일제하 조선총독부의 공문서 분류방식 (The Classification System of the Official Documents in the Colonial Period)

  • In this paper, I explained the dominating/dominated relationship of Japan and Colonized Korea by analysing the management system of official documents. I examined the theory and practices of the classification used by the office of the Governor-General for preserving official documents whose production and circulation ended. In summary, first, the office of the Governor-General and its municipal authorities classified and filed documents according to the nature and regulations on apportionment for the organizations. The apportionment of the central and local organs was not fixed through the colonial period and changed chronologically. The organization and apportionment of the central and local organs reflected the changes in the colonial policies. As a result, even in the same organs, the composition of documents had differences at different times. The essential way of classifying documents in the colonial period was to sort out official documents which should be preserved serially and successively according to each function of the colonial authorities. The filing of documents was taken place in the form of the direct reflection of organizing and apportioning of the function among several branches of the office of the Governor-General and other governmental organs. However, for the reason that filing documents was guided at the level of the organs, each organ's members responsible for documents hardly composed the filing unit as a sub-category of the organ itself. Second, Japan constructed the infrastructure of colonial rule through the management system of official documents. After Kabo Reform, the management system of official documents had the same principles as those of the Japan proper. The office of the Governor-General not only adopted several regulations on the management of official documents, but also controlled the arrangement and the situation of document managing in the local governmental organizations with the constant censorship. The management system of documents was fundamentally based on the reality of colonial rule and neglected many principles of archival science. For example, the office of Governor-General labelled many policy documents as classified and burnt them only because of the administrative and managerial purposes. Those practices were inherited in the document management system of post-colonial Korea and resulted in scrapping of official documents in large quantities because the system produced too many "classified documents".

증평군 기록관은 증평을 닮았다 (The JeungPyeong-gun Archives and Records Management Office resembles JeungPyeong)

  • 충청북도 증평군은 1읍 1면의 행정구역과 3만 7천명의 인구를 가진 전국에서 손꼽히는 작은 기초자치단체이다. 그러나 증평의 사람들은 한마음으로 뭉쳐 증평군으로의 승격을 이루어 내는 등 꾸준히 '도전과 투쟁의 역사'를 만들어왔다. 증평군 기록관도 최근 여러 실험적인 도전을 통해 연구사 충원과 함께 지역아카이빙 사업예산을 확보하면서 증평군과 비슷한 '작지만 위대한' 성공들을 만들어가고 있다. 이 글에서는 2017년부터 증평군 기록관에서 추진했던 마을기록 만들기, 경관 아카이빙, 기록전시회, 국비공모 등의 사업들을 간략히 소개하고 그 의미를 짚어보았다. 증평군 기록관의 성공경험을 공유하고, 더 많은 기록관들이 도전적인 실험을 할 수 있도록 작게나마 아이디어를 제공하기 위함이다.

화학사고 예방을 위한 사업장 화학안전캠페인 활동 사례 (A Regional Safety Campaign to Prevent Chemical Accidents in the Workplace)

  • This case report aims to introduce the safety campaign activities for preventing chemical accidents that were cooperatively conducted by an environmental office and chemical-handling workplaces located in the Ulsan area. A chemical safety campaign was initiated to examine and manage chemical-handling facilities at high risk for chemical accidents, specifically valves, flanges, and switches (VFS) from October 2020 to December 2022. The VFS safety check campaign was conducted to raise workers' safety consciousness based on a campaign of advertisements in the workplace from October 2020 to December 2021. In addition, a VFS plus [+] campaign was initiated to encourage actual management activities for chemical-handling facilities at high risk of chemical accidents in 2022. A total of 49 corporations participated in the VFS plus [+] campaign. In contrast to the VFS safety check campaign, which simply focused on publicity and resulted in changes in worker awareness, practicable safety management activities focusing on the handling facilities were carried out. Although notable short-term impacts have yet to be discerned from the campaigns, it is expected that they will eventually serve as a starting point for developing a proper safety culture and environment.

  • As seen in constant reference to our modern are as the 'Information Age', our daily lives are flooded with a variety of information. Under such circumstance, efficient management and distribution of information are increasingly needed. When it comes to office environment, the role of furniture is very important because furniture must be placed in the office and it also serves as an essential component to improve work efficiency. As the importance of furniture increases, office furniture reflects diverse needs. That is to say, office furniture is used to partition space while reflecting mental and emotional state of workers in the office. At this backdrop, it can be perceived that office goes beyond a place where work is done. In order to contemplate how office and office furniture enhance work efficiency and create pleasant, delightful office environment, the study in this paper identified and examined overall color images of office, and color use and color preference in office furniture. The purposes of this study were: 1) to identify the use of and preference for color images of office 2) to analyze the color images of office furniture and understand its color use and color preference; 3) to understand the color use and color preference in office storage furniture.

  • 스마트폰의 보급으로 모바일 환경으로의 변화는 모바일 시대라는 전환기를 가져왔다. 스마트 모바일 오피스는 바로 이러한 스마트폰이라는 새로운 모바일 환경과 소셜 미디어가 결합된 형태이다. 스마트폰을 이용한 모바일오피스 환경 구축은 스마트폰 시장의 활성화를 가져왔으며, 고객관리를 위한 CRM구축은 새로운 요구사항으로 대두되고 있다. 그러나, 현행 정보시스템 감리 기준만으로는 스마트 모바일 오피스 환경에서의 CRM 구축을 위한 감리에 적용하기에는 점검분야나 점검항목이 부족한 현실이다. 따라서, 본 논문에서는 스마트모바일 오피스 환경에서의 CRM 시스템 구축을 감리를 위한 모델을 제안하였다. CRM 구축에서 감리 영역 및 점검 항목들을 제안하였으며, 도출된 감리영역, 점검항목이 스마트 모바일 오피스 환경에서의 CRM 구축 감리의 목적에 부합되는지를 설문조사를 통하여 제안한 모델의 적합성을 검증하였으며, 검증결과 보통이상 만족도를 가지는 것으로 나타나 적합하다는 결론이 도출되었다.

농어촌지하수 관측망 (Rural Groundwater Monitoring Network in Korea)

  • Rural groundwater monitoring network has been managed by Korea Rural Community Corporation (KRC) since 1998. The network consists of two kinds of subnetworks; rural groundwater management network (RGMN) and seawater intrusion monitoring network (SIMN). RGMN has been operated to promote a sound and sustainable development of rural groundwater within the concerned area for groundwater quality and quantity. SIMN has been operated to protect the crops against hazards by the saline water in coastal areas in which the shortage of irrigation water become a main problem for agriculture. Currently, a total of 283 monitoring wells has been installed; 147 wells in 79 municipalities for RGMN and 136 wells in 52 ones for SIMN, respectively. Two subnetworks commonly monitor three hydrophysical properties (groundwater level, temperature, and electric conductivity) every hour. Monitored data are automatically transferred to the management center located in KRC. Data are opened to the public throughout website named to be the Rural Groundwater Net (www.groundwater.or.kr). Annual reports involving well logging and hydrochemical data of RGMN and SIMN have been published and distributed to the rural water management office of each municipalities. In addition, anyone who concerns about RGMN an SIMN can freely download these reports throughout the Rural Groundwater Net as well.

IT 기반의 공공서비스 혁신: 서울도시철도공사의 모바일 오피스 사례 (How IT Drives Innovations for Public Service: Mobile Office for Seoul Metropolitan Railway)

  • 안정적인 무선 네트워크 환경과 이동성이 강화된 스마트 휴대용 매체 보급에 힘입어 산업 경쟁력을 강화할 기술로서 모바일 오피스 시스템(Mobile Office System)이 주목받고 있다. 모바일 오피스 시스템이 기업 내 외부의 커뮤니케이션과 실시간 정보 공유 및 업무처리를 가능하게 함으로써 업무 효율성을 증진시킬 것이라는 기대하에 국내외적으로 공공기관과 대기업, 중소기업에 이르기까지 그 활용범위가 점차 확산되고 있다. 본 연구는 업무 특성을 고려하여 적합한 모바일 오피스 체계를 자체적으로 개발하여 활용한 사례를 선정하여 심층분석 하였다 사례 분석 대상으로 선정된 서울도시철도공사는 모바일 오피스 시스템 활용을 통해 직원들의 이동시간(10%)과 행정시간(10%)을 현저히 줄일 수 있었고, 그로 인해 근무시간의 대부분(80%)을 필요한 작업에 효율적으로 활용할 수 있게 되었다. 업무 생산성의 증가는 원가절감으로 이어졌고, 무엇보다 중요한 지표인 지하철의 안전도를 대폭 향상시켰다. 본 사례분석의 결과는 향후 모바일 오피스 시스템을 도입하고자 하는 기업들에게 업무특성과 기술 및 서비스의 적합성의 중요성을 이해하도록 함으로써 사용자의 능동적이고 주도적인 설계와 참여를 통한 성공적 모바일 오피스 시스템 구축 및 활용을 위한 시사점과 지침을 제시하고 있다.

  • 정보통신부에서 소비되는 에너지는 우체국 건물의 운영에 주고 사용되고 있어, 에너지절약은 건물의 실비를 효율적으로 관리하는 것이 매 중요하다. 이에 우체국 건물의 에너지 소비현황과 운용실태를 조사 분석하였으며, 그 결과 비효율적인 운영체계가 문제점으로 도출되었다. 이 문제점을 개선하기 위하여 시스템, 조직, 인력, 운영 등을 유기적으로 통합 관리 할 수 있는 방안이 필요하다. 본 논문은 도출된 문제점에 근거하여, 인터넷을 이용한 군 관리시스템 도입으로 전국에 우체국 건물의 자원을 통한, Group 관리하는 방안을 제시하였으며, 군(群) 관리시스템 적용 시 얻어지는 예산질감 및 기대효과에 대하여 도시하였다.

Genotypic and Geographical Variations of $\beta$amylase Isozyme in Soybean Land Races by Isoelectric Focusing (IEF)

  • The experiment was carried out to study the variations and geographical distribution of $\beta$-amylase isozyme by isoelectric focusing (IEF) within Korean, Chinese and Japanese soybean land races. In pH 3-10 gel of IEF, the amylase of soybean accessions was separated into low pI group isozymes (TEX>${$Sp_1$}^b$) and high pI group isozymes(${$Sp_1$}^a$). In pH4-6.5 gel, isoelectric points were at 5.07, 5.15, 5.25, 5.40, and 5.94, and h, j, and k bands also were found. The distribution of Sp$_1$$^{a}$ allele (high pI type) was 29.3% in soybean accessions from Korea, 10.1 % in those from China, and 6.9% in Japanese accessions. The percentage of ${$Sp_1$}^a$) allele was the highest in soybean accessions from Kyungsang province (35 %) in Korea, then central China (32 %) in China, and Honshu (10%) in Japan.

Implementation of A Hospital Information System in Ubiquitous and Mobile Environment

  • In this paper, we developed a Hospital Information System in which the business process is formalized and a wire/wireless integrated solution is used. This system consists of the administration office program, the medical office program, the ward management program and the rounds management program. The administration office program can enroll and accept patients, issue and reissue the RFID card. The medical office program inputs a medical examination and treatment, outputs a diagnosis, requests a hospitalization, retrieves the record of a medical examination and treatment, assigns the corresponding examination room to the accepted patients, and updates the number of an waiting patient and a patient number according to the examination room on real time. The ward management program handles hospitalizations and leaving hospital, a nurse's note, and an isolation ward monitoring. The rounds management program handles a medical examination and treatment, and a leaving hospital using PDA. This developed system can be built at low cost and increase the quality of the medical services highly by making it automated the medical administration automation. Also the small number of the medical staffs can manage the inpatients efficiently by using the monitoring functions.
