The purpose of this paper is to analyze the functional changes of local educational authority policy based on the systems thinking perspective using causal loop diagrams. In the past, the main function of the local educational authority was to manage and supervise schools. Through this policy, local educational authority would be transformed into a support agency. However, this policy did not achieve the goal, was to cause confusion and require improvement. This study shows structured causes of the problem based on systems thinking. These diagrams make it possible for educational policy makers to provide ideas, although they have some complicated environment. The findings indicate that based on systems thinking in this policy can help those who related to policy decision than existing diagnosis method.

In this paper, we propose a new data clustering method using local probability and hypothesis theory. To cluster the test data set we analyze the local area of the test data set using local probability distribution and decide the candidate class of the data set using mean standard deviation and variance etc. To decide each class of the test data, statistical hypothesis theory is applied to the decided candidate class of the test data set. For evaluating, the proposed classification method is compared to the conventional fuzzy c-mean method, k-means algorithm and Discriminator analysis algorithm. The simulation results show more accuracy than results of fuzzy c-mean method, k-means algorithm and Discriminator analysis algorithm.

The purpose of this paper is to analyze the value of stone fences in Jeju Island. The result that executes attitude survey to local resident and visitor can be summarizing as following. First are the function and the value of Jeju traditional stone fences. Local resident favored the culture heritage succession and evaluated its' usage Value highly. Visitors also have favored rural landscape offer function and evaluated inheritance value (Bequest Value) highly. Secondly, 80.5% of visitors, 78.1% of local resident have formed opinion about preservation of traditional stone fences. But the Willingness to pay for traditional stone fences fund was raised by 38.6% in local resident and 55.7% in visitor. The reason that willingness to pay does not exist is that it is chargeable to connection group and government, or it has no money to pay. Thirdly, local resident wanted to use made up stone fence preservation fund in rural landscape offer function. Visitor wanted that it is used to raise various function of stone fence.

One of the main objectives of this paper is to provide insight to understand the effect of natural disasters on local government finance. That is, to analyze local governments' sales tax revenues after Hurricane Ike. Three Texas cities are examined: League City, Pearland, and Sugarland. Based on data collected from the Texas Comptroller's Office and the US Census, we found local governments experience a short-term increase in sales tax revenues and a long-term decline after the hurricane strike the region. On average, a major hurricane has a two-year impact on local government economy. The findings are essential for practitioners because in order to have a prosperous recovery after natural disasters, public managers have to prepare financially for short term changes in their sales tax revenues.

본 논문에서는 무선가입자망과 무선LAN과의 가드 밴드 문제를 지적하였고, 무선가입자망의 기술들을 살펴보았으며, 무선가입자망과 무선LAN과의 전파간섭을 분석하였다. 본 논문의 내용들은 무선가입자망 설비의 기술적 조건을 제정하는데 도움이 될 것이다.

As a result of the execution of the import liberalization and local autonomy with WTO system launching, centralized rural extension service converted to localized rural extension service. This advent of globalization and localization era affects our over all agricultural condition, moreover the duty and role of rural extension organization which take complete of rural extension, is compelled to diversified and specified technology. In this study, first we will investigate the change of agricultural, rural community, and local rural extension service in globalization and localization era. Second we will analyze the confronted problems of local rural extension service. With this study's outcome for basis, we will present new role and direction of local rural extension service which can contribute to local agricultural development.

The Hongseong-Gun school food service center (Hongseong SFSC) that is managed directly by local government is supplying local environmentally friendly foods from 2014. This study aimed to analyze a case on Hongseong SFSC and to propose improving directions. Hongseong SFSC showed higher supply ratio (67.4%) of local environmentally friendly foods compared to the other centers. The operation effects of this center are reliably price of farmer's products, increased consumption of local agri-products, school food confidence, and so on. But there are many problems on this operation. Improvement directions of SFSC for local food system are as follows: Firstly, the supply range of foodstuffs is needed to establish quality standards to increase foodstuffs quality. Secondly, guidelines for creating a fair commission fee structure should be established. Thirdly, the contract issues between the center and schools need to be resolved by governance system. Fourthly, local environmentally friendly agricultural cultivation and cropping systems are required to establish reliably supply of farmer's products.

본 연구는 지역주민들의 지방자치에 대한 인식과 더불어 지방자치 주체들의 참여와 관련한 기본적 기능에 대한 인식, 그리고 주민들의 참여인식과 의지를 분석하고 주민참여를 위한 정책방향을 찾고자 하였다. 분석결과 지방자치에 대한 인식과 주민참여제도 및 의견수렴에 있어 긍정적인 응답이 낮게 나타나고 있었다. 주민들의 참여는 정책의 갈등을 줄이고 성과를 높일 수 있으며 주민들에게는 지역에 대한 관심과 개인적 정치참여를 통한 행복감을 높여 줄 수 있다. 우리나라의 지방자치가 지속적이고 안정적으로 성장할 수 있도록 주민참여에 대한 인식전환에서부터 효율적 제도운영까지 다양한 문제들에 대하여 재점검과 개선의 노력이 요구된다.

The purpose of this study is to analyze the long-term plans of the central and local governments in order to plan policy and implementing programs. Through this, the governments is find out to reduce administrative burden. Based on the national health plan, evidence and related laws were collected and analyzed. As a quantitative methodology analyzed the contents of related laws in the overall plan. The qualitative methodologies analyzed and categorized the planning status of cities and provinces in the plan and were collated. There are a total of 39 plans for long-term plans by laws. The role of the central and local governments in the public health sector, there are a total of four plans (10.3%) that need to establish long-term and annual plans for the central and local (cities, provinces) government. A total of seven plans (17.9%) were required to establish a plan by the only local government. In terms of the public health sector on the local governments, 20 plans (51.3%) by cities and 12 plans (30.8%) by provinces were established by law. And in the health sector should be established 9 plans (40.9%) by cities and 7 plans (31.8%) by provinces. The plan needs to be reformed and merged between plans so that governments can focus on the program through planning central government policies, reducing local government administration.

Today, Non-Governmental Organizations (NGOs) are considered to be an important actor in the policy process. Based on this fact, this study aims to analyze the perception of the housing-related NGOs in Korea. Questions were prepared around two main themes: housing welfare policy and local governance. The data were collected in 11 cities where multi-party talks on housing welfare were held in April and in May 2007. The results are as follows. When it comes to housing welfare policy, housing supply should be combined with rehabilitation policy of low-income households. The roles of local government are strongly emphasized. Stabilization of housing market is important, but concrete measures should be necessary to help those who cannot participate in housing transaction. Concerning local governance issues, local government is expected to play a great role in setting up a productive policy network; NGOs are inclined to rely on public aid; An emphasis is put on professional and academic education which can make housing welfare delivery system more effective. With the questionnaire survey results, evolution and characteristics of the NGO movements in the Korean housing sector and the recent change of housing policy orientations are explained. And, strengthening communication channel between central and local actors, participation of NGOs in the various housing surveys, establishing a regular forum on the local level, and so on, are proposed in the conclusion.
