The purpose of this study is to evaluate on the applicability of Load Duration Curve (LDC) method using Maintenance of Variance Extension types 2 method and sampling data for efficient total maximum daily loads at the Nakbon-A unit watershed in Korea. The LDC method allows for characterizing water quality data such as BOD, TOC, T-N and T-P in this study at different flow regimes(or quarters). BOD usually exceeded the standard value (exceedance probability 50%) at low flow zone. On the other hand, TOC, T-N, T-P usually exceeded the standard value at dry and low flow zone. Seasonally all water quality variables usually exceeded the standard value at Q1(Jan-Mar) and Q2(Apr-Jun) zones. Improvement of effluent control from wastewater treatment plants are effective to improve BOD and T-P.

This study investigated the pollution characteristics of the main pollution zone in the Hwangguji watershed and the influence of the tributary on the main stream. The characteristics of the main pollution zone, including, the water quality index (WQI), stream rating, load duration curve (LDC), delivery load density (DLD), and contribution of the tributary to the mainstream, were evaluated by time-series visual heatmap. The WQI of the mainstream of Hwangguji was lowered to the poor (IV) level from the inflow point of Suwon stream (SW) and the LDC excess rate in the T-P was higher than that of BOD₅, especially for the wet season, suggesting that management of non-point source with T-P is preferred. The contribution (%) of the tributaries in the upstream section of Hwangguji watershed were BOD₅ 14.54%, TOC 15.67%, T-N 5.43%, and T-P 6.97%. In particular, the Suwon sewage treatment plant located in the mainstream showed a high contribution of BOD₅ (64.40%) and T-P (53.54%), respectively, due to the high discharge rate (6.019 m³/sec). Meanwhile, Sammi and Gal stream have a large impact on the mainstream with high DLD and poor WQI. Thus, both streams were considered as pollution hot spots. These results provide useful basic data for preparing more effective water quality improvement and management plans in the watershed.

In this study, we analyzed the vulnerable areas of non-point source pollutants and management pollutants and management time by subwatershed curves in the Seohwacheon basin located upstream of Daecheongho. First, in order to create a load duration curve, a long-term flow model SWAT was constructed to create a flow duration curve, and the result was multiplied by the target water quality to create a load duration curve. For the target water quality, monitoring data values measured from November 2017 were used for the management of nonpoint source pollutants in Seohwacheon, and a value corresponding to 60 percentile of the measured data was set as the target water quality. At this time, the target water quality was limited to"slightly good"(II) when the calculated value exceeded"slightly good"(II) of the river living environment standard. The vulnerable areas of non-point source of pollution were selected using the excess rate exceeding the target water quality, and the excess pollutant was judged as a management substance and the management time was selected through seasonal evaluation.

The purpose of this study at water quality pollutants to propose proper management method for the Osu-A unit watershed which is the influent tributary located upstream of the Sumjin -river among the 13 unit watersheds in the Sumjin-river water system. Analyzed the correlation between flow-pollution loading and the correlation between land use type, BOD and TP items, and analyzed 8-day intervals Cumulative Flow Duration Curve (CFDC) and Load Duration Curve (LDC) to evaluate water quality damage. As a result, both BOD and TP were larger than 1 and the concentration of water pollutants increased with increasing flow. BOD was positively correlated with Urban and Field, and TP was positively correlated with Field with 0.710. As a result of the LDC, BOD was analyzed that the target water quality was achieved with the excess rate of less than 50%, and TP exceeded the target water quality by 50.1%. BOD usually exceeded the standard value (exceedance probability 50%) at low flow zone and On the other hand, TP usually exceeded the standard value at high flow zone. Monthly BOD (April to June) and TP (May to August) exceeded the standard. Sewage Wastewater treatment and non-point pollution control is Osu-A unit watersheds are effective in improving BOD and TP.

수질오염총량관리제도(TMDL)는 유역의 수질 회복 및 관리를 위해 우리나라를 비롯해 미국의 여러 주에서 수립되어 적용되고 있다. 현재 미국에서는 유역 관리를 위한 TMDL의 기준설정에 있어 오염부하지속곡선(LDC)의 활용이 급격히 증가되고 있다. 그러나 기존의 LDC 방법은 사용자로 하여금 충분한 교육이 필요하고 LDC 생성을 위한 데이터 구축이 수동적으로 이루어지고 있다. 이러한 문제를 해결하기 위해 최근 Web GIS 기반의 LDC 시스템이 개발되어 활용되고 있다. 웹기반의 LDC 시스템은 미국 지질 조사국(USGS)이나 한국 환경부(MOE) 서버 등을 통해 구축된 자료를 이용하여 오염부하지속곡선을 생성하기까지의 모든 과정이 자동으로 처리되어 기존 수작업에 의한 방법의 단점을 보완하고 있다. 그리하여 본 연구에서는 우리나라 수질오염 총량 관리제도 단위유역인 낙본A와 금본C, 그리고 미국 인디애나 주의 Yellow River와 펜실베이니아 주의 Borkenstraw Creek 유역을 대상으로 웹기반 LDC 시스템을 이용하여 유역의 특성을 분석하였다. 본 연구에서 사용된 유량 및 수질 자료는 본 시스템에서 연계된 환경부 서버와 USGS 서버를 통해 구축하였다. 분석 결과 낙본 A 단위유역의 BOD 오염부하량과 농도가 대체적으로 목표수질 기준을 만족하는 것으로 나타났으나 전반적으로 유량이 적을 때 다소 목표수질을 초과하고 있는 나타나, 적합한 수질관리 대책이 필요한 것으로 분석되었다. 금본 C 단위유역의 경우 대부분 BOD 배출부하량이 할당 부하량보다 낮게 나타나는 것을 알 수 있고, 목표수질 농도에 비해 배출되는 BOD 농도 또한 대체적으로 낮은 것을 알 수 있다. 또한 Yellow River 유역의 경우는 유량이 많을 때 배출되는 수질농도가 목표수질을 초과하는 것으로 보아 강우시 배출되는 오염물에 대한 대책이 요구되고, Borkenstraw Creek 유역의 경우 유량이 적을 때를 제외하고 대부분 구간에서 배출부하량이 할당부하량을 초과하여 이에 대한 적합한 수질관리가 필요할 것으로 분석되었다. 본 연구의 결과에서 나타난 바와 같이 웹기반 LDC 시스템을 통해 수질오염총량관리제도 단위유역에 대한 수질 평가 및 특성 분석이 용이하며 수질 회복을 위한 근본적인 해결방법을 제시할 수 있을 것으로 판단된다.

The TMDL standard flow as applying watershed management regime uses the average low flow of past 10 years. Moreover, the TMDL implementation assessment has been enforced through management of pollutant load satisfied objective water quality. Even though the present allocation and management through averaged low flow are still convenient, they are not enough to solve ultimate goals of watershed management to keep up recovery of water body. To maintain the same water quality concentration, the standard flow is required to consider total discharge in management plan which helps to keep healthy ecosystem. In view of this, it would be possible to approach reasonable assessment by reflecting variably changeable discharge from precipitation-streamflow relation and the TMDL standard establishment considering artificial regulated flow. Therefore, this study attempts to develop the TMDL method using Load Duration Curve (LDC) and Streamflow-Load Rating Curve (QLRC) considering total discharge and finds drawbacks with solutions as applying on Nakdong river TMDL unit watershed. Finally, this research evaluates possibility of application on pollutant load allocating and implementation assessment in Korea.

Recently, due to the increase in abnormal climate, rainfall intensity is increasing and drought periods are continuing. These environmental changes lead to prolonged drought conditions and difficulties in real-time recognition. In general, drought can be judged by the amount of precipitation and the number of days without rainfall. In determining the impact of drought, it is divided into meteorological drought, agricultural drought, and hydrological drought and evaluation is made using the drought index, but environmental drought evaluation is insufficient. The river water quality managed through the total water pollution cap system is vulnerable to the effects of such drought. In this study, we aim to determine the drought impact on river water quality and quantify the impact of prolonged drought on water quality. The impact of rain-free days and accumulated precipitation on river water quality was quantitatively evaluated. The Load Duration Curve (LDC), which is used to evaluate the water quality of rivers, was used to evaluate water pollution occurring at specific times. It has been observed that when the number of consecutive rainless days exceeds 14 days, the target water quality in the mid-basin is exceeded in over 60% of cases. The cumulative rainfall is set at 28 days as the criteria, with an annual average rainfall of 3%, which is 32.1 mm or less. It has been noted that changes in water quality in rivers occur when there are 14 or more rainless days and the cumulative rainfall over 28 days is 32.1 mm or less in the Gamcheon Mid-basin. Based on the results of this study, it aims to quantify the drought impact and contribute to the development of a drought water quality index for future environmental droughts.

It is clear that the implementation of Total Pollution Load Management (TPLM) has contributed to the improvement of river water quality in Korea. However, it is also true that the TPLM has focused on point source pollution management, with limitations in addressing non-point source pollution. This study examined the issues of the current TPLM from the perspective of non-point source pollution, which is closely related to high-flow conditions, by analyzing Load Duration Curves (LDC) using water quality and flow data collected over the past four years from 21 sub-watersheds in the Geum River Basin. Since the current TPLM is based on water quality predictions using a static water body model that applies the average flow of the dry season, we found that the reduction in loads required under actual flow conditions could be up to 140 times greater than under the reference flow condition, indicating that load amounts under high-flow conditions are not reflected. Additionally, there were abnormal correlations between discharge loads and water quality in several sub-watersheds, and illogical situations arose where compliance with allocated loads did not align with achieving the target water quality. While the causes of such abnormal and illogical situations are diverse and complex, this study highlights the need for rational reflection of non-point source loads under high-flow conditions in water quality modeling. As a solution, we propose the application of watershed models and dynamic water body models.

In this study, we identified the major pollution-zones of the mainstream and its tributaries of Gongneung stream and investigated their pollution sources based on water quality, flowrate and pollution-load data of the stream having the characteristics of the urban-rural complex to examine the effect of the tributaries on the water quality changes in the mainstream. The water quality and flowrate data were collected for 10 months (2018 ~ 2019) at 3 points of mainstream and ten tributaries. Water quality index (WQI), load duration curve (LDC), discharge load density (DLD)and delivery ratios for each tributary were obtained so as to investigate the pollution characteristics and some of the information visualized on GIS. The main pollution-zone in the Gongneung stream was in the middle and lower streams, and the tributaries that may affect the pollution of the area were JS, JY, SL and SM. JS and SL had low WQI levels (34.7/37.5) and DLD (kg/d/㎢) of BOD and T-P were relatively high in JY (99.2/6.00) and SL (60.0/2.07). BOD and T-P delivery ratios in JS were high (0.94/0.83), suggesting that JS had significant influence on the water quality of the main pollution-zone in the Gongneung stream. Meanwhile, SM having a high T-P delivery ratio (0.97) was found to be more affected by the non-point source due to the higher LDC excess rate (%) in the low flow compared to high flow. This study provides basic data on the water quality and pollution characteristics of the Gongneung stream, and the analysis results are expected to be used as examples for identifying the main pollution-zone and tributaries of stream and their pollution sources.

It is difficult to manage hotspot area and to establish the reduction plan considering with spatial-distribution on Korea TMDLs (Total Maximun Daily Loads) system. To solve this problems, methods of Load Duration Curve (LDC) using long-term flow and water quality data, and spatial-analysis were applied on present TMDLs. Jinwi A watershed which is enforced TMDLs plan were selected to study area. Results of application of suggested methods in this study to Jinwi watershed, Hwangguji tributary was selected to hotspot area and Jinwi tributary was exclued. Also, middle area of Hwangguji tributary was needed a reduction plan for the protection of non-point source pollution. In downstream area, livestock manure should be managed additionally. The new methods suggested in this study were useful to increase healthiness for total watershed.
