지역공동체 상생을 통한 전통경관 보전방안 - 명승 남해 가천마을 다랑이 논을 사례로 - (A Preservation of Traditional Landscape through Co-Prosperity in Local Communities - In Case of "Terraced Paddy Fields of Gacheon Village, Namhae", Scenic Site -)

  • 본 연구는 남해 가천마을 다랑이 논을 사례로 지속가능한 전통경관을 보존하기 위해 전통경관의 변화양상과 그 요인을 살펴보고, 지역 공동체와 상생할 수 있는 보전방안을 모색하였으며 다음과 같은 결론을 도출하였다. 첫째, 남해 가천마을 다랑이 논의 전통경관은 경작지 확보를 위해 급경사의 지형에 석축을 쌓고 논두렁을 좁게 만든 것이 특징이다. 이를 위해 지역 공동체 구성원들은 오랫동안 쌓아온 그들의 전통지식을 통해 전통경관을 유지해 왔으나, 문화재 지정 이후 표준화된 석축의 축조방식을 적용하면서 다랑이 논 고유의 경관이 변화되었다. 최근 문화재청에서는 이러한 문제점을 인식하고 지역 공동체 구성원들의 직접보수체계로 회귀함으로써 남해 가천마을 다랑이 논이 과거의 경관을 되찾아가고 있다. 둘째, 남해 가천마을 다랑이 논의 전통경관이 변화하게 된 요인으로는 크게 자발적 보존의식 감소, 보존회의 제한적인 관리범위, 농업인구 감소, 전통기술 숙련자 부족 등이 확인되었다. 문화재 지정 이후 국가나 지자체의 정책지원에 대한 기대심리는 오히려 기존 경작지를 방치하면서 훼손이 가속화 되었고, 농업인구의 부족 또한 동일한 결과를 초래하였다. 보존회에서 이를 보존하기 위해 노력하고 있으나 관리인력의 과부족 현상이 심화되고 있으며, 수익 양극화에 의한 주민들 간의 갈등이 고조되는 문제점으로 확산되었다. 이외에 계단식 영농기술과 석조 축조 기능 등 전통지식의 상실이 우려되고 있다. 셋째, 전통경관 보전을 위한 지역 공동체와의 상생방안을 제언하자면, 전문인력의 배치와 관·민 연계체계로 영농 참여자의 확대 및 수익창출을 모색해야 한다. 또한 보존회를 매개로 수익 분배체계를 개선하여 관리권한을 강화하고 참여를 유도하는 것이 바람직하다. 이외에 계단식 영농 기술과 석축 축조 기능 전승 교육을 위한 지원체계가 요구된다.

향토문화유산 중 충청지역 민가정원의 역사정원으로서의 가치와 보존 방향 (A Study on the Characteristics and Values of Unregistered Private Households in Cholla Province, Chungcheong Province, Gyeongsang Province)

  • 본 논문은 충청도 지역에 유존하고 있는 향토문화유산 중 민가정원의 역사정원으로서의 가치를 살펴보고자 하였다. 이를 위해 중국 계성의 원야와 일본 귤준망의 작정기 및 유네스코 플로렌스 헌장의 내용을 대상지의 가치 분석의 틀로 적용하여 다음과 같은 결론을 도출하였다. 첫째, 향토문화유산은 비지정 문화재에 속하며 충청도지역 내 총 616개소가 확인되었고 청주시가 가장 많은 향토문화유산을 보유하고 있었다. 고도(古都)이거나 고도에 인접한 곳에 대부분의 향토문화유산들이 분포하고 있으며 향토문화유산 중 역사정원과 관련한 정원은 5곳으로 나타났다. 둘째, 대상지들은 조선시대에 조영된 고택들로서 유구한 역사성을 지니고 있었으며 공간구획에는 변화가 적었으나 도시계획 등에 의해 일부 정원 및 바깥마당 공간의 규모가 축소되었다. 셋째, 대상지들은 상지합의(相地合宜)하고 인차체의(因借體宜)한 입지와 공간구획을 나타내고 있어 주변의 지형에 순응하여 공간을 구획하고 자연스럽게 경관을 끌어들여 정원을 조영하였다. 넷째, 대상지의 역사정원은 주위의 지형을 파악하여 정원과 교묘하면서도 자연스럽게 조영되어 정이합의(精而合宜)하고 교이득체(巧而得體)한 정원 구성적 가치를 지니고 있다. 다섯째, 역사정원의 지속적 보존을 위해서는 이미 제정된 향토문화유산 조례의 강화가 필요하며 각 공간별 구성요소의 기록화 사업과 기후 변화에 따른 방안이 구축되어야한다.

농촌어메니티 자원에 기초한 농촌정관평가에 관한 연구 (A Study on Rural Landscape Assessment Based on Rural Amenity Resources)

  • Rural landscape is essential resources to reinvigorate rural tourism and local economy. The objective of this study is to apply the methodology that can assess landscapes of many rural villages based on the data of Rural Amenity Resource Survey. Above all, to make the data of rural amenity resources survey appropriate for landscape assessment, that was reclassified into 4 landscape resource and 12 lower items. Secondly, 4 evaluation standards of rural landscape; weight of landscape resources, weight of lower items, evaluation of lower items as the number, and evaluation of management condition was established by questionnaire survey. Thirdly, the evaluation standards was applied to case study area; Jug-Goc Myeon, Goc-Seong county, Jeollanamdo. Finally, this result was compared with the other result that management condition was not included in, and the villages that were urgent to improve management condition were selected. As a result, water resource and management condition have great effects on the total quality of rural landscape. Therefore, there are many villages that have peat potentials although that indicates low quality of landscape, now.

유럽 산간마을의 건축과 경관형성실태에 관한 연구 - 독일의 남서부지역 블랙 포레스트를 중심으로 - (A Study on Architecture and Structure of Landscape Building in Remote Mountain Village - Focused on Southwestern Black Forest Area, Germany -)

  • The purpose of this study is to understand whether the architecture of the mountain village conforms to the geography and local landscape, and become a unique scenic element. Also, the study is to grasp the status of the village landscape design elements. The methods and contents of the study were surveyed by field research with references in Biederbach community, an isolated mountain village in Southwestern Germany. The time frame for the survey research is July 2015. The contents of the study include the analysis of the village's landscape structure, architecture, and landscape design patterns. The following conclusions were reached through the above research process. First, the village landscape structure seen in the mid-distance view is the hilly scene of the alpine region, which houses the sloping terrain of Black Forest and surrounds the residential area with the grassland covered by the Black Forest. Second, the main elements of the town's landscape building are historical culture, traditional architecture, topology and nature, and artificial environmental design. Third, the landscape design utilizing the village's resources creates a sustainable community's residential environment.

지역경관자원을 활용한 식물원 전시방식의 발전방안 (A plan for the development of botanic garden displays using local landscape resources)

  • Botanic gardens are steadily increasing based on people's increased interests in environment and ecology, lengthened leisure hours and improved transportation. However, similar florae and undifferentiated display are considered as problems, while their functions, purposes and characteristics have been more diversified. This study aims to investigate the present conditions and problems of display at botanic gardens and to find out solutions to make them exhibit plants through various ways of display and have their own characteristic, through a case study of seven botanic gardens. As botanic gardens are being recognized as a cultural institution, they should have limitations in the aspect of places that simply collect and exhibit rare plants. The current problems are unclear setting of design goals and communication with visitors. The gardens should escape from the existing supplier-oriented view to a visitor-oriented view, thinking about what the visitors will be able to see and get there. In particular, their display lacks differency, aesthetics, eye-level display, and multi-layered display. In addition to the essential functions of collecting the world's plants, exhibiting them according to purposes and giving scientific learning, botanic gardens should also show a sense of seasons with plants, trigger interests and amusement through unique plants, make visitors more interested in florae and closer to plants, and include social functions. Botanic gardens should be capable of leaning resources display, speciated display, complex and convergent garden-type display, and display fit for local and cultural contexts.

커뮤니티 기반 농촌경관 보전을 위한 주요 요인 고찰 -경상남도 함안군 여항면을 대상으로- (The Study on the key Factors for Communitiy -Based Rural Landscape Conservation-)

  • This study investigated and analyzed the landscape conservation activity promotion process targeting the 'Alassiasdeuli Community Farming Association Corporation', which is carrying out continuous rural landscape conservation activities led by local residents in the area of Yeohang Mountain, Yeohang-myeon, Haman-gun, Gyeongsangnam-do. Through this, the factors necessary to promote rural landscape conservation activities led by residents were identified, and implications necessary for rural landscape conservation activities led by residents were derived. The first factor that allowed Alassiasdeuli to pursue resident-led rural landscape conservation activities was the fact that an economically stable foundation was established before pursuing conservation activities. Rural landscape conservation activities are carried out based on continuous agricultural activities, and agriculture is closely related to the economic aspect. Accordingly, Alassiasdeuli had a small but regular income from the package business, and was able to carry out various rural landscape conservation activities based on this. Second, within the community, a sense of purpose for rural landscape conservation was shared as a common value. It started with common values that were in line with rural landscape conservation, such as an economic community based on agriculture, indigenous seed conservation, and eco-friendly agriculture, and later, awareness of traditional agriculture and rural landscape conservation was gradually established through members' continued empowerment and related experiences. It has been done. Third, various connections and cooperative relationships were established with residents, related organizations, and administration. We established cooperative relationships by recruiting local organizations and residents as active participants beyond program participation, and exchanged information and expanded the scope of activities by establishing networks with organizations such as the 'Gyeongnam Darang-Non Network'. In addition, through connection with administration, we experienced various projects and ensured the sustainability of activities through support. Fourth, there was a keyman who could organize activities and control the scale of support projects, taking into account the awareness and capabilities of members. In particular, it is thought that this was possible because the Secretary General was based on building a relationship of trust with residents before Alassiasdeuli was formed. Therefore, in order for resident-led rural landscape conservation activities to be continuously carried out, an organization must be formed centered on farmers, and the economic sustainability of the organization, sharing of common values, and trust relationships among members are the basis, and the Sustainable activities can be promoted through various cooperative relationships between residents, organizations, and administration.

부산시 중구 40계단 문화의 거리 조성계획 (The 40 Stairs Cultural-Street Design in Susan City)

  • In study, various notions regarding historic landscapes and rehabilitation were first investigated, and efficient rehabilitation schemes on modem historic landscapes were analyzed. On the basis of these theological analyses, an underlying scheme on the rehabilitation of modern historic landscapes was drawn up for '40 Stair Cultural Street' in Jung-gu, Busan City. Rehabilitating historic landscapes not only expresses a positive method to preserving sites and relics of heritage, but also an idea of preservation and rehabilitation based on interpretations from a historical perspective of value in this present day. Its significance is, therefore, to construct an ideal urban landscape in which the past, present and future can coexist. The rehabilitation of historic landscapes will become a psychological pillar to the people living in cities and will be able to lead the various types of urban activities as effective landmarks creating accessibility and representing perpetuity, as rehabilitated landscapes last through the passage of time. In addition, since historic and cultural landscape resources significantly represent regional identities and cultural characteristics that are protected and maintained, they may result in the succession of time and space in regional and urban historical culture and contribute to improving local images and impressions, allowing citizens and tourists to experience many diverse historic and cultural environments. The underlying scheme on the development of '40 Stair Cultural Street' in the study has been drawn up with a focus on the rehabilitation of modern historic value drawn out of the 40 stairs. The area around the 40 stairs, which was shaped as a stronghold of refugees who fled for safety during the Korean War, has changed as dramatically as people can no longer get a feel of the circumstances of that period. Local historians and residents, however, still share the joys and sorrows of refugee life as sad memories. Based on the historical fact, landscape planting, street furniture, outdoor color schemes & signage, traffic systems, symbolic 3-D models and pavement designs are underway.
