사례분석을 통한 건설사업관리 대가산정 방법 개선 (Improvement of estimating method for construction management service fee by case study)

  • 본 연구는 국내 외 건설사업관리 유사 건설기술용역 대가 기준 및 사례분석을 토대로 합리적인 건설사업관리 대가기준을 제안하는 것을 목적으로 한다. 이를 위해 기존의 건설사업관리 대가의 적정성을 분석하고, 사례분석을 통한 인력투입 실태를 조사하였으며, 비상주 인력의 적정수준에 대해 고찰하였다. 사례분석결과, 현행 건설사업관리 대가산정 체계는 책임감리와의 대가산정 방식의 이원화, 비 현실적인 대가기준 및 인력배치 등이 문제점으로 도출되었다. 이를 위한 개선 방안으로 건설용역 대가산정 방식의 정비, 건설사업관리 대가수준의 현실화, 사업초기단계 배치인력의 탄력성 확보, 사업특성을 고려한 비상주 인력 활용을 제안하였다. 본 연구는 향후 건설사업관리의 대가수준의 현실화 및 대가산정을 위한 접근방법의 개선에 기여하여 건설사업관리 업무의 효율성 향상에 도움이 될 것으로 기대된다.

일 종합병원에서의 가정간호수가 체계 방안을 위한 일 연구 (A Study on the Establishment of a Fee System for Hospital based Home Nursing Care)

  • This study was done in order La provide basic data to a Fee System for hospital based Home Health Care services in Korea in the future. It was done by investigating activities provided to possible Home Health Care clients who could be discharged early from genera] hospitals and then estimating the nursing care fee according to each nursing activity based upon the time used for activity. The subjects of the study were selected by convenience sampling and consisted of 35 clients who might be clients for Home Nursing Care and were presently admitted to a medical- surgical ward of Y University Medical Center located in Seoul, Korea. The data collection period was from September 1, 1991 to September 30, 1991. The research in strum nets utilized for the study were a client selection criterial for Home Health Care developed by Choo(l991) and a check-list of nursing activity developed by researcher. The results of the study were as follows : 1. There were 44 different nursing activities provided in the seven days but the time was calculated for only 25 of the nursing activities. 2. Fees for the 25 different nursing activities were calculated by multipling the median of the average wage of a staff nurse having five years experience in an A grade general hospital to the Lime of the nursing activity. The results were compared with the insurance fee which the government recognized as an appropriate fee for that activity. The nursing activities with a lower calculated fee than the insurance fee were suction, catheterization, exercise education and dressing change. The nursing activities with a higher calculated fee than the government recognized fee were 1M injection and vital sign check. 3. There was a range of 1-15 nursing activities provided daily to the client. For the average number of nursing activities per day of 6.26 events the nursing care fee was calaulated at W 6136 per day. 4. Based upon the results of the study, a recommentdation for a Home Health Care fee per visit based on the nursing activities provided could be formulated for a Home Health Care fee system. It could be formulated as following: 1) Home health Care fee per visit $=[(direct{\;} nursing{\;}fee(direct{\;}nursing{\;}care{\;}time{\;}per{\;}activity{\;}{\times}{\;}average{\;}nursing{\;}wage)+indirect fee]{\times}average$ nursing activity per visit]+management fee+ materials fee+a travel fee In this way a nursing fee could be calculated based upon the result of the study of the nursing fees per visit. 2) Nursing activity fees per visit. = $([direct nursing{\;}care{\;}fee+indirect{\;}nursing{\;}fee]{\times}average$ number of nursing activities provided per visit] (W 6, 136) + travel fee(\ 5, 542) +management fee material $fee({\alpha})\{\;}16, 436+{\alpha}$ The nursing fee per visit as calculated in this research of $\{\;}15, 0000+{\alpha}$ could be adjusted according to the patient's condition or the use of high technology nursing care or according to the amount of time spent for travel. The nursing care fee per visit presented in this study can be validated through a Home Health Care demonstration project.

  • 1996년 12월 정부에서는 국내 건설산업의 효율성을 높이기 위하여 건설사업관리(CM) 제도를 처음 도입하게 되었다. 그러나, CM의 필요성을 인식하면서도 건설사업 초기단계에서 예상되는 문제점 및 낭비요소의 최소화와 객관적인 기술검토 등을 통한 의사결정능력은 향상되었지만, 발주자의 선택권이 보장되는 다양한 CM 서비스체계 구축과 CM대가 산정에는 많은 문제점이 존재한다. 정부가 발주하는 공공건설사업의 경우 발주자가 산정하는 방식과 CM업체가 산정하는 방식의 차이로 인해서 적정대가를 받지 못해 CM대가 산정이 제대로 이루어지지 않는다. 따라서, 본 논문에서는 실제 공공건설사업 중에서 문화예술회관 사례를 토대로 CM대가 산정에 대해 공사비비율에 의한 방식, 실비정액가산방식의 실제 계약된 금액을 다각도로 분석하여 어떤 불합리성이 존재하며, 아울러 그 원인은 무엇인지에 대해 분석하고자 한다. 이를 토대로 향후 CM의 적정대가 산정기준을 위한 연구의 자료에 일조를 하고자 한다.

  • 건설사업관리(CM)가 국내 건설산업에 도입되었지만, 이의 보급을 위한 제도적인 후속조치가 제대로 마련되지 않아 국내 건설산업이 활성화되지 못하고 있다. 이를 위해서 가장 필요한 제도 정비 항목 중 하나는 현행 건설사업관리 대가 산출 방식을 분석하고 그 문제점을 개선하여 합리적인 건설사업관리 대가를 산출할 수 있도록 하는 것이다. 따라서 본 연구에서는 건설사업관리대가 산출을 위한 맞춤형 건설사업관리대가모델(CMFM)을 제시한다. 이를 바탕으로 각 단계 및 각 업무기능에 따라 건설사업관리 대가를 산출하는 2방향 매트릭스(two way matrix)를 제시함으로서 효율적 인 건설사업관리대가 산출이 이루어지도록 한다.

아파트 관리비에 대한 거주자의 인지도 및 불만족에 관한 연구 (A Study on the degree of Residents' Dissatisfaction and Recognition to the Apartment Management Fee)

  • This study is intended to analyze residents' dissatisfaction and recogonition to the apartment management fee. The subjects of the study were 244 female residents who live in Seoul and who were surveyed by questionnaire from 15th of Nov. to 20th of Dec., 1997. Satistical method used were: frequency, percentage, mean, Cronbach's α, Factor Analysis, one-way ANOVA, DMR test, t-test Pearson Correlation and Regression by SPSS program. The main results of this study are as follows: 1) The resident didn't mostly know how to account the apartment management fee. 2) The degree of recogonition to distribution of the special maintenance contracts was the lowest level. 3) It was the most dissatisfactory factor not to show items of the special maintenance contracts. 4) The correlation coefficient of residents' dissatisfaction and recognition to the apartment management fee was negative.

  • Background: The purpose of this exploratory study is to explain where, when and how the introduction of user fee system works in low and middle income countries using context, mechanism, and outcome configuration. Methods: Considering advanced research in realist review approach, we made a review process including those following 4 steps. They are identifying the review question, initial theory and mechanism, searching and selecting primary studies, and extracting, analyzing, and synthesizing relevant data. Results: User fee had a detrimental effect on medical utilization in low and middle income countries. Also previous and current interventions and community participation were critical context in user fee system. Those contexts were associated with intervention initiation and recognition and coping strategies. Such contexts and mechanisms were critical explanatory factors in medical utilization. Conclusion: User fee is a series of interventions that are fragile and dynamic. So the introduction of user fee system needs a comprehensive understanding of previous and new intervention, policy infrastructure, and other factors that can influence on medical utilization.

전파사용료 제도의 합리적 개선방안에 관한 연구 (An Empirical Study on Improving the Spectrum Usage Fee System)

  • The Spectrum Usage Fee System which has been introduced and enforced since 1993 has had a great role for effective use of the radio frequency resources and the promotion of radio wave industry. However, the current system has been criticized due to several drawbacks. For example, broadcasting stations and national institutions are exempted whereas the overdue utility rate on some frequency has been imposed. So there has been rising the questions on whether the principles of fair imposition are broken. Another problem regarding the current system is that how to calculate the fee is too much complicated, and it needs to be revised into a simpler and clearer formulation. In this regard, this study intends to propose a new calculation framework for the radio spectrum usage fee and then prove its validity empirically on the basis of real data gathered from MIC and focus group interview.

치과의원의 건강보험 진료비 수입분포와 관련요인 (Distribution of Dental Clinic's Income from Health Insurance)

  • This study collected and analyzed the datum related to consultation fee in National Health Insurance Corporation and characteristics of dental clinics for 819 dental clinics in Daegu and Kyungpook districts to specify the distribution and concentration rate of health insurance consultation fee and the critical elements of insurance consultation fee income. The average health insurance consultation fee per one dental clinics is 77.2 million won and the case of women dentists is 78.7 million won. That is higher than 79.9 million won that the case of man dentist. According to age, under 39 is 85.5 million won that is highest, declining little by little above 60s the number decreased to merely 23.9 million won. And the dentists whose business years from 5 to 10 are the highest and declining gradually. The more of engaging members to dental clinics is the larger the income. The average insurance consultation fee of Daegu province is 69.3 million won, but that of Kyungpook is 89.6 million won. Decile distribution ratio of dental clinics consultation fee income is 0.526 and Gini coefficient is 0.303. Decile distribution ratio of Daegu district is 0.489, Gini coefficient is 0.320. This explain the larger inequality compared with Kyungpook(0.623, 0.273). With age, Gini coefficient of below 39 is 0.260, the higher age is, the larger the number is, up to abode 60 the coefficient is 0.504, the degree of inequality is most extremely. insurance consultation fee and the number of cases of consultation is related to the age of dentists, duration of practice, the number of dentists and staffs engaging and provinces. That is, the lesser the age is, the longer the years of engaging are, the more the number of dentists and staffs we, the larger insurance consultation fee income and the number of cases of consultations we. And the fee fur one case is closely related to age and provinces. The fee for one case is higher in lower age, and that of in Daegu dental clinics is higher than in Kyungpook.

The Analysis of the present condition of the Korean CM Market (Comparing the American CM Market)

  • During the last ten years, there have been many studies related with settlement and reinvigoration of CM. These researches have shown that the application of CM has been not reinvigorated in Korean construction industry yet, because of some problems such as the insufficient application of the public sector, the policy matters and the CM fee estimates. But the present condition data of the Korean CM Market shown in these studies was insufficient for the standpoint of Market itself. Also, some of these studies compared the Korean CM Market with The America CM Market, to study the foreign CM markets. However, because the Korea CM Market only has the CM for Fee Market but the American CM Market has the CM for Fee and the CM at Risk, the Korea CM Market must be not only compared with the America CM Market but also compared with the America CM for Fee Market. Therefore, the purpose of this study is to determine the present condition of the Korea CM Market through the compare and contrast of the Korean CM Market, American CM Market and American CM for Fee Market, by the Market Growth rate and Market Share. This study further aims to verify whether Korean CM market was implemented.

영아전담공공가정 설계를 위한 기초연구 (A basic study on the Design of Institutional Household for Infants)

  • This study investigated the Infant Institutional Household (IIH) for the care of infants. The purpose was to provide basic information needed to raise Korea's birth rate and to design higher level nursing facilities which can satisfy working mothers who are presently offered few facilities. To achieve this purpose. IIM was divided into 7 sub-functional stations : planning-management, marketing, materials-management, business-management, man power-management, financial-management and control etc. The results are as follows : 1. Kind of facilities : Infants'(full responsibility) Institutional Household. 2. Number of infants : total 19 babies. 3. Ratio of infants to teachers : one to one (Contained assistance teachers) 4. Installing region : convenient traffic place - in Seoul. 5. Building site and kind : the first floor space of 60pyung (198㎡) in the Apartment complex which . contained many apartments of small size. 6. Nursing time : 24-hour day care in weekdays Age of object : age from 1month to 24months old babies(after his/her birth). 7. Kind of services and Cost : mother-like care, cost includes nursing-fee, a deposit and admission-fee. 8. Economic Condition and managing direction : pursuit limited profits with nursing-fee, admission-fee, a loan and national (or self -government of direct) supplementary funds.
