Recently, policies and research to prevent increasing construction accidents have been actively conducted in the domestic construction industry. In previous studies, the prediction model developed to prevent construction accidents mainly used only structured data, so various characteristics of construction sites are not sufficiently considered. Therefore, in this study, we developed a machine learning-based construction accident prediction model that enables the characteristics of construction sites to be considered sufficiently by using both structured and text-type unstructured data. In this study, 6,826 cases of construction accident data were collected from the Construction Safety Management Integrated Information (CSI) for machine learning. The Decision forest algorithm and the BERT language model were used to train structured and unstructured data respectively. As a result of analysis using both types of data, it was confirmed that the prediction accuracy was 95.41 %, which is improved by about 20 % compared to the case of using only structured data. Conclusively, the performance of the predictive model was effectively improved by using the unstructured data together, and construction accidents can be expected to be reduced through more accurate prediction.
IoT devices, which are used in various ways in distributed environments, are becoming more important in data transmitted and received from IoT devices as fields of use such as medical, environment, transportation, bio, and public places are diversified. In this paper, as a method to ensure the reliability of IoT data, an autoencoder-based IoT-linked processing technique is proposed to classify and process numerous data by various important attributes. The proposed technique uses correlation indices for each IoT data so that IoT data is grouped and processed by blockchain by characteristics for IoT linkage processing based on autoencoder. The proposed technique expands and operates into a blockchain-based n-layer structure applied to the correlation index to ensure the reliability of IoT data. In addition, the proposed technique can not only select IoT data by applying weights to IoT collection data according to the correlation index of IoT data, but also reduce the cost of verifying the integrity of IoT data in real time. The proposed technique maintains the processing cost of IoT data so that IoT data can be expanded to an n-layer structure.

At the present time, no systematic review has been conducted to report the project's outcomes or trends. This study systematically reviewed existing evidence related with community care pilot project. A total of 61 articles, including 18 original literatures and 43 review literatures were finally selected. For original literatures, the most frequent literatures focused on demand surveys (n=4) and model proposals (n=4), the utilization of touchpoint (n=3), space design and architectural model (n=3), manpower training and role establishment (n=2), followed by prioritizing objectives (n=1) and research trend study (n=1). For review literatures, the most frequent literature focused on the elderly (n=12) and relatively few literature on the disabled and mental illness (n=2). Since the pilot project for community care has been implemented for only about one year, the present study indicates that more future research is needed to the disabled, mental illness, and homeless should be conducted as well as elderly.
With the revision of the 「State Property Act」, the conditions for using state-owned land have improved. The new government is also suggesting the necessity of using state-owned land to revitalize private investment and secure financial investment capacity. In line with these policy changes, this study examines Japan's policy on the utilization of state-owned land and effective use cases, and seeks to find policy implications from the perspective of managing and promoting the use of state-owned land. The direction of Japan's public land utilization policy is to induce optimal use of state-owned land through efficient management, and to increase the value of state property by promoting active use of state-owned land through linkage of state-owned and public land and private participation, etc. It appears that the policy is being pursued in the direction of suppressing the sale of state-owned land in the country. To promote the effective use of state-owned land, it is necessary to establish a clear policy direction first. In addition, the establishment of a transparent information disclosure system and the establishment of a strong control tower capable of coordinating interests between ministries are required. The starting point of policy establishment for efficient use of state-owned land is to change the perception that the actual owner of state-owned land is the people.

As the 4th industrial revolution is in full swing and next-generation ICT(Information & Communications Technology) convergence technology is being developed, various smart construction technologies are being rapidly introduced in the construction field to respond to technological changes. In particular, since the earth-volume calculation process for site design accounts for a large part of the design cost at the construction site, related researches are being actively conducted to improve the efficiency of the process and accurately calculate the earth-volume. The purpose of this study is to present a method for quickly constructing the topography of a construction site in 3D and efficiently calculating earth-volume using the results. For this purpose, the construction site was constructed as a 3D realistic model using large-scale aerial photos obtained from UAV(Unmanned Aerial Vehicle). At this time, since the constructed 3D realistic model has a surface model structure in which volume calculation is impossible, the structure was converted into a 3D solid model to enable volume calculation. And we devised a methodology to calculate earth-volume based on CAD(Computer-Aided Design and Drafting) using the converted solid model. Automatically calculating earth-volume from the solid model by applying the method. As a result, It was possible to confirm a relative deviation of 1.52% from the calculated earth-volume from the existing survey results. In addition, as a result of comparative analysis of the process time required for each method, it was confirmed that the time required is reduced of 60%. The technique presented in this study is expected to be utilized as a technology for smart construction management, such as periodic site monitoring throughout the entire construction process, as well as cost reduction for earth-volume calculation.

As the development of the underground space becomes active, safety accidents related to the underground are frequently occurring in recent years. In this regard, the Ministry of Land, Infrastructure and Transport is enforcing the 『Special Act on Underground Safety Management』 (enforced on January 1, 2018, hereafter referred to as the Underground Safety Act). Among the core contents of the Underground Safety Act, underground facilities(water supply, sewage, gas, power, communication, heating) buried underground, underground structures(subway, underpass, underpass, underground parking lot, underground shopping mall, common area), ground (Drilling, wells, geology) of 15 types of underground information can be checked at a glance on a three-dimensional basis by constructing an integrated underground spatial map and using it. The purpose of this study is to develop a program that can quickly inspect the three-dimensional model after creating a three-dimensional underground structure data among the underground spatial integration maps. To this end, we first investigated and reviewed the domestic and foreign status of technology that generates and automatically inspects 3D underground structure data. A quality inspection program was developed. Through this study, it is judged that it will be meaningful as a basic research for improving the quality of underground structures on the integrated map of underground space by automating more than 98% of the 3D model inspection process, which is currently being conducted manually.

As we have become more interested in 'competency' that means ability to do something around the world, the competency of the best performers has also been introduced in the university curriculum as a concept of core competency. Research continues on why this competency-based education is needed compared to existing academic-oriented education, how it can be introduced into existing curricula, and how it can be developed and evaluated in detail. This study develops and validates core competency assessment tools that can diagnose core competencies of engineering students. Therefore, this research paper conducted a literature review related to core competencies and also core competency assessment tools of university students. It seeks to explore the implications of core competency assessment tools for engineering students and then lay the foundation for competency-based teaching and learning at engineering colleges. And also it defines the concepts of core competencies and each core competency of engineering students through prior research analysis of competence, core competence, and core competence of university students. The primary core competency assessment tool consisted of sub-factors and questions of core competencies. It were modified through the expert validation of the primary one and then it was used as a core competency assessment tools for preliminary investigation. The core competency assessment tools for engineering students are consisted of 6 competencies, 22 sub-factors, and 91 questions. There are core competencies as follows: engineering basic competencies, major engineering competencies, self-management competencies, communication competencies, interpersonal competencies, global competencies. The preliminary survey was conducted on 426 engineering students attending the Engineering Education FESTA 2019. The preliminary findings were derived by conducting exploratory factor analysis, confirmatory factor analysis, question characteristics analysis, and reliability analysis for validation. The core competency assessment tools developed through this study can be used to verify the effectiveness of the curriculum and programs for students at engineering colleges. In addition, the developed core competencies, sub-factors, and questions can be utilized in a series of courses that design, conduct, and evaluate engineering curricula and programs as competency-based curriculum. The significance of this study is to lay the groundwork for providing competency-based education engineering students to develop core competencies.
