The rapidly growing at which information is produced and used in our complex society has presented us with major problems in information transfer. Resource sharing is almost universally accepted by librarians as the only realistic means for meeting future demands and no doubt the future will see continued growth in computer-based library networks for resource sharing. The resort to networking by many library and information institutions may be symptomatic of the difficulties they face in dealing with their rapidly changing environment. In this article, the library network is examined in relationship to resource sharing. Included is a discussion of the definitions of library network and other related terms, the main factors in the emergence of library network concept, the history of the concept of library networks, resource sharing through the library networks, the problems by which the development of networks is confronted, and prospects.

The Ministry of Education and Human Resources Development is propelling the establishment's project of school library digital resource room under recognizing school library is essential facility that it is to educate students to become autonomous and creative person, to embodies a 7th curriculum in the knowledge base society. There is a necessity which it will analyze demonstrative operating school library digital resource room for maximize to educational effect and to establish efficiently. Thus, this study is prepares a foundation of school library informationization as analyzes an operational status and an educational effect with 96 school library digital resource room which are established in tool year.

The aim of this study was to analyze the research trends on the digital libraries in Korea. To achieve this objective, a total of 578 author-assigned English keywords were collected from the 272 major LIS journal articles published in Korea during last ten years-period, i.e., 2007-2016. The collected data were analyzed using NetMiner V.4 to discover their 'degree centrality' and 'betweenness centrality'. As the results, 'Academic Library', 'Reference Service', 'Public Library', 'E Resource', and 'E Book' showed the most frequently conducted research topics, and 'Academic Library', 'Reference Service', 'Information Behavior', and 'E Resource' were the most influencing research topics. Finally, 'Academic Library', 'Metadata', 'Information Behavior', 'E Resource', and 'Librarian' seemed the most widely intervening research topics in this research.

Originally the concept of the traditional resource sharing has been discussed in the context of bibliographic materials, and has been labor-intensive and high-cost activities. The technology has had a great impact on such pattern of the resource sharing, and has expanded the limited scope of the traditional concept into the sharing of library information in the levels of local, regional and national systems, and expertise, materials, facilities, equipments and personnels of the library system. While the traditional circulation service as a basic method to share library materials by users can provide the resource to a single person at a time, the electronic resource can be shared, by multi-users at a time anytime anywhere. The maximization of the electronic resource sharing requires that publishing process should be fundamentally changed and articles, books, chapters, speech manuscripts, music scores, maps, sound, and other formats of materials should be prepared in machine readable format. This study examined the positive effects of the technology on the resource sharing, but not investigate the concrete and complex problems as to the cost, guidelines, detailed procedures, design details, and intellectual properties and protection involved in the resource sharing. Some findings extracted from the study can be summarized as follows; (1) ILL will lose its meaning as a method to share the materials if they are all in the electronic format and the phrase 'networked information resource' becomes omnipresent. (2) The technology keeps on changing the concept of resource sharing. Today, the scope of resource sharing not only encompasses the sharing of the primary and secondary materials but also the sharing of the processings(eg. cataloging), expertise, user education, special facilities, and the integrated automated library systems. (3) The sharing of the networked resource will be a method to provide better services for library users in the low cost. (4) The a n.0, pplication of the technology to the resource sharing should be focus on the method which allows an end-users to do the direct access to the needed materials, and to be delivered the primary document as soon as possible.

With the rapid and broad changes of information media and information environment the traditional libraries have been evolving into the digital libraries. An analysis for the Planning and realization of the electronic resource management system was carried out to establish the various electronic resources in the digital library, the first in Korea. The study targeted from electronic journals, web-based databases, e-books, and to open access resources. The focus of the analysis lies in the Providing practical integrated electronic resource management for digital librarian based on the framework of effective Electronic Resource Management Initiative(ERMI) of Digital Library Federation(DLF) with network and electronic resource description. The analyses included life-cycle, subscription models, coverages. types of information provider for electronic resources. and system organization for implementation of electronic resource management system.

Korea is in the state of insufficient supply of research information, a gap of information between universities and absolute depends on foreign information resource. So it is necessary to activate inter-libray research information resource sharing. To encourage consciousness and spontaneous effort to inter-libray research information resource sharing, university libray evaluation system of contribution toward resource sharing is required. This study intends to survey present condition of inter-libray research information research information in Korea, and develope evaluation system about inter-libray research information resource sharing. And propose operating methods of evaluation system about insert established university evaluation system or execute independently.

This study analyzed the functions, organizational structure and activities of NCLIS, LIC and Resource in USA and UK. In result, NCLIS as an independent agency within executive branch performs the powerful advisory function to U.S. Congress and government agencies and supports to improve the library and information services with IMLS conducting the government policies. LIC and Resource in UK renders advisory function to improve library and information services with government fund although they are only committee under the Department for Culture , Media and Sports.

A collection development policy is the library's master plan that provides library's long/short-term plans. It also informs the community of the library's commitment in collection development. However, in Korea, libraries which maintain such a policy are not yet to be easily found. Furthermore, due to increasing importance of electronic resources, libraries are gradually required to have electronic resource management policy that reflects a change in the information environment. The purpose of this study is to suggest a model electronic resource management policy in academic libraries. It derived and verified more than thirty preliminary elements from literature and case studies. The elements were modified and supplemented, and as a result, the selection criteria gained the highest marks. The findings can be applied for selecting the elements of digital collection development policy in the university library and reorganizing them so as to meet its peculiarities. This study, finally, presents a model that includes a guideline for the university library which will establish digital collection development policy.

In the modern communicative age, the standards of the school libraries are the qualitative guarantee on the services of school libraries or school library media programs, as the guidline, the active guide, the policy documentation and criteria for the professional excellence. The standards of SLMP were revised the sixth time by the school library profession(ALA) with the members or agency of NEA in the U.S. There are the first standard was a quantitative; 'the Certain Report'(by A.L.A., 1920) appearing that the school library is the heart of the school, 2nd 1925; turning up the teaching material source and personel, 'School Libraries for today and tomorrow' (by AASL, 1945) incluseing the instructional materials and the 7th educational ideas in the quantitative feature, 'Standards for School Library Programs' (by AASL, 1960) expressing the instructional material center, communicative environment, learning and teaching laboratory, 'Standards for school media programs' (by DAVI & AASL, 1969) implicating the instructional resource, learning and teaching laboratory, the condition precedent of qualitative education for excellence, 'Standards for media programs; District/school (by AASL & AECT, 1975) containing the improving user's educational experience and personal freedom on the use of SLMP's services. Through changing the standards of SLMP in the US, We have known that the main educational idea in the standards are; (1) SLMP is the instructional force and resource for qualitative, excellence education by learning and teaching laboratory, instructional resource, communicative environment (2) SLMP is the actualizing force and resource for user's self-realization by intellectual and personal excellence, individualizing, humanizing and personalizing education.

There is a recognition that traditional resource sharing methods such as interlibrary lending and document delivery are now inadequate to meet user needs in the increasingly networked environment. The current study identifies barriers to resource sharing and provides analysis of stakeholders engaged in resource sharing. Focused interviews with six professional librarians were also carried out to seek out deeper understanding of perceptions of barriers among librarians. Results show that the size of the library was not necessarily result in active resource sharing. There was a wide gap among librarians in terms of their attitudinal and organizational orientations towards resource sharing. Barriers specifically identified in the study include the narrowly defined notion among librarians of what constitutes research and the untested fear of swamping where there is an imbalance of collections. Overall, while resource sharing is recognized as an integral part of library services, it seriously lacks funding and staff. The study recommends earnest efforts to build librarians' community to invigorate resource sharing among libraries.
