Estimation and Comparison of Benefits of Disaster Prevention Facilities at the Masan Port with CVM and MD-FDA (조건부가치추정법과 다차원홍수피해산정법을 이용한 마산항 재해방지시설의 편익산정 비교)

  • This study set out to estimate and compare benefits of damage in case of storm surge at the Masan Port by using two of the most representative methodologies used to estimate benefits in port disaster prevention facility construction, namely CVM(contingent valuation method), which estimates the values of non-market goods, and MD-FDA(multi-dimensional flood damage analysis), which had usually been implemented in flood or dam projects. The benefit estimation for 30 years of costs was 2.5689 trillion won for CVM and 2.9596 trillion won for MD-FDA, which indicates that there was no big difference in benefits among disaster prevention facilities. However, in-depth testing should follow to figure out whether MD-FDA can replace CVM, which has been tested with non-market goods, when estimating the benefits of disaster prevention facilities based on those findings.

Application of Multi-Dimensional Flood Damage Analysis for Urban Flood Damage (다차원 홍수피해산정방법을 이용한 도시지역의 홍수피해액 산정)

  • A simple and an improved methods for the economic analysis of the flood control project has been in previous studies in Korea. In 2004, the Multi-Dimensional Flood Damage Analysis (MD-FDA) was developed and now it is widely used for the economic analysis of flood control project. However, the MD-FDA was developed for general damage assessment and analysis without consideration of specific regional characteristics such as urban and rural areas. To compensate the MD-FDA for the application in urban area, a part of damage estimation components is modified and a component for the flood damage estimation is suggested. The component we suggest is for the consideration of the capability of stormwater pump stations in the study area. When flood is occurred in the urban area, the damage potential is larger than the rural area because of the concentration of human lives and properties. So, many stormwater pump stations are located in the urban area and the inundation depth is estimated by considering the capabilities of pump stations. We also compensate the damage components such as the damages of industrial area, and public facilities for the flood damage estimation of the urban area. The results by the compensated MD-FDA for the urban area application with those by original MD-FDA are compared. As a result the B/C ratio showed 6.75 and 5.51 respectively for the modified and original MD-FDA. This difference might be largely affected by the damage rate of the public facilities.

  • 치수경제성분석, 투자우선순위 및 시설물 규모결정 등의 의사결정과정에서 실무에서는 다차원 홍수피해산정법(MD-FDA)을 현재까지 널리 사용 중이다. 2004년에 개발된 MD-FDA는 대상지역의 자산규모를 행정구역 경계 최소단위인 "읍면동"을 기준으로 계산하여 취합하고, 대상자산이 위치가능한 토지이용정보를 토지피복도로부터 확인하여, 읍면동내 토지이용공간면적을 기준으로 자산정보를 분배(분해)하는 방식으로 이루어진다. 그러나 읍면동 단위의 공간적인 범위는 상당한 면적의 공간적 경계이기 때문에, 이를 평균적인 밀도데이터로 분배 시 공간적인 자산분포에 대해 정밀도를 담보할 수 없다. 이에 본 연구는 행정구역경계인 "읍면동"과 비교할 때 평균적으로 1/30의 면적을 가지는 집계구 단위의 센서스 공간정보자료를 이용하여 방법론을 개선하였고, 이를 MD-FDA 분석체계를 근간으로 센서스자료와 관계된 자료들 간의 연계 및 전체적인 분석과정을 정립하였다. 본 연구에서 제안한 방법을 경기도 동두천시를 대상으로 적용하여 기존 방법에 의한 피해액과 그 차이를 비교하였고, 도로명전자지도의 실제 건물객체 자료(.shp)를 기준으로 오차율을 확인한 결과, 기존 방식에 비해 정밀도가 월등히 향상된 것을 확인할 수 있었다.

  • This study is that MD-FDA and the existing method were applied together the outlet project under the construction in the Gulpo River basin. The results of both of them mot the economic feasibility of the Project. But, MD-FDA evaluated the suitable damage according to situations; 1) without project, 2) after 20m outlet construction, 3) after 80m outlet construction. That is, MD-FDA could exactly evaluate the Annual Expected Flood Damage by considering the characteristics to the inundated area. If M-FDA may use in the flood control projects, the projects will be able to be taken into account all characteristics of the total damage area and performed by reasonable criteria.

  • 현재 국내에서 치수경제성분석을 위한 홍수피해산정법으로는 하천설계기준에 제시되어 있는 다차원홍수 피해산정법(MD-FDA: Multi-Dimensional Flood Damage Analysis)이 광범위하게 사용되고 있다. 그러나 2004년 처음으로 지침이 나온 이후 각종 자산조사 원단위에 대한 갱신이 이루어지지 않아 현재 실정에 맞는 자산조사가 불가능하며, 일부 산정방식에서는 문제점도 지적되고 있다. 따라서 본 연구에서는 주거자산, 농업자산, 산업자산으로 나누어진 자산 항목과 인명피해액 산정을 위한 인명손실에 대한 각각의 원단위를 갱신하여 현재 경제상황에 맞는 적용이 이루어질 수 있게 하였다. 또한 과거 문제점이 지적되던 산정방식에 대해서 일부는 기술 방식을 고쳐 이해를 돕고, 일부는 새로운 방법론을 제시하였다. 그럼에도 불구하고 갱신된 원단위가 현재의 사회경제적 상황을 완벽히 반영한다고 판단되지는 않는다. 이는 통계자료의 양적 질적 부족으로 인해 기인된 것이다. 그러나 2004년 다차원홍수피해산정법이 처음 제시된 이후로 원단위의 갱신이 이루어지지 않았던 데 비해 통계자료의 형식적 내용적 변화상을 반영할 수 있게 하였다는 점에 있어서 연구의 의미가 있다. 본 연구의 결과 변경된 자산조사 방식과 각종 원단위는 치수계획 실무에서 홍수피해산정시 많은 참고가 될 것이다.

  • Among natural disasters that lead to devastating damage, floods from heavy rains have been causing hundreds of victims and a great loss of their properties every year. Basically, there is no other way to deal with the problem considering the characteristics of natural disaster, but more specific studies for a preventive measure of flood has been in progress so far. However, the controversy over the problem is going on due to the objection of some environmental organizations or some economic reasons. The key point is to select the most likely area for a preventive measure of floods where a huge amount of the national budget is put into it. This is the factor which judges whether it would be a success or failure. This study aims to provide some basic data for deciding the priority order in a disaster preventing plan by drawing more potential damage areas from the connection with GIS and using them into the economic analysis for flood prevention industries.

  • 2004년 개발된 다차원홍수피해산정법(MD-FDA)은 홍수에 따른 경제적 피해를 추정하기 위한 기법으로서 그 동안 하천설계기준, 댐설계기준, KDI 예비타당성조사 지침 등에 반영되어 실무에서 활발히 사용 중이다. 그러나 그 동안 많은 연구에서 MD-FDA의 인벤토리 체계, 가용자료의 정밀성, 손상함수, 손실유형 범위와 관련한 개선이 요구되었으며, 최근에는 재난위기 관리 능력강화를 위한 "한국형 재난피해 예측 시스템" 개발의 필요성이 제기되면서 현재 다양한 분야의 전문가들이 재난손실과 관련한 많은 연구를 진행 중이다. 이에 본 연구는 국외 주요 홍수손실 예측 모델과 현재 국가차원에서 서비스되는 상세자료를 검토하여 일반건물(general building)의 홍수손실 평가 체계를 제시하고, 이와 연관된 세부요소 기술을 정립하였다. 우선, 지역 내 건물현황 및 특성정보가 참조가능한 자료를 바탕으로 일반건물의 유형을 분류하였고, 이밖에 건물손실 평가에서 주요 참고자료로 활용되는 인구, 종사자수 등의 사회 경제적 정보를 연계한 인벤토리 DB 구조를 설계하였다. 이로부터 구축되는 인벤토리 DB는 위치정보를 포함하는 공간자료이며, 손상(damage)과 손실(loss)을 평가하기 위한 건물특성 정보를 포함한다. 한편, 본 연구에서의 건물손실은 자산의 총가치를 기준으로 한 상대적 손상률(%)을 설명하는 손상함수를 기반으로 하기 때문에 감가상각을 고려한 건물의 완전대체비용(건물자산가치)가 정의되어야 한다. 이를 위해 본 연구는 최근 한국감정원에서 발간한 "건물신축단가표"와 "유형고정자산 내용연수표"를 바탕으로 손실평가에 필요한 요소기술을 정립하였다. 제시한 일련의 과정은 동두천시 신천 범람사례를 대상으로 적용하였고, 그 결과를 기존의 MD-FDA 결과와 비교하였다.

  • In recent times, the frequency and intensity of natural disasters, such as heavy rains and typhoons, have been increasing due to the impacts of climate change. This has led to a rise in social and economic damages. Rural areas, in particular, possess limited disaster response capabilities due to their underdeveloped infrastructure and are highly vulnerable to flooding. Therefore, it is crucial to establish preventative and responsive measures. In this study, an Inventory-Based Flood Loss Estimation (IB-FLE) method utilizing high-resolution spatial information was developed for estimating flood-related losses in rural areas. Additionally, the developed approach was applied to a study area and compared with the Multidimensional Flood Damage Analysis (MD-FDA) method. Compared to the MD-FDA, the IB-FLE enables faster and more accurate estimation of flood damages and allows for the assessment of individual building and agricultural land losses using up-to-date information. The findings of this study are expected to contribute to the rational allocation of budgets for rural flood damage prevention and recovery, as well as enhancing disaster response capabilities.

  • Recently, the flood damages including losses of human lifes and property have been rapidly increased according to extreme floods. And we know that the flood control project is needed for diminishing flood damages. However, we have had the lacks in a reasonable methodology for the economic analysis of food control project. This study aims to improve the existing economic analysis method for flood control project. So, first of all, we understand the problems of existing economic analysis and investigate the methodologies of foreign countries. Based on that, the Multi-Dimensional Flood Damage Analysis(MD-FDA) is developed in this study. The survey of properties on the floodplain is conducted, then the damage rate obtained by evaluating the monetary values of surveyed property is applied, and the expected flood damage is calculated. Also by considering damage area in the floodplain as well as spatial distribution of inundated depth using GIS, the flood damages are evaluated more accurately than existing method. From the study, we know that the MD-FDA can improve the problems of existing method and evaluate the reasonable flood damages by using updated nation리 statistics.
