Objectives : The purpose of this study was to analyze factors affecting the performance of public hospitals in South Korea. Methods : We collected management performance data from 2013 to 2015 from income statements, balance sheets, and annual reports from 32 local public hospitals. The dependent variable used was profitability, which included operating margin, return on assets and net profit to gross revenues. The independent variables were general characteristics, liquidity, stability, and activity. Results : Patient revenues, total assets, and total capital had increased steadily but patient expenses had increased to a greater extent. Operating profit, and net profit were consistently in deficits and the management status of local public hospitals had recently been in difficulty. The debt ratio, quick ratio, ratio of fixed liability and fixed assets turnover rate have a significant positive(+) effect on performance in the years 2013-2015. Conclusions : We suggest management strategies for these hospitals based on the results analyzed.

Performance of public hospitals is difficult to define and measure because not only their managerial or financial performance but also their role as a public entity is important. The purpose of this paper is to examine the internal and external factors that influence the performance of local government hospitals. A multiple regression was performed to analyze the effects of the environmental, organizational, operational, and cost-related factors on the return on total assets(ROA), operating margin(OM), and the ratio of Medicaid patients. Empirical results show that financial performance (ROA and OM) are more influenced by operational or cost-related factors, while the ratio of Medicaid patients is more affected by environmental or organizational characteristics. It is noteworthy that competition and the contract with private sector management have negative effects on the ratio of Medicaid patients that local government hospitals treat.

The purpose of this study is to analyze the internal factors that influence the performance of local government hospitals in Korea. Out of 34 Local Government hospitals, 6 hospitals were selected as sample hospitals. Then hospitals were divided into two groups(3 hospitals each), one of which was profit-making and the other loss-making. The criteria in selecting profit or loss-making hospitals was Normal Profit to Total Assets. The major findings of this study were as follows : The headcount per 100 bed of the profit-making hospitals was 8.8 persons less than the loss-making hospitals and the ratio of payroll expenses to total revenue 14.7% less. Inpatient bed occupancy ratio of the profit-making hospitals was 92.8%. This result is higher 21.8% than loss-making hospitals.

Generally, the buckling of thin-walled structures has studied for rectangular sections or circular sections. Rectangular sections have small stiffness and circular sections have large stiffness when they are compared with rectangular sections for local buckling. But both of them have similar stiffness to column buckling. Therefore in this paper, we are going to analyze the local buckling for the box section with rounded comer and compare with rectangular section. Also we confirm that the rounded comer section has larger local buckling strength than rectangular section.

To analyze the bending collapse behavior of an aluminum square tube beam under a bending load, a finite element simulation for the four-point bending test has been performed. Using an aluminum tube beam specimen partly inserted with two steel bars, the local buckling deformation near the center of the tube beam was induced. The maximum bending load and the bending collapse behavior obtained from the numerical simulation were in good agreement with experimental results. Using a combination of the four-point bending test and its finite element simulation, analysis of the local buckling and the accompanied bending collapse behavior of aluminum tube beam could be quantitative accomplished.

Procedures to establish well-balanced development and effectiveness of environmental impact assessment need include various stakeholder's participation in writing and reviewing document of environmental impact assessment, collecting public opinion, and post monitoring. Accordingly, to encourage effective and efficient collection of resident's opinion analyze present conditions and problems and suggest institutional and politic alternative proposals of it. This study resulted in following conclusions. In institutional aspects, (1) Proposal for drafting document of environmental impact assessment (2) Composition of committee for collecting and regulating stakeholder's opinion (3) Width of civil participation scale. In politic aspects, (1) Use of local community (2) Guide of local information from local society and environmental specialist (3) Understandable document and data of environmental impact assessment (4) Strength of roles and duties of local government.

In this study, an influence of local variation of nanoparticulate volume fraction on the homogenized elastic properties is investigated. It is well known that interface effect is dependent on the radius and volume fraction of reinforced nanofillers. However, there is no study on the multiscale modeling and analysis of polymer nanocomposites including polydispersed nanoparticles with consideration of interphase zone, which is dependent on the volume fraction of corresponding nanoparticles. As results of numerical examples, it is confirmed that an influence of local variation of nanoparticulate volume fraction should be considered for non-dilute system such as cluster of nanoparticles. Therefore representative volume element analysis is conducted by considering local variation of nanoparticle volume fraction in order to analyze the practical size of cell including hundreds of nanoparticles. It is expected that this study could be extended to the multiparticulate nanocomposite systems including polydispersed nanoparticles.

This work is an attempt to design a dynamic model for a non local bio-thermoelastic medium with diffusion. The system of governing equations are formulated in terms of displacement vector field, chemical potential and the tissue temperature in the context of non local dual phase lag (NL DPL) theories of heat conduction and mass diffusion. Based on this considered model, we study the fundamental solution and propagation of plane harmonic waves in tissues. In order to analyze the behavior of the NL DPL model, we construct basic theorem in the terms of elementary function which determine the existence of three longitudinal and one transverse wave. The effects of various parameters on the characteristics of waves i.e., phase velocity and attenuation coefficients are elaborated by plotting various figures of physical quantities in the later part of the paper.

Landscape elements of historical and cultural value and elements that have negative impact on landscape due to reckless development teem in rural area. Due to this, local government has established a visual landscape plan. The purpose of this study is to analyze the process and content of domestic rural landscape planning process and to suggest improvements for it. For that, this study measure guideline of Ministry of Agriculture, Food and Rural Affairs against guideline of Ministry of Land, Infrastructure and Transport. To analyze the landscape planning guideline of australia which is similar to domestic rural landscape planning process, and to compare both guidelines. The results of this study are as follow. The stage of landscape resource survey and assessment progressed systematically, but it was not practical because for the lack of survey and assessment method. Therefore, it should be suggested for the survey and assessment technique. The rural landscape plan, established in master planning stage, do not necessarily reflect local government's landscape management on the ground of abstract technic of landscape management. For this sake, to develop evaluation method for development of landscape element seems necessary.

Conventional 2D GIS has many difficulties to visualize and analyze three dimensional real world. To improve those problems and implement realistic spatial analysis, Interest in 3D GIS is increasing remarkably. Currently, Some local governments are carrying out pilot projects for 3D GIS, Government also is setting up the master plan and the road map for national information construction. In this study, introducing 3D GIS to urban planning, we evaluated limits of conventional regulation and proposed effective and reasonable means lot restricting location of merrymaking place in local government.
