A Study on the Prevention of Appropriate Store and Gentrification to Restore the Function of the Commercial District in the Original City

  • Purpose: We would like to identify the appropriate size of stores in the commercial district suitable for the era of low growth. In addition, it is intended to present alternatives to prevent gentrification along with measures to revitalize commercial districts according to the selection of appropriate stores. Research design, data and methodology: The importance and commercial district usage patterns were identified through surveys by consumers and sellers. the demand and size of the commercial area were calculated based on the floating population and resident registration population. In addition, based on this, through metric analysis, the importance of the business district activation plan and what important matters can prevent gentrification were analyzed. Result: In this the study, 555 stores are currently operating in the target area, but it is seen as a commercial district with a scale that can operate 136 stores and 938 stores. In addition, it was analyzed that the Commercial Lease Protection Act needs to be strengthened to prevent gentrification. Conclusions: Due to the nature of small and medium-sized cities in Korea, commercial districts that have once lost their resilience must take much effort to find vitality. It is believed that local commercial districts will have resilience when diagnosis and recovery measures are adequately presented.

  • Recently, as the issue of gentrification emerges, it becomes important to understand the dynamics of local commercial district, which plays the important role for facilitating the local economy and building the community in a city. This paper attempts to provide the framework for systemically analyzing and understanding the local commercial district. Then, this paper empirically analyzes the patterns of sales and flow of floating population by focusing on two representative local commercial districts in Seoul. In addition, the floating population data from telecommunication bases is further modeled with Markov chain for systemically understanding the local commercial districts. Finally, the transition patterns and consumption amounts of floating population are comprehensively analyzed for providing the implications on the evolutions of local commercial districts in a city. We expect that findings of our study could contribute to the economic growth of local commercial district, which could lead to the continuous development of city economy.

  • According to data released by the Covid 19 Self-Employed Emergency Response Committee, 95.6% of small business sales due to Covid 19 have decreased over the past two years, and the damage has further increased due to social distancing for quarantine. However, as all social distancing guidelines have rebeen lifted, and the commercial district has been revitalized, the Seoul Metropolitan Government is pushing for a project to foster local brand commercial districts so that small business owners or prospective founders who have closed their businesses due to the prolonged COVID-19. Therefore, this study propose the model that recommends alley commercial districts suitable for founders among the five alley commercial districts selected for the project to foster local brand commercial districts in Seoul. The Seoul Metropolitan Government's local brand alley commercial recommendation system recommends major population age groups and major industries in the commercial district by combining the population perspective model using Xgboost and the commercial district characteristic model using Decision Tree.

  • Purpose - With the increasing number of small business owners who reports the cessation of their businesses, the rate of closing the business within the year is increasing as well. The efforts have been made continuously to revitalize the business through the inflow of government or private capital. Maintaining the fast-changing commercial districts with the existing support is difficult, so it is urgent state that needs for commercial district reorganization. The differentiate aspect is that this new measures for small-block-unit commercial modeling can be introduced to promote these aging/deposit private-owned shops politically. Research design, data, and methodology - This study is to develop a sustainable theme shopping rehabilitation method which considers the characteristics of local cities based on the case studies of developed countries' commercial areas to revitalize the central urban areas of local cities. Results - The purpose of this study as stated above is to manage the local commercial area through the program that purchases the empty stores, and the measure to secure the autonomy among stores. Conclusions - The government should concentrate on projects such as vacant store purchase programs, which are omitted from past achievements, and maximize the effect of the project through inter-departmental project packages.

  • Townscape design is now considered to be the most important part in city management as a means to improve the life quality of its dwellers. Therefore, the recognition of local autonomous entities and local residents on townscape has been greatly changed. As a part of this effort, the plan to improve the townscape of the central rotary district in Geochang-eup has been examined in multilateral ways. In this plan, first, improvement for proper buildings was studied. Second, betterment for street furniture around the central rotary was considered. Third, making a landscape square around it was also investigated. Based on those considerations, this article intends to suggest directions for improving the commercial buildings of the central rotary district which has the greatest symbolicity in Geochang-eup. To achieve the goal, this paper conducted a survey to the dwellers beforehand in order to investigate their recognition on creating townscape for the central rotary district and collected their opinions on it. According to the result, among the elements of townscape in the shopping district around the rotary, the externals of the buildings such as signboards, color, and shape and the pleasantness part like the maintenance of telegraph poles occupied the highest portion on the street. And It is proposed 4 Alternative plans for the improvement of commercial building design in the central rotary district of geochang-eup.

  • This study is to analyse the transformation process of spatial structure of traditional small city structure in Jeollabuk-Do in the process of modern urbanization between 19th century and the year 2000. The small cities, IM-PI, YONG-AN, YEO-SAN, OK-GOO, GO-SAN, MU-JANG, GUM-MA, GO-BU, which have been local administrative center in CHO-SUN dynasty, have role of local administrative center of subdivision of country-myon, except OK-GOO. The method of this study is to investigate the transformation process of spatial structural elements of with the actual field surveys, the analysis of Gunhyun map made in 1872, land registration maps in 1910s and 2000, and various topological maps. The elements of analysis are the topological site and geographical situation conditions, the urbanized areas, the street systems, the function of streets, the focal points of urban land use, the land use systems, and the location of major facilities such as administration facilities, markets, bus terminals. The analytical point of view and the results are as follows. There is strong relationship between the transformation of internal matrix route system and the growth pattern of urbanized areas, Especially on the contrary to the matrix route with East-West direction which has the role of checking the growth of urbanized area, the South-North direction route acts as the leading line of the growth. The focal points structure of urban land use shows transformation process from the point of central space of administrative district in front of Nae-A, to the access point to administrative district or to the access point to housing and neighborhood commercial area. From the point of functional area structure and major facilities location, line-type commercial area is developed along the line of central axis route and access route to administrative district. Especially direction of the growth of commercial area is strongly connected with the interrelationship between the study area and its neighboring cities. Pattern of commercial district development is varied with the direction of matrix route. That is, commercial district, which shows one side development pattern along the East-West direction route, is developed on both sides of street along the South-North direction route.

Government-funded Projects' Effects in Revitalizing the Urban Commercial District for Small and Medium Retail Merchants (도심지 상업지역의 정부 지원사업 효과 분석)

  • Purpose - This study reviews the achievements of a pilot project for the revitalization of a commercial district performed for three years after its establishment in 2011. The project for the revitalization of the commercial district was performed to create a new local community space in connection with the traditional market and nearby districts. Although it was a pilot project, the project for the revitalization of the commercial district has been performed for almost three years. Therefore, this seems a proper time to conduct an interim evaluation of the project. This study aims to review and evaluate how the government support policy is influential for the revitalization of the commercial district. In other words, this research aims to identify what projects positively affected consumers' intention to revisit the downtown commercial area among the commercial district revitalization projects-promotion events, promotion activities, education, merchants cooperation system, IT projects, cultural events, and residents' communication. Research design, data, and methodology - This study designated seven management improvement projects affecting commercial district revitalization based on preceding studies. The survey of the degree of satisfaction on seven management improvement projects was executed targeting consumers who visited the commercial areas. Additionally, visitors' revisit intentions regarding currently visited commercial areas were also investigated. Therefore, revisit intention was set as a dependent variable and the satisfaction degrees of the respective management improvement projects were set as the independent variables. A total of 1,209 consumers were examined in six districts in the country. Result - Multiple regression analysis results showed that cultural events, education, the merchants' cooperation system, and IT projects brought statistically significant effects to the revisit intentions of consumers. In contrast, promotion events, resident communication projects, and promotion activities did not affect the revisit intentions of consumers. Particularly, the residents' communication project did not show significant influence because of consumers' recognition that it is similar to a cultural event. Conclusion - The following implications for the revitalization of business districts in the urban central area are drawn. From a general perspective, the businesses of culture, education, and cooperative system among seven businesses play positive roles regarding the intention to revisit so that the project is required to be promoted periodically through unique performances differentiated for each district, the merchant training reinforced for professionalism, and the expansion of joint events of merchants. Moreover, the sales promotion project and public relations activity are shown to be not influential to the intention to revisit. Therefore, while short-term sales promotion such as one-time gift events are required, sales promotion and public relation activities to induce revisits by mileage savings and accumulated gift presentation to attract long-term customers are required. The IT business is positively influential to the intention of revisit. Therefore, detailed information on the revitalized commercial district should be provided and additional functions such as discount coupons for continuous utilization should be included in the mobile app and the website.

  • Due to COVID-19, the external activities of urban residents have greatly shrunk, causing a lot of damage to the commercial district, such as a decrease in population and sales. The downturn in commercial districts means the collapse of the infrastructure of the national economy, and can have serious side effects on the local economy and individual lives. Therefore, it is necessary to look at the alley commercial area, which is closely related to the national local economy, and pay attention to the damage and stagnation of the alley commercial area where small business owners are concentrated. The purpose of this study is to classify alley commercial districts into growth commercial districts and decline commercial districts by using commercial sales time series data and DTW time series group analysis for the pre- and post-COVID-19 period. The main findings of the study are as follows. First, using the time series data on commercial sales before and after COVID-19, the alley commercial districts were divided into growth commercial districts and decline commercial districts, and it was confirmed that the distribution of growth commercial districts and decline commercial districts was regionally different. Therefore, it is necessary to actively manage commercial districts in areas where many declining commercial districts are distributed, and it is required to prepare policies for each region in consideration of the spatial distribution of declining commercial districts. Second, during the COVID-19 period, face-to-face essential industries, density of guest facilities, and population density negatively affected the sustainability of commercial districts, which is the opposite of previous studies. This is the result of empirically confirming the specificity of the COVID-19 period and the negative effects of the integrated economy, and can be used as basic data for effective commercial district management and policy preparation in the event of a national disaster in the future. Third, the characteristics of the background of the commercial district had a significant effect on the sustainability of the commercial district, and the negative effect of the attracting facilities inducing population concentration in the background area was found. This suggests that it is necessary to consider the characteristics of the background as well as the inside of the commercial district when establishing policies to revitalize the commercial district and support small business owners in a national disaster situation.

  • This study was based on the results of the study of 'Cheonyeon and Chunghyun Taste Alley Pilgrimage- Introducing Hidden Restaurants in Our Town', which was adopted as a project to revitalize urban regeneration as part of the Cheonyeon and Chunghyun Urban Regeneration New Deal project. This study was conducted in total of two stages, as a first step, the commercial district of Seodaemun Station was analyzed by analyzing the hashtag (#) mentioned along with the "Seodamun Station Restaurant" on Instagram from 2015 to 2020. As a result of the analysis, it was found to be an office commercial district related to "office workers", and it was found to be a commercial district with the characteristics of "small but certain happiness" where you can find hidden restaurants in front of your house. Based on the characteristics of these commercial districts, five stores utilizing the characteristics of the region were selected and cooking classes were conducted for students of Kyonggi University, who are local residents. The purpose of this study was to revitalize the aging Seoul city and contribute to the formation of positive relationships between local residents and merchants through cooking classes. In addition, the process was produced as digital media content and used as local promotional materials.

The Degree of Association between Traditional Markets and Related Major Factors in Korea

  • Purpose - This paper studies if types of markets have an association with several variables such as occupation, district, sales, employee, administrative district by a lessor, area in rental building and so on. Three attributes of markets can be general commercial zones, central commercial zones and traditional markets. Furthermore, we can investigate the degree of association by calculating the numerical strength and visualizing their distances on two-dimensional plane, once the association exists between them. Research design, data, and methodology - This work is performed by the 2013 report presented with Small Businessmen Promotion Institute in Korea and used by a chi-squared test and correspondence analysis by using IBM SPSS 23.0. Results - The results show that types of markets, including traditional markets, have an association with variables considered in this paper, and we can obtain the detailed associations between attributes of corresponding variables by inspecting two-dimensional plane. Conclusions - This study suggests that government authority and local autonomy can make strategies to vitalize traditional markets and to get win-win relationships among several types of markets by looking over our findings.
