동시대의 기록화를 지향한 보존기록 평가선별에 관한 제언 (Archival Appraisal Strategy and policy for documentation of Contemporary Society)

  • 이 글의 목적은 사회의 대사건이나 주요 공공 정책에 관한 기록화를 위해 작동되는 보존기록 시스템에 관한 논의이다. 필자는 세 가지를 제안하였다. 첫째는 기록이 만들어지는 같은 시대에 보존기록을 선별하는 기록화 전략의 개발이다. 여기에는 기록에 포함된 모습이 중요하며 여기에 가급적 넓은 사회적 맥락이 반영되어야 한다는 것으로, 필자는 이는 보존기록의 가치에 관한 사고의 전환에서 비롯된 것으로 보았다. 둘째는 그러한 전략에 해당하는 보존기록을 획득하기 위한 도구의 개발이다. 기록화 전략은 전략에 맞는 기록을 획득하는 별도의 방법을 필요로 한다는 것이 필자의 주장이다. 셋째는 이러한 기록화 전략과 기록 획득수단의 지속가능성이다. 이와 관련하여 필자는 현행 한국의 국가 아카이브 체제의 문제에 관해 논의하였다.

한국 기록관리와 '거버넌스'에 대한 역사적 접근 (A Historical Approach to the Development of Democracy and the Archival Society in Korea)

  • 'Governance' is a subject that is widely discussed these days in the government and the academic world. I think that the new concept, 'governance', is a strategy to develop the democracy of the society in its institutional and functional aspects. When we are going to discuss about governance, public records and their relationships, without understanding the meaning of 'public' in Korea, we cannot expect to discuss the matter precisely. It is said that Korean public service sectors are awash with authoritarianism and unreasonableness, and that they are at the center of seething corruption and bribe scandals. It is the legacy that the regimes adopted in the aftermath of the Japanese colonial rule for 35 years. The colonial legacy included not simply the practice of the Japanese colony, but also people who had collaborated the Japanese. The American military government and Rhee, Sung-Man regime also appointed the same officials to government posts. As was the same case in other areas including economy, press, education, politics, law, etc. In this point of view, "Righting historical wrongs", a controversial issue now in Korea, aims at establishing the right relationships between an individual and the public, and eventually laying the foundation of democracy for future generation, a procedure of achieving good governance. Apparently, Korea has made progress in developing democracy, as well as in reforming the government policy and organization. Many independent commissions are performing the projects instead of the government institutions that mandated to do the job, but has not played their roles. The e-government projects in Korea was launched in 2001 by the former administration. However, the confusion of records-management after the promulgation of the act is the result of the lack of strategy and the inconsistency of the vision. Good record-keeping supports effective, transparent and accountable government. Accountability is a key element of good governance. It is a recognized fact that without information, there is no guidance for decision-making, and accountability. Thus without records, there is no accountability for the decisions of actions. Transparency means that the decisions taken and their enforcement are carried out based on led-out rules and regulations. When both accountability and transparency are non-existent, good governance is bound to fail. Archival institutions have to give an attention to inner-governance because of the new trend of archival practice, namely 'macro-appraisal'. This 'macro-appraisal' is a kind of a functions-based approach. However, macro-appraisal focuses not just on function, but on the three-way interaction of function, structure and citizen, which combined reflect the functioning of the state within civil society, that is to say, its governance. In conclusion, the public and democracy are major challenges in the Korean society. The so-called good governance requires good record management. In this respect, records managers are in the front line of instituting good governance, and achieving better public and democracy for future generation, a procedure of achieving good governance.

영구기록물관리기관의 재평가체계 설계 연구 서울기록원을 중심으로 (A Study on the Design of the Appraisal System of Permanent Archival Institutions : Focused on the Seoul Metropolitan Archives)

  • 본 연구는 영구기록물관리기관의 재평가 이행을 위해 서울기록원을 중심으로 영구기록물관리기관에 적용 가능한 평가체계 설계를 목표로 하였다. 이를 위한 과정으로 증거적·행정적·역사적 가치를 평가하기 위한 영역을 설정하고 세부평가요소들을 도출하였다. 설정된 평가요소들을 효과적으로 적용하기 위해 3개 단계로 구분하여 평가절차를 설계하였다. 1단계 법규기반 평가 단계에서는 분명한 기준에 의해 즉각적으로 평가할 수 있는 정책 결정권자의 직책, 법정 서식 식별 등을 통해 장기보존 여부를 판단하였다. 장기보존으로 결정되지 않은 기록물은 다시 2단계 업무기능기반 평가 단계인 기록관리기준표, 공문서분류표, 공약·정책 등을 평가요소로 재구성한 후 종합적으로 적용하여 보유기록물의 장기보존 타당성을 검토하였다. 2단계 평가에서도 장기보존으로 판단되지 않는 기록은 3단계 평가인 주제기반 평가단계에서 역사적사건, 문화재, 수집 정책 등을 적용하여 기록의 역사적 가치 판단을 수행하였다. 설계된 평가체계는 평가에 반영되는 자의성을 최소화하고 평가의 효율성을 높였다는데 의의를 찾을 수 있으며, 기록물이 가진 다양한 맥락과 가치를 종합적으로 반영한 평가가 가능함을 확인하였다. 또한, 균형 잡힌 거시평가와 미시평가를 결합하여 영구기록물관리 기관에 적합한 재평가체계를 수립하였다.

에트링가이트-석탄 복합계 팽장재의 수화반응 모델에 관한 연구 (A Study on the Hydration Reaction Model of Expansive Additive of Ettringite-Gypsum Type)

  • 고성능 콘크리트는 단위 시멘트량이 많기 때문에 초기재령에 있어서 시멘트의 급속한 수화반응으로 인해 시멘트 경화체는 자기수축이 발생하게 된다. 이러한 자기수축 변형이 발생한 부재가 외부 또는 내부 구속 상태에 있을 경우에는 수축균열이 발생하게 되며, 이러한 초기재령에 발생한 수축균열은 콘크리트 구조물의 미관 및 내구성 저하를 초래하기 때문에 이를 억제하는 것은 매우 중요하다. 한편, 이러한 고성능 콘크리트의 자기수축을 저감시키는 방법으로서 팽창재의 혼입에 의한 수축보상이 있는데 자기수축 저감에 유효한 것으로 알려져 있다. 그러나 지금까지의 팽창재에 의한 고성능 콘크리트의 자기수축에 관한 연구는 실험에 근거한 연구로서 정량적인 연구가 아닌 정성적인 연구가 대부분 이었다. 이러한 팽창재에 의한 고성능 콘크리트의 자기수축 저감량을 정량적으로 평가하기 위해서는 팽창재의 수화반응 모델부터 시작하여 팽창재에 의한 시멘트 경화체의 팽창 모델을 구축할 필요가 있다. 따라서, 본 연구에서는 초기 재령의 자기수축 저감을 목적으로 초기재령에서 빠른 팽창력을 발휘하도록 재료 설계된 에트링가이트-석회 복합계를 대상으로하여, 팽창재의 입도분포 및 수화의 진행에 따른 인접겔과의 접촉을 고려한 팽창재의 수화반응모델을 제안하였다. 또한, 제안된 팽창재의 수화반응모델을 실험적으로 모델의 타당성에 대해서 검토한 결과, 본 연구에서 제안한 팽창재의 수화반응 모델은 실험치를 양호하게 평가할 수 있을 것으로 판단된다.

조선총독부 공문서의 기록학적 평가 -조선총독부 도시계획 관련 공문서군을 중심으로- (Archival Appraisal of Public Records Regarding Urban Planning in Japanese Colonial Period)

  • In this article, the task of evaluating the official documents that were created and issued by the Joseon Governor General office during the Japanese occupation period, with new perspectives based upon the Macro-Appraisal approaches developed by the Canadian scholars and personnel, will be attempted. Recently, the Canadian people and the authorities have been showing a tendency of evaluating the meaning and importance of a particular document with perspectives considering the historical situation and background conditions that gave birth to that document to be a more important factor, even than considering the quality and condition of that very document. Such approach requires the archivists to determine whether they should preserve a certain document or not based upon the meaning, functions and status of the entity that produced the document or the meaning of the documentation practice itself, rather than the actual document. With regard to the task of evaluating the official documents created and issued by the Joseon Governor General office and involved the city plans devised by the office back then, this author established total of 4 primary tasks that would prove crucial in the process of determining whether or not a particular theme, or event, or an ideology should be selected and documents involving those themes, events and ideologies should be preserved as important sources of information regarding the Korean history of the Japanese occupation period. Those four tasks are as follow: First, the archivists should study the current and past trends of historical researches. The archivists, who are usually not in the position of having comprehensive access to historical details, must consult the historians' studies and also the trends mirrored in such studies, in their efforts of selecting important historical events and themes. Second, the archivists should determine the level of importance of the officials who worked inside the Joseon Governor General office as they were the entities that produced the very documents. It is only natural to assume that the level of importance of a particular document must have been determined by the level of importance(in terms of official functions) of the official who authorized the document and ordered it to be released. Third, the archivists should be made well aware of the inner structure and official functions of the Joseon Governor General office, so that they can have more appropriate analyses. Fourth, in order to collect historically important documents that involved the Koreans(the Joseon people), the archivists should analyze not only the functions of the Joseon Governor General office in general but also certain areas of the Office's business in which the Japanese officials and the Koreans would have interacted with each other. The act of analyzing the documents only based upon their respective levels of apparent importance might lead the archivists to miss certain documents that reflected the Koreans' situation or were related to the general interest of the Korean people. This kind of evaluation should provide data that are required in appraising how well the Joseon Governor General office's function of devising city plans were documented back then, and how well they are preserved today, utilizing a comparative study involving the Joseon Governor General office's own evaluations of its documentations and the current status of documents that are in custody of the National Archive. The task would also end up proposing a specialized strategy of collecting data and documents that is direly needed in establishing a well-designed comprehensive archives. We should establish a plan regarding certain documents that were documented by the Joseon Governor General office but do not remain today, and devise a task model for the job of primary collecting that would take place in the future.
