This article investigates the roles the librarians can take under the rapidly changing information environment of 21st century, in order to maintain and develop the values as professionals continuously. It suggests six role models: 1) Information educator planning and implementing the user instructions in the libraries; 2) Information counselor providing humane services through counseling on reading and cooperations in research of the library users; 3) Information searcher searching and providing thc information rapidly and accurately to the users; 4) Information mediator evaluating the usefulness of the acquired information and even providing the consulting on information management; 5) Subject speaalist specialized in specific information services; 6) Cultural program planner planning and implementing the various cultural programs.

The purpose of this study is to analyze the perceptions, demands, operation problems of teacher librarians for the implementation of the high school credit system. 153 teacher librarians working in high schools participated in the online survey, and statistical analysis was conducted Teacher librarians had a high understanding of the high school credit system, and the demand for elective courses management was high. In particular, teacher librarians working at research schools had a higher understanding of the high school credit system and the operating foundation than those in general schools. Lack of awareness of the educational role of students and teachers toward teacher librarians was recognized as the biggest problem in the elective course management and there was no difference according to the background variables of the teacher librarian as gender, region, experience. On the basis of this result, it is suggested and discussed that developing high school credit system training program for teacher librarians, opening of elective courses related to reading, media, and information literacy skills and developing textbook, and instituting mandatory completion courses related to reading, media, and information literacy skills in pre-teacher training course.

Interlibrary loan has been a very common library service in the developed countries but it is yet to be actualized formerly in Korea. As Korea is moving toward an information society where all the individual user's request in the library should be met, we need to understand, in detail, the theory and practice of interlibrary loan service. As various information technology has been applied to the libraries, the libraries became the open system. Thus, the libraries become more cooperative, form networks, and make interlibrary loan service available. This study is based on the following three hypothesis formulated from the systems theory. 1. If libraries cooperate each other and form some kind of networks by mail, computers or telecommunications, they become the open system. 2. If a library develops as the open system, interlibrary loan becomes available in the library. 3. If the interlibrary loan system works, the role of the librarians will be changed. The research was carried out by analyzing the various studies about interlibrary loan service and by examining the interlibrary loan systerns presently working in the U.S.. The conclusions are reached deductively from the data. Some of the terminology used are defined as follows: System: a network of interrelated procedures that are joined together to perform an activity or to accomplish a specific objective. It is, in effect, all the ingredient which make up the whole. Cooperation: Working together to benefit participant libraries. Network: a much more structured type of cooperation in which definite regions or areas are connected by electronic or other means to promote interlibrary loaning of materials, in-service traing & other sharing of resources. Interlibrary loan: the lending of books between libraries. The model of cooperation or networks was used to be (1) a star type, (2) a hieranchical type, (3) a distributed type or (4) the combination of aforementioned three. However, the development of the telecommunications and computers enables all kinds of libraires cooperate together. Interlibrary loan service starts with the needs of user's information. The information have to be logically accessed through bibliographies, computers, electronic mails and satellite communications. And the logical access requires the information technology and the libraries become cooperative. The physical access to the information follows next but only traditional method of mail and some commercial service are currently available for this purpose. Therefore, researches are needed to develop this physical access. If the libraries form networks, the microaspect of library changes accordingly as the macroaspect changes. If the libraries . cooperate to become one large world library, the librarians plan, organize, control library operations and report the results. And the librarians work inside and outside of the library to cooperate with other libraries. Only the cooperation of the libraries will enhance interlibrary loan and the Korean librarians have to be prepared to accept the new role of librarianship for the interlibrary loan service.

The purpose of this study is to investigate the influence of teacher-librarians' autonomy support on the school library users' satisfaction and continuance intention. Based on SDT(self-determination theory), it focuses on the mediating effect of BPN(basic psychological needs) between the autonomy supports and the satisfaction of the school library users. A survey was administered to 331 middle school students and the research model was examined by using regression analysis and Hayes' parallel multiple mediator model. The findings show that the teacher-librarians' support for autonomy directly and indirectly has a positive effect on the students' satisfaction with the school library, and perceived autonomy and competence among the sub-factors of basic psychological needs are found to have a significant mediating effect between the support of the librarian's autonomy and satisfaction with the school library. In addition, students' satisfaction with the school library shows a significant effect on the continuance intention. This study is meaningful in that it presents the role of teacher-librarians as a factor affecting students' motivation to use school libraries and provides implications for revitalizing school libraries.

The purpose of this study is to suggest ways to improve medical librarians' educational programs to improve domestic medical library user services. To this end, the role of medical librarians was investigated, and the education areas were itemized, and then the MLA in the US and the KMLA in Korea were compared and analyzed. As a result, the improvement points for medical librarian education programs in Korea are: First, expansion of certification programs that select various types of education programs, education areas, education contents, and specialized fields, collaboration programs with related institutions, and education programs that advocate the value of KMLA are required. Second, there is a need for various educational programs in the current educational areas, such as 'research support service' and 'education/education design/consultation'. In particular, it is necessary to provide 'consumer health information service' and 'disaster information service' for which there is no education at all. In addition, it is necessary to precede the establishment of regulations on the domestic medical librarian education curriculum for the education of various 'information services in the field related to medicine'. Third, it is necessary to provide online education contents for librarians who have difficulty participating in face-to-face education.

The present study investigates librarians perceptions of Free Learning Semester, and their commitment to program development for coordination with Free Learning Semester, and whether they currently offer programs for Free Learning Semester. The study results are as follows. First, the results on perceptions of Free Learning semester showed that 54.20% of the librarians who participated in the study were aware of Free Learning Semester, and 80.15% had participated in training related to Free Learning Semester. Regarding the anticipated outcomes of implementation of Free Learning Semester, "Participation in various experiential activities offered through Free Learning Semester" was the most common response, and regarding special considerations in Free Learning Semester, "Need for instituting the dedicated workforce and enhancing their sense of responsibility and expertise" was the most common response. Second, regarding the library program development and provision for coordination with Free Learning Semester, 58.02% thought that the implementation of Free Learning Semester was an opportunity to expand the role of libraries, while insufficient budget was listed as a barrier. In addition, 63.36% stated that they had no experience in providing a program in a library. Finally, the results on the perception on the Free Learning Semester program they want to provide in a library showed that "Human Library" and "Read! Think! Dream!" were the programs they want to provide most, with the mean score of 3.939.

Library and information research is often directed towards either the management of resources (e.g., the economics of resource management), their storage and retrieval (e.g., much information retrieval research), and the users of these resources (the whole area of information behaviour. However, the question that is less often asked is, "What research do librarians want to have carried out to help them in their work?" Clearly, some of the topics just mentioned will fall into the priority areas, but what do librarians actually perceive will be of use to them. There is a notion that a research-practice gap exists in the field and perhaps the reason for that is that researchers do not ask the practioners what research will be of value to them. To find an answer to this question on a global basis would, of course, be impossible - at least impossible without the level of funding that would be difficult to obtain from any source. However, it is possible to carry out research on a national level that could prove useful both to practitioners and to the library and information research community. This was the aim of a project, supported by the Svensk Biblioteksf$\"{o}$rening (Swedish Library Association), which was carried out in 2008/2009. Ideas on potential research projects were collected from librarians themselves, from discussion group archives and from the professional journals in a number of countries. These ideas were then grouped thematically and formed the basis of two rounds of a Delphi process to solicit the opinions of a panel of librarians in different sectors, recommended by their peers as 'expert' in their field. The Delphi process was concluded with a workshop involving a subset of the panel. This paper will report on the results of the investigation, which attracted a great deal of interest within the profession in Sweden, and will also reflect on issues that were ranked lowly in the investigation. For example, not a great deal of priority was given to topics relating to the development and use of technology: why was this? And would the same result be found in other countries? One major area of research interest was into the future of libraries and a topic of relevance here, especially for academic and research libraries, is the changing information behaviour of researchers: what, now, do researchers want of libraries? Clearly, technology is playing a role here, but digitized resources and the World Wide Web may not be the answer to every researcher's need. Research into libraries and research for libraries ought to figure largely in the profession's view of its aims, objectives and visions of the future: but for it to do so requires a recognition that the work will not be done unless researchers and practitioners come together to determine how to approach the future.

The international standard for the school library suggests that school librarians qualified for librarian and teacher should run the school library. And library assistants should support the teacher librarian to carry out a role as a teacher. Despite the difference of requirements, librarians without teachers' license are under the human resources for school library administration. Furthermore, the job description between the school librarian and librarian is not well-defined in Korea. The different requirements in the library standards and the school library related laws have led to weaken professionalism and social status of librarianship. The condition that teacher librarians are not in the school library have brought the pressure to overcome imperfect functions of the school library and unfairness of educational services. In order to solve these problems, it is necessary to strengthen teacher librarians' qualification system to improve their identity as educational subject specialist librarians. We ought to also build proper foundations of social recognition about librarianship through classifying the types of human resources in the school library into the teacher librarian, library paraprofessional and volunteers. Especially we should hold the job analysis based on administrator, teacher, service, leader, collaboration, and partner.

This study explored the services of libraries for babies and toddlers and the possibilities of service expansion through Bookstart as a cooperation system for libraries. This study presented the problems of the services of libraries for toddlers by implementing the questionnaire method and the in-depth interviews. In addition, this study showed the impact of carrying-out this program and why libraries should manage the Bookstart program. Results indicated that: (1) even though the membership enrollment standard of children's libraries is usually from babies and toddlers up to the elementary school students, that of a few libraries is still over elementary school students. This will work on restraining the services of libraries for users, especially toddlers, only 54.8% of libraries services are for the toddlers; (2) by analyzing the perception of librarians, we get to know that librarians think that the age of the first use of a library is more appropriate for kindergarten-agers than toddlers; (3) librarians think positively about the Bookstart and that libraries are more suitable for Bookstart than any other institutions; (4) after the introduction of Bookstart to libraries, many changes happened in respect of the function of libraries and the types of users. For examples, there was an expansion of users to babies and toddlers and their parents, an increase in users, focusing on early-childhood reading education and the strengthening of the role of librarians as program planners in particular. This study suggests that the introduction of Bookstart would bring changes to the concept of traditional libraries and the inflexible attitudes of librarians.

The objective of this study is to search for a theoretical and practical solution to the question of what is the most effective and qualitative method of information service for the college and university libraries in Korea. Assuming the maximum service or total service theory in information services, therefore, it appears natural that the subject specialist who is highly knowledgeable in his subject is indispensable in raising the quality of information librarians. The procedure of this research was as follows: There was no college and university library employing any full-time subject spceialist in Korea. This research, however, was proceeded on the assumption that subject specialists are already employed in all of the college and university libraries after the subject specialist system is established. The least qualification of subject specialist is limited, based on the criteria given by the foreign literature, to those who have master's degree in Library Science and bachelor's degree in any other subject area, those who have bacholor's degree in Library Science and master's degree in any other subject area, or those who have both bacholor's and master's degrees in Library Science with minor in any subject field . To prove the research hypothesis that the subject specialist will perform his role more efficiently than the generalist in effectively providing information service based on both accuracy and speed, this research as an obtrusive testing method analyzed the effectiveness by presenting information questions to the generalists and subject specialists who are information librarians in college and university libraries. For this study 20 librarians working at 12 university libraries were tested for performance levels of information services. The result showed $59.75\%$ an absolute performance rate and $75.20\%$ an adjust performance rate. Compared to Thomas Childer's 1970 study in which he used the unobtrusive testing method, these results were $5\%$ higher in the absolute performance rate and $11.36\%$ higher in the adjust performance rate. In comparing the generalist with the subject specialist in efficiency of information service, while the absolute performance rate was $57.08\%$ and the adjust performance rate was $73.08\%$ in the case of the generalist, the absolute rate was $63.75\%$ and the adjust rate was $78.38\%$ in the case of specialist, therefore, the efficiency of the subject specialist was $6.67\%$ higher in the absolute performance rate and $5.30\%$ higher in the adjust performance rate than that of generalist. But the factor of speediness was excluded from the analysis because of the difference between the time the interviewers recorded and the time the interviewee recorded. On the basis of the result of this research, it should be desirable to educate subject specialists and employ them as information librarians and for them to function as efficient subject specialists in order to improve the effectiveness of information services, the nucleus of the raison d'etre of college and university libraries.
