical Centers)

  • The purpose of this research is to provide the data base for the activation of Quality Improvement operation through investigating the status of Quality Improvement operation, and finding out factors influencing on the goal-orientation of QI performers in the medical centers of more than one hundred beds where are practicing Quality Improvement operation. In order to reach the purpose, document study was carried out grounded on the proceeding researches and formulated statistical data in relation with the status of Quality Improvement performers, and proof study was carried out through questionnaire survey. The subjects of the survey were the Quality Improvement performers working in seventy three medical centers in Pusan-Gyeongnam, Daegu-Gyeongbuk, and Ulsan. Among eighty three Quality Improvement performers, fifty, five were questionnaire surveyed, on the result of which Reliability Analysis, Factor Analysis, and Multiple Regression Analysis were made, using statistical program. The the results of the proof analysis on this research are as follows. First, in the factors influencing the devoting to goal pursuit of QI performers, organization-goal contribution(0.44) had significant positive effects, while organization conflict(-0.25) had significant negative effects. In other words, the higher the organization-goal contribution was, the higher the devoting to goal pursuit was, while the less the organization conflict was, the higher the devoting to goal pursuit was, which was statistically significant.(p<0.05). Second, in the aspect of goal performance types of QI performers, the process-centered type showed high level of the devoting to goal pursuit, which was statistically significant.(p<0.05). Third, in the aspect of QI performance degree, the higher the devoting to goal pursuit was, the higher the QI performance degree was, which was statistically significant.(p<0.05). In addition, the performers who perceived their workplaces organic structure showed much higher QI performance degree, which statistically significant.(p<0.05). Generalizing the results of this research, it is possible to offer a few suggestions as follows. First, as the competition among the medical centers is more severe recently owing to medical center evaluation system, medical centers are practicing various Quality Improvement operation in all of medical services such as clinical performance and management performance, to reach the purpose of both cost-cutting and medical quality improvement. Thus in order to practice Quality Improvement operation more efficiently in medical centers, it is essential to nuke use of problem-solving methods and statistical members. This as the willingness of chief executives and positive attitude and recognition of organization members. This requires the installation of divisions in charge and disposition of persons in charge, not to speak of persistent training of Quality Improvement. Second, the divisions in charge of QI carry out Quality Improvement operation at the medical center level, and take the role of generalizing and adjusting QI performances of various departments. Owing to this role, the division in charge of QI is considered indispensable organization in the QI operation of medical centers along with medical QI committee, while it contributes to the government's goal of reducing quality level gaps among medical centers. Therefore it is necessary for government and QI organizations to give institutional support and resources for the sake of QI operation of medical centers, besides to supply systematic trainning and informations to the divisions and persons in charge of QI. Third, it is certain that disposition of persons in charge should be determined in view of the scale and the scope of QI operation in medical centers.

산업현장친화형 대학교원 인사제도의 방향 (Human Resource Management Policy for University Faculty enhancing University-Industry Cooperation)

  • 대학에 산학협력 제도가 정착되었지만, 대부분의 한국 대학이 연구중심 인사관리 체계를 유지하며, 교육과 연구의 현장 적합성이 부족하다. 대학의 학술중심 문화와 인사제도 때문에 정부정책과 지원에도 불구하고 산업현장친화형 교수는 자리 잡기 어렵다. 본 연구의 목적은 산업현장친화형 교수인력을 채용하고 평가할 수 있는 인사제도를 연구하여, 한국 대학의 문화에 산학협력 풍토가 자리 잡을 수 있도록 변화시키는 제도적 기반을 마련하는 것이다. 연구방법으로 내용분석, 연구문헌조사, 사례분석, 면접 등을 사용하였다. 연구결과는 한국 대학의 교원 인사제도는 법제도에 근거하여 운영되기 때문에 대부분 유사하며, 산학협력을 잘 하지 못하는 이유는 대학과 산업체가 다른 요구와 문화를 갖고 있다는 '죽음의 계곡' 개념으로 설명할 수 있다. 이를 극복하려면 대학교원 인사제도를 혁신해야 한다. 다양한 산학협력프로그램 운영은 산학협력성과, 연구성과와 교육성과 향상에 영향을 준다. 산학협력 인사제도와 지원제도의 도입은 산학협력 성과, 교육성과와 연구성과 향상을 촉진한다. 교육성과를 높이기 위해서 다양한 산학협력 프로그램 운영, 산업체 경력 전임교원 확보 등 산업친화형 대학풍토조성이 중요하다. 정책제안으로 산업현장 친화형 대학교원 인사제도 도입 및 확산을 위해서 간접 지원정책과 제도 환경 조성을 제시한다. 산업현장친화형 교원인사 자율목표 채택 대학에 인센티브 제공, 산학협력 지원프로그램과 산업현장 친화형 교원인사 연계, 산업현장 친화형 대학교육을 강화하는 정보공개 등이 중장기적으로 성과를 낼 수 있다. 기대성과와 활용방안은 산업현장 친화형 대학교원 인사제도 개선방안을 제시, 대학 특성화 유형별 인사제도 제시, 산업현장 전문가의 교수채용 활성화를 통한 대학의 산학협력 인식 제고, 산학현장 친화형 교원 인사제도 강화를 통한 자발적인 산학협력 활성화, 대학유형별 산학협력 특성화 대학의 육성 정책수립 방향 제시, 산학연 협력 선진화 지원정책의 근거 조사자료를 제공했다.

KODISA 학술지 성장전략: 2017 개관 및 미래 성장개요 (Future Development Strategies for KODISA Journals : Overview of 2017 and Strategic Plans for the Future)

  • Purpose - Journals of Korea Distribution Science Association (KODISA) made great efforts in responding to the constant shifts in academic paradigms and in producing synergetic effects among KODISA journals to achieve the goal of maintaining their status in the world's reputable scholarly journals. The aim of this study is to analyze the current practice and performance of KODISA journals and develop strategies that will continuously meet and respond to the changes and success in the future. Research design, data, and methodology - This is a case study, an analytical approach, which focuses on analyzing current and previous strategies, practices, and performances of the four major journals of KODISA and the association. The organizational structure, including election and terms of KODISA officers, new membership, and members of editorial board, is discussed and analyzed. The citation, submission, publication, and rejection rates of all four journals are examined, and the progress, including the status of indexing of each journal, is discussed. Results - The analysis indicates that KODISA has significantly invested its resources into improving its journals and attracting new members. The analysis also shows the strategy of the organizational structure, which includes election and terms of officers and editorial board members that implemented over the years, was successful. Both Journal of Distribution Science (JDS) and Journal of Finance, Economics, and Business (JAFEB) are indexed in SCOPUS, with East Asian Journal of Business Management (EAJBM) in the final stage of the SCOPUS indexing evaluation, and International Journal of Industrial Distribution and Business (IJIDB) will complete and submit their indexing evaluation materials to SCOPUS this summer. Conclusions - The success and progress of KODISA and its journals clearly support the need for continuous development, analysis, revision, and implementation of strategies. Based on the analysis, conducting the annual performance reviews of the association and its journals and planning and strategizing based on the reviews since 2011 have greatly contributed to the overall success. In terms of meeting the short term strategy, KODISA has to continue developing relationships with relevant and appropriate scholarly/academic associations to expand the scope of its business, establishing independence of each journal and its respective procedures and practices and improving the quality of the journals and their publications through KODISA's international conferences.

기업실적에 대한 재무분석가의 예측활동에 관한 실증연구 (An Empirical Study of Financial Analyst's Forecasting Activities on the Firm's Operating Performances)

  • 본 연구에서는 2000년부터 2002년까지의 기간에서 국내 외의 재무분석가들이 1999년$\sim$2003년까지의 각 연도별 연간 매출액, 영업이익과 순이익에 대하여 발표한 예측치를 대상으로 하여 재무분석가들이 기업실적을 얼마나 정확하게 예측하며, 예측치를 수정할 때 어떤 체계적인 경향을 보이며, 기업실적을 예측할 때 전년도의 실적변화에 대해 어떤 반응을 보이는지를 분석하는데 목적을 두었다. 이러한 분석목적을 달성하기 위하여 재무분석가별, 예측년도별, 전년도의 기업실적 변화별로 표본을 각각 분류하여 재무분석가별 예측의 정확성, 합의예측치의 상대적 정확성, 예측치의 수정패턴 및 예상 밖의 전년도 실적변화에 대한 반응을 분석하였다. 본 연구에서 발견된 분석결과를 요약하면 다음과 같다. 첫째, 매출액, 영업이익과 순이익의 표준예측오차가 모두 통계적으로 유의적인 음(-)의 값을 보임으로써 재무분석가들이 기업실적을 상향 편의적으로 예측하는 경향이 있음을 발견하였다. 둘째, 국내. 외 재무분석가의 예측정확성을 비교한 분석에서 국내 재무분석가들이 국외 재무분석가들에 비해 상대적으로 정확한 예측을 하고 있음을 발견하였다. 셋째, 예측시점별로 측정한 평균표준예측오차에 대한 분석에서는 예측시점이 기업실적의 발표시점에 가까워질수록 예측의 정확성이 높아짐을 발견하였다. 넷째, 개별재무분석가와 비교할 때, 합의예측치의 정확성이 상대적으로 떨어지는 것으로 나타났으며, 합의 예측치를 추정할 때 평균보다 중위값을 이용하여 추정한 경우 예측오차를 줄일 수 있는 것으로 나타났다. 다섯째, 재무분석가들이 기업실적을 과대 예측한 다음 예측치를 하향 수정하는 것으로 나타났으나 체계적이지 않음을 발견할 수 있었다. 즉 재무분석가들은 전년도의 기업실적에 따라 예측치를 상향 또는 하향 수정하는 것으로 나타났다. 여섯째, 재무분석가들은 예측활동을 수행하는 과정에서 전년도의 매출액 변화에 대하여 과대 반응하는 한편 전년도의 영업이익과 순이익 변화에 대하여 과소 반응함을 발견할 수 있었다. 일곱째, 재무분석가들의 예측편의를 보다 정확하게 분석하기 위하여 정보변수인 전년기업실적 변수를 예상된 실적변화와 예상치 못한 실적변화로 분류하여 Easterwood-Nutt(1999)모형을 이용해 분석한 결과 세 개의 기업실적변수(매출액, 영업이익과 순이익)모두의 예상치 못한 전년실적변화에 대해 재무분석가들이 과대 예측하는 것이 아니라 낙관적 예측을 수행하는 경향이 있음을 발견할 수 있었다.

심리적 계약 위반이 OS이용자의 배신 행동에 미치는 영향: 윈도우 XP 기술적 지원서비스 중단 사례 (The Effects of Psychological Contract Violation on OS User's Betrayal Behaviors: Window XP Technical Support Ending Case)

  • Technical support of Window XP ended in March, 8, 2014, and it makes OS(Operating System) users fall in a state of confusion. Sudden decision making of OS upgrade and replacement is not a simple problem. Firms need to change the long term capacity plan in enterprise IS management, but they are pressed for time and cost to complete it. Individuals can not help selecting the second best plan, because the following OSs of Window XP are below expectations in performances, new PC sales as the opportunities of OS upgrade decrease, and the potential risk of OS technical support ending had not announced to OS users at the point of purchase. Microsoft as the OS vendors had not presented precaution or remedy for this confusion. Rather, Microsoft announced that the technical support of the other following OSs of Wndow XP such as Window 7 would ended in two years. This conflict between OS vendor and OS users could not happen in one time, but could recur in recent future. Although studies on the ways of OS user protection policy would be needed to escape from this conflict, few prior studies had conducted this issue. This study had challenge to cautiously investigate in such OS user's reactions as the confirmation with OS user's expectation in the point of purchase, three types of justice perception on the treatment of OS vendor, psychological contract violation, satisfaction and the other betrayal behavioral intention in the case of Window XP technical support ending. By adopting the justice perception on this research, and by empirically validating the impact on OS user's reactions, I could suggest the direction of establishing OS user protection policy of OS vendor. Based on the expectation-confirmation theory, the theory of justice, literatures about psychological contract violation, and studies about consumer betrayal behaviors in the perspective of Herzberg(1968)'s dual factor theory, I developed the research model and hypothesis. Expectation-confirmation theory explain that consumers had expectation on the performance of product in the point of sale, and they could satisfied with their purchase behaviors, when the expectation could have confirmed in the point of consumption. The theory of justice in social exchange argues that treatee could be willing to accept the treatment by treater when the three types of justice as distributive, procedural, and interactional justice could be established in treatment. Literatures about psychological contract violation in human behaviors explains that contracter in a side could have the implied contract (also called 'psychological contract') which the contracter in the other side would sincerely execute the contract, and that they are willing to do vengeance behaviors when their contract had unfairly been broken. When the psychological contract of consumers had been broken, consumers feel distrust with the vendors and are willing to decrease such beneficial attitude and behavior as satisfaction, loyalty and repurchase intention. At the same time, consumers feel betrayal and are willing to increase such retributive attitude and behavior as negative word-of-mouth, complain to the vendors, complain to the third parties for consumer protection. We conducted a scenario survey in order to validate our research model at March, 2013, when is the point of news released firstly and when is the point of one year before the acture Window XP technical support ending. We collected the valid data from 238 voluntary participants who are the OS users but had not yet exposed the news of Window OSs technical support ending schedule. The subject had been allocated into two groups and one of two groups had been exposed this news. The data had been analyzed by the MANOVA and PLS. MANOVA results indicate that the OSs technical support ending could significantly decrease all three types of justice perception. PLS results indicated that it could significantly increase psychological contract violation and that this increased psychological contract violation could significantly reduce the trust and increase the perceived betrayal. Then, it could significantly reduce satisfaction, loyalty, and repurchase intention, and it also could significantly increase negative word-of-month intention, complain to the vendor intention, and complain to the third party intention. All hypothesis had been significantly approved. Consequently, OS users feel that the OSs technical support ending is not natural value added service ending, but the violation of the core OS purchase contract, that it could be the posteriori prohibition of OS user's OS usage right, and that it could induce the psychological contract violation of OS users. This study would contributions to introduce the psychological contract violation of the OS users from the OSs technical support ending in IS field, to introduce three types of justice as the antecedents of psychological contract violation, and to empirically validate the impact of psychological contract violation both on the beneficial and retributive behavioral intentions of OS users. For practice, the results of this study could contribute to make more comprehensive OS user protection policy and consumer relationship management practices of OS vendor.

대형 유통업체 윤리적 리더십의 선행변수에 관한 연구 : 할인점과 공급업체 간 관계를 중심으로 (A Study on Antecedents of Ethical Leadership of Power Retailers, : Focusing on the Relationship between Discount Stores and Their Suppliers)

  • 본 연구는 최근 인사조직 분야에서 집중적인 조명을 받고 있는 윤리적 리더십을 유통경로 연구에 적용함으로써, 그 동안 그 중요성에 비해 덜 조명되었던 유통경로 내 조직 간 리더십에 대한 이해를 증진시키고자 한다. 특히, 본 연구는 비교적 최근 밝혀지기 시작한 윤리적 리더십의 선행변수에 초점을 맞춤으로 유통경로의 구성원 간 관계에서 윤리적 리더십이 형성되기 위해서는 어떻게 해야 하는 지를 규명하고자 한다. 이를 위해 본 연구는 조직의 성격특성과 관계유지전략이라는 두 가지 이론적 차원의 변수들과 실무자들과의 심층면접을 통해 중요하게 언급된 공급업체 관리활동 변수들을 실증하였다. 국내 6대 할인점에 상품을 공급하는 공급업체 295개 사의 납품 담당자를 대상으로 설문조사를 실시하였고, PLS(Partial Least Square) 구조모형 분석을 통해 분석한 결과, 대형 할인점의 조직특성 중 양심이, 관계유지 전략 중 개방전략, 갈등관리전략, 사회망전략이, 공급업체 관리활동 중 교육훈련과 공정한 보상이 대형 할인점의 윤리적 리더십을 강화하는 것으로 나타났다. 반면, 대형 할인점의 정서적 불안정은 윤리적 리더십을 약화시켰고, 친절성과 보장전략, 조직간 커뮤니케이션은 윤리적 리더십에 유의적인 영향을 미치지 않았다.

문화재 현상변경 인·허가 검토기준 마련을 위한 실태분석 연구 - 최근 5년(2015~2019)간 국가지정문화재(사적)의 허가신청 안건 처리결과를 중심으로 - (A Status Analysis for the Standards on Permission of Altering Cultural Heritage's Current State Focusing on the Results of Handling Application Cases on Permission of State-Designated Cultural Heritage (Historic Site) for the Last Five Years (2015~2019))

  • 2006년, 「문화재보호법」 개정을 통해 현상변경 등의 허용범위 고시가 의무화된 이래, 행정 효율 제고를 위한 노력이 다각도로 시도되었으나, 문화재 및 개발행위 유형의 다양성 등으로 인해 행정의 일관성 확보에 한계가 있어왔다. 이에, 문화재청은 2015년에 문화재 유형별 검토기준을 마련하고, 중점관리지표를 적용한 허용기준 재조정 사업을 추진하여 규제면적을 조정하여 왔다. 그럼에도 허가신청 빈도변화는 상대적으로 미약하여 보다 적극적인 개선노력이 요구되고 있다. 따라서, 본 연구는 현상변경 안건처리결과에 대한 실증적 연구를 통해 관리실태를 면밀히 파악하고, 허가신청 빈도가 높은 행위의 유형적 특성을 살펴봄으로써, 인·허가 행정의 실무적 참고자료를 제공하고자 추진되었다. 대상적 범위는 사적으로 설정하였다. 사적은 수량은 많지 않으나, 모두 허용기준 작성대상으로 다양한 문화재유형 및 입지특성을 지니고 있으며, 다수가 도심에 면단위로 분포하고 있어 전체 허가신청 안건의 과반 이상(51.4%)을 차지하고 있다. 분석결과, 총 5,243건의 사적 관련 인·허가 신청내역을 확인하였다. 구체적으로 유형을 살펴보면, 문화재(보호)구역은 문화재와 연관성이 높거나 지역 대표 행사·축제의 신청 빈도가 높고, 관급공사 비중이 높아 허가율이 상대적으로 높게 나타났다. 한편, 역·보지역은 민간의 건축물·시설물 설치·증설 행위 비중이 현저히 높았는데 특히, 고층건축물 등의 면단위 밀집시설이나 유사시설의 난립이 우려되는 경우에는 부정적 판단이 다수를 이루었다. 이러한 분석내용을 종합한 바, 총 78개의 유형을 확인하였는데 특히, 문화재(보호)구역과 역·보지역에 공통적으로 나타나는 인·허가 유형을 10개의 특성으로 구분·정리하였다. 이상의 연구결과를 향후, 문화재위원회의 의사결정 시 참고자료로 활용하여 허가행정의 일관성 및 형평성을 높이는 한편, 행정 효율 증진을 통한 규제행정에 대한 대국민 만족도가 제고될 수 있기를 기대한다.
