The purposes of this research are to examine soil pollution in the nation and to explore the contaminated soil management of the public housing agency in public land for residential development. In so doing, the primary and secondary data were utilized, the former made use of the public data annually released by the Korea Ministry of Environment, and the latter relied on a self-administerd questionnaire survey conducted in the staff of the public housing agency, particularly those in charge of soil contamination in large-scale land, housing and urban development projects. The findings reveal that the national concentrations of 21 inorganic and organic soil contaminants (e.g., Cd, Cu, As, Hg, Pb, Cr, Zn, Ni, F, P, PCB, CN, Phenol, BTEX, TPH, TCE, PCE, Benzo(a)pyrene, and pH) in the land were extracted to be well below the risk level designated by the statutory guidance while industrial areas had them at a relatively modest level. In addition, the survey results indicate that the public housing agency didn't establish specific and clear guidelines for soil pollution and its remediation in the residential land development, so that contaminated sites have been primarily remediated by outsourcing companies. As the unexpected occurrence of contaminated sites causes the incurring expenses added to total project budget, the provision of both professional training and on-site manuals with the sufficient information on techniques and methods of soil contamination is critical to promptly and systematically deal with soil pollution.
There are increasing interest and need for information on health care consumer with the significance of hospital marketing and strategic planning being increasingly emphasized. This study was conducted to investigate the criteria for selection of medical facilities according to the characteristics of health care consumer by the types of medical services on a sample of 1,500 population aged 20 years and above. Major findings are as follows ; 1. When considering the criteria for selection of medical facilities into two factors, namely, quality or convenience factors, convenience factor was the major contributor for outpatient and dental services whereas it was quality factor for inpatient services. 2. Females and those residing in large cities selected medical facilities based on convenience factor in the outpatient services. In the case of inpatient service, persons who considered their present health status to be good and whose ages were 50 years old and above choose medical facilities based on quality factor. 3. Persons who considered medical facilities to be profit-making tended to choose medical facilities based on convenience factor for outpatient services. There were no differences in the cases of inpatient and dental services. 4. There was no significant difference on the criteria for selection of medical facilities according to the decision maker for selection or trust on medical facilities. On the use of health service information, selection of medical facilities was based on quality factor for those who made more use of the information in the cases of outpatient and dental services. 5. Analysis using the logistic regression model on the criteria for the selection of medical facilities with the characteristics of health care consumer as independent variables was performed. The selection of medical facilities was significantly related with residential area, sex, and use of information on medical facilities for outpatient services and with age, average monthly income, and perception of health status for inpatient services. For dental services significant association with residential area and use of information on medical facilities was seen. The results of this study, despite some limitations, can be used as baseline data for marketing and strategic planning of hospital management.
Purpose - This article aims to explore the characteristics of disaster risk distribution information in China. Also, this research attempts to analyze the findings of risk communication using case study in chronological order in terms of social amplification of risk. To achieve the purpose, the paper reviews the trends and issues of risk communication in China, with an emphasis on examining earthquakes by a chronological approach. In these regards, we hope that some relevant findings from this empirical study with cases will be able to enhance national risk communication and provide implications in Korea as well. Research design, data, and methodology - The conceptual framework of this study is theoretically based on the risk amplification model, which describes signals about risk transmitted and processed by individuals and social groups. The social amplification of risk also reflects the interactions of social groups about disaster-related risk issues, which are potential amplifiers or attenuators of communication signals. The key concept of social amplification implies that the risks pertaining to natural disasters interact with social, psychological, institutional, and cultural processes in ways that can affect public perceptions of risk. SMCRE Model is methodologically employed to examine risk communication history of China with the focus on natural disaster. Four earthquakes are selected to figure out the chronological characteristics of risk communication since 1970s. He bei Tang Shan earthquake is selected as an example disaster before 1990's, while the earthquake in Yun Nan Jiang is explored for the case study of 1990's. The earthquake in Si Chuan Wen Chuan is also examined as a example disaster of 2000's. The recent earthquake in Si Chuan Ya An Lu Shan is selected as a case of 2010s. Results - SMCRE model in this case study is operationally defined as a methodology and applied to the four earthquakes occurred in China. SMCRE model describes the exchange of risk information and is also applied to all forms of communication between stake holders. Each factor of risk communication includes source, message, channel, receiver and effect. It is notable that a big progress has been made on disaster risk communication in China for the past 40 years. We also found that highly developed information technology has enabled Chinese society to better cope with natural disaster, leading to enhanced disaster risk communication. It is mainly found from case study that the disaster risk communication of China has been involved with political situation, which derived from the change of government for the past 40 years. Conclusion - From this historical research, it can be inferred that the policies and politics of Chinese leaders have had a more critical role to play in the process of source of risk communication than those of any other countries. The results of this paper also support that the effective risk communication involves not only the improved reliability of local government as a key factor of disaster risk communication, but also is accompanied by international cooperation for substantial collaboration with stake holders.
Although a few years have passed since the importance of the public record management became the subject, the management of the minutes which is produced from the deliberation and decision-making process of an important policy relatively was been neglected the while. When institutionally inspecting at present, the minutes production is based upon Record Management Law, and the minutes opening is based upon Freedom of Information Act. Although the minutes must be made out according to Record Management Law, it is not well operated. So, the minutes formally is made out and there was actually the important minutes excepted from the management object. Opening of the minutes made by Article 9 of Freedom of Information Act has the problem that be used as a basis of dividing unfairly into closed opening because the reason of the closed opening is vague. This study analyzes the problem of production and opening of the current minutes. It also considers Sunshine Act in USA and suggests a institutional ways for production and opening of Korean minutes. We can think of two institutional ways for production and opening of the minutes. One is making a separate law like Sunshine Act in USA. The other is revising the existing laws. In reality it's very difficult to make a new law for minute production and opening. Therefore, the purpose of this study is to suggest the way for revising Record Management Law and Freedom of Information Act that include minutes related regulations. The record must be fundamentally produced and opened for a nation and people as public records is the records of the nation and people as well as an authority which produced those records. If the minutes is produced and opened from a institutional change through the revision of Record Management Law and Freedom of Information Act, the minutes can not only help the responsible administration to realize but be utilized to important historical records as a basis data of an important policy decision-making.
College GIS and remote sensing education usually consists of commercial software packages implementations in the classroom. Computer programming is quite important when college graduates work in private or public sectors relevant with GIS and remote sensing implementations. The objective of this paper was to develop a valley management system which implements GIS and remote sensing as the key components for education. The Valley Authority is entitled with water resource protection for sustainable drinking water supply of the second largest city in Taiwan. The test area consists of three different government agencies, Forest Service, EPA, and Water Resource Agency. Materials were provided by the Valley Authority in ArcGIS file format. MapObjects have made the GIS development process much easier. Remote sensing with image manipulation functions were provided by computer programming with Visual Baisc.NET and Visual C#.NET. Attributes inquiry are performed by these two computer languages as well. ArcGIS and ArcPad are also used for simple GIS manipulations of the test area. Comparison between DIY and commercial GIS can be made by college students. Functions provided by the developed valley management system depending on how many map layers have been used and what types of MapObjects components have been used. Computer programming experience is not essential but can be helpful for a college student. The whole process is a step-by-step sequence which college students can modify to depict their capability in GIS and remote sensing. The development process has gone through one semester, three hours every week in 18 weeks. College students enrolled in this class entitled with GIS showed remarkable progresses both in GIS and remote sensing.
The ECC(Elliptic Curve Cryptogrphics), one of the representative Public Key encryption algorithms, is used in Digital Signature, Encryption, Decryption and Key exchange etc. The key operation of an Elliptic curve cryptosystem is a scalar multiplication, hence the design of a scalar multiplier is the core of this paper. Although an Integer operation is computed in infinite field, the scalar multiplication is computed in finite field through adding points on Elliptic curve. In this paper, we implemented scalar multiplier in Elliptic curve based on the finite field GF($2^{163}$). And we verified it on the Embedded digital system using Xilinx FPGA connected to an EISC MCU. If my design is made as a chip, the performance of scalar multiplier applied to Samsung $0.35 {\mu}m$ Phantom Cell Library is expected to process at the rate of 8kbps and satisfy to make up an encryption processor for the Embedded digital doorphone.

This study aims to propose a lifecycle cost model for electronic records & archival management. For this purpose, the study identified cost elements based on analysing public records & archival management activities and proposed cost factors for management by applying data gathered from records centers & archives. The study employed various methods: desk research, activity analysis, a cost information survey and interviews with experts in digital preservation, and records/archival management. The study made the first step to the cost studies in electronic records management in Korea. It is expected to update the CoMMPER model and redefine activities of electronic records management. Further case studies based on the model is required.
This study was designed to identify satisfaction with Hospital Information System(HIS) and the factors affecting them in hospital administrators. The data was collected for 24 days from Mar. 02 to 25, 2011. Among a total of 82 cases of the questionnaires, only 76 cases were used. From the survey, it was made known that there was statistically significant difference in speed, preciseness and stability of environmental factors depending on the type of hospitals while significant difference was found in stability by number of beds. Among the factors of system operation, the administrational method affected speed, preciseness, stability and convenience statistically significantly whereas, however, preciseness, stability and convenience became significantly different depending on the number of staff members. As for the factors that could exercise influence upon satisfaction with administrative service of the HIS, it was revealed that statistically considerable impact could be caused under management of own EDPS expert as well as under comanagement by the medical institution and professional business entity in case of hospital.
Korea Postal Service(KPS) nowadays lies in competitive environment with alternative business such as door-to-door delivery service. Customers began to complain about postal service quality and ask the government to reform a public firm through management innovation. But, Korea Postal Service has not met the break-even point between it's revenue and expenditure because the service is under the government system and cannot independently make major decisions on products, pricing, services, personnel management, financial policies and etc. The objective of this study is to provide marketing planners and practitioners with some guidelines when they establish marketing strategies and to help marketers on theories and practical instructions about postal service marketing when they interact with customers. I. A field survey on both customer satisfaction and internal staff satisfaction was conducted to get some ideas for the marketing strategy planning. II. Practical guidelines and instructions were made for marketers to communicate with customers in various areas such as pricing, product, service demand, marketing channel, promotion, and etc. III. Some suggestions on marketing policies for planners and mangers in the marketing strategy were described including personnel resource as well as physical resource. IV. Special issues on small packet market and direct mail market were discussed and some alternative solutions were proposed. V. Database marketing strategy was emphasized to get new business opportunities such as direct mail, and to provide differential services to customers as much as their contribution into the profitability for KPS. VI. Cyber Post Office should be constructed on Internet to provide new services which are combined with physical material flow and information technologies.

This paper is to analyse the major impact of the new era of information technology on the changes being made in physical environment of existing corporate training centers through the case of on- and off-line LG academies. By the analysis, some interesting features are to be found which can be a hint for the future planning and design of corporate training centers. Unlike the expectation in the early stage of changes, the rapid growth of on-line education forms a very strong partnership with the existing in-house training programs at all levels. Understanding of such key issues surrounding the use of facilities is specific to the formation of an effective environment for training programmes. After all aspects of the facility uses-not just the class rooms, but also the residential, dining, recreational, and support areas, as well as on-line type of educational services-are carefully examined, a design guideline is identified as considerations for guestrooms, classrooms, public facilities, the recreational areas, and the audio-visual provisions.
