  • This article deals with the nonparametric analysis of longitudinal data when there exist possible correlations among repeated measurements for a given subject. We consider a quasi-likelihood regression model where a transformation of the regression function through a link function is linear in time-varying coefficients. We investigate the local polynomial approach to estimate the time-varying coefficients, and derive the asymptotic distribution of the estimators in this quasi-likelihood context. A real data set is analyzed as an illustrative example.

  • Rail crossings are major accident-prone areas. Higher traffic volume, frequent rail operation, increased train speed all contribute to increased accident rate and severity In Korea efforts are being made to upgrade currently at-grade rail crossings to grade crossings. There is, however, no quantified analysis measures to analyse the impact of rail grade crossing, thus make it difficult to prioritize different projects under the budget constraints. Projects are selected based on the negotiation between Korea National Railway(KNR) and local governments. To shed light on the development effort for Korean procedure, GradeDec 2000 program of Federal Railroad Adminstration(FRA) was applied for Korean context. Case study involving three rail crossing was ca]lied out, and results are analyzed. Research efforts which need further attention are identified, research direction is analyzed considering local procedure, and issues in the application of the procedures are discussed in detail.

  • Increase in avian species richness is one of the important issues of urban biodiversity policies, since it can promote diverse ecosystem services such as seed dispersal, education, and pollination. However, though human disturbance can significantly affect avian species richness, there are limited studies on the way to reflect the dynamics of floating population. Therefore, this study analyzed the spatial relationship between avian species richness, floating population, and vegetation cover using telecommunications information to identify the areas that requiring targeted monitoring and restoration action. Bivariate Local Moran's I was applied to identify LISA cluster map that showing representative biotopes, which reflect significant spatial relationship between species richness and population distribution. Edge density and distribution of ndvi were identified for evaluating relative adequacy of selected biotopes to strengthen the robust biodiversity network. This study offers insight to consider human disturbance in spatial context using innovative big data to increase the effectiveness of urban biodiversity measures.

  • Dynamic stability of a porous metal foam nano-dimension plate on elastic substrate exposed to bi-axial time-dependent forces has been studied via a novel 3-variable plate theory. Various pore contents based on uniform and non-uniform models have been introduced. The presented plate model contains smaller number of field variables with shear deformation verification. Hamilton's principle will be utilized to deduce the governing equations. Next, the equations have been defined in the context of Mathieu-Hill equation. Correctness of presented methodology has been verified by comparison of derived results with previous data. Impacts of static and dynamical force coefficients, non-local coefficient, foundation coefficients, pore distributions and boundary edges on stability regions of metal foam nanoscale plates will be studied.

  • The balance between centralization (power concentrated nationally) and decentralization (power devolved to local government) is a perennial issue in the field of social welfare administration. In the design of social welfare administration, values and assumptions related to decentralization and centralization generally are expressed in choices concerning pluralism versus uniformity, small versus large. In this context, this article tried to find and analyze the problems of financial decentralization of social welfare pursued by No Moo-hyun government. The decentralization of social welfare caused horizontal inequity between local governments, lack of social welfare finance of local government, and impediment of local government finance autonomy.

  • As the importance of Culture Technology (music, publication, mobile, film, video, cartoon, animation, character, game, broadcasting etc) is increased, the field of character industry recently has been recognized as an independent brand value beyond the existing view point of simple designing; it also has been given much attention as a main axis leading the cultural industry of the 21 st century. The character of a local government plays roles such as a symbolic part of a region, parts of tourism and public relations, and a profit-making function, which results into generation of regional image and activation of regional economy. However, the present application strategy of the character is only limited to an early stage of regional advertisements. In this context, this study is aimed to investigate and analyze the character development of local governments, especially 31 cities and goons of Gyeonggi Province, comparing with those of local governments of Japan. In the long run, this will provide some suggestions for strategy of character applications. Then, this research is expected to be used as basic reference materials for character development of other local governments and government agencies.

GLIBP: Gradual Locality Integration of Binary Patterns for Scene Images Retrieval

  • We propose an enhanced version of the local binary pattern (LBP) operator for texture extraction in images in the context of image retrieval. The novelty of our proposal is based on the observation that the LBP exploits only the lowest kind of local information through the global histogram. However, such global Histograms reflect only the statistical distribution of the various LBP codes in the image. The block based LBP, which uses local histograms of the LBP, was one of few tentative to catch higher level textural information. We believe that important local and useful information in between the two levels is just ignored by the two schemas. The newly developed method: gradual locality integration of binary patterns (GLIBP) is a novel attempt to catch as much local information as possible, in a gradual fashion. Indeed, GLIBP aggregates the texture features present in grayscale images extracted by LBP through a complex structure. The used framework is comprised of a multitude of ellipse-shaped regions that are arranged in circular-concentric forms of increasing size. The framework of ellipses is in fact derived from a simple parameterized generator. In addition, the elliptic forms allow targeting texture directionality, which is a very useful property in texture characterization. In addition, the general framework of ellipses allows for taking into account the spatial information (specifically rotation). The effectiveness of GLIBP was investigated on the Corel-1K (Wang) dataset. It was also compared to published works including the very effective DLEP. Results show significant higher or comparable performance of GLIBP with regard to the other methods, which qualifies it as a good tool for scene images retrieval.

The Formation of Social Capital and Partnerships for Downtown Revitalization (도심 재활성화를 위한 사회자본 및 파트너십 형성)

  • Recently, attention has been drawn to the issue of local community revitalization. In the U.S., CDC(Community Development Corporation) has become a main vehicle for revitalizing dilapidated inner-city communities. Using the case of Philadelphia in the U.S., this paper investigates the way in which local community revitalization or downtown revitalization can be successfully achieved through the formation of social capital and public-private partnership. Futhermore, exploring the cases of West Philadelphia CDC and University City, this paper seeks to provide insight into the dynamics of successful community development. In order to examine the dynamics, this paper focuses on local governance in terms of both the reciprocal partnerships and the close networking among participating agents. The implications of the case studies of this research for the Korean context would be that the bottom-up approach starting from the local-scale community revitalization and local governance is very crucial and indispensable for the sustainable regional or national development.

Key Factors Influencing Low Impact Development Adoption by Local Governments (지방정부의 저영향개발 적용에 영향을 주는 요인 연구)

  • The paper reports on exploratory research into the factors influencing adoption of low impact development (LID) regulations by local government. The research uses ten case studies ranging from low to high level adoption of LID in Virginia. Based on the theory of diffusion of innovations, perceived characteristics of LID, characteristics of the adopting local government, motivations of the adopter, and the surrounding organizational context of the adopter are chosen for the key factors influencing on LID adoption. By reviewing the local governments regulations related to stormwater management, meeting minutes, reports and documents, and in-depth interviews, the evaluation of the key factors and the local LID adoption was conducted. As a result, adopters with a high level of LID adoption at the time of the study were heavily influenced by champions of LID within local government and communities. In contrast, moderate level adopters and low-level adopters emphasized the importance of external forces like state regulatory mandates and the need for clear models to implement.

Comparative Study on Setting-up the Civil Welfare Standard through Public-Private Partnership in Local Governments (민관협력방식의 지자체 시민복지기준 제정 비교연구)

  • The study proposes some principles that enable local governments to set-up their own civil welfare standard through the public-private partnership in the context of the participation of residents. First, the study analyzes the concept of the civil welfare standard in comparison with the national minimum. In sequence, the study tries to compare various conception, set-up process, fields and contents of the civil welfare standard in 10 local government. And the study suggests a series of some principles for setting-up the civil welfare standard, budget securing, developing core businesses, and reflecting regional characteristics. At last, the study would remind that the process of setting-up and realization of a civil welfare standard could be long-term project through the public-private partnership with civil society organizations, research institutions, local governments and local councils in region.
