Performance of an Active Stimulating Device Using a Rope Kite or Array in the Cod End to Reduce Juvenile by-catch

  • An active stimulating device (ASD) using a rope apparatus may operated by the flow of turbulence inside a cod end, generating variable stimuli in addition to flow-related effects to minimize the by-catch of juvenile fishes. Preliminary testing involved a hydrodynamic effect inside the cod end with a rotating rope kite or conical rope array to generate variable stimuli (visual stimuli, water flow, or physical contact with fish) to change fish position. The experimental rope kite offered more choice in rotating period and range of sweeping action; adjusting the towing line or flow velocity helped to drive fish toward the net panel and encouraged escape. The conical shape of the rope array in the cod end helped to clear a path for fish by disturbing the rigging and providing more contrast between objects, preventing an optomotor response. This enabled more black porgy to be herded toward the net at an early stage of towing. Therefore, either a conical rope array or a rotating rope kite can be used as an effective ASD to prevent juvenile by-catch.

Understanding G.A.R.L.I.C.s.: An Innopreneurship Platform for Smart Cities

  • The intent of this paper is to identify key actors of a sustainable Smart City and define metrics that will allow assessment and better management of Sustainable Smart Cities. The paper is organized in two major segments. The first segment reviews the definition, six components, six action items of Smart Cities. It describes briefly a sample Smart City project and presents a selection of different dimensions along which Smart Cities are ranked and the rankings. The segment also discusses the technology architecture of a Smart City and then examines the definition and components of an innovation platform. The second presents the original contributions of the paper. It first introduces the dynamics created seven key actors of a Smart City ecosystem and describes their existing and potential contributions. It then defines Innopreneurship platform and presents a triple bottom line based quality metric to evaluate such a platform. This segment also discusses reengineering an economy and suggests a Smart City's Innovation Platform Score. The actions to be taken by the key actors of a Smart City in order to make it a Sustainable Smart City are described in several subsections. We hope these concepts and metrics will be a good starting point and will be refined over time by others.

고속열차(KTX)의 TORNAD 네트워크시스템 데이터 분석방법 연구 (Research on data analysis method of KTX TORNAD network system)

  • KTX train system is composed of TORNAD* network for transmitting information of train's internal equipments and OBCS which proceed information within train. OBCS of one trainset consisted of 28 equipments takes intelligent and dynamic composition according to equipment handling, train command and control flow. Each OBCS which is installed within trainset handle and supervise mutually action information about equipments, transmit it to driver to transmit information about train operation and preventive management. This mutual supervision and information transmission use KTX TORNAD* network system. TORNAD* network system is the one which is uniquely developped by GEC ALSTHOM, the KTX trainset manafacturing provider and this field is excluded from technical know-how transfer item. Through the research on analysis method of KTX TORNAD* system data structure which is operating on Seoul-Pusan Line, I hope that this thesis can contribute to train network system's standardization after applying it to improvement of train network system maintenance, enhancing quality of train service and applying it to future Korean rolling stock network system development.

Green Bonds Driving Sustainable Transition in Asian Economies: The Case of India

  • On September 25, 2015, 193 countries of the United Nations (UN) General Assembly, signed the 2030 Agenda to work towards attaining 17 Sustainable Development Goals (SDGs) and its associated 169 targets and 232 indicators. With one of the largest renewable energy programs, India is well-poised to be a role model for low-carbon transformation to other Asian countries. However, bridging the financing gap is critical to ensure that the country meets its SDG targets. Though the SDGs identified by the UN are broad-based and interdependent, for ease of analysis we have grouped them into five themes - people, planet, prosperity, peace, and partnership - based on existing UN models. This paper investigates the financing gap for 'green' projects linked to planet-related SDG targets in India. It builds an argument for utilizing green bonds as an instrument to bridge the gap. After establishing the potential of green bonds in raising the finance to meet India's planet-related SDG targets, we look at the current policy landscape and suggest recommendations for successful execution. The paper concludes that deepening of the corporate fixed income securities market and firming up guidelines in line with India's climate action plans are inevitable before green bonds can be considered a viable financing option.

  • Online cybercrime has various causes. The criminal guilty language, Criminal lingo is active in the shaded area with the bilateral aspect of the word on cyber. It has been continuously producing massive risk factors in cyberspace. Criminals are shared and disseminated online. It has been linked with fake news and aids to suicide that has recently become an issue. Thus the criminal lingo has become a real danger factor on cyber interface. Recently, Criminal lingo is shared and distributed as cyber hazard information. It is transformed that damaging to the youth and ordinary people through the internet and social networks. In order to take action, it is necessary to construct an expert system based on AI to implement a smart management architecture with block-chain technology. In this paper, we study technically a new smart management architecture which uses artificial intelligence based decision algorithm and block-chain tracking technology to prevent the spread of criminal lingo factors in the evolving cyber world. In addition, through the off-line regular patrol program of police units, we proposed the conversion of online regular patrol program for "cyber harem area".

Evaluation of General and Specific Combining Ability in Newly Synthesized Inbred Lines of Bivoltine Silkworm Bombyx mori L.

  • Eight bivoltine inbred lines of silkworm Bombyx mori L. viz., AP8, AP10, AP17 and AP18 with marked female and plain male larvae and AP1, AP54, AP71 and AP72 with all plain larvae synthesized from Chinese commercial hybrids were evaluated for their general combining ability (gca), specific combining ability (sca) and reciprocal effects for eight quantitative traits. The line AP18 was found to be best general combiner by virtue of significant positive and positive gca effects for seven out of eight traits studied followed by the lines AP10, AP8 and AP17. Seven hybrids recorded significant positive and positive sca effects for all the traits under study reflecting the interaction of alleles, additive and non additive gene action and dominant effects expressed by genes. Among the 28 reciprocal hybrids, AP54$\times$AP18 and AP1$\times$AP17 revealed significant reciprocal effects for the six traits followed by AP54$\times$AP8 for five and AP10$\times$AP71 for four traits.

전력계통 고장복군 교육 시스템에 관한 연구 (A study on the power system restoration simulator)

  • This paper presents an operator training simulator for power system restoration against massive black-out. The system is designed especially focused on the generality and convenient setting up for initial condition of simulation. The former is accomplished by using on line calculation methodology, and PSS/E data is used to define the initial situation. The proposed simulator consists of three major components - the Power flow(PF) module, data conversion(CONV) module and CUI subsystem. PF module calculates power flow, and then checks overvoltage of buses and overflow of lines. CONV module composes an Y-Bus array and a data base at each restoration action. The initial Y-Bus array is constructed from PSS/E data. The user friendly GUI module is developed including graphic editor and built-in operation manual. As a result, the maximum processing time for one step operation is 15 seconds, which is adequate for training purpose. Comparison with PSS/E simulation proves the accuracy and reliability of the training system.

Legal Doctrines for the U.S. Federal Courts and the International Investment Arbitral Tribunals in Adjudicating the Climate Change Disputes

  • Climate change is a man-made disaster that has become a major global concern today. With increasingly visible symptoms of climate change in recent years, it has become evident that climate action can no longer be dismissed as a mere matter of choice, but as a matter of survival for the human being. To address the impending climate change crisis in a collaborative and sustainable manner, the international community has been taking various measures including Kyoto protocol and the Paris Agreement. With respect to the private investor's project investment in line with international agreements on climate change, recently we have seen multiple legal judgments which clearly indicate the subject of judicial responsibility for investment in climate change related projects. However, in order to hold judicial responsibility occurring during the implementation of climate change related projects, a causal relationship between the responsible entities and clear responsibility must be demonstrated, and applicable institutional arrangements need to be arranged. It may be the right time for global community to consider shifting not only to human ethical obligations but also legal obligations. In this regard, concerned governments should consider legislating arbitration laws, regulations, and institutional arrangements in more specific and applicable manner.

A biologically inspired model based on a multi-scale spatial representation for goal-directed navigation

  • Inspired by the multi-scale nature of hippocampal place cells, a biologically inspired model based on a multi-scale spatial representation for goal-directed navigation is proposed in order to achieve robotic spatial cognition and autonomous navigation. First, a map of the place cells is constructed in different scales, which is used for encoding the spatial environment. Then, the firing rate of the place cells in each layer is calculated by the Gaussian function as the input of the Q-learning process. The robot decides on its next direction for movement through several candidate actions according to the rules of action selection. After several training trials, the robot can accumulate experiential knowledge and thus learn an appropriate navigation policy to find its goal. The results in simulation show that, in contrast to the other two methods(G-Q, S-Q), the multi-scale model presented in this paper is not only in line with the multi-scale nature of place cells, but also has a faster learning potential to find the optimized path to the goal. Additionally, this method also has a good ability to complete the goal-directed navigation task in large space and in the environments with obstacles.

Role of Intracellular $Ca^{2+}$ Signal in the Ascorbate-Induced Apoptosis in a Human Hepatoma Cell Line

  • Although ascorbate (vitamin C) has been shown to have anti-cancer actions, its effect on human hepatoma cells has not yet been investigated, and thus, the exact mechanism of this action is not fully understood. In this study, the mechanism by which ascorbate induces apoptosis using HepG2 human hepatoblastoma cells is investigated. Ascorbate induced apoptotic cell death in a dose-dependent manner in the cells, was assessed through flow cytometric analysis. Contrary to expectation, ascorbate did not alter the cellular redox status, and treatment with antioxidants (N-acetyl cysteine and N,N-diphenyl-p-phenylenediamine) had no influence on the ascorbate-induced apoptosis. However, ascorbate induced a rapid and sustained increase in intracellular $Ca^{2+}$ concentration. EGTA, an extracellular $Ca^{2+}$ chelator did not significantly alter the ascorbate-induced intracellular $Ca^{2+}$ increase and apoptosis, whereas dantrolene, an intracellular $Ca^{2+}$ release blocker, completely blocked these actions of ascorbate. In addition, phospholipase C (PLC) inhibitors (U-73122 and manoalide) significantly suppressed the intracellular $Ca^{2+}$ release and apoptosis induced by ascorbate. Collectively, these results suggest that ascorbate induced apoptosis without changes in the cellular redox status in HepG2 cells, and that the PLC-coupled intracellular $Ca^{2+}$ release mechanism may mediate ascorbate-induced apoptosis.
