The purpose of this study is to survey fundamental limitations and problems of sports event hosting from the critical point of view and to set future-oriented perspective. The reason and legitimacy for hosting sports event have come from pragmatism based on ideological logic behind politics. Thus, the flow of advanced studies was mostly limited to the category of efficiency. However, there is fundamental limitation in sports even hosting in terms of its financial expectation and efficiency. Critical approach will contribute to minimizing side effects caused from blind acceptance through awakening dispassionate and realistic judgment. In addition, rational selection of sports even hosting can be achieved through interconnection of sports culturism's directivity as an advanced sense of sports culture, integrated perspective that penetrates problems of growth and distribution and local governance as apolitical philosophy, and of course, through concentration of energy.

IEEE 802.11 Wireless Local Area Network (WLAN) became a prevailing technology for the broadband wireless Internet access, and new applications such as Voice over WLAM (VoWLAN) are fast emerging today. For the battery-powered VoWLAN devices, the standby time extension is a key concern for the market acceptance while today's 802.11 is not optimized for such an operation. In this paper, we propose a novel Idle Mode operation, which comprises paging, idle handoff, and delayed handoff. Under the idle mode operation, a Mobile Host (MH) does not need to perform a handoff within a predefined Paging Area (PA). Only when the MH enters a new PA, an idle handoff is performed with a minimum level of signaling. Due to the absence of such an idle mode operation, both IP paging and Power Saving Mode (PSM) have been considered the alternatives so far even though they are not efficient approaches. We implement our proposed scheme in order to prove the feasibility. The implemented prototype demonstrates that the proposed scheme outperforms the legacy alternatives with respect to energy consumption, thus extending the standby time.

Thirty-one patients with previously untreated and locally advanced nasopharyngeal cancer were retrospectively reviewed for comparing the effects of radical radiotherapy alone with that of combining chemotherapy and radiotherapy from 1983 to 1989 at Kangnam 51. Mavy's hospital.23/31 were evaluable for recurrence and suwival. There were 8 patients for stage III, and 15 patients for stage IV. Eleven patients were treated with radical radiation therapy done (arm I). Twelve patients were given 1~3 courses of cisplatin-5FU or cisplatin-bleomycin-vincristine prior to radiation therapy (arm II). The two arms were comparable in patient characteristics Of 11 radiotherapy Patients, complete response was 55%(6/11) and Partial response 45%(5/11). Among 12 patients after induction chemotherapy, complete response was 25%(3/12) and partial response 75%(9/12). After subsequent radiotherapy, complete response was increased to 83%(10/12) and partial response was 17%(2/12). Treatment failure was 30%(local recurrence; 3/11, and regional recurrence; 1/11) in arm 1 and 33% (local recurrence; 1/12, regional recurrence; 2/12 and distant metastasis; 1/12) in arm ll . There was no significant difference in survival between arm I and arm II (p> 0.05). The toxicities of treatment were acceptable. More controlled clinical trials must be completed before acceptance of chemotherapy as part of a standard radical treatment for locally advanced nasopharyngeal cancer.
Minutiae-based fingerprint identification systems use minutiae points, which cannot completely characterize local ridge structures. Further, this method requires many methods for matching two fingerprint images containing different number of minutiae points. Therefore, to represent the fired length information for one fingerprint image, the filterbank-based method was proposed as an alternative to minutiae-based fingerprint representation. However, it has two shortcomings. One shortcoming is that similar feature vectors are extracted from the different fingerprints which have the same fingerprint type. Another shortcoming is that this method has overload to reduce the rotation error in the fingerprint image acquisition. In this paper, we propose the minutia-weighted feature vector extraction method that gives more weight in extracting feature value, if the region has minutiae points. Also, we Propose new fingerprint alignment method that uses the average local orientations around the reference point. These methods improve the fingerprint system's Performance and speed, respectively. Experimental results indicate that the proposed methods can reduce the FRR of the filterbank-based fingerprint matcher by approximately 0.524% at a FAR of 0.967%, and improve the matching performance by 5% in ERR. The system speed is over 1.28 times faster.
The purpose of this study is to understand the perceptions of public officials in improving primary health care service for local communities by applying Q methodology that draw upon schematic model in subjectivity study. A survey was carried out among public officials at Gangneung Community Health Center, South Korea, to classify the 49 selected Q-statements into a normal distribution using a 11 point scale. The collected data was analyzed using QUANL program, and principal component factor analysis using varimax rotation was used to identify public officials' perceptions of improving quality of health care for local communities as a meaningful service provider. Type I can be categorized by a strong concern for the service acceptance, Type II can be categorized by advocating for service usability, Type III can be categorized by the pursuit of service specialization, Type IV can be categorized by roles for service accessibility, and Type V can be categorized by the suggestions for operation and management. The results provide information used to further improve quality of community health care service with the aim to promote the effectiveness of health care delivery and to increase health service utilization.
The sight distance at unsignalized intersections is the one of the fundamental geometric design elements, and can ensure safety and efficient operations. Despite its importance, little research attention has been directed in Korea compared to developed countries such as European countries, the United States, and Japan. AASHTO ISD policies have been applied to the intersection design in Korea without any revise, which can produce unrealistic and unadoptable design values. Those values are emerged from several reasons because the AASHTO ISD has been calibrated based on the local data. Therefore the ISD hardly takes into account the local characteristics of Korea such as driving behavior. vehicular movement and roadway conditions. The objective of this study is to calculate the appropriate ISD values for unsignalized intersections in the urban area in Korea. In this study, we employed the ISD model of AASHTO(2001), which is based on gap acceptance theory and can account for and take the driving and roadway conditions in Korea into consideration. The approach can also consider the complex driving maneuvers at the intersections in a proper and simple manner. The results in this study show that the ISD design criteria currently used in Korea are more conservative(safer) than those of the USA. In other words, the ISD using field data collected in this study has generally smaller values than those in USA.
This article deals with the nature of ISDS along with the admissibility thereof, for the settlement of investment disputes between states and nationals of other states. ICSID as an organization of World Bank Group, has been established in 1966 and as of May in 2011, 157 nations ratified its convention. As for the Republic of Korea(ROK) it has been involved in the problematic situation with regard to ISDS of the KORUS FTA in negotiation with the United States. The ruling Grand National Party is pushing the FTA for ratification including ISDS. However, the opposition party, the Unified Democratic Party rejected the ISDS with a view to a toxin infringing on its judiciary sovereignty. The ROK has invested in the US 3.5 times more than the US did in Korea up to now. As a result, it seems that the ROK is more concerned about ISDS than the US is, considering that exhausting local remedy through the US local courts, applying even a municipal ordinance in their decisions which will be unsatisfactory toward the ROK side. The ROK is now struggling with the ISDS as a political issue between the ruling party and the opposition party mostly based on sovereignty with a reference on AUSFTA which excluded the ISDS. Australian model about ISDS has been impacted by the experience from the NAFTA which allowes direct claims against each other(the US against Canada and Canada against the US). It seems not to be much sympathy for developed countries because it has long been held to standards for pressing on developing countries. Australia is also struggling with ISDS from the political point of view likewise the ROK. And the ISDS is destined to the political situations established within the domestic countries among the political parties in relation with the acceptance or rejection of thereof.
The Riparian Buffer Zone(RBZ) is a sustainable social-ecological system created in the middle zone between water and land. For the RBZ, close communication with the local community is important, and it is necessary to promote it as a communicative environmental planning process. In this study, for the RBZ project, three strategies are presented as a communicative act to understand and implement planning. First, government-led projects were avoided and improved to a process in which citizens and stakeholders participated together, centered on local partnership. Second, it was intended to introduce design criterias in terms of enhancing the function of ecosystem services that citizens can sympathize with, and to increase acceptance and awareness through the planning of preferred spaces and facilities. Third, after a balanced plan for habitats, water cycle-based ecological environment, ecological experience and open space, citizens felt the restoration effect and value as an ecological resources, and a system was prepared to participate in the operation and management. This study will work as a process model based on citizens's participation. In addition, it will be possible to provide lessons for the change of the policy paradigm for the RBZ and the implementation of similar projects in the future.
The purpose of this study was to excavate the items of the comprehensive maintenance plan for scenic sites considering sustainability and analyze the needs of them. In this sense, based on 35 reports of the comprehensive maintenance plan established between 2006, when scenic sites started to be designated, and 2017, the items used in 'investigation field' and 'planning field' were examined, and then a survey regarding the needs of the items was conducted using a "5-point Likert Scale", targeting officials at 60 local governments in the whole country. Of 60 local governments, opinions from 48 officials at 45 local governments were analyzed. In order to verify the consistency of their opinions, "Reliability Analysis" was conducted, and Cronbach's alpha coefficient was 0.968 and 0.970 for 'investigation field' and 'planning field', respectively, showing high reliability. As a result of the survey, most opinions generally expressed the needs of 6 items of 'investigation field' of the comprehensive maintenance plan. Especially, the needs to investigate 'historical environment', 'natural environment', 'humanistic environment', and 'landscape' turned out to be high. In addition, as for 'general environment' and 'users', the needs of specific items such as 'distribution of main cultural properties and historic sites' (4.04) and 'acceptance of opinions from local residents and interested parties' (4.15) were found to be high. Besides, the items of 'planning field' also turned out to be needed in general (4.0). Particularly, the needs of 'enhancement of designated value and status' (4.26) and 'the comprehensive maintenance plan for designated areas of cultural properties and historic and cultural environment preservation areas' (4.25) in 'historical environment', 'maintenance of historic buildings at scenic sites' (4.28) in 'humanistic environment', and 'landscape trail planning' (4.28) in 'landscape' were found to be high. In conclusion, the practical items related to investigation and planning of the comprehensive maintenance plan for scenic sites are expected to contribute to effective conservation and management of scenic sites in the future.

This research paper explores the process of developing skateboarding spaces in urban parks. Skateboarding is one of the most popular sport activities representative of urban parks. This research paper will analyze the process of introducing skateboarding activities into park spaces and their acceptance by the general public as well as derive meaningful general implications for park space development planning. The research method is a discourse analysis of newspaper articles regarding skateboarding issued between the 1960s and 2010s. These articles are the main resources to show the creation of a skateboarding culture, generation of skate park spaces, and the extinction of these spaces during the research period. The result of this research is as follows. There are reasons that allowed for the creation of skate park spaces in urban parks. First of all, positive associations that people have regarding skateboarding have influenced the park's users and operators' decisions that a park is proper space for skateboarding activities, and the agreement to remodel the park space. Secondly, skate parks became a space for multiple-uses that can be shared with other emerging sports, which resulted in a building boom of skateboarding spaces in urban parks. Thirdly, urban parks and their new culture of active sports became a marketing tool used by local governments to attract new inhabitants to their new towns. On the contrary, there are three main reasons for the deterioration of skate parks. First of all, within parks in which skateboarding activities collided with other park usage, the skate parks disappeared. Secondly, skate parks built specifically for competitive skateboarding events and without consideration of casual skaters disappeared, as these facilities were not sustainable for use in the long term. Thirdly, the golden age of skate park skateboarding did not last long, as skateboarding trends shifted from trick performance to street skating, where skate parks are no longer needed. For this reasons, the exclusive use of park space for skateboarding activities has faded from public interest. The findings of this research suggest how sport activities should be introduced to urban parks. At first, each park's management needs to identify a sport suitable for long-term development, and not only plan for temporal events or follow fleeting trends. Secondly, the park's management systems should reflect a type of sport activity that would not only be popular at the beginning of the spaces development, but also take into consideration how these activities will change over time. Lastly, in cases where there are conflicts between sport activities and other activities in urban parks, attempts should be made to suggest feasible solutions other than the liquidation of sport spaces. This study explains the development process of sport spaces offered in urban parks, by thorough research of the process of acceptance of skateboarding activities in current urban park systems. This conclusion also indicates further areas for research with the purpose of understanding general best practices in urban parks sport space planning.
