A public library is changing into a place where people can freely acquire and make use of information in digital environment with the basic ideology of publicity. In spite of such changes, multimedia center is still biased with the function of computer room to use PC and is not used actively by many users. This study can be summarized and concluded as follows and spatial characteristics of digital data room of public library can make use of space planning elements by aspects as an analysis tool. First, designed characteristics focusing too much on the possession of seats for reading digital data. Therefore, spatial planning for users to choose necessary facilities according to the data they wish to read and type of users is needed. Second, interior tone of multimedia center is applied with identical color for all floors, walls, and ceilings, to create sense of unification. However, due to the arrangement of similar colors, while using identical brightness and chroma, some users felt difficult to realize shape or depth in space. It is more appropriate to apply distinctive color plan according to the characteristic of the data or space region, in order to create pleasant digital environment for visually weaker people or elderly. Third, psychological or technical factors of multimedia center is not sufficiently applied in space planning elements for users. In order for various digital service of public library to be technically implemented, it is necessary to organize open space by expanding the size of multimedia center to utilize high-tech facilities.

본 연구의 목적은 도서관 이용자의 이용과 그 패턴에 대한 사서의 인식을 조사하는 것이다. 7명의 도서관 직원과의 인터뷰를 통해 도서관과 다른 기관, 쇼핑몰이나 학교와의 공간적 관련성, 도서관 접근시 이동거리, 교통수단, 시간적인 특징들에 대한 사서의 시각을 분석하였다. 인터뷰 결과는 가족단위의 이동에 대한 정보를 분석한 결과를 확증하고 있었다. 그러나 인터뷰 참여자는 이용자의 이동거리나 이동시간이 물리적 접근성 분석에 중요한 요소들임에도 불구하고 이에 대한 이해가 부족했다. 결과를 바탕으로, 본 연구는 공공도서관의 접근성 향상을 위해, 다른 기관과의 후원계약체결, 주 도로 상의 반납함 설치, 점심시간을 이용한 도서관 프로그램 제공 등을 제안하고 있다.

본 연구는 정부출연연구소인 한국과학기술연구원의 사례를 통해 전자 학술지가 전문도서관 운영 전반 즉, 예산, 정보 이용, 업무, 시설, 공간에 미치는 영향에 대해 조사 분석하였다. 이러한 분석을 통해 전문도서관 운영 측면에서 고려해야 할 요소들을 다음과 같이 제안하고 있다. 첫째, 전자 학술지 도입은 전문도서관 운영 전반에 영향을 미치기 때문에 직무별로 접근하지 말고 큰 틀에서 접근하여야 한다. 둘째, 현재 전자 학술지는 대부분 콘소시엄을 통해 구독하는 경우가 대부분이지만, 정보 제공 기관들과 정보 공유를 위한 협력망 구축 및 구독 방법을 다양화하여야 한다. 셋째, 전자 정보 운영 환경에 맞게 직무 분석을 통해 업무가 재설계되어야 한다. 넷째, 물리적 규모가 아닌 원하는 전자 정보를 이용할 수 있도록 서고 및 장비를 재구성 할 필요가 있다. 마지막으로, 전문도서관처럼 자료의 보존 보다는 시의 적절한 정보 활용을 중요시 하는 기관의 요구에 따른 사고의 전환이 필요하다.

대학은 교육 및 연구 활동을 통하여 민주시민으로서의 소양과 자질을 구비한 전문 인력을 양성하고 지식을 축적·창출하여 국가와 사회발전에 기여한다. 이를 위하여 정부는 대학재정지원사업을 통하여 대학의 기본 역량을 향상시키고 자율적 혁신을 지원하고 있다. 재정지원사업은 공정한 평가를 통하여 비교 우위에 있는 대학에 한정된 정부의 재정을 차등 지원하므로 대학의 경쟁력을 강화하기 위해서는 교육과 연구를 지원하는 교육기본시설이자 핵심기관인 대학도서관의 역할과 기능이 중요하다. 하지만 대학도서관은 재정 및 인력 부족, 시설·설비·공간 등의 열악한 환경, 학생들의 참여율 저조 등의 이유로 정부의 재정지원사업에 적극적으로 참여하지 못하고 있다. 이에 본 연구는 ACE 사업(2010-2016)에 선정된 45개 대학 가운데 도서관이 참여한 18개 대학도서관의 프로그램 운영사례를 조사·분석하여 문제점과 시사점을 도출하고 담당 사서를 대상으로 대학도서관의 역할과 성과 등을 설문 조사하였다. 그 결과를 바탕으로 앞으로 정부의 대학재정지원사업에 대비하여 대학도서관이 고려해야 할 전략과 방안을 제안하였다.

The colony education policy of Japanese Empire was, as a su n.0, ppression on national salvation education of Korean, on the one hand it was liquidation of Korean national spirit and other hand, it has the object to Japanizing Koreans through cramming Japanese language and its culture. During the Japanse occupation of Korea, the libraries had two roles, one was to press Korean and its culture and the other was to civilize Koreans for Japanizing. The purpose of this study is to examine the role of rural-mini libraries whether the former or the latter. From 1932 to The Chosun Governor- General Department (Chosun Chongdokboo) actively spread 'The Movement of Rural Development in Korea. At the same time there were many rural -mini libraries in Korean rural and fishing community. Under the colony of Japanese Empire, colony policy was itself very tough that Japanese Empire did their utmost ideas to win Korean culture over and Japanzing Korean with every possible pressures. Since rural-mini libraries were planned by the chosun Governor-General Department, however, were established by Korean themselves with the property of local education center( Hyanggyo). Therefore, rural-mini libraries were as facilities to promote rural economic development for providing Japanese with some materials which need to conduct a war, and to introduce local people to participate in civilizing activity themselves and farmers and fishermen were forced to group to be educated in Japanese language and its reading. Rural-mini libraries were, as it were, not as facilities for enlightening Korean peoples but as facilities for civilizing Koreans.

This study is a research for revitalized characteristics of compounded community center which is a complex aid facility with a key position of regional culture and welfare. Recent complex conditions of community center and public facility is studied on this research. The methods are searches in the Internet, telephone interviews, and documents of present local conditions. The results are as follow : The community center in Seoul City support 2 million people per a center in average and self-supporting financial rate came out low. The community center formed physical shape in one building with community facilities. A district complex community center type, which is a village office united to public facilities, expected to be increased. The community center compound 1 or 2 facilities, divided 15 types. Most of community center is complex type of community center with village office and the other types are complex type of community center with a hall for the aged, nursery, and library. Accordingly, the community center keeps up the complex type of community center with village office type as a physical shape in one building and the district complex community center type complexes with hall for the aged, nursery and library.

복잡한 법적분쟁을 전문적이고 효과적으로 해결할 수 있는 법조인을 양성하기 위한 목적으로 출범한 법학전문대학원에 대한 서면평가 및 현장평가가 2012년 9월부터 10월에 걸쳐 진행되었다. 본 연구는 평가의 기초자료로 제공된 평가기준, 평가매뉴얼, 질의응답집과 평가수행과정에서 실제 나타난 문제점을 바탕으로 평가항목 중 법학교육의 전문성을 위해 가장 핵심이라고 할 수 있는 법학전문도서관에 대한 평가조항의 문제점과 개선방안을 제시하고자 하였다. 분석결과, 평가조항의 경우 일률적인 양적 기준을 제시하는 것보다 대학원별 규모를 감안하고 추상적인 내용을 보다 구체적으로 제시할 필요가 있는 것으로 나타났다. 특히, 향후 법학전문도서관의 효율적 운영을 위해서는 특성화를 비롯한 발전방안의 구상 및 실천, 그리고 대학원 구성원의 참여를 통한 운영방안이 마련될 필요가 있다. 또한, 도서관에 대한 평가를 별도의 장으로 구성하고 도서관 시설에 대한 부분은 대학원의 기타 시설들과 함께 평가하는 것이 바람직하며, 대학원별 규모를 감안한 모범사례 발굴을 통해 각 대학원에 표준으로 제시해 줄 필요가 있는 것으로 조사되었다.

어느 국가를 불문하고 모든 공공도서관은 시설, 장서, 예산을 필요로 하지만 그 성공의 여부는 지역사회에 최고 수준의 서비스를 제공하는 직원에 의해 결정된다. 그러므로 공공도서관은 적정수의 상근직원을 확보해야 한다. 이러한 노동력을 보증하기 위하여 본 연구는 국내 공공도서관의 직원배치에 관한 법적 및 권장기준의 법리적 정당성, 논리적 타당성, 현실적 적합성과 유용성을 분석하고, 직원배치를 위한 결정변수로서의 건물면적과 장서, 법적 봉사대상인구의 구간, 기본인력 배치수준, 봉사대상인구를 감안한 증원인력을 중심으로 직원기준의 개선안을 제시하였다.

This paper examines the characteristics of 23 libraries affiliated with educational institutions of the Korean miltary. Materials and data used in this analysis were obtained from a variety of statute books, Korean Library Association publications, past works in military-related research, questionnaires and interviews with library staff. For each military educational institutions, the background to its foundation and Its current operations are briefly reviewed. Library characteristics subjected to analysis pertain to the following 8 areas： location and architecture, stack arrangement, furniture and furnishings, personnel, service elements, budget, book stock, and extent of computerization. The affiliated library (consisting of reading rooms and/or stack rooms) is then classified as belonging to one of the following three levels: graduate-school level (total of 4 libraries), university level (5 libraries), and technical-school level (14 libraries). When necessary. particular libraries are examined in detail. This research reveals that while most graduate-school and university level libraries are being operated on a relatively sound basis, there are significant disparities among university level libraries. As for technical-school level libraries, the lack of professional staff and service elements for users is seriously impairing their operations. In order to address these problems and support military education and research in the age of segyehwa and information, it is suggested that the Korean military formulate comprehensive measures to modernize library facilities and improve their operations.

본 연구는 복합용도건축물 내에 공공도서관을 건립하는 것이 효율적인 공공도서관 인프라 확충 방안의 하나로 인식하였다. 서울에 있는 112개 모든 공립 공공도서관을 대상으로 도서관의 복합화 여부를 현장방문과 전화문의를 통해 조사하였다. 조사 결과 전체 도서관의 약 50%에 해당하는 55개 도서관이 복합건축물형이다. 복합용도건축물 내에 공공도서관을 효율적으로 설치하기 위해서는 도서관의 규모, 위치, 공간구성에 대해서 충분한 고려가 필요하겠다. 그리고 필요하다면 더 많은 상업시설, 학교시설 그리고 관시설과의 복합화가 필요하겠다.
