The information of figures in science which could induce interest in science and have educational importance is the value-added content through information sharing and connectivity. In this study, we analyzed domestic and overseas cases of Linked Open Data(LOD) that are being increased recently in order to provide a better service through information sharing and utilization of scientific figures. We suggested an efficient scientific figures ontology and the method for LOD construction reflecting the results of the analysis. We also presented plans for the interlinking among various external resources and for promoting LOD information use.

In recent years, the intellectual property rights (IPR) are increasingly becoming trade goods and the subject of international trade negotiations. During the past decades, intellectual properties earned critical importance for economic development in both developed and developing countries. Developed countries, headed by the United States, that recognize the economic value of the IPR in the world market are aggressively seeking for universal protection of IPR throughout the world. Intellectual properties have unique qualities that distinguish them from other tangible goods. Most importantly, they are public goods created on the basis of knowledge and information accumulated throughout human history and shared by different cultures. However, there is a growing tendency that the quality of public goods are being etched away as the property concept in IPR expands. In this paper, I discuss how copyright and patent laws incorporated the concept of property right as natural right to one's intellectual creations in early formation of the laws in Europe. I argue that copyright law and patent law are the historical products resulting from political, economic, and ideological factors interacting in a certain society. A history of copyright and patent points to that the intellectual property rights as natural lights of authors and inventors as argued by developed countries in international disputes, are not universal, but unique historical products. Copyright and patent laws have been shaped and developed as regulatory measures by governments to promote and control industries by providing authors and inventors with monopoly incentives. Since property right was used as a regulatory device it was restricted. This is to enhance the distribution of knowledge and information rather than to ensure the property right as an absolute right.

VCO(Voltage Contolled Oscillator) is one of the main components governing the size, performance and power consumption of telecommunication devices. As the devices become much smaller, YCO need to hove much smaller size with better characteristics. Buried type passive components of L, C, R were developed previously and the structure of these components are good for minimizing the size of VCO. Our own library of passive components is used in simulation and measurement circuit designed by ourselve. In structure of multi-layered VCO, some components governing the characteristics of VCO are selected and placed on the top of oscilltor for the good tuning process. In resonator part, the stripline structure and low loss glass/ceramic material are used to get higher Q value. In our research, a VCO oscillates in the 2.3~2.36 GHz band is developed.

This is a user study of the public access to the Internet at public libraries in Busan and Kyungnam province. The mainstream of users was identified as a typical 'information rich'. It was found that public libraries were not successful in leading the traditional non-users into the libraries with public access to the Internet in libraries. For users the most attractive feature of the service was the fact that it was given for free, while they were not value the professional guidance of librarians. Upgrade of hardwares and telecommunication infrastructure was at the highest priority of the users want list, Some strategies for the public access to the Internet at public libraries were proposed.

The purpose of this study is to construct a model for measuring and assessing service quality in public libraries based on the theory of service quality in marketing area. Firstly the degree of importance of service factors is measured and ranked according to the value of each factor. This importance ranking indicates the order of service improvement. Secondly the correlation model between service factors and customer's satisfaction and behaviour is established and verified in statistical method. The result shows that the order of service quality factors which have influence on the customer's satisfaction and behaviour is the order of service quality factors required preferential improvement.

These days, librarians working at university libraries have been suffering from uncertainty about their professional identity and their position stability by ever-changing circumstances. Therefore, librarians at university libraries have to adapt quickly to the informational and educational environment which are constantly changing. They have to alter their role to meet information needs of users and only then can boost their value to maintain their longstanding identity as an expert on information storage and access. The purpose of this study is to find factors which threaten the professional identity of librarians working at university libraries by analyzing the literature and phenomena and to research an effective counterplan to create conditions for librarians to take pride as professionals in stable circumstances.

National artifacts has the same physical characteristics to general artifacts and the evidential value which was produced during the public working. National artifacts different from paper and electronic records about physical properties. So it should be doing the expanded process. In this study, the ISAD(G), MODS, RAD and CDWA based on Korean Record Management Law by comparing and analysing of the technical elements was being extracted, The descriptive elements of national artifacts is pull by conclusion of the analysis.

The purpose of this study is on the Shera's sociological aspect of librarianship. Jesse H. Shera, educator, philosopher, and theoretician, considered that perhaps his most significant contribution to librarianship was not a “thing” but a “concept”. Library was created to meet certain social necessities, and that its development is closely related not only to intellectual history but also to change in the organizational structure and the value system of its supporting culture. It is axiomatic, then, that the library as a social instrumentality. is, as it has always been, conditioned and shaped by the social milieu within which it function. Therefore we are concerned with the need for a new epistemological discipline, a body of new about knowledge itself.

As recently the information industry has been emphasized as a national basic industry, it Is the key for the growth and success of information industry to maintain information resources of high quality. In this context, exploiting public sector-held information could be not only the basic work for keeping information resources but also the motive of development in future information industry. To cope with these trends, this study suggested policies for exploiting public information in private sector. This is the process that offering public information resources to the private business sector, making value addition and commercialization of public information, and servicing to end-users. This enables promotion of the information industry and realization of the universal service through share of roles between public and private sector.

This research is a case study with the subject of 5th grade elementary students, practice a developmental bibliotherapy, and check the influence on the self-actualization. The subjects of this research is 20 students of 5th grade C elementary school in Gyeonggi Province, (including experimental group.10 students, control group: 10 students) and we practiced 12 times for 6 weeks. The result of the experimental group represents meaningful effects in the scales of inner-directed, self-actualization value, feeling reactivity, spontaneity, self-regard, self-acceptance. Then, we found in the lasting scale that the effect was lasting after 3 weeks. Therefore, we conclude that a developmental bibliotherapy can gives elementary students a positive influence, and help them form their proper notion as human being.
