발명영재교육 운영체제별 초등 발명영재 수업내용 및 수업활동 분석 (Characteristics of Learning Contents and Activities According to the Invention Education Managerial System for the Gifted at Elementary School Level)

  • The purpose of this study is to analyze elementary school students' class contents and activities between the invention class for the gifted under the local education office by the 'Gifted Education Promotion Act' and that under the invention classroom by the 'Invention Promotion Act'. For this study, the survey was conducted to 1,788 elementary school students who attended the invention class for the gifted both under the local education office and under the invention classroom. The analysis of the survey showed that the students of the invention class for the gifted under the local education office had higher motivation and participation rate in class, higher interest in invention, and stronger significantly in a future oriented will than those under the invention classroom. The parents of the invention class for the gifted under the local education office showed more enthusiastic attitude to support their students, and had significantly stronger recognition that the participation of the students in the invention education for the gifted helped enter an advanced school than those under the invention classroom. However, the class contents of the invention class for the gifted under the local education office such as 'understanding the influence of the invention history and products on society', 'scientific inquiry skills for problem solving', 'technological and engineering abilities for creating an invention', 'developing knowledge and abilities about business and management by using a new invention' were not different from those under the invention classroom. In addition, discussion and presentation were not active in the class activities of the invention class for the gifted under the local education office. Therefore, the researchers should compensate and develop a program which can apply strategically differentiated class contents and class activities to the students who participate in the invention class for the gifted under the local education office by the 'Gifted Education Promotion Act'.

지방교육 복지재정의 실태 분석 연구 -부산광역시교육청 교육비특별회계를 중심으로- (Local Education Welfare Financial Analysis - Focused on Busan Metropolitan City Office of Education Special Account)

  • This paper is to analyze the size of Busan Metropolitan City Office of Education Special Account and Educational finance Changes based on the welfare types from 2009 to 2013. It also identifies the impact on welfare finance education programs that target low-income students. The size of Education welfare finance was increased to 355.3 billions (2013) from 90.9 billions (2009), with the last 5 years average annual growth rate as high as 41.9%. But there has been relative decrease in the size of selective welfare budget for low income students such as tuition assistance & IT support to low-income and vulnerable groups, rural schools support to improve facilities, education welfare priority program. The finding suggests that the size of selective welfare budget should not be decreased due to universal education welfare policy. If it is to expand the universal education welfare, then there should be redesigning of local educational finance and further revenue for local education finance to keep the budget for the education welfare target groups.

주5일 수업제 도입에 따른 학력관과 학교교육의 방향 탐색 (A Discussion of schooling related 5-School-Day Week)

  • This study is attempted to explore direction for the schooling related 5-school-day week. For this end, first, the social background and educational meaning for the 5-school-day week were reviewed. It was found that there is a close connection between 5-school-day week and 5-work-day week. And learning by direct and actual experience is emphasized. Second, The present condition of the schooling were analysed. It was examined the guidelines for curriculum organization and time allotment proposed the 2009 revised national curriculum. Also, It was checked the educational background and qualifications, for example ratio of students to teaching staff, office of education, local government etc. Third, the direction for the schooling for 5-school-day week were discussed. The object of research related to the 5-school-day week was the applicabilities and limits of 2009 revised national curriculum. Also, It is necessary to establish a system of education office in local to work with the local government.

  • In this study, it did comparative analysis on the arrangement, construction and size of rooms applied in the early design stage at the time of prize-winning with the changed ground plans in the final design of those prize-winning works in design contests and BTL hold since 2007 for middle and high schools in Gyeonggi, Daejeon, Chungcheong regions. Through the analysis, this study intends to present those matters to be changed in the facilities standards of each local education office so that it can be referred to the assessment of spatial construction and proper size being planned in the future for middle and high schools and reflected flexibly in consideration of various educational conditions and characteristics of schools by regions. Furthermore, it has the objective to play a part for the establishment of much better environment of educational facilities by provision of reference materials to those matters being changed into proper ones not into the minimum ones of the school facilities standards as the national level. For case analysis, it analyzed various rooms classified by necessary spaces. Since names of rooms and spatial constructions to constitute facilities are different from each local education office and also the analysis by each room has some limitation in the changes and improvement of rooms for a wide range, it proceeded with detailed classifications of school building facilities by each necessary space.

강원도 교육문화관(도서관) 운영 활성화를 위한 중·장기 발전계획 연구 (A Research on the Mid- and Long-term Strategic Plan for Developing Gangwon Metropolitan Office of Education)

  • 이 연구의 목표는 강원도 교육청 소속 22개 교육문화관(도서관)이 지역사회 내 교육, 지식과 문화공간으로서 공공도서관 입지를 더욱 확고히 하고, 지역 발전에 기여하는 데 필요한 중·장기 발전계획을 수립하고, 미래를 향한 정책적 지향점을 제시하는 것이다. 문헌 및 웹사이트 조사, 각종 공공도서관 통계 분석, 2019년 11월부터 12월 사이 도서관 이용자 설문조사와 전문가 심층인터뷰를 통해 강원도 교육문화관(도서관)의 현황 및 요구를 분석하였다. 본 연구는 분석 결과를 기반으로 사명을 도출하고, 비전, 목표, 전략, 핵심과제를 체계화하여 교육문화관(도서관) 정책 기반 강화, 교육 중심 특화장서 개발 및 구성, 이용자 친화적인 공간 재구성 및 지자체 도서관과 차별화된 서비스 제공이라는 4개 전략목표 및 16개 핵심 추진사업을 제안하였다. 강원도 교육문화관(도서관)의 운영 활성화에는 도서관 건물과 시설, 장서와 서비스, 사서 전문인력을 핵심으로 하는 하드웨어(HW), 소프트웨어(SW), 및 휴먼웨어(HW)의 3개 요소 전반의 개선 및 강화가 필요하였다. 본 연구는 이를 위해 미래에 지속 가능한 발전방안을 제시하였다.

The strengthening of democratic control over the authority of the superintendent of education in the Corona era

  • 현재 추진하고 있는 교육부의 권한이 시·도교육청으로 배분되는 것을 환영하면서도 이것이 오히려 중앙 일개 기관에 집중되어 있던 권한을 현장에 더욱 가까운 지방 17개 기관으로 확대 증폭시키는 것이 되지 않을까 본인은 굉장히 우려하고 있다. 그간 학교교육을 저해하는 중요원인으로 교육부와 교육청이 공히 공동원인 제공자로 기능해 왔다. 교육부의 권한 이양은 기존 교육부의 기능과 역할의 양적 축소와 시·도 교육청 역할과 기능의 양적 확대로 귀결되는 순간 개악이 될 가능성이 높아진다. 학교자치에 대한 법적 장치도 마련되지 않은 현실에서 더욱이 수직적 관료행정 문화의 뿌리가 깊은 우리 교육계 풍토에서 학교자치 원칙을 강조하는 것은 말 뿐인 조치로 끝나거나 시늉내기 수준에서 멈춰버릴 가능성이 농후하다. 따라서 교육부의 권한을 넘겨받을 시·도교육청과 교육감의 권한을 견제할 수 있는 보다 안정적인 장치가 필요하다. 이는 학교자치가 법제화되어도 여전히 요구되는 제도이기도 하다. 따라서 독립적인 교육위원회 부활, 시·도 교육청에 지방교육위원회 설치, 주민참여제도(주민소환제, 주민직접발안제, 주민소송제, 주민투표제, 주민감사청구제도)의 활성화가 필요하다고 생각한다.

교육자치의 이념에 토대한 지방아카이브 논의 공공기록물법 제11조의 개정 필요성을 중심으로 (Discussion on Local Archives Based on the Ideology of Educational Autonomy : Focused on the Need to Amend Article 11 of the Public Records Act)

  • 최근 경상남도기록원과 서울기록원의 개원에 이어 시·도의 지방기록물관리기관 설치를 위한 업무가 활발하게 진행되고 있다. 이 과정에서 시·도 지방기록물관리기관의 등장에 따른 기록물관리 업무에 직·간접적으로 영향을 받는 기관이 있으니 바로 시·도교육청이다. 현행 공공기록물법 제11조는 시·도지사에게만 지방기록물관리기관 설치 의무를 부여하는 등 시·도 중심으로 규정되어 있는 반면, 시·도 교육청은 기관 설치 의무로 갖고 있지 않을뿐더러, 시·도 지방기록물 관리기관이 설치될 경우 소관 기록물 중 보존기간 30년 이상의 기록물을 이관해야 하는 의무 등만 명시되어 있다. 이는 시·도교육청과 시·도가 헌법과 법률에 따라 각자 시·도 단위에서 고유의 업무와 역할을 수행하는 것을 고려할 때 적절하지 않다. 따라서 이 연구는 시·도교육청과 시·도가 기본적으로 지방교육자치와 지방자치를 실현하는 핵심 기관으로서 각자 관할 지역에서 독립적으로 고유 사무를 담당하는 대등한 행정기관이라는 점을 법적·제도적 및 역사적으로 비교하여 살펴보고, 지나치게 시·도 중심으로 구성되어 있는 현행 공공기록물법 제11조의 개정 필요성과 함께 시·도교육청의 지방기록물관리기관 설치에 따른 기대효과를 제시하였다.

학교시설 디자인 품질지표에 대한 설문 연구 - 교사, 학교직원, 교육청담당자를 중심으로 - (A Study on Survey Research Design Quality Indicators for the Educational Building - Focused on Teachers, School Personnel and Education Office Supervisor -)

  • The purpose of this study is to examine the degree of appropriateness of using design quality indicators for the educational building, and complements for design quality indicators. For doing this, each items of the Korean educational building design indicator was validated by teachers, school staff and an education officer. First, School Personnel and Teachers considered indicators for the classroom designed for general subjects as being valid. However, in terms of indicators for the outside space, they thought of them as not being valid. In particular, it seemed that school staff would have a passive attitude toward the open of the school facility for the local society. It is judged that there happens an adverse effect caused by the open of the school facility for the local society in the educational environment of the school. Second, Education Office Supervisors thought that eco-friendly indicators, LED lighting, an outer wall, and widows and doors had a high validity. On the contrary, he viewed the validity of a rainwater retention basin as being low, which was likely because he rarely had expertise on the construction. When it comes to the indicator of technology capability, ultrahigh-speed information network was seen as being valid, and the indicator of economic feasibility had high validity on maintenance and durability. Third, compared to groups of Teachers and School Personnel, the group of education officers presented high validity of indicators. Validity of indicators might be differently showed because different items on indicators were measured. However, it is speculated that Education Office Supervisors mostly acknowledged the validity of indicators. Fourth, a majority of Teachers, School staff, and Education Office Supervisors were favor of the system of the evaluation accreditation for school facilities since it played a guide role in improving the quality of school. In order to settle the system of the evaluation accreditation for school facilities, it is most important that institutions in the local society which are publicly reliable should participate in the phase of designing the system of the evaluation accreditation for school facilities. In sum, overall respondents agreed with the system of the evaluation accreditation for school facilities but were aware that reliable organizations in public would need to take part in planning the system of the evaluation accreditation for school facilities from the beginning.

Access, Skills and Constraints of Barangay Officials towards the Use of Information and Communications Technology (ICT)

  • The study determined the access, skills and constraints towards the usage of ICT among barangay officials. A complete enumeration technique was used due to the small size of the population. A total of 121 barangay secretaries and barangay treasurers comprised the study respondents. The findings revealed that most of barangay officials have access to personal computer at home and in the office using their own mobile data and office internet connectivity. With the support from the Local Government Unit (LGU), it was found that most of the respondents are advance and proficient in computer usage. As constraints to ICT usage, the study respondents still experienced slow internet bandwidth that makes connection and communication weak along with the low income status. Consequently, it was found that there were no significant differences in terms of skills and constraints among barangay secretaries and barangay treasurers towards using ICT. It can be concluded that study respondents prefer to use office computer to access the information they need due to the convenience and availability of resources. The study respondents were competent enough to handle their job well but listed slow internet and low financial resources may hamper their ICT usage. Research implications were also offered.

한국(韓國)의 학교보건(學校保健) 관리체계(管理體系) 및 관리현황(管理現況) 연구(硏究) -학교보건(學校保健) 정책(政策)을 중심으로- (Management and Administrative System of School Health in Korea -School Health Policy-)

  • At the central level, civil servants concerned with school health were interviewed in order to research the national administrative system of school health. At the level of county, the ledgers concerned at the education office and the schools was reviewed, and the person concerned at them was interviewed, in order to research the present state of local school health management. The policy proposition to improve the administrative system of school health in Korea is as follows. 1) The formal school health activities in districts should be actualized with the funds and the manpower made through realizing local autonomy system. 2) The funds of health center should be able to be used for school health. 3) The important activities of school health that can be actualized without a lot of funds should be chosen and be actualized above all. 4) The formal or informal system among school, health center, and hospital should properly be made. 5) The health engineer of education office or the board of education should be related to health center at school health activities. 6) For the long run, the teacher of health education should teach the subject of health at school. The proposition to improve the management of school health at the level of education office or the board of education is as follows. 1) The formal and informal relation among health center, hospital, and the board of education should be strenthened at the technical and administrative sides. 2) Health center should train the nurse-teachers of school and the health engineers of education office or the board of education. 3) The autonomous health budget of each school should properly be made. 4) The compulsory health budget should properly be made in school education budget. 5) The formal or informal training Course for the nurse-teachers should be practical. The proposition to improve the management of school health at the level of school is as follows. 1) The equipment of nursing room should be used properly, so that the function of nursing room should be revitalized. 2) Nursing room should not be used with other function except nursing function. 3) Oral cavity should be tested when pupils and students undergo physical checkup. 4) The interval of physical checkup at each school should be more than 2 days. And then the pupils and students with abnormal health should be referred to hospital etc.. 5) The misappropriation of the allowance of school doctor should be protected.
