The purpose of this study is to diagnose the lifelong education promotion system in Busan and to establish a desirable promotion system. In the study, we search for the optimal alternative to manage lifelong education exclusive organization(Busan Institute for lifelong Education) and seek ways to vitalize the lifelong education promotion system in Busan. The focus is also placed on completing a network-type governance system by strengthening the connection and cooperation among the parties. In order to make the promotion system function efficiently, the vitalizing methods of lifelong education promotion system can be roughly categorized into some kind as follows : strengthening the network between the interested parties and establishing their roles, restructuring legal as well as administrative and financial support system; enhancing education and public relations; intensifying local infrastructure of lifelong education; and boosting accessibility and expanding exchange and cooperation.

This study is conducted with the aim of redefining the university-based lifelong education support system for developmental disabled. The research method consisted of procedures in parallel with literature analysis and expert meetings. As for the contents of the study, a composition system that recognized the problems and solutions of lifelong education for the developmental disabled based on universities was primarily presented. Through this, it was suggested that universities can form an academic foundation for the establishment of a lifelong education support system for the developmental disabled along with the convergence field. In addition, a structural model related to this was presented along with the aspect that universities could develop a curriculum for lifelong education for the developmental disabled according to the school foundation. Also, a composition system was suggested that universities can develop lifelong education curriculum for people with developmental disabilities to lead the cooperation of local related organizations such as welfare centers for the disabled and lifelong education centers for the developmentally disabled. As a result of the study, it was analyzed that leadership in the university-based lifelong education support system for developmental disabled can contribute to fostering professional manpower qualifications and establishing cooperation with local related organizations in an integrated composition system.

우리나라의 평생교육제도는 2007년 새롭게 개정 공포된 평생교육법에 의거하여 평생학습사회 구현을 위한 평생교육정책의 실시에 따라 평생교육의 안정적인 기틀이 마련되어 왔다. 그 후 우리나라의 평생교육은 그 체계를 갖추어 가면서 발전하고 있는 것이 사실이다. 따라서 이러한 시점에서 이 연구에서는 이론적인 측면에서 우리나라 평생교육과 관련하여 평생교육제도의 연혁, 평생교육법의 내용, 그리고 현재 우리나라 평생교육제도에 대한 개괄적인 논의를 전개하였다. 따라서 무엇보다도 이 연구는 우리나라 평생교육에 대하여 포괄적인 차원에서 논의가 이루어졌다는 데 그 의의가 있다 하겠다.

The purpose This study was conducted to explore the procedures and plans to establish a university-based lifelong education support system for the individuals with disabilities at Chosun University. The research method consisted of expert consultation. Chosun University not only has various units of major(department) that can deepen and integrate knowledge and technology related to lifelong education for the individuals with disabilities, but also has various leadership and various infrastructures that can lead the practice of lifelong education for the individuals with disabilities in Gwangju and Jeonnam areas. The contents of this study were presented five procedures and plans such as the establishment of maintenance and convergence of majors (departments) units, the development and operation of department-led regional-linked education programs through extracurricular education, the introduction of majors in connection with extracurricular education program-linked courses, the selection of core departments, the establishment of cooperative courses between university and graduate schools, and the establishment and operation of lifelong education programs for the individuals with disabilities centered on lifelong education centers. As a result of the study, it was analyzed that the academic foundation of lifelong education for the individuals with disabilities, the guarantee of educational opportunities for the individuals with disabilities, and the lead of linkage between local related organizations can be expected through the establishment of the support system for lifelong education for the individuals with disabilities at Chosun University.

The importance on the flow to the lifelong education system has been growing, as the eternal education is in a pivotal position according to the education system all over the world is changing rapidly. In particular, although consolidating instructor competencies for lifelong education have become the subject of conversation, there has not been any clear concept of lifelong education instructors nor of the competencies for those. So this research defined lifelong education instructors who work at various lifelong education facilities, especially those who focus on lectures, and the instructor competencies, and make analysis and deductions what types of competencies are necessary for effective and efficient teaching. For this, the researcher derived the concept of instructors and the instructor competencies for lifelong education through document analysis, and based on that, discovered the instructor competencies for lifelong education by experts review and survey. The result revealed that there were four types of instructor competencies for lifelong education, which were planning, managing, administrating, and supporting and encouraging students. There were searching needs of students, analyzing, and 13 other criteria for planning; managing human resources, materials management, and 7 other for managing; expertise in learning contents and 13 other for administrating; and giving feedback and 3 other for supporting and encouraging students.

이 연구는 자격과 장애인평생교육 지원체제 개발의 융합 타당성을 확보하기 위한 전제조건을 탐색하는 데 목적을 두었다. 연구 방법은 선행 연구문헌의 수집 및 분석과 전문가 회의를 병행하는 절차로 구성되었다. 연구 내용은 현행 추진 장애인평생교육 전문인력 자격화제도의 한계와 반성을 문제를 기반으로 하여 장애인평생교육 학적토대 및 정의체계 구축, 장애인평생교육 교육과정 개발 및 운영의 전문역량 경력개발경로 설계, 장애인평생교육 교육과정 기반의 유관기관 재구조화, 장애인평생교육 전문인력 양성 자격 유형 고도화를 모색하는 것으로 제시되었다. 연구 결과, 장애인평생교육 지원체제 개발이란 종합 범주에서 자격의 가치와 기능이 아주 중요하다는 측면을 비롯하여 결론적으로 장애인평생교육 전문인력 양성을 위한 대학기반화 관점과 적용모델이 검토되어야 한다는 측면이 분석되었다.

이 연구는 베이비붐 세대의 평생교육에 대한 학습욕구의 분석과 고등교육의 역할 그리고 평생학습 체제 실현을 위한 고등교육차원에서의 평생교육 체제 개편 방안을 모색하는 데에 목적이 있다. 이를 위해 이 연구는 우리나라의 연령대별 평생학습 참여 현황, 특히 베이비붐 세대의 참여 현황 및 학습욕구를 분석하고, 이를 기반으로 평생학습 체제 실현을 위한 현행 대학에서의 평생교육의 재구조화 방안을 살펴보고 있다.

평생학습사회와 학령인구의 감소로 인해 대학의 구조적인 변화가 성인친화적인 대학의 체제 개편으로 이어지고 있다. 2008년 이후로 평생학습중심대학 육성사업, 평생학습 단과대학사업 등의 대학 중심의 평생교육 활성화사업이 2015년 양대 사업을 통합한 대학의 평생교육체제 지원사업으로 가속화되고 있다. 이 연구에서는 평생학습사회에서 고등교육에 대한 성인의 학습욕구를 기반으로 성인친화적 교육과정, 성인학습자 지원시스템, 다양한 학습성과의 평가, 성인학습자의 임파워먼트와 같은 네 가지 분석 틀에 의해 대학 평생교육체제 지원사업의 운영 실태를 분석하였다. 대학의 평생교육 체제 개편은 세대간 문화적응 및 통합과정을 통해 스스로 지위와 역할을 부여하는 임파워먼트된 성인학습자의 촉진을 지향할 것을 제시하고 있다.

본 연구는 AHP기법을 이용한 평생교육진흥기본계획 수립을 위한 정책 중요도 분석을 위해 대전시 평생교육 실천현장의 평생교육전문가와 평생교육기관장, 평생교육담당자 및 평생교육사 32명을 대상으로 AHP(Analytic Hierarchy Process)방법을 활용하여 추진과제의 영역과 하위 요소의 상대적 중요도와 우선순위를 조사하고 민감도 분석을 실시하였다. 연구 결과, 추진과제 영역별 상대적 중요도는 1) 대학 중심 평생교육체제 실현 2) 온 오프라인 평생학습 종합지원체제 구축 3) 사회통합을 위한 맞춤형 평생학습 지원 4)지역사회의 학습역량 강화 순으로 나타났다. 추진과제 요소별 상대적 중요도는 1) 성인학습자를 위한 대학체제 전환 2) 온라인 평생학습 지원체제 구축 3) 지역대학의 평생교육 역할 강화 4) 세대별 대상별 맞춤형 평생학습 지원 5) 기초 광역 지자체의 평생교육 추진체제 강화 6) 전문성 투명성 강화를 통한 평생교육 질적 향상 등의 순으로 나타났다. 이러한 연구결과는 앞으로 제3차 평생교육진흥기본계획 수행에 있어서 추진과제의 영역 및 요소들이 모두 중요하지만 그 중에서도 특히 '대학 중심 평생교육체제 실현' 영역과 '성인학습자를 위한 대학체제 전환' 요소 등에 대한 비중있는 수행이 이루어져야 함을 시사한다.
