The purpose of this study is to propose a method to utilize Big Data Analysis to find policy issues of local governments in the reality that utilization of big data becomes increasingly important in efficient and effective policy making process. For this purpose, this study analyzed the 180,000 articles of Suwon city for the past three years and identified policy issues and evaluated policy priorities through IPA analysis. The results of this study showed that the analysis of semi-formal big data through newspaper articles is effective in deriving the differentiated policy issues of different local autonomous bodies from the main issues in the nation, In this way, the methodology of finding policy issues through the analysis of big data suggested in this study means that local governments can effectively identify policy issues and effectively identify the people. In addition, the methodology proposed in this study is expected to be applicable to the policy issues through the analysis of various semi - formal and informal big data such as online civil complaint data of the local government, resident SNS.

SO and Satellite Broadcaster can operate SO Operating channel in Korea. However, the Broadcasting act does not specify the direction of what purpose the SO operating channel would be operated for. Accordingly, SO and Satellite Broadcaster do not operate SO operating channel or use it as profit channel when operating. In this respect, the cases of U.S. and Japan have been studied to determine how SO operating channel should be operated to make it desirable. In the U.S., it is being used in various ways such as profit channel, multi-access channel and access channel. In Japan, it is mainly focused on the role as local channel, being coordinated with local governments to form public opinion on local news and issues or to announce local events. In Korea, SO is operating local channel similar to the one in Japan rather than SO operating channel, while Satellite Broadcasting is operating SO operating channel mainly for its profits. As SO operating channel is operated on the basis of the broadcasters' expediency without clear stipulation in Korea, we will need to seek the plan to use it for public interests by discussing more the status and operation of SO operating channel.

This study examines the online social capital of local press using the website and social media. Moreover, the paper respectively visualizes web feature as Web 1.0 and social feature analysis as Web 2.0 by applying correspondence analysis. For data, the study analyzes 10 representative local press in Yeungnam areas. To collect the data, two coders coded web features from the websites and we employed NodeXL, an open-source software tool, for social media data. The results reveal that local websites expend online social capital using social media account. Especially, the social features of local presses attach importance to Twitter as the main press keep the well-balance use among all platforms.

Six local strains collected in Korea and one cultivar (Samdo) introduced from Japan were applied for comparative cultivation to investigate growth characteristics, root yield potentials and saikosaponin contents of root in Bupleurum falcatum L. The one and two year old plants of the native local strains flowered in August 2~3 and July 16~18, respectively, whereas Samdo was late flowering type, being delayed by 18~32days and sustained the growth of above ground parts to the end of November. All the native local strains have similiar characteristics but Samdo was completely different in plant and root type. Local strain collected from Chunchon showed better in growth and root characteristics, consequently resulting high yield of dry roots and saikosaponin contents in both one and two year old plants. The average yield of two year cultivation system was 2.6 times high as 105Kg /10a, compared with that of one year.

Recently, various methods have been studied and developed to develop the local cultural contents industry. This research has produced a mobile AR augmented reality game that anyone can easily access by developing contents that can be enjoyed with new tourists. It aims to spread 10 million tourists to surrounding tourist attractions by developing a new storytelling-based AR game using the symbol of Jeonju, which is the birthplace of the Joseon Dynasty, and promote economic value-added activities in nearby stores. GPS technology and AR marker-based action augmented reality games will be newly established as cultural contents based on new regional scenarios. Augmented reality games that combine visual resources are increasing values of local brands by playing games at Jeonju tourist attractions.

This study attempted to do a research on whether local festivals contributed to local economic vitalization in an empirical aspect focusing on Almedalen's case of Sweden has not been discussed in Korea. For this, by analyzing Gotland's sociocultural and economic aspects into 3 steps and evaluating them, the study tried to derive policy implications for benchmarking Almedalen in Korea in the future. As a result of analyzing the economic effect of Almedalen in Sweden into 3 steps, it was shown that in the analysis of resources in Step 1, Almedalen positively affected tourist allurement based on Gotland's beautiful natural landscape. In the evaluation of operation in Step 2, according to the result of examining an increase in population and stabilization with a valuation index related to the activation of local economy, Gotland was steadily seeing a new inflow of population, due to which it can be confirmed that local income increases as various jobs are being created. Finally, as a result of examining the improvement in local image in Step 3, it was shown that as diverse members from all walks of life participated in Gotland's festival, external communication became flexible and the opportunity of social participation increased, which positively affected local image. Based on the study results, the policy implications for benchmarking Almedalen, Sweden's local festival, are as follows: First, selecting an appropriate place for attracting the participation of various people is needed. Second, local festivals should be places for communication to exchange opinions, not specific institute-oriented unilateral provision of information. Third, while advancing local festivals for nonprofit, the efforts to make positive changes in local image are needed.

A new algorithm in order to classify various contents in the image documents, such as text, figure, graph, table, etc. is proposed in this paper by classifying contents using texture-based PCA, and by segmenting document images using local entropy-based histogram. Local entropy and histogram made the binarization of image document not only robust to various transformation and noise, but also easy and less time-consuming. And texture-based PCA algorithm for each segmented region was taken notice of each content in the image documents having different texture information. Through this, it was not necessary to establish any pre-defined structural information, and advantages were found from the fact of fast and efficient classification. The result demonstrated that the proposed method had shown better performances of segmentation and classification for various images, and is also found superior to previous methods by its efficiency.

This study analyzes the creation process of local cultural contents that appears in the Maeul-mandeulgi by utilizing the "Village Rituals" handed down from village. The purpose is to analyze the social values and meanings they represent. For this purpose, a qualitative research method using Chilgok-gun Yeong-ori was applied and analyzed through Lefebvre's the production of space theory. Residents began to recognize the necessity of projects such as Maeul-mandeulgi to overcome the community crisis, and attempted to change the perception of existing village rituals. The new cultural contents were created by adding a playful element to the existing Cheonwangje, and thereby strengthening the identity of the village. This resulted in the reproduction of the village as a new cultural space, but it showed the reproduction of the space in which the alienation occurred due to excessive physical expansion. However, through this process, villagers increased their sense of belonging and increased their satisfaction, which showed the process of being produced as a space of representation that strengthens the sense of community.

Advertising is a communication that aims to persuade you through communication. Local governments are enforcing a lot of budget for outdoor advertisements and exposing advertisements to various media. However, in the case of outdoor advertisements, advertisements are executed without considering the specificity of the exposure environment, so it is inferior to the budget input. Therefore, this study aims to help local advertisement agents, producers, and related parties by classifying components by combining video analysis methodology and video ad analysis methodology for effective message delivery and immersion in local outdoor advertising. As a discussion to provide an efficient production methodology for outdoor advertising video production in the future, it is an extension of exploratory research through content analysis.

In this paper, we point out the problem of guard band between wireless local loop and wireless LAN, review technologies of wireless local loop, and analyze radio interference between wireless local loop and wireless LAN. The contents of this paper are helpful to make a rule for technical specifications of wireless local loop facilities.
