  • In the modernization process of the city, urbanization raised a variety of social issues. Urbanization brought noticeable changes in dwelling patterns, such as drastic changes in the housing lifestyle, that revolved around the metropolitan areas of Seoul and Busan etc. before and after the expansion of economic growth. Especially in 1985, when 23.8% of the country's population was concentrated in Seoul, the imbalance of housing supply and demand caused a vast range of housing shortage. The shortage, that resulted from public sector mishandling of natural housing demand, lead to the occurrence of private sector rental housing. The occurrence of this abnormal rental housing supply, became a major cause of Korea's typical lease system called 'Co-dwelling', where the leaseholder and tenant physically lives in the same residence. The leaseholder and tenant's 'Co-dwelling' started from partial renting of traditional Korean-style housing and transformed with the transition of dwelling form and time. However, after 1985, legalization of multi-family housing, Korean rental housing started to be planned in the beginning of it's housing construction and to be produced as an independent space with separate circulation. Also in terms of facility, it changed from partial renting of a space within the residence to an assembly of small individual spaces. However, the background of this deep-rooted 'Co-dwelling' lease system, in different forms and periods of residence, is still based on the lack of public sector rental housing supply and private sector supply of rental space to utilize extra space, 'Jeonsei' payment.

  • It is Increasing that requirements of social infrastructure which includes educational, welfare, cultural facilities for public. Government introduced BTI(Build-Transfer-Lease) as a PFI(Private Financial Initiative) system. This research is about BTL projects in small public educational facilities. Some problems when BTL system is applied to small public educational facilities are identified, and the reason of those problems are examined. This research proposes alternatives in a institutional way and it proposes improvements in contractual structure of consortium when BTL system is applied. Based on reasonable system, it promotes creativeness and effectiveness of a project, and it makes local minor construction companies participate in BTL project without difficulties as mentioned.

  • The PPPs(public private partnerships) which was introduced in the later part of the 1990s has grown since 2005, with the beginning of BTL(Build Transfer Lease) type which retrieves the investment by receiving the lease payment from the government. As application areas and scale of the PPPs have been further expanded, it is expected the demand on special purpose facilities will be increased. We do know only successful foreign practices of the PPPs but have rarely consider the failure cases. Therefore, this paper derives implications by analyzing the case of National physical laboratory project which is known as a typical failure case of UK's PFI. We find that from the perspective of governance, the reasons leading to the failure of business are an insufficient of technical rationality, unsettled social relationships and inefficient risk management. Based on the case study, this study shows how to improve management system for special purpose PPPs business in Korea.

Effects of Incentive System of the District Unit Plan on the Apartment Housing Market in MetropolitanCitiesandRuralCities (대도시와 중소지방도시에서 공동주택시장에 적용가능한 지구단위 계획의 인센티브 적용에 환한 인구)

  • The district unit planning (DUP) in Korea is a planning instrument. One of the key methods is the incentive system focused on the mitigation of the financial charge of business proprietors with use of various planning deregulation. Here in this paper, it is examined whether the incentive system is indiscriminately applied not only in the metropolitan cities but also in the rural cities. The analysis is carried out with six indicators in relation to the effect on the incentive system on the market of Apartment Housing Development. The indicators are a. the building-to-land ratio(BLR), b. the floor area ratio(FAR) c. the publicly assessed value of land(PAVL), d. the sale price of land(SPL), e. the sale/lease price of apartment house(SLPH) and f. the ratio of housing subscription(RHS). The final result is that the incentive system has different effects between metropolitan cities and rural cities. One of reasons lies on the too high FAR in rural cities to be given basically. Another reason lies on the difference between the cost for purchasing public installation and the profit of the sale & lease price of apartment house. In rural cities their difference becomes much narrow. Finally, the low ratio of housing subscription(RHS) in rural cities makes the effect of the incentive system nearby meaningless.

  • This paper proposes a way to a risk quantification of public sector comparator in the value-for-money test of the BTL (Build-Transfer-Lease) scheme in rail investment projects. Two principal risks that are project delay and budget increasing costs are identified and are empirically quantified with a case study of the Haman-Jinju link. The methodology suggested is expected to be a good reference for the similar research afterwards and also to help in settling down the scheme that is only an early stage.

  • The BTL (Build-Transfer-Lease) contract of construction project serves as a part for early establishment of industrial foundation for social overhead capital. However, project cost of BTL contract is focused on initial construction cost. Accordingly, operation cost is lowly evaluated because there is no standard criterion for estimating maintenance cost for the facility. The low operation cost can be a factor that reduces service quality of facility operation. This study suggests a resonable method for estimating cost and manpower in the operation phase by using the existing practical data for wastewater treatment plant by BTL contract. The results of the study can be used for evaluating rough operation cost and manpower of similar plant project by facility size.

Problems and Solutions for the Term of Existence of the Housing Lease in the Digital age (디지털시대에 있어서 주택임대차 존속기간에 대한 문제점과 개선방안)

  • The Housing Lease Protection Act was enacted from March 5, 1981 as Law No. 3379 to guarantee the stability of residential life and legal status. After then, there were many problems, but through several times revision, it had improved insufficient part. However, in order to give guarantees actually the position strengthen for homeless poor people many issues still need to be solved and it has been raised. Along the way, with the introduction of the tenant renewal claims, in February 14, 2015, the National Assembly planned to discuss current issues by operating the Special Committee for housing welfare of ordinary people in the extra session. In the current, however, the conflict of the pros and cons is shown clearly. Meanwhile, because the contract renewal claim of tenant was not guaranteed, if the minimum duration of the lease will be lapsed, contract renewal is dependent on the intention of landlord. Thus, the residential stability of homeless poor could become unstable. Therefore, in this paper, to stabilize the residential living for tenants who are in poor status, analyze our term of existence regulation and through the compared to the national legislation about the term of existence, it will try to propose the specific legislative approach to the problem.

A Study on the Regional Rate of Return and Stability on Investment in Officetel (오피스텔의 지역별 투자수익률 및 안정성에 대한 연구)

  • The officetel introduced into Korea in the mid-1980s has thus far been in the limelight as the object of investment for the substitute for small-sized housing and for lease income. But to raise the possibility of succeeding in officetel investment in the future, it has been necessary to make a systematic analysis of the changed direction of the officetel market and the profitability and stability of investment. Accordingly, this study attempted to analyze demand for officetel with a focus on the possibility of increase in the households composed of one or two members, the major consuming bracket of small-sized housing. And it attempted to analyze the possibility of investment in officetel as the investment goods for lease income due to the entry of Korea into aging society. And past analysis of investment in officetel was confined to profitability analysis, but this study sought to develop the stability indicator of the officetel for the analytical purpose. As a result, it is predicted that demand for small-sized housing will increase due to the increase in 1-to 2-person households. Accordingly, it is predicted that demand for officetel as the place of residence will come to increase. And taking into consideration the more serious degree of sustained aging in the population, older people's preference for real estate and need for lease income, it is predicted that preference for officetel as the object of investment will increase. An attempt was made to analyze the profitability and stability of investment in the metropolitan area which the officetel has principally been supplied, in order to analyze the profitability and stability of officetels. For the purpose of this study, Yeoksam-dong in Kangnam-gu, Yeoui-dong in Youngdeungpo-gu, Bongcheon-dong in Kwanak-gu were selected in Seoul as the area for analysis. Jung-dong in Wonmi-gu, Bucheon, Seohyun-dong in Bundang-gu, Seongnam, Janghang-dong in Ilsan-gu, Koyang were selected in Kyonggi province as the area for analysis. As a result, it was found that the small-sized officetel had higher profitability and stability than the large-sized officetel. It was found that the area of Kyonggi Province had the larger deviation by size. That is, it was found that the small-sized officetel in the area of Kyonggi Province was significant as the object of investment for stable lease income.

  • Since the amendment of the law on the private sector investment in social infrastructure in January of 2005, the government has been actively promoting Build-Transfer-Lease (BTL) projects. Notably, most new educational facilities have been built as BTL projects. For these facilities, the unit cost per unit area has been applied to predict construction costs. However, since construction costs are mostly managed after the detailed design phase, the costs can be estimated incorrectly. For this reason, cost management is needed in the planning phase, with a sound approximate estimate to prevent the wasteful use of funds. To address this shortcoming, this study aims to develop a quantity prediction model for education facilities using regression analysis in the planning phase. The developed model is focused on the required quantities of reinforced concrete and bricks. In order to achieve the objective, the data of 44 educational facility projects collected from Gyeonggi-do was used in the regression model. This study can be utilized by major stakeholders to accurately predict construction costs by estimating the appropriate quantities of reinforced concrete and bricks in the planning design phase.

  • This research investigated the public rental houses In Yangchon-gu, whose locational attribute are suitable for the public rental house and has superior position in both inhabitants' participation and public welfare program. The public rental house has several types, such as permanent lease house, public lease. And several programs, the aged support police and medical services delivery system, have been the leading models for other local governments. Also, there are residents who are in their forties and fifties in the public rental houses in Yangchon-gu. un occupied is less than 1% and it seems that there is few turnover rate. 1 household rate and 2 households rate look like similar in the number of family member, total social public welfare program is focus on family welfare, juvenile welfare, teenager welfare, handicapped person welfare local, welfare and old people welfare. Accordingly, this research is used for base data of questionnaire and the first data for grope various improvement while planning group public rental house for low income group. And this research will be improved directional grope for improve livable public rental house around residents.
