Market Environment around water work industry is rapidly changing. ISO, International Organization for Standardization, announced the international water work service standard for comparison and evaluation between nations and businesses. And developed countries in water work are introducing market principle for growth of nation's water industry and reinforcement of its competitiveness. Also, some local governments entrusted their water utilities for improvement of competitiveness of water work. However, as some failure cases from overseas came out with emphasis, there are many refuting perspective about entrusted operation achievements of domestic water market. Hence, this paper evaluated competitiveness of domestic local water utilities from the perspective of productivity. After evaluating productivity using Malmquist productivity index, the authors compared and analyzed whether there is a difference of productivity between two different operating types by using Mann-Whitney test. As a result of analysis, it has shown that local water utilities achieved higher productivity at entrusted operation type rather than direct operation type. The local water utilities which chose entrusted operation had increased the productivity 13.9% on total factor productivity(TFP) during experimenting period, while the local water utilities which chose direct operation had increased 0.2%. The background of achieving this high productivity in entrusted operation was analyzed as a result of the higher technological effectiveness of a special water company. The result of this study can be referred when local government needs to decide on what operating types they will use.

The purpose of this study is to examine the civic participation in supply process of social welfare services in the Japanese communities and to detect the background that how "Non-profit citizen welfare organization" emerged as a social welfare service supplier of local government. Furthermore the effect of Non-profit citizen welfare organization on the expansion of employment opportunities for women is also analyzed in this study. In order to investigate the background of the emergence of non-profit citizen welfare organization as a social welfare service supplier, this study approached not only from the viewpoint of the trends of welfare pluralism followed by the crisis of welfare states, but also from the viewpoint of how local government solve the problems of consumption flexibility on welfare services. In addition, to examine the effects of Non-profit citizen welfare organization on the expansion of employment opportunities for women, a case study on the employment function of non-profit citizen welfare organization is also carried out in this study. The various background how non-profit citizen welfare organizations emerged and the employment effect from those organizations are empirically analysed through the methods mentioned above.

This research aims to figure the different perceptions on the organization-public relationship between military officials and the locals, and the perception on the support military family welfare. In order to analyse their subject point of view, 217 career soldiers and the 191 local residents surveyed during 3 weeks from 10th February to 28th February, 2014. The results getting from this research were as to follows; First of all, the perception on the military organization-public relationship towards local community is more positive in the military officials(M=5.39) than the locals(M=4.99), but different from the two groups(t=6.93, p<.001). Moreover, there exists statistically significant different in every sub-factors and it means the mutual perception consistency is low. Second, the perception on the support from the locals towards military family welfare of military(M=5.38) is higher(t=6.93, p<.001) than the perception of the locals (M=4.76) and it is statistically significant. Third, the a regression coefficient which indicates the impact on the perception on support military family welfare through the change of organization-public relationship shows statistically significant (${\beta}=.82$(p<.001)). As a result, the perception on the military organization-public relationship of the locals has significant prediction power to the perception on the support military family welfare. And when the perception on the military organization-public relationship of the localsis higher, the perception on the support military family welfare has been changed positively.

Researching behavior of users in public library is very important processing and their activities can be judged with the regard of required inner spaces and related those functions. The subject of this study is to examine the organization of inner spaces in public library and to propose the prototype of space composition in public library on the future. Not only the relation of space program of each library but also the network among public libraries are not connected efficiently. That's why the public library is not used as local cultural place. Usually, the organization of inner spaces has not been recognized and approached satisfactorily. As the result of the above researching, the function of the culture facilities should be connected to the open study-room which now using just for study. It will make users to recognize and approach public library easily.

A major effect of electronic commerce on the Internet is that it reduces transaction costs and creates an efficient market. Thus, an information strategy for developing of regional economy must be changed toward 21st century of electronic commerce era. In this paper, we present an information strategy for activating the electronic commerce of regional small and medium-sized business organizations. The paper stresses creation of a network organization comprising local government, regional business organizations, universities, research institutes, and citizens' coalitions as groups of organizational actors. Necessary conditions of a successful network organization in electronic commerce are to build the public key infrastructure for developing the trust of transactions among partners, and to create an information center to manage a web of partners. In the network organization, the information center must play critical roles as a creator of value and the certification authority in order to issue and manage participants' electronic certificates.

Simple quadratic potential functions for unicycle robot path planning are presented, where proposed algorithm for path planning has the different environment for each robot based on LOS(Line Of Sight) between a target and an obstacle, unlike a conventional path planning. In doing so, the proposed algorithm assumes that each swarm robot equips its own vision instead of a ceiling camera. In particular, this paper presents that each robot follows its different local leader. As a result proposed algorithm reduces local minimum problems by the help of each local leader.

The objectives of this study were 1) to explore the change features of rural development policy system, and 2) to get some policy counter measures for construction of desirable rural development policy system. First, the change features of rural development policy system are 1) to expand the rural development organization of local government, 2) to strengthen the finance basis for rural development policy, 3) to attempt building the cooperation network between the various local groups. And the policy counter measures derived from this study are 1) to convert the rural development policy system to that of local leading system, 2) to expand the actual rural inhabitant participation in policy making & performance process, 3) to prepare the effective governance system in local level.

This article introduces the storytelling project about Bukbyeon-dong, Gimpo-si by the Kimpo Cultural Foundation in 2018. The project archives local history and culture and includes research, exploration, oral history, story organization, and presentation of ways to utilize contents. Through this, the article aims to present the limitations and importance of the project, the meaning of the excavation of local historical and cultural resources, and the need for local archives.
