A Study about False Alarm of Automatic Fire Detection System (자동화재 탐지설비의 비화재보 감소방안)

  • The automatic fire detection system is an important facility installed with focusing on minimizing the damage from a fire. This paper presents in the followings as the methods to reduce the false alarm of the automatic fire detection system; first, to prepare for legal standard so that revised legal standard can be applied to the fire fighting property prior to revision; second, to introduce the performance based fire detection protection design in the law based fire protection design; third, to maintain the wiring of worn-out detector; forth, to introduce an evaluation system to the education for the fire warden; fifth, to extend the standard of MTBF(meantime between failure) of the detector; sixth, to extend of installing the analog type detector; seventh, to improve the structure of reset switch.

A Review on Track Design Standards for Selection of Rule Items for Railway BIM (철도 BIM의 룰 항목 도출을 위한 설계기준 검토)

  • Railway is compsed in various components, such as subgrade, track bed, sleeper, rail, and overhead line, on a linear space. Therefore, comprehensive work for various design standards and guidelines is required when designing a railway facility. For this reason, much time and effort are required to review the relevant design standards and guidelines. While, automatic legal check system for BIM models has been developed in the architectural engineering, it has not been developed in the railway engineering. This study reviews the korean design standard and the korean code for railway engineering, and suggests some rule items of logical information. Comparing the suggested rule items to the railway BIM library, items of logical information and additional attribute information are obtained. The analysis results of railway design standards and BIM library presented in this study would be utilized for defining rule-set items that is essential for development of the automatic legal check system for railway BIM models.

An Experimental Study on The Fire Resistance Performance of Steel Encased Reinforcement Concrete and Steel Framed Mortar Beam with Loading Condition (철골 철근콘크리트 보 및 철골철망 모르타르조 보의 전열특성 및 화재거동에 관한 실험적 연구)

  • This study evaluates the fire resisting capacity of the beam of the legal fire resistance construction, which establishes the Article 3 of the Regulations on Escape and Fire Resistance of Buildings. There are a total of five structures that we consider as legal fire resistance constructions, however, this study has a primary target of the reinforced concrete beam, and tests the fire-resistant performance depend on the covering depth of reinforce concrete. The results showed that it meets the three hours, the maximum statutory fire resistance time, if it was a load ratio of 0.5 and covering depth of 40 cm. Steel framed mortar beam is legal fire resistance structure that it was possessed three hours fire resistance performance, if it was a load ratio of 0.4 and covering depth of 60 mm.

Spatial Gap Estimation for Word Separation in Handwritten Legal Amounts on BAnk Check (필기체 수표 금액 문장에서의 단어 분리를 위한 공간적 간격 추정)

  • An efficient method of estimating the spatial gaps between the connected components has been prposed to separatethe individual words from a handwritten legal amount on bank check. Owing to the inherent problem of underestimation or overestimation, the previous gap measures have much difficulty in being applied to the legal amounts that usually include the great shape variability by writer's unconstrained writing style and touching or irregular gaps between words by space limitation. In order to alleviate such burden and improve word separation performance, we have developed a modified version of each distance measure. Through a series of word separation experiments, we found that the modified distance measures show a better performance with over $2-3\%$ of the word separation rate than their corresponding original distance measures.

  • Recently construction industry has faced new era as following the advances of IT technology. It becomes possible that information and knowledge among people are exchanged actively thanks to computer-based tools. In fact, the tools, PMIS(Project Management Information System) and KMS(Knowledge Management System) already have been introduced to constuction industry successfully. Lately IETM(Interactive Electronic Technical Manual) is tried to be one of these systems. This trying is being enlarged that the IETM's concept is changed to administrative and legal process provider throughout the lifespan of construction projects. However, it is hard to define construction IETM in mega-scale project like urban regeneration project because construction projects are complex and have diverse stakeholders. These properties may make the IETM ambiguous system. To do define IETM as a administrative and legal process provider, this research will conduct survey and interview, then analyze its own properties and find out design strategies. Based on the properties and strategies, suggesting IETM's system demands and architecture of urban regeneration processes.

  • Bunker oil is an essential expense, and it is a high cost in ships' operations. Therefore, it forms an important part of the work shipowners do to minimize losses during operations. With bunkering disputes consistently occurring, bunker surveyors could be employed by shipowners through them and bunker survey companies signing a contract for a bunker surveyor service. Bunker surveyors could play the role of independent contractors and issue statements of fact in relation to bunkering. However, it would be impossible for bunker surveyors to immediately resolve a bunkering dispute since their role and the legal status is not clear while bunker surveys are being conducted on ships. Thus, this study sets out to define the legal status and liability of bunker surveyors and to seek an additional role for them when bunkering disputes occur.

  • The buildings relevant to the law should be designed performance-based necessarily according to "Fire-Fighting System Installation Business Act" amended, January 1. 2009. Performance based design means that building design reflects structure, size, purpose, and building capacity to achieve the most effective design of fire-fighting system. Performance based design has meaning to buildings that it is insufficient to control fire-fighting by previous law-oriented design or inappropriate by uniform design, because of buildings becoming bigger and higher. However, it is difficult to implement the system actually, because laws relevant to fire-fighting prescribe only the object and the required qualifications of performance based design, but they don't have rules to enforce performance based design for specific parts. This study suggests improvements for a desirable implementation of performance based design in legal aspects, by analyzing the current legal regulations related to performance based design.

  • The government and private companies are endeavoring to help the digital healthcare industry grow. This includes easing regulations on the big data industry such as the amendment of the Data 3 Act. Despite these efforts, however, there have been constant demands for the amendment of laws related to the medical field and for securing medical data transmissions. In this paper, the Data 3 Act of Korea and the legal system related to healthcare are examined. Then the legal, institutional, and technical aspects of the strategies are compared to understand the issues and implications. Based on this, a legal and institutional strategy suitable for the digital healthcare industry in Korea is suggested. Additionally, a direction to improve social perception along with technical measures such as safe de-identification processing and data transmission are also proposed. This study hopes to contribute to the spread of various convergent industries along with the digital healthcare industry.

A Study on Legal and Institutional Improvements for the Digital Transformation of Construction Supervision (건축공사 감리업무의 디지털 전환을 위한 법·제도 개선안 연구)

  • This study reviewed the existing legal framework governing construction supervision practices and conducted a survey of expert groups to identify and propose strategies for facilitating the digital transformation of construction supervision processes, with the goal of enhancing the quality and safety of construction projects. The research underscored the necessity for digital transformation to improve quality, safety, and efficiency of construction supervision. Additionally, it highlighted the need for greater consistency and clarity in terminology related to construction supervision. The study also presented recommendations for improvement, which included: establishing a structured supervision checklist to ensure safety and compliance, establishing a specialized construction supervision corporations subject to qualification screening, and introducing evaluation criteria to encourage the adoption of digital transformation technologies in construction supervision. The findings of this study are intended to serve as the foundation for future policy and regulatory frameworks aimed at promoting the digital transformation of construction supervision practices.
