This study aims at drawing implications for Korea's urban growth management policies from U.S.A's experience on this issue. This study analyzes two types of contradictions in planning and implementing urban growth management policies: 1) value conflicts in goal setting and 2) contradictions among different level of governments (local, province, nation). As mentioned by Campbell (1996), there are three types of conflicts in objective values (efficiency, equity, and environment protection): property contradiction between economic growth and equity, resource conflict between efficiency and environment protection, and development conflict between equity and environment protection in urban growth management policies. In implementing urban growth management three types of conflicts in goal values should been taken into consideration. Contradictions among local governments, province, and central government are also found in implementing growth management policies. The lessons from the United State are as follow: 1) growth management plans are initiated by the local government and during the planning process adjacent local governments review a local government's growth management plans and give inputs for the plan, 2) local government and State work together for growth management planning and specially, the State provides technical and financial assistance to local government, and 3) the State plays leading roles in local government's planning and implementing of growth management policies with carrot and stick policy.

Condominium management ask for planning ability and special knowledge in order to solve the troubles of a condominium. But all the HOA has not ability or knowledge of condominium management, so administration support to condominium management came to be given to HOA. In this study, we divided the administration policies on condominium management as follows; (1) instruction about an advertisement and a contract (2) instruction about management (3) instruction about maintenance (4) instruction by the local government (5) legislation about condominium management. Most of the condominium management policy has been programmed by government, such as legal amendments and advises by administrative inspection. But these condominium management policies have limitations to support HOA, so it is need to correspond to local government. The purpose of this paper was to draw implications for community economic development policies of Korean local governments by investigating the community economic development policies of the USA local governments. Those policies can be segmented to first wave(1950s-1970s), second wave(1980s), and third wave(1990s) of development policy. First two policies entailed some expense to community residents by providing low tax rates, tax abatement, tax reliefs, industrial revenue bonds, and direct state loans for potential companies. These policies brought ‘clawback’ and ‘drawbacks’ to the local residents. The third wave of community economic development policy includes capital market programs(predominantly government-financed loan programs and government support for predominantly privately financed loan or equity programs), providing information and education for small business in the communities, supporting small business by providing high technology and research, and export assistance-providing information/training opportunity how to export, sending trade missions, and export financing. Local government authorities in Korea should learn the community economic development policies administrated by the USA local governments so that they can avoid the potential try-and-errors in establishing, planning, and administrating their economic development policies.

The purpose of this study is to examine the policy direction and execution plans of the Japanese central and local governments for the use of vacant houses after the enactment of the "Special Act on Vacant Houses." It also seeks to provide suggestions for establishing vacant house policies in Korea by identifying the characteristics of the Japanese policies, and to suggest policy alternatives that can contribute to environmental improvement and regional revitalization through the use of vacant houses. For this purpose, we examined Japan's "Special Act on Vacant Houses," the process of establishing vacant house policies in the Japanese central and local governments, and the contents and direction of these policies. Below are the results of this study. First, the Japanese government revised mid to long-term policies related to housing after the enactment of the "Special Act on Vacant Houses", thereby providing ground for local governments to establish vacant house policies. Second, the government actively supported the operation and funding of related associations so that the private sector rather than the public sector could address vacant house problems. Third, the government subsidized administrative expenses such as cost of finding vacant house owners to prevent neglect of vacant houses, and showed its will to address vacant house problems by revising taxes such as property taxes and transfer income taxes. Fourth, the government has enacted distinct ordinances for each local government and made it possible to perform customized policies such as allowing residents and local stakeholders to participate in the establishment of vacant house policies. Fifth, the government made it possible to manage vacant houses efficiently by allowing the vacant house bank to provide all information related to the use of vacant houses. It is necessary for Korea's central and local governments to refer to these precedent cases and create efforts to reduce trial and error when establishing vacant house policies.

이 연구의 목적은 전남 화순군을 사례로 지자체장 교체에 따른 군정목표의 변화를 살펴보고, 민선 6기 지자체장이 설정한 지역발전 비전과 군정목표와 지역발전정책 성과를 분석한 것이다. 민선 1기부터 6기까지 화순군정의 슬로건과 목표는 지자체장의 잦은 교체로 계속 변경되었다. 한편 민선 6기 화순군정의 슬로건은 '명품화순 행복한 군민'으로 설정하였고, 군정 목표는 신뢰받는 행정, 함께하는 복지, 매력있는 문화, 활력있는 농촌, 꿈을 심는 교육, 생동하는 경제 등 6개로 설정하였다. 민선 6기의 군정 성과는 계획목표 대비 90% 달성률을 나타냈다.

But these condominium management policies by the state have limitations to support HOA appropriately, so correspondence of the local government is called for, On the other hand, in the local governments, grasp basic contents for execution to the condominium management policy, an information of offering and consultation has been started. And system that suits the situation and the characteristic of each district was provided. However it could not say that we grasp the tendency of the condominium management policies wholly of the local governments, so it remains as a subject because it is not long since condominium management policies of the local government started, and we picked up only metropolis in this study. In the future, it is necessary to search on the consciousness of a resident and the HOA about the condominium management policy, and make out the data which can be reflected in policy deployment in the local governments from now on. ＊ HOA ‥‥ Home Owners Association

The Research of local governments in addressing climate change policy formulation and enforcement role in the formulation of local governments, and faithful to the role of local governments when addressing climate change to policy issues and is aimed to provide direction. The role of local governments' Star Statement by looking at best practices, through which more realistic and effective climate change response measures would be able to set aside. Local party organizations in addressing climate change and understanding the role and establishment and enforcement of the policy must be balanced community and residents more comfortable and be able to provide a comfortable life.

본 연구는 네트워크 텍스트 분석방법을 이용하여, 민선5기 지방자치단체장들의 주요시책의 중심성 분석을 실시하여 자치단체장들의 시책 중에서 중심 위치에 해당되는 핵심 시책이 무엇인지를 분석하고자 하였다. 결과적으로, 민선 5기에 도달하는 동안 우리나라 지방자치단체장들의 주요정책의 방향이 변화하고 있다는 것을 본 연구결과를 통해서 어느 정도 증명되었다. 그러나 Peterson의 정책유형(개발정책, 할당정책, 재분배정책)에서 보면 아직까지도 지방자치단체장들은 개발정책에 많은 집중을 하고 있다는 점을 알 수 있다. 이러한 결과를 전체적인 관점에서 세 가지 정도로 요약해 보면, 첫째, 핵심키워드 빈도분석과 등위성 구조 분석결과 민선 5기 지방자치단체장들은 할당정책(문화, 교육 등)이나 재분배정책(복지 등)에 비해 개발정책의 공약이 다수라는 점을 알 수 있다. 둘째, 연결중심성 분석결과를 보면, 민선 5기 지방자치단체의 주요시책간 연결중심에 위치하고 있는 것은 '문화'라는 것을 알 수 있다. 셋째, 위세중앙성 분석결과를 보면, 민선 5기 자치단체장의 주요정책의 위세(지위)중심은 '일자리창출'이라는 것을 알 수 있고, '일자리창출'이라는 커다란 지위중심축을 바탕으로 '지역경제활성화', 그리고 '문화관광' 등이 복합적으로 작용하면서 지방정책을 펼치고 있다는 것을 알 수 있다.

Purpose: The purpose of the study is to determine the level of environmental governance practices of Local Government Units (LGUs) on the implementation of waste policies. It determines the level of compliance with the waste policies implemented by LGUs particularly on waste resource conservation and waste reduction; the degree of the implementation of the environmental governance on education, values, health, and economic sufficiency. Also, it determines the initiatives done by the local government units to decentralize the leadership on waste sustainability. Research Methodology: The survey method was employed to gather information from municipalities and cities on waste programs implemented by the local government units. The data were gathered from households, schools, businesses and industries; and local government units. Results and Conclusions: The findings revealed that the level of environmental governance on waste reduction and waste resource conservation was fairly implemented by the local government units. The LGUs used the four areas of governance to keep the municipality self-sufficient, well-managed, and free from waste issues. The research can be used by the academe as a good teaching material for social responsibility, public administration, strategic management, and environmental-related courses.

This note attempts to present knowledge management strategies for the upcoming 4th elected local government. Despite the series of efforts by the central government of Korea, it seems that local governments and their affiliated organizations have been very slow even understanding the necessities of knowledge management as well as adopting any particular knowledge management system. This study analyzes the evolutionary process of knowledge management policies by the central government and presents knowledge management strategies.
