Cambodian Construction Industry's Issues in the ASEAN Economic Community

  • Issues in the construction industry of Cambodia in ASEAN Economic Community (AEC) is the main priority to be identified before identifying causing factors in order to find out recommendations, to improve this sector, and to survive in this community. Two major issues were identified from the literature review and the investigation, namely i) Long-term vision and its policy, and ii) practice culture. The total sample collected from concerned government officers and engineers in Cambodia were 463. Factor analysis was then conducted to find out the issues, and as the results, there are five issues in two main groups: (i) the Organization's vision and its skill, which consist of a vision of the organization, knowledge and skill, and less investmen in the construction sector; (ii) Knowledge and motivation towards the AEC, which consist of knowledge about the AEC, and level to promote organization for the AEC.

  • The purpose of this study is to examine the issues that can be expected in the smart intelligent information society led by artificial intelligence and the Internet of Things, and how to resolve the issues in terms of PR.The results were as follows. First, there are three major issues that can be expected Second, in order to resolve the issue, it is necessary to prepare and carry out a public interest campaign to create and participate in a new paradigm for the alienated public.   • Lately, the mental issues of Chinese worldwide understudies have become an unavoidable examination issue. As per important explores in different nations, the level of discouragement inclination of Chinese understudies has been on the ascent.   • There are the national science and technology standard classification system used in Korea, the classification according to the standard classification system for educational organization units, and the Korean standard education classification by the National Statistical Office. It is not suitable for calculation or evaluation, and classification is still mixed depending on the purpose of use. Therefore, in this study, the current status of academic standard classification, issues related to the standard classification system such as research foundation associations and research institutes, and issues related to the academic standard classification through the analysis of existing prior research issues, etc. As a result of the research, first, it is necessary to maintain and strengthen the linkage of the academic classification system, such as maintaining the linkage between the relevant departmental classification systems and strengthening the linkage with the relevant classification system, as a result of analysis of major issues in the academic standard classification system, and the systematic improvement cycle of the revision process and management system and settings are required.

  • Both competent authorities and private entrepreneurs face plenty of risks when negotiating BTO(Build Transfer Operation) methods of PPI(Private Participations in Infrastructures) projects. Also, success and failure of projects largely depend on the concession agreement contract. In this study, for more efficient negotiation, major issues are examined, and quantitatively analyzed to find out not only the relationship but also the characteristics of which these issues share. Questionnaire research was conducted through both research and by experts who were divided into an ordering agency, design company and constructor. Characteristics of major issues were quantitatively analyzed using the Likert index method, ANOVA(ANalysis of VAriance) and AHP(Analytic Hierarchy Process) analysis. Case studies were examined in order to estimate construction cost, rates of return, government finance support, level of operation-revenues guarantees, estimating operational costs and usage fees. With these 6 items, relative priority, relative impression which is sensible to risk and extent of difficulty in presenting data which is objective were quantitatively analyzed by the ordering agency, design company and constructor groups. From the analysis, there were some similarities between the design company and constructor groups while there was less of similarities between the ordering agency and design company or constructor. The government is diversifying the methods of project promotion, and PPI project from infrastructure-centered to public culture facilities are being expand. The current study will provide not only supporting efficient negotiation but also revitalizing PPI projects.

Comparison of Industrial Mathematics Issues between Korea and the US Using Topic Modeling (토픽모델링을 활용한 한국과 미국의 산업수학 이슈 비교)

  • This study explored the issues of industrial mathematics in online news articles and online forums in Korea and the US by using text mining and compared the results. Text data about industrial mathematics were collected from news articles of Naver, a major portal site, and postings and replies on Clien as resources of Korea, and from news articles by the New York Times and CNN as well as postings and replies on Reddit as resources of the US. Structural topic modeling analyses were performed, the major results of which were as follows. First, news articles in Korea mainly dealt with the necessity of industrial mathematics and government support. On the contrary, the news articles in the US focused more on various fields where industrial mathematics fields were utilized. Second, in Korea, the same number of issues with different topics were discussed in news articles and online forums, whereas in the US more issues were covered in news articles than in online forums. It was suggested academic implications for researchers and practical implications for the government for settling industrial mathematics in Korea.

Environment, Health and Safety Offices of the Top 30 Research Universities in the U.S.A. - Focused on the Case of Massachusetts Institute of Technology(MIT) (미국 상위 30개 연구 중심 대학들의 실험실 환경보건안전 담당 부서 - MIT 사례를 중심으로)

  • Objectives: The objectives of this research are to examine the missions, organization, and programs of the environmental, health and safety(EHS) offices of the major research universities in the U.S.A., particularly the case of Massachusetts Institute of Technology(MIT) EHS Office, and to suggest ways to address the EHS issues of the universities and research institutes in South Korea. Methods: The top 30 research universities in the U.S.A. were selected by the total amounts of research funds they annually received. The web sites of the 30 universities were searched to identify the names of the departments that address environment, health, and/or safety related issues, the missions of those departments, the major programs of those departments, and the number of staff in those departments. Also, a case study was conducted for the Environment Health and Safety Management System and the Environment, Health and Safety Office of the MIT, using literature and web searches and a meeting with the Director of the MIT Environment, Health and Safety Office. Results: All the top 30 research universities in the U.S.A. had designated departments that dealt with EHS issues. Most of them were by the name of or similar to environmental, health and safety. The mission statements of those departments were mostly about improving the safety and health of their community members, improving the environment, and complying to EHS regulations. Most of those departments had an environmental management program, industrial hygiene program, radiation protection program, safety program, and biosafety program as their major programs. The components of the environment, health and safety management system(EHS-MS) of the MIT were examined in detail. In contrast, not many universities in South Korea had designated departments that dealt specifically with EHS issues. Also, the number of fulltime staff for EHS was only 1-2 in most of the Korean universities and their work duties included only general safety, while neglecting other health/environment related issues. Conclusions: Well organized and functioning environmental, health and safety offices were present in all of the top 30 research universities in the U.S.A., whereas similar organizations of the universities in South Korea were virtually non-existent and/or had very limited EHS activities. Therefore, in order to reduce potential risks of accidents and health problems in the Korean universities and research institutions, well established and functioning EHS-MSs and EHS offices are warranted. The case of the EHS-MS and EHS Office in the MIT demonstrate a successful case to follow.

  • The trade deficit in mushrooms has continued to increase in recent years. This study explored major issues and challenges faced by the mushroom industry to increase export, and to prioritize the current issues and challenges based on their relative importance. 11 major issues and challenges in the mushroom industry were highlighted in focus group interviews. Best-worst scaling analysis prioritized these major issues and challenges, and questionnaire surveys were completed by 31 mushroom industry experts. The results revealed that strengthening the mushroom quality and price competitiveness were the main priorities, followed sequentially by a diversification of the overseas export markets and stabilization of the domestic mushroom price.

Analysis of major issues in the field of Maritime Autonomous Surface Ships using text mining: focusing on S.Korea news data (텍스트 마이닝을 활용한 자율운항선박 분야 주요 이슈 분석 : 국내 뉴스 데이터를 중심으로)

  • The purpose of this study is to identify the social issues discussed in Korea regarding Maritime Autonomous Surface Ships (MASS), the most advanced ICT field in the shipbuilding industry, and to suggest policy implications. In recent years, it has become important to reflect social issues of public interest in the policymaking process. For this reason, an increasing number of studies use media data and social media to identify public opinion. In this study, we collected 2,843 domestic media articles related to MASS from 2017 to 2022, when MASS was officially discussed at the International Maritime Organization, and analyzed them using text mining techniques. Through term frequency-inverse document frequency (TF-IDF) analysis, major keywords such as 'shipbuilding,' 'shipping,' 'US,' and 'HD Hyundai' were derived. For LDA topic modeling, we selected eight topics with the highest coherence score (-2.2) and analyzed the main news for each topic. According to the combined analysis of five years, the topics '1. Technology integration of the shipbuilding industry' and '3. Shipping industry in the post-COVID-19 era' received the most media attention, each accounting for 16%. Conversely, the topic '5. MASS pilotage areas' received the least media attention, accounting for 8 percent. Based on the results of the study, the implications for policy, society, and international security are as follows. First, from a policy perspective, the government should consider the current situation of each industry sector and introduce MASS in stages and carefully, as they will affect the shipbuilding, port, and shipping industries, and a radical introduction may cause various adverse effects. Second, from a social perspective, while the positive aspects of MASS are often reported, there are also negative issues such as cybersecurity issues and the loss of seafarer jobs, which require institutional development and strategic commercialization timing. Third, from a security perspective, MASS are expected to change the paradigm of future maritime warfare, and South Korea is promoting the construction of a maritime unmanned system-based power, but it emphasizes the need for a clear plan and military leadership to secure and develop the technology. This study has academic and policy implications by shedding light on the multidimensional political and social issues of MASS through news data analysis, and suggesting implications from national, regional, strategic, and security perspectives beyond legal and institutional discussions.

Related Factors of Environmental Risk Perception among General Public and Experts (환경문제에 대한 일반대중과 전문가의 위해도 인식 관련 요인)

  • This study was to investigate factors of risk perception on major environmental issues among general public and environmental experts in Korea. Structured questionnaire surveys were conducted to samples from general public and environmental experts during March and April, 2000. Total numbers of respondents were 773, general public and 353 experts. Analysis of the data showed that risk perception was correlated with health concern, environmental satisfaction, perception of environmental pollution, interest on the environmental issues, knowledge, experiences, and social-cultural consciousness, and so on. Overall environmental risk perception was affected by knowledge on environmental issues, experience of damage from environmental problems, sex and perception of environmental pollution. According to the results, environmental risk perception is not independent from social and psychological factors, and it may be desirable to consider the related factors in the process of risk communication for a more effective risk management or environmental policy.
