A Case Study on the Programming of Public Theaters in Korea -Analysis of the Achievements and the Challenges of the Opera House of the Seoul Arts Center for the years from 1993 to 2011- (공공극장 기획공연의 프로그래밍 사례 연구 -예술의전당 오페라하우스 공연 기획의 성과와 과제-)

  • The Seoul Arts Center is an representing Korean arts-complex consisting of the Opera House, the Concert Hall and the Museums. Since its opening in 1993, it has been established as a mecca of arts and the culture in Korea. Many local public theatres in Korea are benchmarking its operating system and policy. Unlike most European or American theatres, the Seoul Arts Center has no resident art companies. It is not a 'producing theatre' whose programming is mainly based on house productions with resident companies, but a 'presenting theatre' that is to be managed with rental and invitation programs without resident companies. The majority of the Korean public theatres are also presenting theatres. This study aims to research and analyze how the Seoul Arts Center has developed the programming of the Opera House for last 19 years and which challenges and issues it has been dealing with, and finally to propose what will be recommendable remedies for its successful future. The analysis is divided into four development stages: preparation period from 1981 to 1992, establishment period from 1993 to 1999, growth period from 2000 to 2006, and lastly crisis period from 2007 to 2011. Facing the 20th anniversary next year(2013), the Opera House of the Seoul Arts Center is going through recent critical situations: higher competitions among increased theatres, trends of commercial musical productions, and rapid declines in its house programs due to the low budget and unclear programming policy. I propose as a discussion to start a repositioning strategy as a Korea's representing arts-complex, utilizing all sources from inside and outside and having the policy direction.

  • This study is on the practice and limitation of the environment improvement project in the delinquent residential areas implemented as part of the urban restoration project that this study was carried out with the subject of the Saeddeul Village Project in Balhan Dongmunsan District of Donghae City that is implemented as part of resident-participating urban rehabilitation that has emerged as a socially important issue. In particular, at a time the issues of increasing senior population and poverty resulted thereof have surfaced in the society that this study has taken a look at the characteristics in the planning and practice process in the Saeddeul Village Project area for the purpose of improving the mental health. In the planning process and practice process, those human-care project and resident competency strengthening projects, together with physical environment improvement, are implemented, and the contents implemented by respective project are purported to establish the community identity through voluntary participation of local residents together with the environment improvement of the villages on the basis of resident participation as well as leading the economic independence by the village with its own discretion. However, the limitations in the practice process and exposure of problems that may be experienced in the field have made difficulties in such approach and provokes the difficulties of project performance depending on the conflicts in community constituents. Under such a relationship, it is required to have the endeavors to facilitate the community and solution of issued, and this study presents the need of access for revitalizing the regional welfare system.

Changes of Rural Landscape in the lifted Green-belt Area Using Resident Employed Photography(REP) (거주민 참여 사진촬영 방법(REP)를 활용한 개발제한구역 해제에 따른 근교 농촌 경관변화 분석)

  • This study was designed to understand the change of rural landscape and to consider problems followed by development restrictions lifted for Neobiul Village in Ansan City, Korea. Physical landscape changes were comprehended by a field study and interview with local residents, and the residents' perception regarding the landscape changes were analyzed with the REP investigation method. The results can be summarized into the following three points: First, due to the lift of development restrictions and the deregulation of land use, the number of factories and warehouses for rent increased, which became a new source of income for the village. Second, the residents' complaints increased due to the increased traffic volume and waste from a sudden influx of factories and warehouses, which could not be handled by a small farming village. Third, a mix of landscape combining both city and farming village was formed due to the influx of external capital and the need of rental income, although the residents rather wanted Neobiul Village to become a residential village than a factory location. Furthermore, even in the farmlands near the village where development restrictions have not been lifted, the level of dependence on the farming industry has decreased as a consequence of the increase in farmland rent and weekend farms. This paper confirmed that the change of rural landscape followed by lifted development restrictions affects the everyday life of residents living in Neobiul Village. This study has significant implications in that it suggests a case showing the effects of national policies such as lifting development restrictions for rural villages in suburban areas.

Implications of Emergency Alert and Resident Evacuation in Japan during the Great East Japan Earthquake: Literature Survey Study (동일본 대지진 당시 일본의 비상 발령 및 주민대피에 관한 실태 조사와 시사점 도출: 문헌조사연구)

  • Purpose: This study seeks to draw out implications that must be considered in the process of establishing measures to evacuate residents in preparation for domestic nuclear disasters by conducting an investigation about the disaster situation at the time of the Fukushima nuclear power plant explosion, emergency warning situation for residents protection, evacuation situation and In addition to investigating problems and measures raised in the resident protection system at that time. Method: A literature survey was conducted focusing on reports published by Japan's national, parliament, local governments and related agencies from right after the Great East Japan Earthquake to the present. Result: Found out what needs to be considered in the process of establishing domestic radiation disaster measures through the results of the survey on the problems and countermeasures derived from the process of evacuation of residents at the time of the Fukushima nuclear power plant explosion. Conclusion: The reviews were classified into four categories and detailed reviews were presented.

A Study on a Improvement Plan and Resident Assessment for 'Projects to Promote Community Activities' in Seoul (서울시 '아파트 커뮤니티 활성화 사업'에 대한 입주자의 평가 및 개선방안)

  • The purpose of this study is assess the perspectives of residents in apartment complexes regarding the 'Projects to Promote Community Activities' publicly implemented by the Seoul Metropolitan City since 2011 to derive necessary suggestions thereof. For this purpose, community leaders in the 7 apartment complexes selected as leading communities of 2015 were interviewed to determine the application process for participation in such projects and the issues associated with the operation of respective community activities. In addition, 159 residents living in these apartment complexes were surveyed to assess the respective community activities along with changes in the sense of community and community consciousness. The subjects selected for the survey conducted through prepared questionnaires rendered positive assessment(3.82~4.09) on the effects of participation in community activities and in such programs with a higher level of the sense of community. The leaders of community activities also provided positive assessments regarding the projects financially supported by the local government that consequently promoted community activities to the extent they desired. However, the community leaders experienced and appealed difficulties in preparing financial reports according to administrative requirements together with the timing of financial appropriation. They also reported difficulties in preparing a sufficient pool of instructors to cultivate the capabilities of professional community planners.

  • Necessity of paradigm change has been awared in urban redevelopment especially, in housing regeneration from uniform scratch without serious consideration about resident's lives to holistic approach based on local culture and residents' participation. The purpose of this research was to identify community places recognized and attached by residents of a housing improvement district which was scheduled to be changed for improvement of the area, in near future. This research itself was considered as an resident participation technique. Group interview at a field site was carried as the main research methodology. As results, valuable places cherished by residents were identified. Most of them could be explained in relation to religious leadership, traditional cultural heritage and democratic movement. In regeneration process those places which have a strong tie with residents needs to be deliberately considered as a target to be preserved rather than demolished. The places also play a role in diffusing a livable village making movement. The result is expected to be used to make a cognitive and emotional community map of residents which is meaningfully differentiated from just a physical and geographical map. The places, place recognition activities and diffusion movement for common appreciation can be a basic foundation for residents participation in improving their housing neighborhood environment, and in creating value added strategies for the area.

  • Recently, environmental issues have remained high on the agendas of public discussion and economic research. In the case of Korea, democratic movement in the late 80's centered people's concerns on the environmental dispute according to landfill, correctional institution, crematory, and nuclear powerplant, etc., Moreover, the failure to provide these kinds of facilities in time have caused serious social problems associated with environmental protection and economic development. The purposes of this paper are threefolds. First, they organize foreign and domestic NIMBYS case studies which have been settled in a desirable way. The second concern is to analyze the consciousness of NIMBYS resident by making up a questionnaire. Third, they estimate the market values of urban unwanted facilities by employing CVM(Contingent Valuation Method) procedure. The results of the study have a double implication : that NIMBYS resident are reluctant to accept government mechanical compensation based on simple published land values, and that unique concensus to preserve the viability and healthfulness of our environment among three main bodies: residents, people, government is necessary in solving NIMBYS subjects in Korea. In addition, this first implication develops to emphasize the intrduction of releveant measures taken to reconcile NIMBYS disagreement, which are complete openness of government policies, full support of local economic development, and perfect management of pollution protection systems for NIMBYS facilities.

  • Theme trail construction should be changed from existing form which connects line to line, or point to line. It should be developed into area form. The project of Trail construction must be converted in area form. The aggregate of the points which is a base element of walk is a line, and the harmonious connection of various line is the area. The close relationship with points and lines is important to operate the project of trail construction in area form effectively. Subject of the project of Theme trail construction of area form must become the village residents which are being contiguous in trail. They must operate management and about trail. The project of Trail construction of area form the plan making is established and if the subjects which, will operate and manage that place are decided upon according to theme must construct the trail of the wide area concept which connects the trail of that trail and neighborhood. If becomes like that local resident and the citizen will be able to coexist with mediation of Trail. If the project of Trail construction of village resident leading is propelled applying rural amenity resources in a way, the trail model which one phases advances could be presented for ecological, economical and cultural.

  • Until now, Korea carried out disaster management under the perception that the central government or the local government bodies are totally responsible. However as the size of disasters become larger, the capacity of the public disaster management did not live up to the expectations. To analyze this issue, this research conducted interviews on disaster response readiness by "individual resident-residents cooperation-public/private collaboration" according to each preparedness-response-recovery stage, as resident representatives (Head of Ri, Head of Tong) as subjects. Based on the interviews, surveys were conducted to deduct the necessary factors needed for the general residents to exhibit disaster prevention capabilities. The surveys consist of 6 factors-risk perception, evacuation inductively, individual evacuation response, disaster prevention system, lookout & precaution, information communication.

A Study on Small Size Plans of Vertical Extension Remodeling for Aged Apartment (노후 공동주택 리모델링 수직증축분 소형 평면 계획에 대한 연구)

  • This study suggested practical considerations in case of planning Small-Sized Household Units of the Vertical Extension of Aged Apartment along with selecting particular Age-Apartment Complex to plan Small-Sized Household Units. Four parts of consideration; (1) Architectural planning aspects, (2) Resident aspects, (3) Structural aspects, and (4) Facility aspects were thoroughly examined to apply in the remodeling construction period. Proposals for Small-Sized Household Units, in this study, covered two different combinations. One was the combination of six equal units, the other was the combination of eleven different types of household units which reflected resident aspects in plan organizations. Plan organization proposal could be chosen and applied to Vertical Extended units by Local Government, Remodeling Association, or Constructor based on their potential residents' aspect, such as family size, life style, age, amount to income and etc. to fulfill their satisfaction. Furthermore, this study had great significance of the adequately reflecting demand on Small-Sized Household Units in Vertical Extension of Aged Apartment.
