User fees have been employed by libraries as far back as the mid-1800s in both United States and England. By the late 1800s and early : 1900s, the charging of user fees for some library products and services had become a reality in many public and academic libraries. Yet the practice has created controversy when computer-aided reference service began to charge especially in the publicly funded libraries. There are two extream arguments on library reference service fees : one is for and the other is against. most fee o n.0, pponents base their stand on morality. They argue that charging fees for any service is wrong because it violates the user's right of access to information and regard it as an act of decrease human life chances as well as an act of censor. But those who favour fees argue that it is necessary to separate the rhetoric from the reality and to distinguish what libraries are from what they do. The study revealed that library has two options. One is strict free of charge and the other is charging for selected library services. Whatever options the library may take, library had to decide an overall reference service policy. The level and scope of service, audience, necessary fund (who and how) and many other physical and metaphysical things must be considered. However, the first option will necessary be to limit services while there is no loss of traditional philosophical service element. Yet, if to provide a wide range of choices and to create conditions more hospitable to competition from the private information sector and for better evolutional selection, the second option(fee-based service) gives more benefit to the users while there is a loss of fundamental service philosophy.

정보기술의 발달과 인터넷의 보급 등 이른바 IT대혁명으로 시각장애인의 정보환경이 변화하면서, 점자도서관의 위치가 흔들리고, 점자도서관의 존재여부에 의문이 제기되고 있다. 왜냐하면 반드시 점자도서관을 통하지 않고도 정보를 얻을 수 있는 경로가 생겼기 때문이다. 그러나 이제까지 선행된 시각장애인의 정보서비스에 관한 연구들에서는 이러한 환경변화에 따른 서비스의 변화내용은 찾아볼 수가 없었다. 따라서 본 연구에서는 시각장애자에게 있어서 점자도서관의 위치와 그 의미를 확고히 하고자, 정보환경의 변화에 따른 점자도서관의 서비스 변화의 동향을 분석한 후, 점자도서관 서비스의 변화를 파악하기 위하여 한국의 점자도서관을 대상으로 설문조사를 실시하였다. 분석결과 인터넷과 직접, 간접적으로 관련된 점자도서관서비스의 동향이 여러면에서 보였으며. 이러한 동향을 바탕으로 인터넷을 활용한 점자도서관의 기능은 다음과 같다. 첫째, 인터넷상의 정보유통을 보조하는 기능 둘째, 인터넷을 이용하여 종래의 서비스 질을 향상시키고 새로운 서비스를 제공하는 기능, 셋째, 인터넷과 관련된, 점자도서관 본래의 기능 이외의 기능, 이러한 기능들은 시각장애인이 다른 경로를 통해 정보를 얻을 수 있게 된다 하더라도, 점자도서관이 반드시 필요한 충분한 이유가 된다. 그러므로 정보환경이 변화한다 하더라도, 시각장애자에게 있어서 점자도서관의 위치는 더욱 확고해질 것이며, 존재의 중요성이 더욱 강화된다고 할 수 있다.

현재 정보불평등계층에 대한 개념과 정의는 국내의 법마다 상이하며 용어 또한 다양하다. 사회의 발전과 국가의 관심에 따라 정보불평등계층은 더 세분화되고 있는 상황에서 세분화된 도서관정책과 서비스도 개발되어야 한다. 본 연구에서는 이에 대한 기초조사로서 정보격차에 대한 용어, 개념, 법적근거, 디지털정보화수준에 근거한 지수개발, 격차해소정책 및 도서관발전계획상에서의 도서관서비스 사례를 조사하였다. 또한 장애인서비스, 다문화서비스, 노인서비스의 정보불평등계층별 도서관서비스 정책 및 서비스 개발현황을 비교 분석하였다. 분석자료로 논문 및 사업과제를 사용하였다. 연구결과, 본 연구에서 정책개발(법, 제도, 중장기 계획, 선진화계획, 사업 모형개발, 매뉴얼개발, 홍보전략, 평가지 등), 지원기구, 담당인력양성, 협력네트워크, 지원설비, 지원서비스, 지원자료 등 다수의 과정과 업무가 구비되어야 함을 제안하였다.

장애인은 각종 장애, 이동성 제약, 대체자료 및 서비스의 부족 등 다양한 이유로 인하여 공공도서관 접근 및 자료이용에 많은 어려움을 겪고 있다. 이를 해소하려면 공공도서관은 장애인을 위한 아웃리치 서비스(outreach service)를 제공하여 그들의 다양한 정보요구를 충족시켜야 한다. 이에 본 연구는 국내외 공공도서관의 아웃리치 서비스 사례를 분석하여 시사점을 도출하고, 국내 공공도서관을 대상으로 서비스 현황과 인식도를 조사 분석하여 장애인의 규모 및 유형별 아웃리치 서비스 강화방안을 제언하고자 한다.

본 연구는 충북도립대표도서관의 건립 기본계획을 위한 사전연구로 충청북도 내의 공공도서관 이용자를 대상으로 도서관 이용과 서비스에 대한 인식조사를 실시하였다. 그 결과 설문 대상자들은 충북도립대표도서관의 역할 중 지역 도서관 발전 및 도서관 서비스 강화를 위한 정책 수립 및 시행이 가장 중요하다고 생각하는 것으로 나타났다. 또한, 장서 운영 방향으로 선호하는 정보원 유형은 인쇄자료이며, 주제 측면에서는 문학 분야를 가장 높게 선호하는 것으로 나타났으며, 다양한 분야의 도서와 지식정보 제공을 희망하고 있는 것으로 조사되었다.

지금 전 세계에서는 인간수명의 연장과 건강에 대한 관심이 고조되고 있다. 더욱이 인터넷의 발달로 의료정보 접근과 의료 상담에 관련된 사이트들이 증가하는 가운데 의학정보에 대한 오남용 가능성도 배제 할 수 없다. 이제 공공도서관에서도 이용자에게 건강·의학정보를 수집 정리하여 능동적인 지역정보봉사를 제공해야만 하는 시점에 와 있다. 본 연구에서는 공공도서관에서 지역정보봉사의 개선을 위한 한 방안으로 의자정보사이트의 구축과 관리를 지원하는 통합 지식관리시스템 모형을 제안하고자 한다. 따라서 이론적 배경으로 공공도서관의 의학 정보서비스에 관련된 이슈와 지식경영과 지식관리시스템에 관련된 이슈를 다룬다. 그 다음 국내외 12개 의학정보사이트를 분석한 후 공공도서관 의학정보사이트 구축에 대한 계획 및 구성을 제안한다. 끝으로 의학정보사이트를 지원하는 5개의 하부 시스템으로 구성된 통합 지식관리시스템의 모형을 다음과 같이 제안한다: 1)지식창출 시스템, 2)기술지원 시스템, 3)교육지원 시스템 4)커뮤니티 시스템, 5)지식공유 네트워크 시스템. 이 시스템은 지식경영에 기초를 둔 통합 지식관리시스템으로서 공공도서관이 보다 경쟁력을 갖고 지역정보봉사를 효율적으로 수행하도록 지원할 것이다.

This study examines the use of electronic databases (e-databases) by faculty members of the Ghana Communication Technology University (GCTU). The study used a descriptive research method. Copies of the questionnaire were used for the data collection. Due to the manageable population, no sampling method was used in this study. The Statistical Package for the Social Sciences (IBM-SPSS 21.0) was used for data analysis. The results showed that most faculty members were aware of the availability of databases in the library. Additionally, the findings established that Emerald, as well as Taylor and Francis, were ranked highly in terms of availability and accessibility. The study identified problems such as difficulty in downloading information as well as poor internet connectivity. Based on the results, the study recommended that library management should address all the challenges that users encounter as soon as possible.

Because of the changes made in the modes of cataloguing and classification in its long history, the present catalogue of the National Central Library has become complicated and provides an inadequate guide to its collection. There can be no doubt that this is a serious deficiency in a closed access library since materials housed in the library are virtually inaccessible to unskilled readers. The whole breakdown of the efficiency of the catalogue is emminent and will ultimately create the most serious problems for the library. The main purpose of this survey is: (a) to identify problem areas created by the frequent changes in the cataloguing and classifying principles in the library and (b) to grope a rational direction for the future development. Analysing the various classification schemes and cataloguing rules adopted in processing materials (mainly books) in the library, the following conclusions have been made. A. The library adopted five different clasification schemes in different periods, of which KDCP was used for the most part of its collection. KDCP is recommended to use for the future colletion. A classification development office is recommended to be established within the library, of which the main function is to revise the KDCP in collaboration with the appropriate committee of the Korean Library Association. B. The present practice in the library is to apply three different cataloguing rules and two different author notation tables to the Oriental, classical, and Western collections. Efforts should be made to find out an efficient system so that this variety is simplified. An alphabetical index should be added to the classified catalogue, and improvements are required in the Japanese collection. C. The technical services division is inadequately staffed. The staff should be sufficiently numerous and specially qualified. D. The present financial support for the technical services of the library is inadequate. Sufficient financial provision should be made to ensure the effective work. E. A feasibility study should be carried out to develop a computer processing system for providing machine-readable catalogue records on magnetic tape for use by the library community in Korea.

이 연구는 우리나라 도서관 장애인서비스의 현재 수준을 알아보기 위하여 전국 공공도서관, 장애인도서관(점자 도서관)을 대상으로 현황을 조사 분석하였다. 설문조사는 공공도서관 768개관, 장애인도서관 36개관이며, 일반현황, 편의시설, 대체자료, 보조공학기기, 자료 및 정보서비스, 문화프로그램 6개 영역으로 구분하여 다양한 측면들을 조사 분석하였다. 분석 결과, 장애인서비스의 수준과 내용에서 도서관 운영주체, 내용적 측면, 지역에 따라 다양한 편차가 나타났다. 이 가운데 공공도서관 장애인자료실과 장애인코너에 전담직원이 있는 경우, 장애인 서비스의 질적 수준이 상대적으로 높은 것으로 나타났다.

이 연구는 국내외 도서관의 직무사례를 분석한 선행연구 결과를 바탕으로 국내 도서관의 아동서비스 직무를 분석하고 표준모형을 제안한 후속연구이다. 이를 위하여 공공도서관과 아동도서관을 대상으로 직무에 대한 인식도를 조사 분석한 다음에 아동서비스를 강화하기 위한 표준 직무모형(중요성, 난이도, 전문성, 수행요건)을 제안하였다. 또한 표준 직무모형의 실천성을 화보하기 위한 아동사서의 전문성 제고와 자격제도화 방안을 제시하였다.
