미국공공도서관의 봉사활동에 미친 연방정부의 역할에 관한 고찰-LSA와 LSCA를 중심으로

  • In modern times, it has been a most imporant problem for the community to make nation's information resources a\-ailable to all the people ~vithf ree and even access. In Nelson Associate's National platz for library service appeared in 1948, 50 million Americans were served by public libraries with inadequate service and 35 million have had no library service. Library Services Act signed bq- President Eisenhower in 1956 was a result of continuous efforts of AL.1 for 20 years. It aimed to extend public library service to rural population less than ten thousands. LSA was succeeded by LSCA in 1964 and continued with several amendments so far. 620 million dollars of Federal funds were put into local library administrati1.e agencies during 1957-1974 for the extension of library service and construction of library buildings. Federal funds also encouraged local library administrative agencies to ha\-e more interest in library and information service and carry out their own library programs. However, there are many current problems in Amierican pubic libraries still now, that is, uneven growth of public libraries, uneven distribution of information resources, inadequate library service to a large part of population, insufficient supply of library funds, lack of nationwide library network beyond local admini-strative jurisdictions and so on. National Advisory Commission on Libraries, Committee on Libraries, National Conference of Library and Inforination Science are results of government efforts to meet those problems and carry out effecti1.e nation's library policies. In other part, Congress authorized to open the White House Conference on Library and Information Science before 1978 to make a reco:nn:endation fostering the library use. It is expected that the elected President Carter will put more efforts in developing library and information services, for LSA and LSCA were mainly pushed ahead by Democratic Party. In conclusion I could find some factors through these analysis that would be of some help to develop nation's library and information services, especially in developing countries.

A Model On Voluntary Activity in Library Services for Disabled People in Public Libraries (공공도서관 장애인서비스 자원봉사활동 모형 연구)

  • Recently, as voluntary activity has become more widespread, there have been some voluntary activity movements in the provision of library services for people with disabilities. This study aimed to develop a model on voluntary activity in library services for disabled people in public libraries. Survey data collected through three data collection methods showed that volunteer activities in public library services for the disabled were very poor, and recommended the training of library staff and volunteers serving disabled people, the management of educational programs for librarians about the disabled and the dissemination of standardized manuals. From the results of the survey, a voluntary activity model, based on three factors, the aims of library services, the types of the disabilities, and volunteer services including specific sub areas of services, was developed. Finally, this voluntary activity model will contribute to the theory development of library services for the disabled

Types and Status of Patient Services based on Hospital Library Guidelines (병원도서관 가이드라인에 기반한 환자서비스 유형 및 현황)

  • The purpose of this study is to investigate the services provided to the patient based on the guidelines and standards due to the importance of the existence and role of the hospital library. The subject of investigation is foreign hospital library. As a result of the related search terms from search engine Google, researcher selected 90 overseas hospital library sites and examined the type of service based on guidelines and standards. As a result of the survey, services were provided mainly for 'basic service' and 'health information resource service' and 'health information resource service' was provided mainly for 'providing and delivering' rather than 'education'. 'Mental and psychological healing services' were found to be insufficient overall. The suggestion for providing hospital library service is as follows. First, it is necessary to provide library name and service that specialize only in patients. Second, it is necessary to expand bibliotherapy service, which is the center of hospital library service, especially providing culture, rehabilitation and entertainment programs, which are mental and mental healing services. Third, it is necessary to arrange human resources of health librarian and volunteer based on librarian.

Development of the Evaluation Indicators for Universality of Public Library Services: Based on Universal Design Principles (유니버설디자인 원리에 기초한 공공도서관 서비스의 보편성 평가지표 개발)

  • For public libraries to deliver appropriate information to various types of users in information society that allows people to access and use a variety of information, it is necessary to provide services applying the universal design principles in terms of universality. The purpose of this study is to develop the evaluation indicators for universality of public library services, which apply universal design principles to evaluate if public libraries provide appropriate services that meet their original purpose. The final 'Evaluation Indicators of Universality of Public Library Services' consist of six evaluation areas and 41 evaluation contents in 10 evaluation items. Each evaluation content is categorized into a relevant factor among five universal design applicable factors (Universality, Convenience, Recognition, Safety and Economic Feasibility) according to its characteristics.

  • The purpose of this study is to investigate the status of specialized services and the overall satisfaction of the operation of the specialized services for the librarians and users of the specialized libraries, and based on the ISA method, compare the specialized theme data, specialized service place, specialized program, specialized theme area facilities and environment, and derive issues of the specialized library operation and improvement measures. Consequently, first, when developing the program, the specialized library needs to develop programs in possession of unique characteristics specific to the areas of the differentiated themes from the cultural and educational programs run by the existing libraries. Second, it is necessary to focus on the specialized theme area information services for the users, and to this end, it is necessary to improve librarians 'professionalism. Third, it is necessary to secure the budget for the specialized services and secure space. Since the scope of the services which may be provided as per the budget intended for providing specialized services may be limited, it would be necessary to secure and operate the budget systematic to this end. Fourth, the specialized library needs to proceed with activities in connection with local residents for the purposes of facilitating specialized services.

A Study on the Library 2.0 Service From a Information Ecosystem View Point (정보생태계 관점에서 본 도서관 2.0 서비스의 연구)

  • Library 2.0 stands for the term which suggests the changes in library's services. Library 2.0, the term, was first appeared in 2005 and have studied as a meaningful model for library services. The majority was related to the definition of basic concepts, overview of best practices, and case study for individual implementation. There are three goals of this study which is distinguished from other library 2.0 studies. First, I have surveyed various types of services and classified into three groups. Second, I have examined the properties viewed in this light of content, user, and manager. Third, I have propose a new conceptual model of a information ecosystem which thinks the library 2.0 collectively.

  • This paper is a preliminary study to develop the standard job model for strengthening children services in Korean public libraries. To do so, the researchers reviewed and analysed the current status, features, and job of children's services of sample public libraries in the United States, United Kingdom, Japan, and Korea. As a result. library management, development and preservation of childrens' materials, technical services and database management, public services, program services related to book and reading, cooperation activities with the relevant agencies and facilities revealed as a key job of children's librarian. Based on these results, subsequent research will be to develop a standard job model for children's services of public library in Korea.

A Study on the Operation and Services of Public Libraries in the U.K. (영국 공공도서관의 운영 및 서비스에 관한 연구)

  • Following the Industrial Revolution, the United Kingdom achieved political, economic and social development earlier than other countries. The British people, who gained free time, wanted to have library services. Thus, the central government established the Public Libraries and Museums Act in 1850, which was the first in the world. The local government began to establish public libraries using tax income and provided free library services. At present, the operation and services of British public libraries have been developed and are exemplary, compared to South Korea and other developing countries. Thus, this study examined how the central and local governments in the U.K. developed their public library operations and services, and how they operate public libraries.

  • To deal with a new environment of information technologies in the 21 Century, many libraries around the world have made great efforts to develop online knowledge-information services. In Korea, the National Library initiated an online knowledge-information services, in 2008. Through case studies and practical tests of online knowledge-information services, this article discusses plans for developing . The article explores definitions and types of online knowledge-information services, and analyzes online knowledge-information services in Denmark, Sweden, Finland, and Korea. Futhermore, practical reviews on the four services are conducted through 'question-answer' tests. As a result, the article discusses present and future tasks for improving .

  • The purpose of this research is to analyze the trend and performances of contracting out the management of public libraries in Korea, in order to help promote the effectiveness and efficiencies of their operations. In this research, Investigated in detail are the following issues: First, the need for and background of contracting out public library services and their present state in Korea; Second, the pros and cons of contracting out public library services; and finally, based on the aforementioned findings, a future model of 'contracting out' public library services is proposed in order to further the effective management of public libraries in Korea.
