Development of Assessment Indicators and System for Ecotourism Designation (생태관광 지정제 도입을 위한 평가지표 및 체계 개발)

  • Ecotourism has been attracting much attention as an example industry that can vitalize local economy markets and preserve natural resources. Implementation of 'Ecotourism Designation System' is under consideration to provide ecotourism products that can both emphasize the original meanings of ecotourism and ensure stronger trust from customers than ever before. This research introduced the direction, principles, subjects, and assessment indicators by subjects in terms of implementing the system and proposed fundamentals for both designation assignment and score calculation. In the face of implementing such a system in Korea, the investigation sought subjects whose target areas and programs are in need of examination. For assessment criteria by subjects, six assessment indicators were selected in the end for ecotourism sites, including: (1) the value of natural/ecological preservation (2) facility's ecological design (3) understanding both the environment and local culture (4) systems connecting local communities for cooperation (5) long/short term preservation and maintenance strategies/plans (6) willingness to further develop ecotourism and cooperative platform. In addition, seven assessment indicators were selected for program assignments, including: (1) the value of natural/ecological preservation (2) minimization of environmental effects (3) expansion of environmental understanding (4) sharing the local culture (5) vitalizing local connections and economical activities among communities (6) securing and maintaining professionality among human resources (7) odds of continuation, creativity, and aptness to improve programs. After considering the pros and cons of both categorizing system and yes/no system, implementation of categorizing system for the short term and yes/no for the long term were suggested, followed by additional suggestions of a score calculation system for each system. The official implementation of the 'Ecotourism Designation System' is scheduled for launch in 2013 after the trial operation in 2012. The assessment indicators and fundamentals suggested in this research, considering judgment, must be improved via systematic and practical methods through the trial operation.

The Effect of Consumers' Knowledge and Attitude on Purchase Intention Toward Local Foods: Focus on Mediating Effect of Attitude (로컬푸드의 소비자 지식과 태도가 구매의도에 미치는 효과: 로컬푸드 태도의 매개효과를 중심으로)

  • This study evaluated the effect of consumers' knowledge and attitude toward to local foods on purchase intention. The study data were collected through a three-week online survey of 500 household food purchasers who had bought local foods within the previous year. The results are as follows. First, examining the difference in the knowledge of local foods according to socio-demographic variables revealed that married people had more knowledge of local foods than singles according to marital status, and college graduates and higher had more knowledge than high school graduates and lower according to education level. Second, as a result of examining the difference in attitudes towards local foods according to socio-demographic variables, married people more than single people according to marital status, people in their 30s more than those in their 20s according to age and college graduates and higher more than high school graduates and lower according to education level had more positive attitudes towards local foods. Third, as a result of examining the difference in consumers' purchase intention towards local foods according to socio-demographic variables, according to age, and housewives had the lowest purchase intention towards local foods according to occupation. (Ed- I cannot understand: the section 'according to socio-demographic variables, according to age, and housewives had' is confused) People engaged in office/specialized/managerial jobs and those engaged in production/sales/service had the highest purchase intention. In regard to monthly average income, households that made less than KRW 4 million had the lowest purchase intention, and those that made KRW 4-8 million had the highest purchase intention. Fourth, the knowledge of local foods affected attitudes towards local foods. Fifth, attitudes towards local foods affected consumers' purchase intention. In other words, people with positive attitudes towards local foods had higher purchase intention.

A Selective Paging Scheme based on Handoff Probability considering Local Environment on HMIPv6 (HMIPv6에서 지역적인 환경을 고려한 핸드오프 확률기반의 선택적 Paging 기법)

  • In this paper, we propose a paging scheme considering local environment and moving patterns of mobile hosts on HMIPv6. The proposed paging scheme can adaptively construct a paging domain according to handoff probability of mobile hosts and local environment, and process a paging based on handoff probability stage by stage. For analysis of the proposed paging scheme, we simulate our scheme in two different experiment environments: an open environment like a square and a restricted environment like downtown. In experiment results, the proposed scheme shows superior performance to that of compared scheme all over. Particularly, in case of high call request rate and a restricted environment, the proposed scheme shows better performance.

Evaluation and Prediction of Cleanliness Level in the Mini-Environment System Using Local Mean Air-Age (국소평균공기연령을 이용한 국소환경시스템의 청정도 평가 및 예측)

  • A numerical and experimental study on the evaluation and the prediction of cleanliness level in the mini-environment system was carried out. Using the concept of local mean air-age (LMA) and effective flow rate, the new direct method for estimating the mini-environment was developed and compared with the previous performance index of airflow pattern characteristics. It was found out that the airflow pattern analysis is a restricted method to estimate the real performance of the mini-environment. The reason is that the airflow pattern cannot predict the effect of the increment of the ventilation rate on the cleanliness level in the mini-environment. While LMA is capable of showing the effects of the contaminant accumulation caused by turbulent intensity, eddy, and the increment of the effective flow rate. This result showed that LMA is more exact and effective performance index than the previous one like the airflow pattern characteristics.

A Study on the Residential Satisfaction of Local Residents Using Latent ProfilE Analysis

  • Purpose: This study analyzed the factors that increase the satisfaction of local residents' housing and residential environment, and derived implications for housing suppliers and policymakers in local areas. Research design, data and methodology: The analysis method derived latent group types through latent profile analysis, and cross-analysis and covariate variance analysis (ANCOVA) were conducted to analyze the differences between these groups. Results: The analysis results are as follows. First, there are four potential group types: good neighborhood facilities and low-level surrounding environment 1 group, low-level neighborhood facilities and good surrounding environment 2 groups, overall low-level 3 groups, and overall high-level 4 groups. Second, groups 1 and 3 tend to live in relatively old apartments. Third, as a result of distributed analysis, groups with low accessibility to neighborhood facilities but good environmental conditions and groups with high overall levels had relatively high housing satisfaction. Conclusions: As an implication, we discussed the need for development that highlights natural environment-friendly characteristics as well as access to neighborhood facilities. In addition, in order to derive more specific implications, the direction of follow-up studies considering job linkage and the effects of specific and various environmental factors was presented together.

Factors Influencing Local Food Purchasing - Comparison of Local Food Consumer and Hypermarket Consumer - (로컬푸드 구매 영향 요인 - 로컬푸드와 대형마트 소비자 비교 -)

  • The purpose of this paper is empirically to identify the factors influencing local food purchase intention. And this study compares to the difference between local food consumer and hypermarket consumer's attitudes toward local food, food lifestyle, and subjective norm. Data were collected from 319 local food consumer and 179 hypermarket consumer to measure the following; attitude toward local food; subjective norm; perceived behavioral control; food lifestyles; demographic information. Results showed that local food consumers are significant differences on attitudes towards health, environment, and local economy. Results also found that subjective norm and perceived behavioral control are significant differences between local food consumer and hypermarket consumers. It means that consumers who express a strong intention to purchase local food seems to link to the food lifestyles. The study suggests that producers and retailers need to develp campaigns explaining how consuming local food supports local businesses and farmers, which will reinforce personal values associated with local consumption.

  • The objective of this study is to analyze and suggest the policy on devolution of environmental administrative function between central and local government in Korea. This study also research to make the prospect of power from central government to local government's officers by analyzing the characteristics and contents, standards of local devolution and the attitudes of central and local governments on its process from September 2001 to April 2003. The date collected from the more than 675 questionnairs of government officers included as the Ministry of Environment and local government. The date also collected from interview and field survey. The questionnaire had collected in two times between 2001 and 2003. The environmental administrative function has reallocated from central government to local government since 2001. The devolution focused on simple implemental services and institutional delegated services might result in the lack of initiative and locality of local governments. Therefore, devolution should be proceed towards reinforcing the decision-making capacity and financial and manpower of local government. This paper also showed the weakness on speciality and experience on local bureaucratic in Korean society. This study announced that local government's officer has appeared the negative impact on environmental regulation and the conflict between central and local government.

A Case Study on Storytelling Application of Native Local Foods (향토음식의 스토리텔링 적용 사례연구)

  • The purpose of this study is to present the scheme that can enhance the value of native local foods by analyzing the case into which storytelling is incorporated in order to revitalize native local foods. Towards this end, the cases of native local foods throughout the country were recommended through professional survey and one region among them was finally selected through the field study. The survey on the native local foods was conducted through qualitative study. The four stages of storytelling: the findings of storytelling, the production of storytelling, the experience of storytelling, and sharing of storytelling were analyzed by stage and the contents of the survey by stage were developed. In the findings of story, the origins and background of the main family's foods and food-related stories were derived. The production of stories deals with how to convey the stories of surveyed native local foods to consumers and it presented the stories about the place and food menu. In the experience of storytelling, the physical environment and non-physical environment, in which people visit native local eating houses and experience native local foods were analyzed. Finally, in the sharing of story, how the tourists who have experienced the native local foods make stories and disseminate and share them was analyzed. The significance of this study is that through the storytelling technique it presented the findings, production, experience and sharing of native local foods in the level that can apply to practical business. Although the research is in the stage of inquiry, this study is meaningful in that it presented the basic methodology that can induce the revitalization of the native local food industry through examining the tradition and significance of native local foods that can be found in all the regions of the country.

The Impact of Local Government's Expenditure on Air Quality in Korea (지방정부의 대기환경예산 지출이 대기오염 정도에 미치는 영향)

  • In this study, we attempt to provide empirical evidence for the effect of the expenditure of the local governments on the air quality management. Based on the statistical data, the concentrations of air pollutants including $PM_{10}$, $O_3$, and $NO_2$ were analyzed in accordance with local characteristics of the local governments' environmental expenditure, demographic characteristics, and economic and human resources between 2008 and 2014. The results showed that government spending is estimated to have insignificant impact on air pollutants concentration. All these results are consistently corroborated from the analysis based on different alternative measure of local governments' expenditure (budget composition and measure of expenditure residuals). Subsequently, this study implies that environmental expenditures of local governments have not been effectively enforced to enhance the air quality of the region in Korea.

  • This study is intending to look into the status of the hitherto established local governments light pollution control ordinance, and to use the ordinance status as basic data of ordinance enactment related to light pollution in time of its establishment and revision in accordance with regional characteristics of each local government for the time to come. This study conducted this research in a total of 3-phase research methods. 1) This study inquired into the direction of the research plan through the theoretical consideration and analysis of the preceding researches after setting up research objectives according to research background and purpose. 2) Targeting 11 local governments which are enforcing the hitherto established ordinance, this study surveyed the status of the light pollution control ordinance. 3) This study carried out the contents analysis of the ordinance in the method of doing a comparative analysis of each provision of the ordinance according to local governments. It's hoped that on the basis of this research, local governments across the nation, which have not yet established the same ordinance, could minimize the damage to natural eco-system due to artificial lighting by promoting the urgent ordinance establishment suited for each region, and create human-oriented light environment by modifying various disorderly lighting environment.
