This study investigated the information environment of lecturers in Federal Polytechnic, Offa, Kwara State, Nigeria, in relation to their information seeking behavior, extent of use of the polytechnic library, perceptions of the resources and services of the library, level of awareness and extent of use of the open access model of scholarly communications, as well as the challenges of accessing and using information resources. It adopted the survey research method, using a questionnaire for data collection, while the descriptive statistics method was used to analyse the data, using tabular presentation and simple percentages. From a population of 280 lecturers for the study, a purposive sample of 164 was drawn. The findings showed that the lecturers' information needs are focused on online use; they hardly use the polytechnic library due to their perceptions of the resources and services of the library. They are, to a greater extent, aware of open access initiatives, but do not publish in open access outlets, while various challenges affect their access and use of information resources for teaching and research. A recommendation was made, among others, that the polytechnic management should pay more critical attention to the library especially in the areas of adequate, current and comprehensive collections on all the programmes of the institution, as well as the provision of wireless internet services on the campus through a public-private partnership arrangement.
The intensification of the competition among container terminals has led to important affect such as, decision making or aggressive intervention of customers for terminal operation. Therefore, in case of developed ports, the large transition of port operation is composed of the press of terminal customer than decision making of terminal manager. Overall port tariffs for using terminal is made out by the conference of terminal customers than the supreme headquarters of terminal operation, and the related investment of terminal has been made according to requisition or proposal of customers. Therefore, among decision making problems that shippers, shipping companies, and freight forwarder among decision making problems that shippers, shipping companies, and freight forwarder face, the choice of the container terminal is one of the most important problems. So, the decision making of the users seems to have a significant impact on the competitive power of container terminals. The main objective of this study is to design port marketing strategy for strengthening the competitive power of container terminals. The results of this study were found as follows: Firstly, port authority should establish user-oriented operation policy of terminal as the means of activating the opinion window, using terminal monitoring system(TMS). Secondly, terminal planning and development of government should be made to minimize the lead time, to induce the civil capital and to utilize the economies of scale. Thirdly, port authority needs to endeavor to analyze the information of competing foreign terminals as well to promote the concentrated marketing for the terminal on the users, to train the expert and to develop the new port charge system. Fourthly, to improve the competitive power of the container terminal, Port Authority should optimize the subsystems related to port marketing, far more these systems should be joined organically to work effectively. Finally, port authority system should be introduced, Namely, port should have the enterprise inclination as well s the public inclination.

The policy agenda setting is the symbolic policy of representing the public at home and abroad in addition to what a role of the government and the ruling party made a great contribution out of a political stream, rather than the policy that was formed by external group. Especially, a policy for migrant workers and married immigrant women is the important policy that will need to be solved in the global era. Accordingly, the purpose of this study is to confirm a factor, which had a decisive influence upon a policy, by examining the decision-making process of 'policy for the married immigrant women' with which the government pushes ahead. A specific plan for achieving this research objective is as follows. It progresses a theoretical discussion about the multi-cultural policy in south Korea and discusses the process that the multi-cultural policy is formed. The advancing stage includes the process of forming a multi-cultural discourse, the differentiation process that a multi-cultural discourse is diversely formed, and the process of being made a policy of multi-cultural discourse, which had been formed by section.
ETF made the RFCs of MPLS technologies for providing the QoS of ATM or Frame Relay and the flexibility&scalability of IP on the Internet services. IETF has been expanding MPLS technologies as a common control component for supporting the various switching technologies called GMPLS. Also, IETF has standardized the signaling protocols based on such technologies, such as LDP, CR-LDP and RSVP-TE. ETRI developed the MPLS system based on ATM switch in order to provide more reliable services, differentiated services and value-added services like the VPN and traffic engineering service on the Korea Public Sector network. We are planning on deploying model services and commercial services on that network. This paper explains the basic functions of LDP, design and development of LDP on our system, and compares with LDP development and operation on other MPLS systems made by Cisco, Juniper, Nortel and Riverstone. In conclusion, this paper deduces the future services and applications by LDP through these explanation and comparison.
Purpose The purpose of this study is to improve the efficiency of the activities of loosely connected network organization through the platform(Ba) of knowledge sharing. Loosely connected network organizations have been tried to promote new work and complement the scarce resources through collaborations. NPO(Non-Profit Organization) is essential to establish cooperation networks in order to achieve the public interest on the basis of scarce resources. This study interpreted the Ba on the 'Change-On' program and analyzed the social networks of regional organizations through the activation of the Ba. The 'Change-On' program is conducted for several years to promote the efficiency of the NPO network by Daum Generation Foundation. Design/methodology/approach This study made a design to organize the Ba concept of Nonaka & Konno and presented a case of the Ba activated based on the NPO network of regional order. According to the social network analysis of regional cooperation within the network of participating organizations was extended, it was found that the principal plays a significant role as a central hub made. Findings According to the empirical analysis, this study illustrated that various types of network were formed among NPOs based on the 'Change-On'. Furthermore, the networks surrounding NPOs are extended to the other people connected to them. This means that the network of NPOs had been diversified via the facilitation of the Ba. This study throws new highlights on the new role for the Ba as a network promoter in addition to the partner as a technology-provider in the NPO ecosystem. Moreover, the network analysis between before-and-after can be used for the evaluation of the effectiveness of the various Ba programs.
Quitline activity in Rajasthan, India is a voluntary activity of Rajasthan Cancer Foundation (RCF) since April 2013. To kick-off, it took the benefit of the State Government- PIRAMAL SWASTHYA (PS)1 collaborative 104 Health Information Helpline that existed already in public-private partnership. It is a reactive quitline that helps callers through the counselors and nursing staff trained specifically through the weekly sessions held by the first author, the RCF resource on quitline. Besides structuring of the scripts for primary intervention and follow-ups after 1 week, 1 month, 6 months and a year, he also monitors calls, advices and coordinates with the supervisors to manage and analyze the data base, and reports to the PS lead at the Jaipur Center on overall performance and to plan strategic communication with the State Government on its outcomes. The quitline has limitations of its informal existence through a voluntary effort of RCF, no specific resource allocation, suboptimal data management, minimal awareness in the masses due to poor IEC (Information, Education and Communication; except its efforts made by RCF in last 1 year through the government-run State TV and City Radio) and staff shortage and its attrition due to lack of plan for career advancement. Despite these challenges in the year 2013, the quit line has registered a quit rate (for complete abstinence) of 19.93% amongst 1525 callers. The quit rate were 58.01% (304/ 524) among the responders at the 3rd follow-up at 18 months (in September 2014)2. In view of an increase in quit rate by 5- 9 times over the prevailing quit rate in the former ever daily users [both smokers and the users of smokeless tobacco (SLT)], efforts are being made by RCF in concurrence with PS to have this cost-effective model established formally with optimal resource allocation in collaboration with willing agencies (the State and Central Governments and the International Quitline Agencies) and its replication in 4 more states where PS is collaborating with the respective state governments similarly (Assam, Chhattisgarh, Jharkhand and Karnataka).

CAPTCHAs(Completely Automated Public Turing tests to tell Computer and Human Apart) have been widely used for preventing the automated attacks such as spam mails, DDoS attacks, etc.. In the early stages, the text-based CAPTCHAs that were made by distorting random characters were mainly used for frustrating automated-bots. Many researches, however, showed that the text-based CAPTCHAs were breakable via AI or image processing techniques. Due to the reason, the image-based CAPTCHAs, which employ images instead of texts, have been considered and suggested. In many image-based CAPTCHAs, however, the huge number of source images are required to guarantee a fair level of security. In 2008, Kang et al. suggested a new image-based CAPTCHA that uses test images made by composing multiple source images, to reduce the number of source images while it guarantees the security level. In their paper, the authors showed the convenience of their CAPTCHA in use through the use study, but they did not verify its security level. In this paper, we verify the security of the image-based CAPTCHA suggested by Kang et al. by performing several attacks in various scenarios and consider other possible attacks that can happen in the real world.

Anyone curious to easily access and learn Korean history has become interested in Korean history data bases, which will provide accurate and reliable historical information. Furthermore, user demands for information sharing and reusability, available through setting up a semantic web, have been increased, which have taken the shape of linked data. Efforts have been made to construct public data bases containing readily usable contents a user can understand and utilize with ease. They have been produced by several organizations, portal sites, and individuals, trying to deviate from existing mainstreams - expert-based text data bases. A problem with those data bases is that they have not considered such vital factors as the sharing and utilizing of information as a whole. This study suggests a LOD-based Korean history contents implementation system, providing rich information environment by way of multi-dimensional web-data connections. In doing so, this system has tried a historic information circulation service system which is based on information sharing and connecting.
Current food-traceability platforms suffer from problems such as inconsistent traceability standards, a lack of public credibility, and slow access to data. In this work, a combined code and identification method was designed that can achieve more secure product traceability using the dual anti-counterfeiting technology of a QR code and a hidden code. When the QR code is blurry, the hidden code can still be used to effectively identify food information. Based on this combined code, a food-safety traceability platform was developed. The platform follows unified encoding standards and provides standardized interfaces. Based on this innovation, the platform not only can serve individual food-traceability systems development, but also connect existing traceability systems. These will help to solve the problems such as non-standard traceability content, inconsistent processes, and incompatible system software. The experimental results show that the combined code has higher accuracy. The food-safety traceability platform based on the combined code improves the safety of the traceability process and the integrity of the traceability information. The innovation of this paper is invoking the combined code united the QR code's rapidity and the hidden code's reliability, developing a platform that uses a unified coding standard and provides a standardized interface to resolve the differences between multi-food-traceability systems. Among similar systems, it is the only one that has been connected to the national QR code identification platform. The project has made profits and has significant economic and social benefits.
Traditionally, the concept of transfer is that physical records such as paper documents, videos, photos are made a delivery to Archives or Records centers on the basis of transfer guidelines. But, with the automation of records management environment and spreading new records creation and management applications, we can create records and manage them in the cyberspace. In these reasons, the existing transfer system is that we move filed records to Archives or Records centers by paper boxes, needs to be changed. Under the needing conditions of a new transfer paradigm, the fact that the revision of Records Act that include some provisions about electronic records management and transfer, is desirable and proper. Nevertheless, the electronic transfer provisions are too conceptional to apply records management practice, so we have to develop detailed methods and processes. In this context, this paper suggest that a electronic records transfer process model on the basis of international standard and foreign countries' cases. Doing transfer records is one of the records management courses to use valuable records in the future. So, both producer and archive have to transfer records itself and context information to long-term preservation repository according to the transfer guidelines. In the long run, transfer comes to be the conclusion that records are moved to archive by a formal transfer process with taking a proper records protection steps. To accomplish these purposes, I analyzed the 'OAIS Reference Model' and 'Producer-Archive Interface Methodology Abstract Standard-CCSDS Blue Book' which is made by CCSDS(Consultative committee for Space Data Systems). but from both the words of 'Reference Model' and 'Standard', we can understand that these standard are not suitable for applying business practice directly. To solve this problem, I also analyzed foreign countries' transfer cases. Through the analysis of theory and case, I suggest that an Electronic Records Transfer Process Model which is consist of five sub-process that are 'Ingest prepare ${\rightarrow}$ Ingest ${\rightarrow}$ Validation ${\rightarrow}$ Preservation ${\rightarrow}$ Archival storage' and each sub-process also have some transfer elements. Especially, to confirm the new process model's feasibility, after classifying two types - one is from Public Records center to Public Archive, the other is from Civil Records center to Public or Civil Archive - of Korean Transfer, I made the new Transfer Model applied to the two types of transfer cases.
