  • Like most OECD countries, Korea is experiencing a decline in population and demographic changes, deterioration of public facilities, and limited investment in public facilities maintenance due to low economic growth and increased welfare budgets. In this case, not only the inconvenience of using the public facilities can lead to the occurrence of an accident due to the damage of the facilities. However, as the importance of the management of public facilities has not been recognized yet, new policies are being promoted. Korea is expected to reduce the total population since the late 2020s, and there will be a large difference in population reduction between the cities, towns, and towns within the same administrative districts. Therefore, it is necessary to change the management policy regarding the change in demand of public facilities due to population change such as population decrease and aging. Accordingly, this study analyzes the management policies and actual conditions of public facilities in Korea, and suggests the implications for public facilities management by analyzing Japan's public facilities management policies that faced population change and deterioration of public facilities before Korea. The key change in Japan's public facilities management policy is the transition from new to maintenance, which has managed public facilities in terms of existing safety management and asset management.

  • The present study has quantitatively assessed the regional production, income and employment impact resulting from the construction and operation of nuclear power plant (NPP) upon the domestic local areas by applying the regional input-output analysis model to the case of Wolsong unit-l site. The conclusions regarding the most likely regional economic impacts upon the wolsong site are summarized as follows: 1. The income multipliers are calculated to be 1.563 for the construction phase and 1.500 for the operation phase. These values are relatively high compared with those of other conventional facilities. 2. The level of total employee's wage induced employment associated with the construction phase has been estimated to be 37,000 while that with the operational phase in 1990 to be 5,610. 3. With relation to the aspect of resident welfare it is found that the industrial sector associated with electricity, gas and water supply have remarkably improved with the construction of the NPP. 4. The NPP siting has induced substantial changes in interindustry (input-output) structures of the Wolsong unit-l site which is one of the rural areas where all the domestic NPPs are sited. Such changes are attributed to the industrial recomposition of the region. 5. With the application of other regional economic analysis models and the use of more sufficient regional data, other detailed studies on the economic impact analysis of domestic NPP-related facility sitings are suggested to be carried out further since the influence of NPP sitings is significant to the national economic impact as well as the regional economic impact.

  • Purpose: Number of the old-old elderly is rapidly increasing in Korea, but it is unclear whether there are differences between old-old and young-old elderly in nutritional status, nutrient intakes and health status. The gender differences in Korean elderly in these conditions also remains unknown. This study, therefore, investigated gender-associated differences in nutritional, health status and nutrient intakes and how they are related among young-old and old-old homebound elderly. Methods: Two hundred and eighty elderly who were attending a local elderly welfare center were recruited. Evaluation included demographic, nutritional and health status related data, nutritional intakes, and life style related factors including physical activity. Results: Of the 280 subjects, old-old were 147 (52.5%) and young-old were 133 (47.5%). Male old-old elderly had more often abdominal obesity than female old-old, but male old-old more often had malnutrition than female old-old. There were few differences in nutrient intakes between old-old male elderly and female elderly after energy intakes were controlled. Male old-old more often had less intake of beta carotene and Vitamin A than female old-old. On the other hand, male old-old elderly more often had hypercholesterolemia and hypertension than male young-old. Conclusion: Male old-old may be at a greater health and nutritional risk than female old-old. Targeted nutritional intervention for male old-old emphasizing antioxidant nutritional intakes may be warranted.

  • Purpose: Since the end of the 1990s the question of detecting blind and vision-impaired persons' tactile walking surface indicators have been rasied, the study of detecting tactile walking surface indicators has been started in Japan, German, and Sweden. Through the study, Japan, German, Sweden, and international's standard was revised. The Korean standard of tactile walking surface indicators was revised in 2013, the remarkable point was missed. Therefore, this study suggested deriving a range of types and dimensions of tactile walking surface indicators reasonable, and presenting the design principles for the development of new tactile walking surface indicators though domestic and international literature review. Method: This study was proceeded by comparison analysis of results from various tactile walking surface indicators' literature review from Japan, German, and Sweden, the most suitable range of types and dimensions was abstracted. Then, the range of types and dimensions was compared to the international standards and international reference standard, the ground rules were confirmed to apply new tactile walking surface indicators design. Results: Rationally, the wide and diameter of projecting line and projecting point should be downsized in order to improve detecting blind and vision-impaired persons' tactile walking surface indicators. And with same purpose, the ratio of the wide and diameter of projecting line and projecting point should be decided. The design of the tactile walking surface indicators in addition to the size and spacing of the protrusions should be to reflect the common elements that have been suggested a number of standard criteria. Implication: In this study, the design principles was derived through test results and theoretical studies, and new tactile walking surface indicators would need to be validated in local user.

  • This study was performed to identify neighborhood deprivation indicators associated with health and to test the contextual effects of those indicators on individual health. This study calculated SMR based on Dong district and see the differences of prediction across deprivation index and indicators. Then, a multi-level analysis using HGLM was conducted to test the contextual effect of neighborhood depreivation indicators on health after controlling for demographic and socioeconomic status of individuals. The results showed that regional SMR had strong correlations with land price, education, welfare recipients, female household proportion in Dong district but failed to show the correlation with individual health and neighborhood deprivation. Individual health was only associated with individual level of demographic and socioeconomic status. That is, spatial dispersion of illness is understood as the distribution of social classes in terms of socioeconomic status of individuals, not the contextual aspects of community.

  • Because Korea has the excellent informational technology, it was expected to be able to improve the accessibility to healthcare and compete with other nations in excellence through u-Healthcare. But we can't complete the excellent u-Healthcare because of the law to be able to use only the tele-counselling between doctor to doctor or doctor to nurse. First of all, we must complete the law to be able to use the improved u-Health containing of telemedicine between doctor to patient. Though other factors, the procurement of safe IT, the credibility to healthcare service provider containing of nutritionist and occupational therapist etc. are prepared for erecting u-Healthcare, we can get the final and decisive u-Health policy only by means of Law for supporting u-Healthcare's Activation. The important sections of Law for supporting u-Healthcare's Activation are as follows. Sec. 4 The Minister for Health, Welfare and Family Affairs and the dean of associated administrative division have to erect the combined plan for u-Healthcare's Activation. Sec. 11 Government and local autonomous entity can support the facility and equipment to be necessitated for using u-Healthcare to improve the medical accessibility of person in the region with poor medicine. Sec. 13 Doctor can support other doctor's medical action through IT and if there are not medical risk, doctor can give medical act directly to the special patients. Sec. 21 If pharmaceuticals is necessitated in u-Healthcare, remote doctor has to send the patient the electronic prescription and the pharmaceutist to receive the electronic prescription has to delivery the pharmaceuticals in accordance with patient's demand.
