On the basis of sustainable long-term water resources planning, the development of ground water resources should be interlocked with the surface water development In considering the intertemporal equity, overpumping of groundwater may diminish or eliminate the groundwater resources stock of post-generations. Regulatory landuse zoning for groundwater resources recharge area is indispensable measures to prevent groundwater pollution. Adequate treatment of polluted water from various sources such as municipal sewage, industrial wastewater, landfill site leachate, and abandoned boring wells, is also necessary for groundwater protection. To preserve groundwater resources as common property goods, groundwater use tax should be imposed upon the large scale groundwater use. Finally, the establishment of groundwater development license system is recommended to achieve the social optimal production and to avoid external diseconomy.

Yeongnyeon-euisaeng (永年醫生) was a licensed Euisaeng (醫生) without time limit. Yeongnyeon-euisaeng was a member of bridging the gap between Joseon Dynasty and the Japanese colonial period in hanuigye (韓醫界). This study aims at better understanding the Yeongnyeon-euisang. In methods, several statistics have been served about Yeongnyeon-euisaeng on the basis of the Official gazette. The following facts have been found through the Official gazette. First, the time limitted licenses have been issued mixed with a permanent license. Secondly, Yeongnyeon-euisaeng lived longer than other people. Third, the residence of Yeongnyeon-euisaeng was a very high proportion in South Hamgyong Province. Fourth, Yeongnyeon-euisaeng played an important role in Korean medical doctor (韓醫師) system after the liberation. In addition, the correlation of multilateral for Yeongnyeon-euisaeng and Confucian doctor were examined. Area of the Confucian doctor decreased since the 17th century. Confucian doctor's region and position declimed during the Japanese occupation. But Confucian doctors were also culled as status of Korean medicine and Neo-Confucianism declimed.

This study explores the management of cable local channel and its related issue of renewed license. Programming of the local channel is the special obligation duty on the cable system operators(SO) under the article 70 (3) of the Broadcast Act. The law provides that SO should operate a local channel which produce, program and transmit the local information, a broadcast program guide and the official announcement items etc. under the conditions as prescribed by Presidential Decree. And the article 55 of the Enforcement Decree defines the scope of broadcast program which transmit through the local channels. And the Korea Communications Commission(KCC) grants a renewed licence 3-5 years based on the level of contribution to the development of local community under the article 31 of the Broadcasting Act and the Rules of Broadcast Evaluation. However, the management of local channel does not give the operators real benefit for the investment of a significant cost, and it could be a reason why the local channel programming has not been vitalizing despite of the legal coercion. To solve the several research questions, this study used in-depth interviews with the experts concerned and literature review for the government documents. The result shows that each SO local channel schedule almost 24 hour a day, but much of them is the repeat programming. In addition to that, the outcome reveals that the scale of the cost investment on the local channel is decreasing and the evaluation score of its management is not so positive figures. These result indicates that the policy of the cable local channel needs revised policy alternatives or paradigm on the basis of realistic goals.

Purpose: The aim of this study is to reveal necessity of orthoptist system in Korea, by comparative analysis between the orthoptist system of developed countries and the present condition in Korean ophthalmic clinics. Methods: Choosing 4 developed countries, we surveyed their education systems, license requirements and process, and service coverage. An inquiry into desirable Korean orthoptist system was added on the basis of the comparative survey. Results: The developed countries have systems in which professional orthoptists, who have got their licenses after official education, do the eye examination under the supervision of ophthalmologists. On the other hand in Korea, a problem is revealed that opticians play a role of eye-examiner in the ophthalmic clinics without any institutional support. Conclusions: The legalistic basis is quite needed in Korea that permit optometry graduates to be eye-examiners in the ophthalmic clinics, by introducing the orthoptist system.

This paper is written for the aim of the system improvement to the activation of industrial man power in fisheries on the basis of '73 military special except system (MSES). As the results of the purpose, several points to be improved are as follows : 1. It is necessary to reminder on the important of man power maintenance by the cooperative system between industry and school. 2. MSES should be known to the people broadly and positively through the Korea pelagic fishery association and related industry, for example, their internet homepages. 3. The students should be opened the choice opportunity to applicant to lower license grade than their general study level. 4. More companies will be relaxed the restricted items upon new criteria about the nominated companies, revised system on March 27, 2001. 5. If any nominated company has unemployed man power under the system, it entrust the power of attorney in military office to other recommended authority or association for the purpose of the prompt performance to other nominated companies.

The purpose of this paper is to examine the scope of the application of Preliminary Draft Convention, which will be fixed as international uniform rules soon, in relation to the CISG. First, this Draft Convention will cover service contracts as well as sales contract of goods, but the license agreement will be excepted because it does not transfer the complete property. Second, this will cover the commercial contracts(sales or services) concluded by data message fully or partially. Third, this will be applied in international contract regardless of contracting states or non-contracting states. As it is very difficult to confirm the places of business of contracting parties in on-line contracts, the first criterion to confirm them is the indication by the party in each contract. This presumption may be supplemented, if they are not indicated in the contract, by the location of the equipment and technology supporting an information system used by a legal entity for the conclusion of a contract. It is essential to establish an international uniform rules as soon as possible in order to activate the international businesses with on-line basis. Thus this author hopes that this paper will contribute to the clear understanding to the scope of application of Preliminary Draft Convention for which the UNCITRAL is under working.

This paper analyzes the existing copyright management and copyright sharing model and discusses the limitations. It then proposes a consortium Blockchain-based copyright management model in which the service platform participates as a node, and discusses how to combine the My Data concept with Blockchain and smart contracts. Also, Blockchain-based CP-ABE is introduced and applied to the proposed model as a way for users to define access policies and store copyright data in encrypted form on the storage of the online service providers (OSP). Compared with the existing copyright management model, the proposed model allows the copyright holder to focus on copyright registration, license content design, and sharing, as the data subject. And it is expected to be able to transparently manage the usage records and the basis for the settlement of the copyrighted data that are shared and used on each platform.

In the end of 2007, Korea Government promulgated the Rule of 'Basic Act of Logistics Policy' for improving international logistics forwarding business. The goals of these rules are to achieve the development of our nation's economics for providing the security and efficiency of logistics system and enforced competition of logistics enterprises. This is established the basic principles of the legal basis for expanding into the Logistics Hub Center of North-east Asia. However In May 1999 new licensing requirements for ocean freight forwarders and NVOCCs operating in the USA were established by the US Federal Maritime Commission(FMC). Due to these regulations, each ocean transportation service provider in the USA acting as ocean freight forwarder, NVOCCs, or NVOCC agent must obtain a license to operate as Ocean Transportation Intermediary(OTI) before it begins operations. Only licensed OTIs may act as US transportation agents or receiving agents of other NVOCCs, on both US exports and imports. In this context, I think this study will be contributes for the development of korean freight forwarding system by analysis and comparing with between the Rule of the Basic Act of Logistics Policy of Korea and OTI freight forwarder & NVOCCs of USA.

In this study, we surveyed the increasing rate of the licensed medical technicians from the year of 1970 to 2003 in Korea along with the investigation of the growth ratio by sex and fields among the licensed medical technicians. On the basis of this survey, this study aims to provide a milestone for the further studies to resolve the problems arising from asymmetry of sex ratio in some specific fields of medical technicians and oversupply of the in-service technicians. The results show that in contrast to the year 1970, the whole growth rate was 59.46%, males 28.98%, females 285.21%. In the case of sex ratio, in 1970 the figure of males to females was 6.63 to 1 but the figure of 2003 was 0.67 to 1, which indicates the number of female technicians are badly increasing. Until 2003, the ratio of female technicians was higher than the male technicians in the fields of medical technologists, physical therapists, dental hygienists, occupational therapists, medical record technicians but in radiologist technological, dental technicians and opticians the ratio was reversed.

DRM(Digital Rights Management) is a technology that manages secure distributions and copyrights of digital contents on the Internet. It is general giving the rights to use the encrypted contents that are downloaded by a simple authorization process in the existing DRM system. Once this is done you are allowed to access. In this paper, we use RTP(Real-time Transport Protocol) for end-to-end real-time data transmission. And the system is designed to make it Possible to Protect copyrights and to distribute contents with safety through periodic authentication. We implemented DRM system to stand this basis. The proposed system vests only authorized users with authority to access the license. Hence it prevents contents to be distributed and copied illegally on networks.
