Efficiency of Sterilization Policies by the State Bank of Vietnam

  • This study aims to evaluate the effectiveness of sterilization in Vietnam. We estimate a simultaneous equation by using Two-Stage least squares (2SLS) regression analysis. The time-series data was collected for the first quarter of 2004 to the fourth quarter of 2018. In particular, the effectiveness of sterilization is considered in terms of dollarized economy, since making the transition from a centrally planned to a market economy system, the Vietnamese economy has remained in a state of dollarization. In addition, we also assess whether the global financial crisis had an impact on the sterilization effectiveness of the State Bank of Vietnam (SBV). On the basis of the estimated sterilization and offset coefficients, our results suggest that the State Bank of Vietnam (SBV) has not been able to fully neutralize the impact on the domestic money supply when intervening in the foreign exchange market, and the capital inflows respond strongly to changes in domestic monetary conditions. The results also show that the global financial crisis has changed the effectiveness of these sterilization policies. An analysis of this study's empirical findings provides the opportunity to derive some recommendations that may assist in increasing the effectiveness of the State Bank of Vietnam's sterilization policies in the process of accumulating international reserves.

Day-of-the-Week Effect of Exchange Rate in Developing Countries

  • This study investigates the presence of the day-of-the-week anomaly in exchange rate for 30 developing countries with free floating exchange rate regimes using daily data from January 2, 2011 to December 31, 2019. First, we apply the GARCH panel to estimate the intraday effect for all the sampled countries. Second, we run poolability test to check whether the coefficients of the GARCH panel are the same for all countries sampled. The result of poolability test rejects the homogeneity assumption. This implies that our sample countries contain heterogeneity. Third, we apply mean-group estimation by averaging the coefficients for all individual GARCH estimations. Fourth, we divided our sample of developing countries into three groups based on capital restriction index for the reason that the effect of monetary policy on the exchange rate depends on the degree of capital account liberalization. The empirical evidence for the return equation suggests that Mondays are connected with lower volatility whereas Thursdays experiences higher return compared to Tuesdays. The lowest estimated coefficient for full sample, group 1 and group 2, is Friday, but for group 2 is Thursday. We find similar result for the volatility equations, which show that Monday returns are lower compared to Tuesday.

Evaluation Methods of Carbon Reduction Contribution for Green Budget of National R&D Projects in Agricultural Sector (농업분야 탄소인지예산제도 도입을 위한 국가연구개발사업의 탄소저감 기여도 평가 방안)

  • Carbon neutrality is emerging as a new paradigm for the international society by transiting from climate change to climate risk. This study proposes evaluation methods for the carbon reduction contribution of climate-related national R&D projects in order to introduce a green budget system in the agricultural sector. We considered the domestic and foreign green budget systems and classified national R&D projects into positive, negative, and neutral from the perspective of carbon reduction. The results of this study propose three methods to estimate the monetary costs and carbon benefits by adopting the framework for the economic evaluation of national R&D projects conducted by the Rural Development Administration. These methods support to evaluate the potential contribution to carbon reduction of national R&D projects in the agricultural sector. Finally, the proposed methods were tested and verified for the efficiency and validity of evaluating carbon reduction contribution. These evaluation methods of the carbon reduction contribution can be used as a basic methodology for the pre-budget calculations of national R&D projects and the contribution for the greenhouse gas reduction budget.

The Network Structure of Sovereign and Corporate Credit Risk (국가·기업 간의 신용 리스크 네트워크 연구)

  • In this paper, we study the recent changes in the credit risk interconnectedness in Korea. Using the CDS spread data from November 2015 to August 2022, we estimate the network structure of sovereign and corporate credit risk. The results show that sovereign and corporate credit risks are interconnected significantly, particularly with respect to the banking sector where FX-related transactions are made. Since 2022 when the monetary policy has become contractionary, such credit risk interconnectedness seems to be strengthened because of greater common exposure.

An Empirical Study on the Effect of Inflation Targeting on PPP: Evidence From 19 OECD countries (물가안정목표제가 구매력평가에 미친 영향: 19개의 OECD 국가들을 대상으로)

  • Purchasing Power Parity (hereafter, PPP) means the purchasing power of two currencies is the same when one is converted into the other one. According to previous studies on PPP, as the volatility of the real exchange rate is smaller, PPP may be more likely to hold. Since New Zealand adopted the inflation targeting policy in December 1989, many countries started to adopt it as their monetary policy frame. Previous studies on inflation targeting found that inflation targeting policy has positive effects on not only achieving price stability but also reducing the volatility of nominal/ real exchange rates. Therefore, in this study, I explored whether inflation targeting policy has positive effects on purchasing power parity subject to 19 OECD countries, applying an Exponential Smooth Transition Autoregressive (ESTAR) model during the sample periods, from 1974:Q1 to 2019:Q4. Based on the ESTAR estimate results, I found limited favorable evidence of PPP for only two countries- England and Switzerland- among 9 inflation targeters, compared to non-inflation targeters, and also I found that favorable evidence of PPP only for these two countries among 9 inflation targeters during post-inflation targeting, but not during pre-inflation targeting. These findings imply that the positive effects of inflation targeting on PPP may be questionable unlike Ding and Kim (2012) and Kim (2014)'s study.

  • Concerns over the environment have spawned a number of research studies in the construction industry, as the construction of built environments and large infrastructures involves diverse environmental impacts and loads of hazardous emissions. Many researchers have attempted to quantify these environmental loads, including greenhouse gases, carbon dioxide, nitrogen dioxide, and sulfur dioxide, to name a few. However, little research has been conducted regarding integrating the life-cycle assessment (LCA) of environmental loads with the current life-cycle cost analysis (LCCA) approach. This study aims to estimate the environmental loads as a monetary value using the European Climate Exchange (ECX) rate and, then, to integrate those impacts with the pure construction cost. Toward this end, this study suggests an integrated approach that takes into account the environmental effect on the evaluation of the life-cycle cost (LCC). The bill of quantity (BOQ) data of a real highway project are collected and analyzed for this purpose. As a result, considering the environmental loads in the pavement process, the total LCC increased 16% from the traditional LCC cost. This study suggests an integrated approach that will account the environmental effect on the LCC. Additionally, this study is expected to contribute to better decision-making, from the perspective of more sustainable development, for government as well as for contractors.

Determinants of Credit Default Swap Spreads: The Case of Korean Firms (한국 기업들의 신용부도스왑 스프레드에 대한 결정요인 분석)

  • Among several macroeconomic missteps blamed for the recent global financial crisis including the social problems of income distribution and the lack of proper financial remedies, two of them have received particular attention: the global BOP(Balance of Payment) imbalance and the misguided monetary policy. Such BOP imbalance was blamed for massive foreign exchange investment flows from Asia into the U.S., triggering the financial and real estate bubble in America. The latter refers to the excessively loose monetary policy of the U.S. Federal Reserve, which pushed financial institutions and households into reckless investment behavior in search of higher returns. Given the abuse of certain innovative financial techniques and new investment instruments that have been created in recent decades, both collateralized debt obligations (CDOs) and credit default swaps (CDS) enjoyed a symbiotic and toxic relationship prior to the financial crisis This paper is organized as follows: The first section analyzes the real causes of the recent financial crisis. The second details the role of CDOs and CDS. Then, to identify key determinants of the CDS spreads in an emerging capital market, the sample data of major Korean firms' CDS spreads are used to estimate the risk premium by utilizing the multiple regression analysis. The empirical test result indicates that Korean 3-year treasury bond rate(TYIELD), market to book value ratio(MV/BV), and assets size(INASSETS) are shown to demonstrate statistically significant influences on the changes of the CDS premium for sample firms.

  • Activity Pattern Analysis(APA) is the methodology to Design the functions of information systems, to Estimate the monetary value of IS based on Activity Based Costing, to Acquire feasibility of IT Project. This study shows APA case in Health Check-up Service Organization (G-Center) and the Utility of APA. G-Center had acquired Five Outcomes through APA: (1) IT Strategy, (2) IT Project Goals, (3) Transformed Business Process, (4) Functional Blueprint of Information Systems, (5) IT Project budget and its feasibility. APA consists of three analysis processes; Activity Separation, Activity Rearrangement, Activity Costing. APA is flexible in determinating the range and the time of analysis, and is able to expand the Actors(as analysis objects) based on the purpose of analysis by researcher. Eventually APA can be used to do internal IT Management effectively.

An Economic Value for Construction of Ecological Stream in Hong Cheon Area, Korea (홍천강 생태하천 복원사업의 경제적 가치)

  • The goal of this study is to estimate economic benefit of restoring ecological stream of Hong Cheon river. The benefit is determined by estimating willingness-to-pay for the value of Hong Cheon river because it is a non-market good which is difficult to be measured in terms of monetary value. Specifically, the spike model, one of the contingent valuation methods, is used to distinguish respondents having zero willingness-to-pay for Hong Cheon river. The results show that a household located near the Hong Cheon river is willing to pay 3,300~4,628 Korean Won per year, while a household not located near the Hong Cheon river is willing to pay 1,308~2,929 Korean Won per year. Thus, total benefit of restoring ecological stream of Hong Cheon river is estimated as 97.6~216.3 billion Korean Won.

Cost Analysis of Fall Accidents in Domestic Construction Industry (국내 건설산업의 추락재해 비용 분석)

  • This study analyzed the direct costs of fall accidents, which have the highest accident rate, for domestic construction industry workers. Firstly, the average insurance payment per person due to fall accidents in the construction industry is around 19 million won (18,971,000 won). Given that the average number of workers suffering fall accidents over ten years is 5,863, the total cost of losses from fall accidents is about 1.1 trillion won (111,360,000,000 won). Secondly, a cost-based economic feasibility analysis was done to develop nonstructural preventive measures for fall accidents. Since there was no data expressing the costs and effects of preventive measures in terms of monetary value, the economic feasibility analysis was attempted with a focus on how much the newly introduced preventive measures can reduce the accident loss costs due to fall accidents. Thirdly, if the accident loss size is grasped and the preventive measures for the causes of fall accidents are developed and strictly implemented, the insurance fee that can reduce the accident loss costs can be determined. Further study is needed to estimate the benefit of the accident loss cost reduction seen from the cost-based approach method.
