Improvement and Application for Environmental Conservation Value Assessment Map(ECVAM) of Nationwide Land in Korea

  • This study is aiming at improving the Environmental Conservation Value Assessment Map(ECVAM) of National Land in Korea. The ECVAM items are composed of legal and environmental/ecological assessments. A popular method applied to ECVAM is an overlay environmental/ecological assessment items. The purpose of this study is to offer complementary items of the ECVAM by examining assessment items. In this study we assessed the ECVAM by five methods. Method 1 is Grade 1 areas of each administrative district; Method 2 is comparing overlapped areas of each assessment items Grade 1, 2 and permission of each assessment items duplication; Method 3 is Grade 1, 2 areas by only singular assessment items; Method 4 is Grade 1 areas only of Method 2; and Method 5 is Grade 2 areas only of Method 2. Method 1 showed Seoul and other metropolitan cities revealed a large proportion of Grade I regions by the legal assessment items. Gang won-Do, showed a large proportion of Grade I regions by the environmental/ecological assessment item. Method 2 showed 93.4% of diameter Grade II(standard for stability); forest diameter item accounted for 99.9% by Method 3, Method 4 showed 95.7% of forest diameter, and forest density accounted for 66.4% by Method 5. This study contributes to reduce the complexity in the process of manufacturing ECVAM of National Land, and to raise the flexibility in the process of managing and updating this map.

국토환경성평가지도 평가항목 구성의 적정성 검토 (Review of Compositional Evaluation Items for Environmental Conservation Value Assessment Map(ECVAM) of National Land in Korea)

  • This study review of Compositional Evaluation Items for Environmental Conservation Value Assessment Map (ECVAM) in Korea. The ECVAM is composed of legal assessment and environmental/ecological assessment items. ECVAM basically adapts an overlay method for environmental/ecological assessment items. The objective of this study is to suggest supplementary items for the ECVAM with the following process : Overlapping rates of the assessment items in the ECVAM are calculated to understand the grade distribution of the environmental conservation value assessment and to analyze the overlapping rates among the assessment items, as a result it is found that various items are overlapped each other. In order to reflect effectively each assessment item to the ECVAM, Analyzed the overlapping degree among assessment items to be applied to this map. On the concrete we gripped results to be assessed by various items, which were overlapped each other. In order to reflect effectively each assessment item to the environmental conservation value assessment map of national land, we analyzed the overlapping degree on environmental/ecological items, and investigated the grade distribution by field survey. 한국에서의 환경영향평가 평가기준에 대한 연구 (A Study on Assessment Standard for Environmental Impact Assessment)

  • The EIA system was developed during ten odd years of introduction. On the other hand, the contentional development representing systematical fidelity does not match to it. I surveyed the problems of EIA on the point of environmental items with no legal standards. EIA is being executed only once on the planning stage. If the present EIA system has two times of execution, the quality of EIA will be much better. First, on the stage of deciding location of the project, EIA should be done. And next, detailed EIA should be done on the stage of executing the project. To describe the problems of EIA, I surveyed the legislations on the point of the former stages, investigation of present status and anticipation. And I tried a theoretical approach to EIA. The knowledge of things, the subject's standpoint and his valuation are all put together in the EIA. The knowledge of relationship between air and water pollutants and their impact on human is accumulated much. On the other hand, the knowledge of the compounded item, fauna-flora(natural ecology) is partial and causes many difficulties. I pointed out the absurdities of assessment technique dealing the standards and introduced assessment technique being applied to items with no physico-chemical standards such as wild lives.

사찰림의 생태문화적 평가지표에 관한 연구 - 조계산 송광사를 중심으로 - (A Study on the Eco-Cultural Assessment Indicator for Buddhist Temple Forest - Focused on Mt. Jogye Songgwang-sa Temple -)

  • 본 연구는 우리나라 사찰림의 생태문화적 가치를 평가하는 평가지표를 개발하고, 개발된 사찰림의 평가지표를 삼보사찰의 한 곳인 송광사(승보사찰)에 적용하였다. 브레인스토밍(숲치유 전문가 2인, 불교계 산림전문가 스님 1인, 산림1인, 연구자 포함 6인)을 통하여 문헌연구와 평가지표 초안을 도출하였고, 이후 전문가그룹(1차:32명, 2차:30명) 심층인터뷰(FGI)를 5점 리커트 설문조사방법으로 도출한 최종평가지표 4개 영역 20개 항목을 기초로 실행한 연구 결과는 다음과 같다. 사찰림의 생태문화적 평가지표에 대해 4개 영역 20개 평가항목으로 각각 5점으로 하였으며 역사문화적 가치는 5개 항목으로 총 25점을, 생태적 가치는 5개 항목으로 총 25점, 휴양 관광적 가치는 6개 항목 총 30점, 교육 이용적 가치는4개 항목 총 20점으로 각각 배점하여 총점을 100점으로 하였다. 개발된 평가지표를 연구대상지인 조계산 송광사를 대상으로 적용한 결과, 사찰림의 역사 문화적 가치가 25점 만점에 23점, 생태적 가치는 25점 만점에 21점, 휴양 관광적 가치는 30점 만점에 22점, 교육 이용적 가치는 20점 만점에 16점을 차지하여 총 82점의 결과치가 도출되었다. 이번 연구에 대한 의미는 다음과 같다. 첫째, 최초로 사찰림의 생태문화적 지표를 개발했다는 것에 의미를 가지고, 사찰림의 생태문화적가치에 대한 활용자료가 될 수 있음에 의미를 가진다. 둘째, 사찰림의 생태문화적 평가지표를 가지고 송광사 사찰림을 평가한 결과, 사찰림의 휴양 관광적 가치와 교육 이용적 가치가 매우 낮았다. 이러한 이유에서 사찰림을 국내 최고의 고객으로 인정하는 산림청과 환경부, 문화재청 등은 사찰림의 관광, 휴양, 교육, 이용을 위한 지원을 해야 한다고 할 수 있다. 셋째, 사찰림의 생태문화적 가치에 대한 우수성에 대해 국가적 차원에서 연구하여 사찰림만이 가지는 템플스테이와 치유를 접목한 가칭 "사찰림에서의 치유"와 같은 국가브랜드를 만들어 세계적인 관광산업이 되기를 바란다. 넷째, 사찰림에 대한 법적정의가 없는 현 상황에서 사찰림에 대한 법적정의의 필요성에 대하여 법적정의를 제안하였다. 이러한 사찰림의 정의가 법률적으로 마련되면 사찰림의 생태문화적 가치에 대한 보호 및 활용적 측면에서 국가기관에 전담부서를 조직하고 더 나아가 사찰림을 세계자연문화유산으로도 등재하는데 기초가 될 것으로 판단된다. 다섯째, 이번 연구의 결과로 나온 사찰림에 대한 생태문화적 평가지표를 바탕으로 유네스코 세계문화유산으로 등재된 "산사, 한국의 산지 승원"에 적용해서 각 사찰마다의 특징을 도출하여 사찰의 관리 또는 활용에 기초자료가 될 것이다.

근로자 노출평가제도 내 위험성평가 방법론의 적용 (The Adoption of Risk Assessment Methodology in Exposure Assessment)

  • Objectives: Exposure Assessment for workplace hazards where the exposure level is below occupational exposure limits(OELs) has been performed without considering either the degrees of risk or exposure levels and has failed to lead to intervention in many cases. The objective of this study was to suggest and test an application framework for risk assessment methodology under the current exposure assessment system in Korea. Materials: First, we investigated the exposure assessment systems in Korea and other countries. To adopt some risk assessment techniques, we also analyzed risk assessment systems and compared them to exposure assessment systems. A few suggestions were made. We held a public hearing during an industrial hygiene conference and took surveys using a questionnaire. Results: The first suggestion was to implement the risk assessment and exposure assessment through a "one-stop" system. In that case, one expected question would be who has been doing the jobs so far. In most cases, industrial hygiene consulting services or laboratories have been performing exposure assessment for business owners. Business owners are required to perform risk assessment. As two different groups of people will be required to implement two things in a one-stop system, they need to share information. As an information vehicle to share information, commonly filed survey checklists were suggested. The second suggestion was to categorize exposure level into four groups instead of the current binary divisions based on OELs. In the risk assessment system, exposure level is divided into four groups utilizing the cut-points of 10%, 50%, and 100% of OELs. The same schema can be adopted in the exposure assessment system and different levels of requirements can be assigned for each group. The third suggestion was regarding the regulation system. To provide the suggestions some thrust toward being implemented in the field, changes should be made in the legal system. Two different types of new exposure assessment result reporting forms were suggested. Some investigations such as an ergonomic survey are officially accepted as risk assessment under the current legal system. A few items were suggested to be included in the exposure assessment result reporting to be accepted as risk assessment. A pilot study in two small factories was performed and pointed out the strengths and weakness of our suggestions. Conclusions: Discussions and studies on the improvement of the exposure assessment system have been held for decades and no tangible changes have yet been made. We hope this result can help realize healthy lives for workers in Korea.

건축공사 계약해지에 따른 비용산정에 관한 연구 (A Study on the Cost Estimation in Case of Termination in the Building Construction Contract)

  • Financial difficulties and claims frequently stop construction works and cause subsequent contract cancellations. However, as the criteria to assess costs have not been established, many cases of legal disputes over the assessment of cancellation costs are taking place and the concerned parties are suffering the loss of time and money. Therefore, the present research aimed at developing a rational and systematic model of cancellation cost assessment following the cancellation of contracts. The research was carried out in the following methods and scopes. 1 ) The research was focused on the assessment of fair cancellation costs from constructors' side for contracts cancelled by any causes for which the owners have liability. 2) To obtain basic materials about cancellation cost assessment methods, contracts, claims, contract cancellations and construction-related laws at home and abroad were examined. 3) A cost assessment model was developed for systematization and efficient operation of cancellation cost assessment, and the reliability and efficiency of the proposed model was verified through a case study. The conclusions drawn from the research are as follows. The importance of the cancellation cost assessment model was confirmed as, using the cancellation cost assessment model, direct cancellation cost and indirect cancellation cost could be assessed systematically, the number of disputable items could be reduced because reasonable evidences of actual spending were presented, and the loss of constructors could be minimized because systematic and rational cost assessment became possible for many disputable cases of indirect cancellation cost, which the constructors had been unable to prove so far though having spent.

정신보건시설인증제에서 요구되는 시설환경 평가에 관한 연구 - 의료기관평가인증원의 정신의료기관평가를 중심으로 (A Study on the Evaluation of Environmental Quality required in the Accreditation Program for Mental Health Facilities - Focus on the Mental Institutions Assessment of KOIHA)

  • Purpose: According to the trend of the global burden of disease, in the future our society is expected to face with gradually increasing problems related to mental health and the demand for the various types of quality mental health facilities. This study investigates whether the accreditation of Mental health facilities serves as a building evaluation tool, and contribute to environmental welfare of the mentally ill. Methods: The facility assessment items related to architectural design are extracted through the analysis about the accreditation program of KOIHA. Extracted items should review if they comply with the relevant regulations, and establish building design standard. Results: This study shows that the accreditation of KOIHA can certify psychiatric hospitals meet the legal requirements, the minimum standard of facilities. But it is not the evaluation of environmental quality. It is difficult to assess the quality of facility in terms of architectural design, because it has no specific standards or the level of assessment. Implications: The accreditation for mental health facilities should be able to provide the right and opportunity to choose a more quality facility for the customer. The introduction of a certification system for the evaluation of environmental quality is required in order to overcome the limitations of the accreditation of KOIHA. Development of design guidelines for mental health facilities that are the basis for certification should be also followed.

국토환경 모니터링 지표로서의 국토환경성평가지도 활용방안 (Application of ECVAM as a Indicator for Monitoring National Environment in Korea)

  • 국토환경성평가지도는 종합적인 환경정보를 이용하여 환경적 가치를 평가한 지도로서 친환경적인 토지이용 및 관리를 유도하기 위해 제작되었다. 2001년 평가항목 및 평가기준에 대한 연구를 시작으로 2003년부터 2005년까지 전국 국토환경성평가지도가 제작되었으며, 국토환경의 변화를 반영하여 매년 지도를 갱신하고 있다. 이처럼 지도의 정확도 개선을 위해 매년 타당성 연구를 기반으로 평가기준을 변경하였기 때문에 동일한 기준으로 국토의 환경성을 평가할 수 있는 모니터링 지표로서 국토환경성평가지도를 활용하기에 한계가 있는 상황이다. 따라서 본 논문은 2005년부터 현재까지 국토환경성평가지도에 사용된 데이터를 현재 평가기준으로 재평가하여 6년 동안의 국토환경성평가지도 변화 내역을 분석하고, 본 지도가 국토환경 모니터링 지표로 활용될 수 있는지 검토하였다. 분석 결과 국토환경성평가 1등급 지역은 꾸준히 증가하는 것으로 나타났다. 이러한 등급 변화는 10년 단위로 갱신되는 4차 임상도 갱신(2008), 백두대간 보호지역 등 신규 법정 보호지역 반영(2010), 광역생태축 등 환경생태적 평가항목 자료 추가(2009) 등에 의한 것으로 분석되었다. 이는 국토환경성평가지도가 산림지역의 지속적인 관리로 인한 영급 증가, 신규 환경생태적 보전지역 추가 지정 등과 같은 개별적인 환경지표를 통합적으로 평가하고 있다는 것을 의미한다. 따라서 지속적인 국토환경성평가지도 제작은 국토환경 및 정책 변화의 통합 모니터링 지표로서 활용 가능성이 높다. 향후 국토환경성 평가지도가 보다 정확한 모니터링 자료로 활용되기 위해서는 평가항목으로 활용되는 환경 주제도의 정확도 확보, 갱신주기 단축이 요구된다.

호스피스·완화의료 사회복지사의 심리사회적 사정항목에 대한 중요도 인식 (Perception on the Importance of Items on Psychosocial Assessment among Hospice and Palliative Care Social Workers)

  • 목적: 본 연구는 우리나라 호스피스 완화의료의 심리사회적 표준사정항목을 개발하기 위한 예비연구로써, 심리사회적 사정항목의 중요도에 대한 호스피스 완화의료 사회복지사의 인식을 조사하였다. 그리고 의료기관의 유형과 사회복지사의 자격조건에 따라 심리사회적 사정항목의 중요도에 대한 인식이 어떤 차이가 있는지를 분석하였다. 방법: 2013년 5월 30일부터 10월 31일까지 전국 55개 완화의료지원기관에 정부인증 호스피스 완화의료기관 10곳의 사회사업초기면접 기록지와 선행연구결과를 반영하여 8개 범주 80개 항목으로 구조화된 설문지를 이메일로 발송하였다. 이 중 조사 참여에 동의한 31개 기관(56%)의 응답을 분석하였다. 수집된 자료는 SPSS 18.0을 이용하여 분석하였다. 결과: 심리사회적 사정영역의 8개 범주 중 가족사항에 대한 평균치가 4.53으로 가장 높고 경제적 사항이 4.06으로 가장 낮게 조사되었다. 또한 사회복지사 자격증, 의료사회사업수련, 호스피스 완화의료 전담여부등 사회복지사의 전문적 자격특성과 병원의 유형에 따라 중요도에 대한 인식이 다른 것으로 나타났다. 결론: 특히 본 연구결과 심리사회적 사정항목의 수행도가 기관마다 차이가 있는 것으로 조사되었고 사정항목을 중요하게 인식함에도 사정하고 있지 않는 등의 편차가 나타나 표준사정항목을 만드는 것이 필요하다고 할 수 있다. 둘째 법적 제도화를 통해 사회복지사의 자격기준과 호스피스 완화의료를 전담할 수 있는 여건을 마련하고 전문교육을 강화하는 방안이 필요하다.
