A Study on Evaluation of Service Quality for Records Centers in the Local Governments: Based on Seoul Metropolitan City (기초자치단체 기록관의 서비스 품질 평가 연구 - 서울시를 중심으로 -)

  • The purpose of this study is to measure the expectation level and perception level of service quality in 25 records centers in local governments based in Seoul. For this, an evaluation index consisting of 5 factors and 31 items is developed through literature research and an investigation of the present condition. The results of this study confirmed that users are not satisfied with the service quality of the records centers in the local governments as the expectation level is higher than the perception level, with a statistically significant difference. This study can be substantial in attempts to analyze the present status of the service quality of the records centers in local governments and in proposing an improvement plan based on the process quality.

A Study on Improvement Plans for Local Safety Assessment in Korea (국내 지역안전도 평가의 개선방안 연구)

  • This study tried to suggest improvement measures by discovering problems or matters requiring improvement among the annual regional safety evaluation systems. Briefly introducing the structure and contents of the study, which is the introduction, describes the regional safety evaluation method newly applied by the Ministry of Public Administration and Security in 2020. Utilization plans were also introduced according to the local safety level that was finally evaluated by the local government. In this paper, various views of previous researchers related to regional safety are summarized and described. In addition, problems were drawn in the composition of the index of local safety, the method of calculating the index, and the application of the current index. Next, the problems of specific regional safety evaluation indicators were analyzed and solutions were presented. First, "Number of semi-basement households" is replaced with "Number of households receiving basic livelihood" of 「Social Vulnerability Index」 in the field of disaster risk factors is replaced with "the number of households receiving basic livelihood". In addition, the "Vinyl House Area" is evaluated by replacing "the number of households living in a Vinyl House, the number of container households, and the number of households in Jjok-bang villages" with data. Second, in the management and evaluation of habitual drought disaster areas, local governments with a water supply rate of 95% or higher in Counties, Cities, and Districts are treated as "missing". This is because drought disasters rarely occur in the metropolitan area and local governments that have undergone urbanization. Third, the activities of safety sheriffs, safety monitor volunteers, and disaster safety silver monitoring groups along with the local autonomous prevention foundation are added to the evaluation of the evaluation index of 「Regional Autonomous Prevention Foundation Activation」 in the field of response to disaster prevention measures. However, since the name of the local autonomous disaster prevention organization may be different for each local government, if it is an autonomous disaster prevention organization organized and active for disaster prevention, it would be appropriate to evaluate the results by summing up all of its activities. Fourth, among the Scorecard evaluation items, which is a safe city evaluation tool used by the United Nations Office for Disaster Risk Reduction(UNDRR), the item "preservation of natural buffers to strengthen the protection functions provided by natural ecosystems" is borrowed, which is closely related to natural disasters. The Scorecard evaluation is an assessment index that focuses on improving the disaster resilience of local governments while carrying out the campaign "Creating cities resilient to climate crises and disasters" emphasized by UNDRR. Finally, the names of "regional safety level" and "local safety index" are similar, so the term of local safety level is changed to "natural disaster safety level" or "natural calamity safety level". This is because only the general public can distinguish the local safety level from the local safety index.

An Analysis on the Regional Convergence of Social Welfare Services in Korea (우리나라 사회복지서비스의 지역 간 수렴 분석)

  • This paper analyzes whether social welfare services converge across the regions. We tested whether local social welfare services converge considering the congestion rate of local social welfare services during the 1985-2013 periods in Korea, using the sixteen higher level local governments panel data. The main findings are as follows. First, the absolute level of local social welfare services converge so that the -convergence exists. Second, the growth rate of local social welfare services increases as the intial level of local social welfare services is lower so that there exists -convergence. The policy implications of our findings are as follows. The local government had better consider the presence of local social welfare services in policy decision making. Also, fundamentally the social welfare policies had better be executed by the central government rather than local governments, since the national minimum welfare must be provided.

  • The microscopic quantum Langevin equations for two-level atom electric dipole systems are derived. starting from the microscopic interaction Hamiltonian of the systems. By averaging those microscopic equations over a macroscopic region, the macroscopic quantum Langevin equations are derived and the effect of local-field corrections on the two-level systems is investigated.

  • Audits by local governments help to improve local governments's internal control, diagnose their policies, increase their administrative performance and prevent any Policy errors. But the specialty level of the self-authority audit & inspection is low level. It comes from frequent job rotations which results in disposition of unskilled employees instead of ones having majoring knowledge and practical experience. In order to overcome the aforementioned problems and strengthen the function of the self-audit in local governments, we suggested a new system as a solution by considering various audit environments. This study is to find the problems of local Audit and suggest the new system of self audit evaluation system. Electronic self-authority and inspection system is strengthen the self-authority audit & inspection and ultimately will be making strength the effectiveness of local government performance.

Factors Affecting the Depressive Mood Experience in Local Residents: Focusing on Gangseo-gu, Seoul (지역주민의 우울감 경험 영향요인: 서울특별시 강서구 지역을 중심으로)

  • Background: The purpose of this study is to promote their health by identifying factors that affect the depressive mood experience among local residents in Gangseo-gu, Seoul. Methods: This study is a cross-sectional study analyzed using data from the 2022 Community Health Survey, which is conducted annually in Korea. The subjects of the study were 916 local residents in Gangseo-gu, Seoul. Results: Through this study, the groups with a high level of depressive mood experience among local residents of Gangseo-gu were female, those with low income, those with chronic diseases, those with low subjective health level, and those who perceived their stress to be high. Conclusion: It is necessary for local medical institutions to identify those with low income in blind spots and connect them with community resources to provide necessary economic support. Additionally, regular and systematic management is needed to help local residents prevent and manage chronic diseases. There is a need to actively support local residents by providing stress management programs and various health-related education to local residents so that they can maintain and improve their health and lead healthy lives.

Multilevel approach for the local nanobuckling analysis of CNT-based composites

  • In the present paper, a multilevel approach for the local nanobuckling analysis of carbon nanotube (CNT) based composite materials is proposed and described. The approach comprises four levels, all of them at nanoscale. The first level aims to propose the potential that describes the interatomic forces between carbon atoms. In the second level, molecular dynamics simulations are performed to extract the elastic properties of the CNT. The third level aims to determine the stiffness of the material that surrounds the CNT (matrix), using the annular membrane analysis. In the fourth level, finite strip analysis of the CNT elastically restrained by the matrix is performed to calculate the critical strain at which the CNT buckles locally. In order to achieve accurate results and take the CNT-matrix interaction into account, the $3^{rd}$ and $4^{th}$ steps may be repeated iteratively until convergence is achieved. The proposed multilevel approach is applied to several CNTs embedded in a cylindrical representative volume element and illustrated in detail. It shows that (i) the interaction between the CNT and the matrix should be taken into account and (ii) the buckling at nanoscale is sensitive to several types of local buckling modes.

A Study on the Disposition Characteristics of Educational Facilities due to the Expansion of Jinhae - Focused on the Space Syntax Analysis of the Street Composition - (도시확장에 따른 진해의 교육시설배치특징에 관한 연구 -도로구조의 공간통사론적 해석을 중심으로-)

  • The purpose of this research is to investigate the characteristics of layout of Jinhae's educational facilities from the perspective of space syntactic changes since the era of Japanese Imperialism. The observations that we made in this research are summarized as the following three points. First, most of the educational facilities are located near the integrated space. Axes of roads near educational facilities display similar spatial patterns as those of entire Jinhae. Second, the level of local integration has been rising near the site of elementary schools for the past decades, and the level of local integration near middle and high schools recently began to rise around the new town. Third, the level of integration is strongly related with the levels of local integration, and the locations of educational facilities are also related with the level of local integration. It implies that the locations of educational facilities are determined not by Jinhae's overall street composition but by nearby road composition.

A Study on Vibration Reduction of Local Structure of Medium-speed Diesel Engine (중속 디젤엔진 국부 구조물의 진동저감 연구)

  • The failures of local structure of marine medium-speed diesel engine occurred in durability test. The vibration response of the whole engine was in an acceptance level, but the local structures were broken. ODS test and vibration measurement were carried out in order to investigate the root cause of durability problem. These tests revealed that the root cause of failures was excessive vibration by $4.5^{th}$ resonance between engine body and local structure. The best solution to reduce the vibration response is to change the type of mount. After a rigid mount was replaced by a flexible mount, maximum vibration level dropped to 72%.

  • We analyze the information level of local small and medium business in the base of Nolan's growth stage model. To estimate information level we do separate level analysis for six sections and integrated total level analysis. After analyzing information level of business, we focus on the factors of this result to understand the most influential environments. The local business we were studying are the third stage-control stage. But Organization of information department and Planning and control of information are the second stage. The number of computer system application field is very related to information level. We present the critical factors of information level of small and medium business.
