This study analyzes the changes in individual local government's social spending from 1995 to 2004 in South Korea. Using the pooled time-series and cross-sectional data of 226 basic-level local governments, the resulting analyses of an error correction model are very interesting: First, a rising local population led to an immediate increase in social spending; Secondly, local governments gradually increased social spending when the elderly ratio had been high, but the levels of social spending in the previous year and local economy related spending level had been low. Thirdly, there were no spending changes associated with local elections and partisan politics. Fourthly, both cooperative and competitive intergovernmental relations had the most significant effect on the social spending and reduced geographical disparities in the level of spending across localities. In conclusion, this study suggests that we establish a more comprehensive intergovernmental network which lead to territorial justice in social welfare.

In general, the early stage of urban renewal such as preparing a master plan and processing administrative works including planning permission are conducted by local governments in Korea. The local governments need to review the status of projects that are undergone in other local governments' territories. However, no integrated information system to manage information to this end at the level of nation exists in Korea. If the system would be developed, it may support central government to obtain information on required resources at the national level. In addition, local governments can gain guidance on the process and recognize potential problematic situations from others experience. The system should include functions to collect data on project summary, cost and schedule of projects according to local governments. The expected effects from using the information system are as following. First, information generated from project practice become more credible on account of management at the national level. Because the authorized party such as system administrative agents of governments are responsible for collecting and managing data. Second, the unified information system with no regard to the place where projects progresses reduces the efforts for accumulating reference data for aiding local governments decision making by providing appropriate information timely. Also, enhanced information accessibility for stakeholders make the project process clear. Finally, oversight management is enforced with visualization technology adopted in the system, presenting master plan and mass model including information on usage by floors and progressing information graphically. Ultimately, potential challenges can be anticipated by considering records accumulated from other local governments' projects. This paper presents concept, functionalities, and architecture of information system enabling to manage data from individual projects and aggregate those for oversight management for local and central governments. As a part of systems analysis, general requirements of briefing system for governments and necessary data fields to this end are identified.
This study evaluated the effect of consumers' knowledge and attitude toward to local foods on purchase intention. The study data were collected through a three-week online survey of 500 household food purchasers who had bought local foods within the previous year. The results are as follows. First, examining the difference in the knowledge of local foods according to socio-demographic variables revealed that married people had more knowledge of local foods than singles according to marital status, and college graduates and higher had more knowledge than high school graduates and lower according to education level. Second, as a result of examining the difference in attitudes towards local foods according to socio-demographic variables, married people more than single people according to marital status, people in their 30s more than those in their 20s according to age and college graduates and higher more than high school graduates and lower according to education level had more positive attitudes towards local foods. Third, as a result of examining the difference in consumers' purchase intention towards local foods according to socio-demographic variables, according to age, and housewives had the lowest purchase intention towards local foods according to occupation. (Ed- I cannot understand: the section 'according to socio-demographic variables, according to age, and housewives had' is confused) People engaged in office/specialized/managerial jobs and those engaged in production/sales/service had the highest purchase intention. In regard to monthly average income, households that made less than KRW 4 million had the lowest purchase intention, and those that made KRW 4-8 million had the highest purchase intention. Fourth, the knowledge of local foods affected attitudes towards local foods. Fifth, attitudes towards local foods affected consumers' purchase intention. In other words, people with positive attitudes towards local foods had higher purchase intention.
This study aims to survey whether local governments have legislated laws and regulations on environment impact assessment system, to compare and analyze specific projects and their scale, assessment items, and procedures & discussion process, to identify issues and generate improvement plans, and to suggest a direction for future legislation to local governments that plan to legislate laws and regulations in the future. Major outcome of the study are as follows. First, terminologies used for environment impact assessment by local governments need to be unified. Also, laws and regulations need to be legislated soon. Second, in "urban development project" areas, a total of nine project areas including "quarrying of soil and stone, sand, gravel, and minerals" was essential common projects. A total of six project types were added or newly established compared to national systems. Among them, four project types were added within national-level project areas and two project types were not available under the national-level project areas and newly added due to the nature of local governments. Third, in terms of project scale, scale enhancement of "urban development project" was most common. Analysis showed that in case of clean natural environment such as Cheju Island, it is necessary to consider reinforcing project areas where development activities take place directly in forests or rivers such as "industrial base and complex development", "water resource development", and "development of tourism complex." Fourth, the discussion and review procedures of assessment reports were similar to those at government level. However, in case of Seoul city, it is required to write a "preparation plan" before drafting an assessment report. The city features partial introduction of scoping and screening, which allows to exempt discussion procedures if impact on environment is found to be minimal after drafting the assessment report. In case of national-level, it has a dual system that is split between Ministry of Construction and Transportation and Ministry of Environment. However, in case of environment impact assessment of local governments, it is a single system where city mayors and provincial governors are in charge of both project execution and environmental assessment. Therefore, the most important task is how to satisfy objectiveness and accountability.

The paper reports on exploratory research into the factors influencing adoption of low impact development (LID) regulations by local government. The research uses ten case studies ranging from low to high level adoption of LID in Virginia. Based on the theory of diffusion of innovations, perceived characteristics of LID, characteristics of the adopting local government, motivations of the adopter, and the surrounding organizational context of the adopter are chosen for the key factors influencing on LID adoption. By reviewing the local governments regulations related to stormwater management, meeting minutes, reports and documents, and in-depth interviews, the evaluation of the key factors and the local LID adoption was conducted. As a result, adopters with a high level of LID adoption at the time of the study were heavily influenced by champions of LID within local government and communities. In contrast, moderate level adopters and low-level adopters emphasized the importance of external forces like state regulatory mandates and the need for clear models to implement.
This study was proceeded with interest on residents' perception of local festival(Boryeong City, Korea) and tried to examine the relation with their participation level and satisfaction. This study used 'festival visiting experience' as moderating variable with the expectation of difference in residents' perception according to visit. This study result indicated that residents can recognize local festival negatively if they feel they have no benefit from the festival even though the festival has many visitors with growing reputation. Also, festival visiting experience has no moderating effect on residents' participation intention in this study. The facts also find that the residents-oriented festival planning and promotion is more important in the partnership with local government and private sector-local residents. Further, it is very important to notice internal customer as well as external customer to ensure residents' satisfaction and participation.
Objective : Although a significant correction of local kyphosis has been reported previously, only a few studies have investigated whether this correction leads to an improved overall sagittal alignment. The study objective was to determine whether an improvement in the local kyphotic angle improves the overall sagittal alignment. We examined and compared the effects of thoracic and lumbar level kyphoplasty procedures on local versus overall sagittal alignment of the spine. Methods : Thirty-eight patients with osteoporotic vertebral compression fractures who showed poor response to conventional, palliative medical therapy underwent single-level kyphoplasty. The pertinent clinical data of these patients, from June 2006 to November 2006, were reviewed retrospectively. We measured preoperative and postoperative vertebral body heights, which were classified as anterior, middle, or posterior fractured vertebral body heights. Furthermore, the local and overall sagittal angles after polymethylmethacrylate deposition were measured. Results : More height was gained at the thoracic level, and the middle vertebral height regained the most. A significant local kyphosis correction was observed at the fractured level, and the correction at larger spanning segments decreased with the distance from the fractured level. Conclusion : The inflatable balloon kyphoplasty procedure was the most effective in regaining the height of the thoracic fractured vertebra in the middle vertebral body. The kyphosis correction by kyphoplasty was mainly achieved in the fractured vertebral body. Sagittal angular correction decreased with an increase in the distance from the fractured vertebra. No significant improvement was observed in the overall sagittal alignment after kyphoplasty. Further studies in a larger population are required to clarify this issue.

Purpose : This study aimed to analyze the relationship between local residents' experience of public health education on smoking, drinking, and nutrition and their perceptions of health and happiness, thereby providing data for improving the levels of residents' perceptions of health and happiness through the expansion of public health education. Methods : This study used 2017 data on the health of local communities in Gyeongsangnam-do. SPSS (version 25.0) was employed for the statistical analysis. A t-test and an analysis of variance were conducted in order to examine the levels of local residents' perceptions of health and happiness according to their general characteristics and whether or not they had received public health education on smoking, drinking, and nutrition. Results : Those who resided in a city, were younger, earned money, had high educational background, and had high income level had much experience on smoking, drinking, and nutrition education. Those who lived in a county, were males, were younger, had a high level of education, earned money, and had high income level felt a high level of subjective happiness. Residents who had experienced smoking, drinking, and nutrition education had a high level of subjective perception of general health and oral health. The subjects' experience of public health education was positively correlated with their levels of perception of their health and happiness. Conclusion : Education on smoking, drinking, and nutrition for local residents does not merely provide them with knowledge but also it is conductive to improving their quality of life. Therefore, more opportunities for a larger number of people to receive public health education on diverse topics should be given to increase their levels of happiness.

For image segmentation with intensity inhomogeneity, many region-based level set methods have been proposed. Some of them however can't get the relatively ideal segmentation results under the severe intensity inhomogeneity and weak edges, and without use of the image gradient information. To improve that, we propose a new level set method combined with local direction gradient in this paper. Firstly, based on two assumptions on intensity inhomogeneity to images, the relationships between segmentation objects and image gradients to local minimum and maximum around a pixel are presented, from which a new pixel classification method based on weight of Euclidian distance is introduced. Secondly, to implement the model, variational level set method combined with image spatial neighborhood information is used, which enhances the anti-noise capacity of the proposed gradient information based model. Thirdly, a new diffusion process with an edge indicator function is incorporated into the level set function to classify the pixels in homogeneous regions of the same segmentation object, and also to make the proposed method more insensitive to initial contours and stable numerical implementation. To verify our proposed method, different testing images including synthetic images, magnetic resonance imaging (MRI) and real-world images are introduced. The image segmentation results demonstrate that our method can deal with the relatively severe intensity inhomogeneity and obtain the comparatively ideal segmentation results efficiently.
In this research the levels of information infrastructure of selected forwarders were measured and analyzed a relationship with business performance. The selected forwarder was consisted of local forwarder group and foreign invested forwarder group. In this analysis the level of information infrastructure of foreign invested forwarder group was higher than local forwarder group, and accordingly their performance was found a difference. i. e. A positive significant relationship was found between the level of information infrastructure and forwarders' business performance by means of correlation analysis.
