Development of the Database System for Maintenance of Civil Facilities in Urban Transit (도시철도 토목시설물 유지관리를 위한 데이터베이스 구축방안 연구)

  • While the environment of usage of information and technology is getting stable and technology is being developed more deeply due to the globalization, making information, standardization, in order to make a fast response to the new industry strategy and business environment, mutual communication and management of correct and fast information are focused on as fundamental elements of keeping competitive power. Accordingly strategic development of urban transit operation organization, storage of information technology of urban railroad, and buildup of standard information infra are very important, so that computerized information system has been built up standardizing efficient maintenance framework of urban transit facilities. To maintain these facilities efficiently, storing the real-time information by standardizing the maintenance organization and building up computerized information system are very important with management of information history of existing maintenance work. Therefore, for the efficient maintenance of civil facilities among urban transit facilities, standardized facilities classification and definition of management elements, and the plan of designing and building standardized database about civil facilities through standardizing technology resources are described in this paper.

  • MRO(Maintenance, Repair and Overhaul) industry is growing with the increase in the global aviation market. Especially considering the Chinese aviation market, MRO industry in the Asian region has a growth potential. In the Asian region, Singapore is a country successfully developed MRO industry ahead of South Korea and its heart is the Singapore A*STAR. In this paper, made an analysis of successful cases for Singapore A*STAR and through the aviation technical organization, development of the domestic MRO industry and aviation R&D plan is proposed.

  • The ICAO AMO global recognition system will be instituted in 2024, with the aim of reducing the certification and surveillance burden on aviation authorities and approved maintenance organizations (AMOs). If the domestic AMO certification and surveillance system is internationally recognized through this system, it may facilitate the rapid development of the domestic MRO industry in South Korea. To ensure international recognition of the domestic AMO system, the AMO surveillance and regulation system must be improved. This study reviewed ICAO policies, standards, guidelines, and leading aviation authorities' regulations and systems with regard to maintenance organization certification and surveillance, and a comparative analysis with the domestic system was conducted. From this, gaps in aviation safety inspection personnel training, qualification, and surveillance were identified, and measures for improving inspection personnel training and organization certification and surveillance system maintenance were elucidated to preemptively respond to the ICAO AMO global recognition system.

  • Impatience characteristics are an important factor to be considered in the defense field, which is sensitive to time, but there are not many cases applied. In addition, due to the difficulty of analysis that must consider various probabilistic factors (breakdown/maintenance distribution, impatience characteristics, etc.), military decision makers consider only simple data (number of occurrences per year, maintenance time, etc.) Therefore, in this study, a model capable of analyzing the performance of the emergency maintenance system for determining the appropriate size and organization of military and civilian maintenance personnel was presented in consideration of impatience characteristics and probabilistic factors. And through numerical analysis, the appropriate size of the military and civilian emergency maintenance teams was analyzed. This study is significant in that it can improve readiness of operational power and prevent waste of defense budget through efficient operation of the military's emergency maintenance system.

The Comparison of Apartment Management System Between Korea and Japan (한국과 일본의 공동주택 관리제도 비교)

  • This research is carried out to inspect the Apartment Management System of Japan, to examine the similarities and differences between the Korean Apartment Management System and the Japanese Apartment Management System. First, as the basis law of apartment management, there exists the Building Unit Ownership Act, the Promotion Law fur Adequate Mansion Management of Japan, the Housing Law, Housing Execution Law and Rule of Korea. Second, the Association of Apartment Owners, an organization of owners of apartments in Japan and the Commission of the Representatives of the Occupants in Korea become the subject of maintenance. The Japan structure is made of the Assembly, the Director and the President. The Korean structure is made of Regular and Temporary Conferences and elected Officers(1 president, at least 2 directors and at least 1 inspector). The Commission of the Representatives of the Occupants and the Organization of Owners of Apartments make bylaws and diverse maintenance rules. Third, the foremost reason why the Korean structure of maintenance of apartments is less efficient than Japan is because of the small number of people dispatched to the living-environment maintenance team and their short terms. It is necessary to grow professionals related to this sector and to have enough public servants that specialize in this. Fourth, although it is compulsory to make long term plans for maintenance based on the Housing Law, because the reserve fund is decided by the maintenance rule(with no compulsory standards of reservation) of each apartment, it is difficult to reserve an adequate amount of reserve fund. So as in the example of the state of Hawaii in America, based on long term plans for maintenance, an execution rule of the Housing Law should be made which enforces to reserve at least 50 percent of future maintenance expenses.

  • The study investigates the challenge of knowledge maintenance in the KMSs. Knowledge pieces are the embodiment of structures in an organization and need to be modified tuned to environmental change over time. Since the change of knowledge in the KMS is not made automatically, it requires user's active participation which is called maintenance action. This study shows that users are not voluntary in taking maintenance action with empirical data based upon knowledge pieces that are already established in the KMS. This article shows that the intention of maintaining KMS is negatively influenced by KM-related culture, organizational culture and the authority of knowledge piece rather than the organizational demography. An organizational culture has an influence directly upon the intention of maintaining knowledge but influence upon KM-related culture or the authority of knowledge piece, the influence indirectly related to the intention of maintaining knowledge. It can be argued that the organizational demography have only meager influence upon the intention of maintaining knowledge only by KM-related culture. This research has the implication that what factors are to be considered in maintaining knowledge pieces over time for the organization managers.

A Study on the Promotion of Approved Maintenance Organization Consulting for the Development of MRO Industry (항공정비산업 육성을 위한 정비조직인증 컨설팅 방안 연구)

  • As the majority of Korean MRO demand is outsourced overseas, AMO by major foreign authorities is required to promote the Korean MRO industry to keep Korean MRO demand on shore. This study aims to promote consulting for AMO (obtaining repair station certification) by U.S. Federal Aviation Administration (FAA) for Korean maintenance companies. We analyzed AMO process, studied various industry cases, developed a model for AMO consulting, and identified core competencies for consultants. We suggested a five-step modified Milan model to apply AMO consulting process. We identified seven core competencies (ethics, communications, problem-solving, technical, relationship, resource management, organizational understanding) both social and technical for consultants. Additionally, we text analyzed more than 260 FAA AMO consultant resumes on Linkedin and interpreted frequent words (airline, audit, inspector, DER, regulation, ISO, system) to their competencies. This study contributes to promote consulting for the Korean MRO industry to be recognized by FAA and to develop the Korean MRO industry.

  • Domestic and foreign aviation industries showed steep growth along with rapid increase in aviation demand, but the industries got directly hit by COVID-19. Now, with the recovery of daily life, aviation demand is gradually increasing, too. However, the risk of aviation accidents also increases proportionally to the increasing demand for aviation. Although it is a point that safety management needs to be actively conducted to prevent safety accidents resulted from the growth of aviation industries, research on safety culture and organizations is not sufficiently done in terms of the depth and scope of it despite the importance of the discussion. Studies in various areas have reported that an organization's safety culture forms the group's safety atmosphere and then results in the workers' safety behavior. Accordingly, this study examined the effects of safety culture in an organization on the safety behavior of its members who are aircraft maintenance technicians. The results of this research can be summed up as follows: first, it has been found that the roles of the person in charge grounded on clear goals and guidelines for the organization's safety policy influence the technicians' attitudes. Second, the important factor in the technicians' safety observance is that the attitude to follow safety rules when performing aviation maintenance raises their awareness of safety, for instance, following standard operation procedures or wearing personal equipment for protection. Third, their attitudes have positive effects on safety participation, and consequently, their intention to comply with safety rules is shown as an active action to achieve the ultimate goal of safety behavior.
