This paper shows procedure and strategies to improve military facilities and local residents' welfare through a civil-military sustainable cooperation project. Military installations tend to impede urban developments, so that a few civil compliant have been often filed. Meanwhile, it is sometimes impossible to relocate military units due to their own unique purpose, even though they belong to core sites of civil developments, which are generally indispensible due to urban expansion, magnified road networks and so on. The solution to offset these conflicts between civil and military demands, which are associated with military units and urbanization surrounding them, is to establish sustainable strategies which enable both civil and military be beneficial. In this study, it is described, decision making procedure to make some facilities of a military unit be better as well as promote local residents' welfare through securing high-quality sports facilities. Delphi-technique and Paired Comparison Method are used to collect civil and military opinions regarding sustainable agreements. As a case study, a civil military cooperation project between a military unit and a local government is introduced. With successful projects, it is expected that the better installations could lead positive images of a military unit, provide advanced athletic environments for both local residents and military personnels, and lessen defense cost to maintain them. Moreover, this project will go down as a paragon of civil military sustainable cooperation.

Mobility management technology is one among the most important issues in future mobile communication systems. The mobility management technology includes location management and handoff technologies. In this paper, we present a hierarchical distributed dynamic location management scheme that is compatible with the IMT-2000 environment. The proposed scheme composes a cluster with location registers, then makes up a hierarchical structures consisting of clusters. Each layer in the hierarchical structure uses different location management strategies cooperating another layers with each other. Also, the proposed scheme uses location update algorithm considering the frequency of location queries from nodes outside the local cells. We evaluate the performance of the proposed scheme through an analytical model.

Main drivers of knowledge activities such as knowledge sharing and utilization are individual members of an organization and thus knowledge management strategies should be discussed in relationships with human resource management. This study analyzes the effects on knowledge sharing and knowledge utilization of human resource management practices such as training, participation in decision-making, performance appraisal and compensation system in local government. The results show that training and performance appraisal and compensation system are significantly influential factors for the knowledge sharing and knowledge utilization. Lessons and implications of this study for management leadership are presented.

While Korean construction companies are adapting themselves to rapidly changing business landscape at home and abroad, intensifying competition among competitors in local as well as global market deteriorates the profitability of construction industry, which leads to another problem. In response to such challenges, many construction companies continue to innovate their business portfolio and organization structure, with strong commitment to business process innovation. Furthermore, they need to analyze the productivity of project site management manpower overhauling business processes systematically and develop effective alternative strategies. This research aims to analyze the productivity of project site management manpower. Current operational practices of construction site organizations have been analyzed with focus on large construction companies in Korea and data gathered from project sites have been analyzed from a wide range of perspectives, In so doing, this research is expected to provide basic inputs for any subsequent attempt to estimate proper resource requirement for site management tasks in construction projects and analyze the management productivity of such resources by enabling construction companies to better understand the current operational status of site organization.

Forest management is known to beneficially influence stand structure and wood production, yet quantitative understanding as well as an illustrative depiction of the effects of different management approaches on tree growth and stand dynamics are still scarce. Long-term management of beech forests must balance public interests with ecological aspects. Efficient forest management requires the reliable prediction of tree growth change. We aimed to develop a novel hybrid simulation approach, which realistically simulates short- as well as long-term effects of different forest management regimes commonly applied, but not limited, to German low mountain ranges, including near-natural forest management based on single-tree selection harvesting. The model basically consists of three modules for (a) natural seedling regeneration, (b) mortality adjustment, and (c) tree growth simulation. In our approach, an existing validated growth model was used to calculate single year tree growth, and expanded on by including in a newly developed simulation process using calibrated modules based on practical experience in forest management and advice from the local forest. We included the following different beech forest-management scenarios that are representative for German low mountain ranges to our simulation tool: (1) plantation, (2) continuous cover forestry, and (3) reserved forest. The simulation results show a robust consistency with expert knowledge as well as a great comparability with mid-term monitoring data, indicating a strong model performance. We successfully developed a hybrid simulation that realistically reflects different management strategies and tree growth in low mountain range. This study represents a basis for a new model calibration method, which has translational potential for further studies to develop reliable tailor-made models adjusted to local situations in beech forest management.

The objectives of this study are to provide advices and methods for cultivating labor in the digital cultural contents industry in the Chung-Nam Province. For the purpose of this study, review of theoretical and practical literature, identifying the present status of affairs, and three times FGI and surveys were executed. The results of research show a lack of professional labor in the digital cultural contents industry; even so most of laborers want to get a job in or around the Seoul region. To activate digital cultural contents in the local area, a development model for the Chung-Nam digital cultural contents industry was introduced and four strategies were also suggested. The nurture of a professional skilled labor force through a strategically designed joint relationship between university and companies in the digital cultural contents industry was found to be quite necessary. In this way, the need for specialized training and education in the university classroom can be supported.

This study was limited Gangwon-do's manufacturing companies that participated in the educational-industrial consortium. These companies' present status and activities under implementation identified and interpreted by this study, therefore, are insufficient to be generalized into knowledge applicable to most of the companies in Gangwon-do. For more precise and detailed results, it is suggested to make further studies that cover not only those consortium companies but also non-consortium manufacturing companies in Gangwon-do. The results also suggest that it is necessary to promote some periodic manpower training programs in cooperation with local universities, to utilize professors and experts to build management strategies that can bring and secure the power of competition, and to construct a system of educational-industrial cooperation, as ways leading these companies to the 21 st century's type of business enterprise.

China power market is fast changing. The strong economic growth does make BOT power projects to be one of the focuses for investment in China due to the huge demand for energy by the Chinese government. Since late 80's,various power projects BOT studies have been carried out but appear too fragmented which fail to linked the BOT studies to the most recent government policies' changes or market movement. This study has carried out analysis on the recent changes in China power industry reform and local government authority empowerment. The impact of those changes to BOT investment has been identified and recommendations have been made on the new opportunities and new strategies especially from the Singapore's investors' point of view. A case study on BOT hydropower plant has been presented which could be a suitable model for Singapore investors.

This study explores the strategies for documenting extinct places by clarifying the concepts of place and sense of place and highlighting the importance of place documentation. The disappearance of a place signifies the loss of a medium that evokes memory. Place documentation, a process of recording the sense of place, can restore memory media, resolve the lack of shared memories, and strengthen community identity. It also provides archiving methods and tools to involve stakeholders as record producers to enrich the context further. Thus, the study proposes key strategies, including resident participation, communication of place identity through archives, and cultural-artistic integration projects. The Jeungpyeong Archives' "Maryknoll Clinic" project serves as a case study based on these strategies to illustrate how place documentation is implemented.
