고준위방사성폐기물 심층처분시설 안전성평가 입력자료 관리를 위한 해외사례 분석 (Review of International Cases for Managing Input Data in Safety Assessment for High-Level Radioactive Waste Deep Disposal Facilities)

  • 스웨덴, 스위스, 영국 등 폐기물 처분 선도국들은 고준위방사성폐기물 심층처분시설의 계획, 부지선정, 건설, 운영, 폐쇄, 그리고 폐쇄 후 관리 전 단계에서 안전성평가를 수행하고 있다. 안전성평가는 각 단계에서 반복적으로 이루어지며, 장기간에 걸쳐 다양하고 방대한 양의 데이터를 생성하므로, 안전성평가 자료를 위한 데이터베이스를 구축하고 효과적으로 관리하기 위한 자료관리체계를 구축하는 것이 필수적이다. 본 연구에서는 폐기물 처분 분야에서 선도적인 국가의 안전성평가 자료관리체계를 1) 안전성평가 입력 및 참조자료, 2) 자료관리 지침, 3) 자료관리 조직, 그리고 4) 자료관리 전산시스템으로 구분하여 분석하였다. 각 국가는 특정 부분에서는 차이를 보였지만, 안전성평가 입력자료를 처분 시스템 구성 요소를 기반으로 분류하고, 이를 제공, 사용, 관리하는 조직을 설립하며, 지침 및 매뉴얼에 따라 품질관리 체계를 구현하는 등 공통적인 특성을 보이고 있다. 이러한 사례들은 고준위방사성폐기물 처분시설의 안전성을 확보하고 신뢰성을 향상시키기 위해 효과적으로 데이터 관리 시스템과 문서 관리 시스템을 구축하는 것이 중요하다는 것을 시사한다. 이를 위해서는 유연하게 활용 가능한 입력자료의 분류, 입력자료의 일관성과 추적성 보장, 그리고 입력자료와 문서관리를 위한 품질관리 체계를 수립하는 것이 필요하다.

  • 본 연구는 해역이용협의제도의 실효성 확보를 위하여 해양 개발사업의 사후환경관리에 대한 문제점을 파악하고 개선 방안을 제시하였다. 협의내용 이행 및 점검 소홀, 사후관리조치 및 결과보고 미흡, 사후관리 인식저하 및 전문성 부족 등으로 개발사업의 사후관리가 제대로 이루어지지 않고 있으며, 또한 사후 해양환경영향조사의 경우도 사업전후 결과의 검증이 매우 중요한 사항인데도 형식적으로 추진되는 등 사후환경관리에 많은 문제가 나타나고 있다. 따라서 해역 이용협의제도의 실효성을 확보하기 위한 사후환경관리 개선방안으로 관계자들의 사후관리 인식제고 및 이행력 확보가 절실히 요구되며, 갈등해소를 위한 사후관리시스템 구축, 협의내용 미 이행 사항에 대한 제재 및 책임성을 강화해야 하고, 아울러 체계적인 사후 해양환경영향조사 모니터링방안이 정립되어야 할 것이다.

공항운영기업의 전사적 위험관리체계 분석 연구 (A study on the development of Enterprise Risk Management System in Airport Corporation)

  • Enterprise Risk Management(ERM) is aiming at the establishment of the risk management process to prevent and cope with risks in advance and is composed of Risk Identification, Risk Assessment, Risk Response and Monitoring. It is feedback through the Risk Re-identification. This study has analysed a sample of the risk management system of an airport operating corporation, for this purpose, relevant documents and examples of overseas airports have been reviewed. It has found that corporations establishing ERM have been performing identical procedures such as the process of Identification, Assessment, Effective Reporting, Communication and monitoring and so on. The A corporation has established the process for risk management and crisis management and organized for its organization and system. The risk management has the same process such as above. In this process, when the symptoms of critical crisis have been recognized, it has been transformed into crisis management system, through which, corporate-wide response has been conducted in the process of crisis status analysis, response and follow-up management. This study expects to contribute to systematic foundation for future business continuity on the basis of risks and response procedures acknowledged by this study.

  • There are insufficient models that find problems and solutions for accident prevention through risk assessment and suggest safe work process and work instruction from foundation works to finish work for accident decrease. This paper presents a quantitative risk assessment model by analysis of risk factors in each process such as foundation, erection, pier, pier upper and etc based on accident examples and investigation on actual condition in bridges construction work. In addition, the safety management system was developed to perform risk assessment of construction and use it for effective safety training for labor.

  • This study aims to propose an evaluation model that enables cooperative learning using e-Learning system. Even if the teacher and the student are not in the same place at the same time, the team project deliverable submitted by the student to the online system can be viewed by the teacher, enabling the teacher to assess the student not only based on the project but also in many other aspects. The proposed e-learning cooperative learning model allows the development of assessment factors, using such factors in assessment of the student's activities which are performed through the e-learning system, and the feedback of the results to the student so that the student is further motivated for learning. The teacher performs a comprehensive assessment of such factors, which is considered in conjunction with the student's assessment. Implementing the cooperative learning model proposed in this study in various e-learning systems such as Moodle is expected to motivate the student for learning, produces better cooperative learning results, provides greater convenience of assessment to the teacher, and improves fairness of assessment by showing the student's activities in real time.

  • Post-earthquake risk assessment technique in Korea is developed in 2013 by National Disaster Management Research Institute, at the same time, related manual and standard regulation is distributed to every local government by National Emergency Management Agency. The objectives of this research are to investigate and evaluate the post-earthquake risk assessment of 9.12 Earthquake (M5.8, Gyeongju City, 2016) and 11.15 Earthquake (M5.4, Pohang City, 2017). To suggest and improve the assessment process of post-earthquake risk, first post-earthquake risk assessment method of advanced foreign countries including US, New Zealand and Japan are compared, and post-earthquake evaluation activities in 9.12 Earthquake and 11.15 Earthquake are analyzed. From the results, it is needed to expand the adapted building and structure types and strengthen the earthquake disaster response capacity of local government.

  • Environmental Impact Assessment (EIA) and Environmental Management Systems (EMS) are perceived by many to be separate environmental tools. EIA serves as a systematic and predictive tool for assessing the potentially significant impacts of developments on the environment. An EMS, on the other hand, is used to consider the key impacts of operational businesses on the environment. The main difference to note is that during the EIA process impacts on developments are predicted. A proposed development has yet to be built and therefore an element of uncertainty is associated with these assessments. With an EMS, the business or organization's processes are already in operation. Even though there is also an element of prediction involved, it is a comparatively easier task to investigate what the environmental impacts of these processes are. However, in contrast with the orientation of EIA to further development actions, EMS involves the review, assessment and incremental improvement of an existing organization's environmental effects. EMS can thus be regarded as a continuation of EIA principles into the operational stage of a policy, plan, program and project. EIA may be carried out without fully supporting necessary informations to EMS.
