In this study, the seismic vulnerability of public river levees was analyzed quantitatively. Input seismic waves were generated in Pohang seismic waves in return periods of 200, 500, 1000, and 2400 years. The behavior of the levee was analyzed by seismic vulnerability analysis according to the return period. The displacement that occurs during an earthquake showed the same tendency as the input seismic wave and was largest in the return period of 2400 years. An analysis of the sliding stability revealed a 31.5% and 26.7% decrease in the sliding safety factor for the return period of 2400 for the landside and waterside, respectively. An examination of liquefaction by the q/p' ratio showed that the seepage line inside the embankment rises due to earthquakes. As a result, in the case of a return period of 2400 years, most embankments generate liquefaction, making them vulnerable to earthquakes. Through this research, it will be necessary to re-establish domestic seismic-design standards and establish clear standards for the results through a dynamics method.
An influence factors for soundness evaluation of river levee include consisting embankment in case piping, permeability coefficient of ground, height of embankment, the width of crest, material characteristics of embankment and foundation ground, shape of embankment slope, an influence for penetration of rainfall or river water in case slope stability. In this study, it was operated a feasibility investigation of existing design result, stability evaluation for permeability coefficient use and permeability coefficient change of foundation ground to investigate an influence in line with permeability coefficient change for result of river levee penetration analysis. The evaluation results of influence factors, the permeability coefficient was used in design and it was evaluated influence in safety factor of piping. After the evaluation of influence factors, the permeability coefficient used in the design appears with the fact that differs in a design report about same soil.

Korea is affected by typhoon 2-3 times a year, and 50${\sim}$60 % of annual rainfall is concentrated during summer with heavy daily precipitation. Recently such natural conditions cause many of failures or damages of reservoirs and embankments. Overflow by heavy flood is the main cause that results 54.2 % of total embankment failures with damages of spillway, outlet channel and stilling basin. Since damages by overflow are triggered by scour of soils nearby the structures, use of proper backfill materials with great resistance against erosion should be considered and application of suitable construction method to protect erosion may be adopted. Most failures of levee are caused by piping along the surface of cross-structure underneath levee. Such failures may be protected by deep consideration of piping at the stage of design and good quality control during construction. Sufficient magnitude of spillway and outlet channel is the ideal way to prevent failures by the flood. For existing structures, remodeling with reinforcement to protect against flood with review of required storage of dam should be considered.
In this research, artificially cemented sand which is made of a few portland cement and Nak-Dong river sand was researched closely. For providing the fundamental data which is needed in design and analysis of levee material, the shear behavior of cemented sands was investigated by drained triaxial test, and analyzed in accordance with the increase of cement content. The peak strength and elasitc modulus increased and dilation of cemented sand was restricted by the cementation, but after breakage of the cementation, dilation increased, cohesion intercetpt and friction angle increased with the increase of cement content and strain softening behavior appeared in stress-strain curve.
Numerical models for seepage analysis are useful tools to analyze problems and design protection techniques that are related to seepage through a levee. Though every model may have its own limitations and shortcomings, there were no generalized verifications or calibrations for the commercial models. It means that users can run the model and get the result without understanding nor taking any enough training. This paper Investigates applicability and suitability of some seepage numerical models by comparing analytical solutions with experiments in the user's viewpoint. The results showed that it is more desirable to use analyses with unsaturated-unsteady condition rather than those with saturated-steady conditions, since seepage phenomenon of real levees are changed according to water level and soil property. This study also compared the calculated unsteady solutions with the calculated steady solutions for the levee at Koa of the Nakdong River The comparison revealed that as the result, the safety factor of $2.0{\sim}3.5$ has the same effects for seepage protection techniques when they are designed on the basis of steady-state analysis.

Manning's roughness coefficients were reevaluated for the computation of river flow of the Han River, the Nakdong River and the Geum River. The roughness coefficients were estimated by two methods. One is based on the assumption that roughness is primarily a function of grain diameter and the other is based on the findings that roughness may vary significantly with the flow discharge. The roughness coefficients adopted in each river improvement master plan have been compared with those obtained using the FLDWAV in this study, and their applicabilities have been reviewed, using the FLDWAV and HEC-RAS models. The design flood water levels computed by the abovementioned models with the roughness coefficients proposed in this study have shown good agreement with the measurements of time variation. The roughness coefficients computed using the FLDWAV model showed nearly no close correlation with the various hydraulic characteristic factors, such as grain size and river depth, etc.. Finally the design flood water levels and levee safety about the downstream part from the Paldang Dam of the Han River has been reviewed using HEC-2 model with roughness coefficients of this study and the results indicated that some parts of the existing levees were short of safety.

The purpose of this study is to classify the factors influenced on the damages of head works suffered from the storm flood occurred on July 22 1980 in both Musim and Bochong rivers and to find out an integral counter measures against the causes influenced on the disaster of head works in the engineering aspect of planning, design, construction and maintenance. In this survey, number of samples was taken 25 head Works, and the counter measures against the causes of their disasters summarized was as follows, 1. In the aspect of planning a. As the flood water level after the establishment of head works is more increased than the level before setting of head works owing to having more gentle slope of river bed between the head works than nature slope of river bed. Number of head works should be reduced for the appropriate annexation of them b. In the place where head works is established on the curved point of levee, the destruction of levee becomes severe by the strong deflective current. Therefore the setting of head works on the curved point should be kept off as long as possible and in case of unavoidable circumstances the construction method such as reinforced concrete wall or stone wall filed with concrete and anchored bank revetments should be considered. 2. In the aspect of design a. As scoring phenomena at up stream is serious around the weir Where the concentration of strong current is present in such a place, up stream apron having impermeability should be designed to resist and prevent scoring. b. As the length of apron and protected bed is too short to prevent scoring as down stream bed, the design length should be taken somewhat more than the calculated value, but in the case the calculated length becomes too long to be profitable, a device of water cushion should be considered. c. The structure of protected river bed should be improved to make stone mesh bags fixed to apron and to have vinyl mattress laid on river bed together with the improvement for increasing the stability of stone mesh bags and preventing the sucked sand from the river bed. d. As the shortage of cut-off length, especialy in case of the cutoffs conneting both shore sides of river makes the cause of destruction of embankment and weir body, the culculation of cut-off length should be taken enough length based on seepage length. 3. In the aspect of design and constructions a. The overturing destruction of weir by piping action was based on the jet water through cracks at the construction and expansion joints. therefore the expansion joint should be designed and constructed with the insertion of water proof plate and asphalt filling, and the construction joint, with concaved shape structure and steel reinforcement. b. As the wrong design and construction of the weep holes on apron will cause water piping and weir destruction, the design and construction of filter based on the rule of filter should be kept for weep holes. c. The wrong design and construction of bank revetment caused the severe destruction of levee and weir body resulting from scoring and impulse by strong current and formation of water route behind the revetment. Therefore bank revetment should be designod and constructed with stone wall filled with concrete and anchored, or reinforced concrete wall to prevent the formation of water flow route behind the wall and to resist against the scoring and impulse of strong stream. 4. In the aspect of maintenance When the damaged parts occurred at head works the authorities and farmers concerned should find and mend them as soon as possible with mutual cooperation, and on the other hand public citizen should be guided for good use of public property.
General reliability assessment of levees embankment is performed with safety factors for rainfall characteristics and hydrologic and hydraulic parameters, based on the results of deterministic analysis. The safety factors are widely employed in the field of engineering handling model parameters and the diversity of material properties, but cannot explain every natural phenomenon. Uncertainty of flood analysis and related parameters by introducing stochastic method rather than deterministic scheme will be required to deal with extreme weather and unprecedented flood due to recent climate change. As a consequence, stochastic-method-based measures considering parameter uncertainty and related factors are being established. In this study, a variety of dimensionless cumulative rainfall curve for typhoon and monsoon season of July to September with generation method of stochastic temporal variation is generated by introducing Monte Carlo method and applied to the risk assessment of levee embankment using reliability index. The result of this study reflecting temporal and regional characteristics of a rainfall can be used for the establishment of flood defence measures, hydraulic structure design and analysis on a watershed.

In recent times, the sharp increase in extreme flood damages due to climate change has posed a challenge to effectively address flood-related issues solely relying on conventional flood management infrastructure. In response to this problem, this study aims to consider the effectiveness of nature-based flood management approaches, specifically levee retreat and relocation. To achieve this, we utilized a 1D numerical model, HEC-RAS, to analyze the flood reduction effects concerning floodwater levels, flow velocities, and time-dependent responses to a 100-year frequency flood event. The analysis results revealed that the effect of creating a flood buffer zone of the nature-based solution extends from upstream to downstream, reducing flood water levels by up to 30 cm. The selection of the flow roughness coefficient in consideration of the nature-based flood buffer space creation characteristics should be based on precise criteria and scientific evidence because it is sensitive to the flood control effect analysis results. Notably, floodwater levels increased in some expanded floodplain sections, and the reduction in flow velocities varied depending on the ratio of the expanded cross-sectional area. In conclusion, levee retreat and floodplain expansion are viable nature-based alternatives for effective flood management. However, a comprehensive design approach is essential considering flood control effects, flow velocity reduction, and the timing of peak water levels. This study offers insights into addressing the challenges of climate-induced extreme flooding and advancing flood management strategies.
In joint portions of the levee and the barrier, complex 3-dimensional flow was generated and collapse of revetment occurred frequently. For these reasons, it is necessary to install the joint revetment with greater stability as compared with the general revetment at the joint portions. However, design criteria for joint revetment was not presented in River Design Criteria (KWRA, 2009). Therefore it is necessary to research for engineering design of the joint revetment. In this study, hydraulic experiments were performed under various flow conditions in order to realize the collapse conditions of riprap and carried out in 20.0 m straight open channel with one side levee and the width was 4.0 m. The diameter of riprap covered around joint revetment was 0.03 m and the inlet discharges were $0.5{\sim}0.8m^3/s$. The numerical simulations were performed under same conditions with experiment. as results of this numerical simulations, the influence range was confirmed from the distribution of flow characteristics and shear stress. As a result, the riprap diameter of the joint revetment was calculated from 4.1 to 6.9 times greater than that of general revetment. As the inlet discharge was large, the range of vulnerable area was developed long in the downstream direction despite of same withdrawal velocity of riprap. Through this study, the methods of calculating the riprap diameter and influence range were proposed according to hydraulic characteristics of flow around joint revetment. At a later study, if additional experiments about effect of flood plane and various types of barrier is applied, it is expected that rational design method with stability of joint revetment can be proposed.
