We investigated dissatisfaction of elements of local exhaust system, needs for local exhaust system, and information networks for local exhaust system from June 1998 to September 1999 using the questionnaire structured. It contained questions concerning general characteristics of factory and local exhaust system, troubles and dissatisfaction of elements of local exhaust system, and information networks for local exhaust system. The collected data were analyzed by descriptive statistics analysis. Information networks for local exhaust system were analyzed by multidimensional scaling using path distance of network analysis and by graph analysis using Krackplot. Among complaints of local exhaust system, that of duct has show the highest percentage of complaint. In the information network for local exhaust system, Seoul is positioned in the center of network with mediating role.

The problems of agriculture and food production in Korea are serious. These problems were brought about by the global food system. In this system, farmers and consumers are disconnected. The distance between food production on the farm to the consumer's table is too long. Farmers can not survive as their food dollar is steadily decreasing. Consumers have to eat old, unclean, and poor-quality foods because the foods do not come from nearby farms. They do not know where their food has come from or by whom their food was grown. In order to solve these problems, the transition from the global food system to a local food system is imperative. In a local food system, farmers and consumers are connected and they can help each other. This study identifies the consumers' role in the local food system. They are the purchasers of local food. They are active participants both in producing and distributing local food, and in taking part in the local food movement. Above all, they are the teachers of the younger generation consumers. While consumers in the global food system are passive, those in the local food system are active. We call the former "food illiterates" and the latter "food citizens." In order to revitalize the local food system, consumers must be food citizens, and therefore, consumer education is necessary. There are several interdependent media forms available for consumer education such as field trips, farm experiences, education for returning to the farm, and food education.

This paper object is application of electronic Customers Relationship Management(e-CRM) for buyer This paper focuses on the possibility of the adaption of Escrow system in Local L/C opening and payment. The purposes of this study are to obtain efficiency and stability of Local L/C and to provide opportunity to accept trust of the transaction parties. The results of the study show that Escrow system is recommended when Local L/C opened, because Escrow system has the following merits: (1) Open system of internet can be used to Local L/C process. (2) Transaction process of Escrow system is very simple. (3) One stop transaction can be applied to all the process of local L/C.

The main purpose of the study is to identify the key aspects of legislative support standards in the countries of the European Union in the field of building a system of local self-government. The European Union during the history of its existence has developed a set of standards on which the systems of local self-government of the European Union member states and applicants for this status are built. The complexity and at the same time the importance of legislative regulation of the functioning of this system is evidenced by the fact that the legislation and principles of international law used by the European Union in the field of local self-government are among the "youngest". This is due to the role played by local self-government in the development of a democratic political system, as well as the search for an optimal balance between centralization and decentralization. Thus, the main task of the study is to analyze the legislative support standards in the countries of the European Union in the field of building a system of local self-government. As a result of the study, current trends and prerequisites for the legislative support standards in the countries of the European Union in the field of building a system of local self-government were investigated.

이 연구는 지방분권을 위한 정책수단으로 재정분권이 어떠한 방식으로 이해될 수 있으며, 왜 필요한지에 대해 시스템사고의 이론을 바탕으로 지방재정시스템을 구성하는 변수들의 상호작용관계를 분석하였다. 연구를 통해 얻어진 결과는 다음과 같다. 첫째, 지방재정시스템을 구성하는 변수들은 상당한 수준에서상호작용관계가 형성되고 있으며, 5개의 양(+)의 피드백 루프가 중심이 되어 급속한 성장과 급속한 쇠퇴를 거듭한다는 점을 발견할 수 있었다. 둘째, 지방재정분권화의 타당성에 대한 전략 지점이 인과지도 모델링을 통해 발견되었다. 특히, 선순환구조를 악순환의 구조를 변질시키는 변수(국고보조금, 부동산거래과세, 중앙정부차원의 지방재정조정제도, 지방정부채무 등)이 지속적으로 작동함으로써 지방재정시스템을 쇠퇴시키는 것으로 나타났으며, 이를 바탕으로 전략적 정책과제가 도출 될 수 있었다. 이러한 연구는 지방재정분권에 대해 부분에 지식이 아닌 전체적 지식의 관점에서 지방재정시스템을 이해하고 지방재정의 학문적 폭을 높여 줄 것으로 판단된다.

Now, the population and economical power is deeply concentrated to Seoul-metropolitan region, therefoere the provinces is so lagging behind and the country cannot get balance development. And, like metropolitan region, the more outer the living area of local wide-area city is spreading, the more serious wide-region transportation problems are. But the railroads near wide-area city fun seldom commuter train, so they cannot absorb the transportation demand of wide-area city metropolitan region. To solve above transportation problem, local wide- area cities try to make a subway or a light rail transit. But it is so difficult because the limit of public finance and original small capacity of light rail. In the paper, I propose 'Local city wide-area electric railways' system of the consortium of 'Local wide-city and province transportation union', Korean National Railroad (KNR) and local capital. A 'Local wide-city and province transportation union' operates commuter railways directly using the facilities of KNR, and local capital invests to the stations of above railways system. Therefore the commuter railway system around local wide-city region will be constructed quickly and the stations will be the strong point of local development and investment.

This study postulates a partial mediation model(study model I) and a whole mediation model(study model II) to examine the effect on endogenous rural development of local innovation capability strengthening in the local industry promotion project, the establishment of promotion system, and the revitalization of local economy. To accomplish study purposes, 169 response samples from 85 project groups which drive the local industry promotion project were verified using SPSS 12.0 and AMOS 5.0. The results showed that in the partial mediation model, the local innovation capability strengthening had a significantly positive effect on the establishment of promotion system, the establishment of promotion system had a significant effect on the revitalization of local economy, and the revitalization of local economy had a significant effect on the endogenous rural development, while the establishment of promotion system and local innovation capability strengthening didn't have effect on the endogenous rural development. In the whole mediation model, the local innovation capability strengthening had a significant effect on the revitalization of local economy, the establishment of promotion system on the revitalization of local economy, and the revitalization of local economy on the endogenous rural development. According to the verifications of study model I and II, the endogenous rural development is achieved after the revitalization of local economy through the establishment of promotion system and the local innovation capability strengthening. From these results, this study presents suggestions, limits of study and directions in the future study.

This study postulates a study model to examine the effect on the local economy revitalization of a selection of local resources, the local innovation capability strengthening, the establishment of promotion system and the creation of revenues for the participant groups of the local industry promotion project. To accomplish study purposes, 169 response samples from 85 project groups which drive the local industry promotion project were verified using SPSS 12.0 and AMOS 5.0. The results showed that firstly, the selection of local resources had a significant effect on the local innovation capability strengthening. Secondly, the local innovation capability strengthening had a significant effect on the establishment of promotion system. Thirdly, the establishment of promotion system had a significant effect on the creation of revenues. Fourthly, the selection of local resources didn't have an effect on the revitalization of local economy. Fifthly, both the local innovation capability strengthening and the establishment of promotion system didn't have an effect on the revitalization of local economy. Sixthly, the creation of revenues had a significant effect on the revitalization of local economy. According to the verifications of study model, the revitalization of local economy is achieved by inducing creation of revenues through the local innovation capability strengthening and the establishment of promotion system after the selection of local resources. From these results, this study presents suggestions, limits of study and directions in the future study.

This paper aims to analyse the impact of city-county consolidation on promotion practices of local government employees, using system dynamics approach. The cases employed in this study are Cheongju City and Cheongwon County which reached the referendum stage twice but without success. While the idea of consolidating two neighbouring local governments via a merger sounds enticing, some opponents argue that consolidation may cause some problems on the part of local government employees, emphasizing that consolidation could lengthen actual time period needed for local government employees' promotion. The majority of the existing literature on city-county consolidation, however, tends to describe the most successful cases, focusing on the achievements it has made or the political processes associated with it. With this in mind, this paper attempts to identify the impacts of consolidation on the local government employees' promotion time period, utilizing system dynamics approach. It concludes that consolidation could rather shorten the time period of promotion of local government employees concerned from the long term perspective.

This paper is focused on the desirable improvement schemes of the local network of information and telecommunication network. In this study, we examined whether polices of information and telecommunication of government have been carried out a desirable programme to meet the public interest, found out several problems in the these policies. Such problems as follows : (1) a system of local information & telecommunication is developing by a Model of Top-Down. In the present management system, an interest of the public of local society about the local telecommunication network is a much lower level, (2) there is no general controlling roll of the local information & telecommunication, (3) there is no service controlling system of local telecommuni-cation, and (4) there is no organic coordinating system of inter-departments in the central government level. In order to resolve these problems, this study suggests a few desirable sxhemes for the local telecommunication : (1) an establishment of middle-long range planning for the integrated future network of info-telecommunication, (2) an organizing of telecommunication network being suitable for the local characteristics toward B-ISDN.
