요양보호사 처우개선비 정책이 임금인상에 미친 효과 (The Effect of Income Support Allowance for Care Workers on Their Wage Increase)

  • Background: The purpose of this study is to analyze the effect of the income support allowance policy for the care workers on wage level. Methods: The analysis data was constructed using database (DB) of long-term care institution, DB of long-term care personnel status, and DB of health insurance qualification and contribution possessed by National Health Insurance Services. We analyzed the wage status of care workers 2009 to 2016 through basic analysis. We used the difference-in-difference analysis method for the workers who worked in the same institution from 2012 to 2013, The effects of the income allowance policy on wage increase were analyzed. Results: As a result of the net effect of the income support allowance policy, the monthly average wage of the care worker increased by 25,676 won and the hourly wage increased by 478 won. As a result of the analysis, it can be confirmed that the income support allowance policy has achieved some of the goals of raising the wage level of the care workers, and the effect of raising wages for other occupations in the long-term care business can be confirmed. Conclusion: The low wage problem of long-term care workers such as care workers is not the only problem in Korea. In other countries, there are various wage support policies for employees. In particular, it is necessary to refer to the improvement in the treatment of care workers in Japan and wage pass-through in the United States. In addition to wages, there is a need to promote policies to provide employment motivation through efforts to improve their social status and improve their job status and career development for employees in long-term care facilities.

노인장기요양보험제도와 돌봄 정의 (Korean Long-Term Care Insurance System and Caring Justice)

  • 본 연구에서는 노인 돌봄을 돌봄 논의와 지원정책에 통합해야 함을 전제로 노인장기요양보험제도를 돌봄정의의 관점에서 분석하였다. 돌봄 정의는 돌봄에 대한 책임과 권리를 모든 사회구성원이 동등하게 분담하는 이상을 의미하며, 돌봄 정의의 실현을 위해 탈상품화, 탈가족화, 탈젠더화, 노인의 참여와 권한의 네 가지 차원이 설정되었다. 노인장기요양보험제도를 네 가지 차원에서 분석한 결과 시장 위주의 상품화와 젠더화 된 돌봄 서비스를 통해 노인을 배제한 돌봄의 탈가족화를 추구함으로써 돌봄 정의가 실현되지 못하고 있는 것으로 나타났다. 노인장기요양보험제도에서 나타난 노인 돌봄의 상품화, 가족화, 젠더화, 노인 배제를 극복하기 위한 방안으로 돌봄 서비스 비용의 적정화와 공공화를 통한 돌봄 노동의 사회적 위상 제고, 생애주기적 차원에서 아동, 성인, 노인을 통합적으로 포괄하는 돌봄 방식의 재조직화, 노인과 돌봄 관계 당사자들이 돌봄의 조직화와 결정 과정에 참여하고 결정권과 선택권을 행사할 수 있는 제도적 변화를 제시하였다.

미국 산업구조의 변화가 고령 남성의 고용에 미친 영향: 1880~1940 (Changing Industrial Structure and Employment of Older Males in the United States: 1880~1940)

  • 본 논문은 고령 노동자에 대한 퇴직의 압력이 직종별로 어떻게 달랐으며 그러한 차이가 시간에 따라 어떻게 변화했는지를 살펴봄으로써 산업화 시기 미국 고령남성의 고용상의 지위 변화를 분석하였다. 직종에 따른 퇴직확률을 비교한 회귀분석 결과는 경제적 지위와 근로조건이 우월한 직종에 고용되어 있던 고령 노동자들의 퇴직확률이 더 낮았다는 사실을 보여준다. 이 결과는 이미 20세기 초부터 은퇴 행위가 기본적으로 자발적인 것이었다는 최근의 견해를 반박하는 것이다. 장기실업의 상대적인 비율에 기초하여 측정한 노령화에 따른 노동시장에서의 불이익은 숙련공, 조립공, 판매직 등의 직업군에서 컸던 것으로 나타났다. 반면 농민과 관리 및 전문직 종사자는 고령화에 따른 고용상의 불리함이 상대적으로 적었던 것으로 보인다. 1880년에서 1940년 사이에 발생한 직업구조의 변화 패턴을 살펴보면, 산업화와 함께 노년기의 퇴직압력이 상대적으로 강했던 산업들의 비중이 커졌다는 것을 알 수 있다.

Current status of long-term care facility workers' physical function improvement activities for the elderly

  • Objective: This study was conducted to provide basic data on physical function improvement activities of elderly care facilities by identifying the degree of physical improvement activities of elderly caregivers. Design: Descriptive correlational study. Methods: The instrument of this study consisted of 12 questions on the general characteristics of the subject. For the assessment of improvement in physical function activities, the measuring tool used for the elderly consisted of a total of 20 questions. For data analysis, Pearson's correlation coefficient & Spearman's rho and multiple regression were used. Results: The higher the age of the subjects, the lower their educational background (r=-0.273, p<0.05), and the higher the probability of having a religion (r=-0.258, p<0.05), the more stable the employment type (r=-0.333, p<0.05). The higher the level of education, the higher the monthly income (r=0.187, p<0.01), and the shorter the career (r=-0.204, p<0.05). The more stable employment, the more unstable duty (r=-0.245, p<0.05), and the more unstable work, the higher the monthly income (r=-0.206, p<0.05) and the longer the career, the higher the monthly income (r=0.247, p<0.05). The more stable the employment, the more activities to improve physical function were found (r=0.341, p<0.05), and the more unstable the duty, the more activities to improve physical function were found (r=0.321, p<0.05), and the higher monthly income, the less physical function improvement activities (r=-0.196, p<0.05). Conclusions: It is necessary to provide regular services by a dedicated physical therapist for physical function improvement activities in order to improve the quality of life of the elderly in the future.

MBTI와 에니어그램을 이용한 치과위생사들의 성격 분석 유형이 이직 횟수 및 근속년수에 미치는 영향 (The effects of personality types on turnover intention and job retention)

  • Objectives: To deter job migration and to facilitate a more efficient personnel management system, a personality type analysis tool, such as MBTI and Enneagram, may be considered. These tools can facilitate better recognition of talent among prospective employees, as well as more efficient allocation of tasks for greater job satisfaction. Methods: This study conducted direct interviews with dental hygienists currently employed at two major dental organizations, which operate the largest networks of clinics across the greater metropolitan area. Results : First, in terms of number of turnover experiences, the Head Type showed lower task satisfaction, whereas the Body Type exhibited greater task satisfaction. Second, the Head Type showed greater job satisfaction compared to the other types. Third, the SJ Type, often considered the traditionalist in terms of long-term employments, exhibited greater tendencies toward long-term commitment with one employer. Fourth, dental hygienists, in terms of long-term employment, are negatively affected by task satisfaction, and positively affected by job satisfaction. Conclusions: It is thought to be considerable to use personality type analysis tools in clinical human resource management.

Cancer Survivorship에 대한 이해와 전망 (Understanding Cancer Survivorship and Its New Perspectives)

  • Purpose: The purpose of this article was to review and discuss the current status, issues, and nursing perspectives of cancer survivorship. Methods: A comprehensive literature review was conducted. Results: The major areas of concern for the survivors included recurrence, secondary malignancies, and long-term treatment sequalae which affect their quality of life. The four essential components of survivorship are prevention, surveillance, intervention, and coordination. Cancer survivorship care plan should address survivor's long-term care, such as types of cancer, treatment modalities, potential side effects, and recommendations for follow-up. It also needs to include preventive practices, health maintenance and well-being, information on legal protections regarding employment and health insurance, as well as psychosocial services in the community. Survivorship care for cancer patients requires multidisciplinary efforts and team approach. Conclusion: Nurses are uniquely positioned to play a key role in ensuring quality services for cancer survivors and family members. Nurses should review the care plans for cancer survivorship with patients and families by instructing them when to seek medical treatment, promoting any recommended surveillance protocols, and encouraging healthy life styles for health promotion and quality of life.

Dynamic-Thermodynamic Sea Ice Model: Application to Climate Study and Navigation

  • A dynamic-thermodynamic sea ice model with 50-km spatial and 24-hour temporal resolution is used to investigate the spatial and long-term temporal variability of the sea ice cover the Arctic Basin. The model satisfactorily reproduces the averaged main characteristics of the sea ice and the sea ice extent in the Arctic Basin and its decrease in early 1990th. At times model allows to suppose partial recovery of sea ice cover in the last years of twenty century. The employment of explicit form for description of ridging gives opportunity to assume that the observed thinning is the result of reduction the intensity of ridging processes and to estimate long-term variability of probability the ridge free navigation in the different parts of the Arctic Ocean including the North Sea Route area.

제조업 고용구조변화의 특징 분석 (Structural Change and Employment in Manufacturing Sector -Polarization by Firm Size-)

  • This paper presents the relationship between the pace of structural change and the magnitude of employment growth in the manufacturing sector in OECD countries. To measure the pace of structural change, the compositional change index in value-added in manufacturing sector is introduced. For mid to long-term there seems to be a positive relationship between the pace of structural change and the magnitude of employment growth. In those countries with higher value of the compositional index, the employment growth in manufacturing sector was generally higher. To analyse the characteristics of structural change in manufacturing sector, this paper classifies manufacturing industries into groups: one based on technology, one on orientation, one on wages and one on skills. The international comparison of manufacturing sector's employment patterns based on above four classifications are presented. International comparison suggests that Korean manufacturing sector move into jobs with more skills and knowledge The structural change of SMEs and large firms are compared based on above four classification methods. It is shown that SMEs' employment in low value sectors, that is low-technology, labor-intensive, tow-wage, and unskilled sectors, have risen faster than SMEs' employment in high-technology, science-based, high-wage and skilled sectors. Large firms' employment have been mainly increased in high value sectors. However, the employment growth of both large and small firms have been concentrated on production worker-intensively-using sectors, i.e. unskilled sectors. This widened the wage differential of production workers by firm sizes and concurrently led to severe shortage of production workers for SMEs, which has little ability to pay high wage to production workers because they usually belong to low-wage sectors. Korea need to push SMEs forward to high value sectors. The premise of that is, however, to pull large firms out of production worker-intensively-using sectors.

단기·장기 자활사업 참가자의 취·창업 의지 영향요인 분석 - 인천광역시 사례 연구 (A study on Factors Affecting Willingness to Work of the Self-support Program Participants - A Case Study of Incheon Metropolitan City)

  • 이 연구는 자활사업 참가자들의 취 창업 의지에 대한 영향요인 및 자활사업 참여기간에 따라 취 창업 의지의 차이를 분석하고자 하였다. 자활사업 참가자들의 자활근로 형태, 자활사업 참여기간, 주관적 건강 상태, 주변 지인 관계, 취 창업 의지 등을 확인하기 위하여 2013년 및 2016년 인천광역시 10개 지역자활센터 참가자 대상 설문조사 결과를 분석하였으며, 자활사업 참가자들을 2013년과 2016년 참여자는 장기참여자, 2016년 참여자는 단기 참여자로 구분하였다. 분석 결과 전체 자활사업 참가자의 취 창업 의지에 영향을 주는 요인은 성별, 학력, 취 창업 경험, 자활급여 수급여부, 센터 직원과의 친밀도, 일에 대한 태도, 자활사업의 참여기간이었다. 장기 참가자의 취 창업의지에 영향은 주는 요인은 장애여부, 학력, 취 창업 경험, 자활급여 수급여부 등인 반면에, 단기참여자의 경우는 학력, 취 창업 경험여부, 자활급여 수급여부, 가족친밀도, 지역자활센터 직원과의 친밀도가 취 창업의지에 영향을 주고 있는 것으로 확인할 수 있다.

요양보호사의 기관 및 서비스 평가를 통한 재가노인서비스 품질 향상 방안 (A Study on the Improvement of In-Home Care Service Quality through Evaluation of Services and Agency by Long-term Care Workers)

  • 본 연구의 목적은 서비스 공급자로서 재가요양서비스를 제공하고 있는 요양보호사의 서비스에 대한 평가를 통해 서비스 품질 개선 방안을 찾는 것이다. 이를 위해 부산에서 활동 중인 요양보호사 223명을 대상으로 직무 환경, 서비스 기관에 대한 평가, 재교육 등에 대한 내용을 중심으로 설문조사를 실시하였다. 조사결과 요양보호사는 학력은 낮지 않으나 연령대가 높고 불안정한 고용형태를 가진 이가 대다수였다. 더 나은 요양서비스를 위해 희망하는 슈퍼비전 내용은 서비스 이용자와의 관계성, 이용자 욕구 변화에 따른 대처 등이었다. 우선적으로 필요한 재교육 내용은 노년기 및 노인 가족에 대한 이해, 노인성 질환에 대한 보건 의료적 지식, 이용자 및 가족과의 상담기법 등으로 나타났다. 그리고 건강보험공단 등에 바라는 것은 이용자와 보호자의 인식 개선, 급여 인상, 그리고 전문성 강화 위한 교육 기회 확대 등이었다. 이상의 연구결과를 통해 요양보호서비스 향상을 위한 방안으로 서비스 공급구조적 측면에서의 개선과 요양보호사와 업무에 대한 인식개선, 적절한 슈퍼비전과 재교육 기회 제공 등을 제안하였다.
